Madagascar - 2 Logistics Infrastructure

The latest WEF Global Competitiveness Report ranked the quality of overall infrastructure of Madagascar 132nd out of 148 countries. 

Bad road condition and high prices as well as difficulty to find spare parts has led to increased transport costs.

There are only two railroads in Madagascar. The first one in the east is managed by Madarail, a private company and links Toamasina, Miandrivaso and Atsirabe to the capital Antananarivo. The other one in the south east, called FCE and managed by the government, is going from Fianarantsoa to Manakara.

With regards to information and communications technology the sector has been growing, owing to greater liberalization and further investment, which lead to more than 3 per cent growth per year over the past ten years (African Development Bank Group 2013). Mobile penetration in Madagascar increased from 4% to 25% between 2005 and 2010. Prior to the sector reform of 1994, domestic telecommunication services were poor and government controlled.

The country has six international airports (Antananarivo, Toamasina, Majunga, Nosy Bé, Taolagnaro and Antsiranana) and three major commercial ports (Tamatave, Majunga, and Antsiranana) which account for 80% of imports and exports of goods.

Madagascar - 2.1 Port Assessment

Madagascar Ports

Surrounded by 5,000 km of coastline, Madagascar has a network of 17 ports: Toamasina, Antsiranana, Nosy Be, Mahajanga, Toliara, Antalaha, Vohémar, Morondava, Tolagnaro, Port Saint-Louis, Morombe, Manakara, Antsohihy, Maintirano, Sainte Marie, Maroantsetra and Antalaha.

Only five of them (Antsiranana, Toliara, Vohémar, Toamasina, Tolagnaro) have adequate port facilities: wharves, drafts, land, shops, handlers, allowing commercial loading and unloading of goods at the dock.

Even if the 5 previous ports have customs and allowed importation of goods, 75% of freight in Madagascar is made in Toamasina port.

For the 12 remaining ports, access is restricted to small traditional vessels providing regional service or to vessels requiring only a modest draft and limited facilities.

The national agency responsible for port maintenance is APMF (Agence Portuaire Maritime et Fluviale), which was created in 2003 by ministerial decree. APMF is a public institution placed under budget trusteeship of the Ministry of Finance and technical trusteeship of Ministry of Transport.

APMF’s mission is to coordinate the implementation of the National Policy regarding port, sea and river navigation sectors.

International shipments

Most import shipments (containerized) coming to Madagascar are transshipped via Port Louis (Mauritius) or Longoni (Mayotte). This leads to relatively long transit times and – compared to direct calls – expensive services. In case of minor volumes, ports are also skipped from the schedule; minimum requirements for a port call are around 100 full container moves.

The economic downturn of the country lowered demand and produced fewer cargo for export and therefore led to general schedule changes like with MSC who cancelled the port calls of Toliara and Tolanaro (Fort Dauphin) in 2015. MSC considers the suspension of services as temporary and is trying to identify cooperation partners to offer feeder services to Ehoala and the minor ports on the southeast coast. This includes companies such as CFS Fort Dauphin, with its new beacher (47m long LCT, capacity twelve 20’ Containers).

National cabotage

Since the liquidation of the Compagnie Malagasy de Navigation (CMN), the national cabotage is only operated by private domestic and foreign armaments. The average age of vessels operating in Madagascar is around 20 years.

The density of the Malagasy land transport network remains low, and the seaway opens up several regions even if the quality of the tools used and the services provided do not follow the minimum standards for sea transport.

Traditional maritime transport

Traditional maritime transport ensures the movement of passengers and goods in the enclaved areas. Transportation is by non-motorized "sailing boatry" on the West Coast, or motorized "lakana" boats on the East Coast. This type of transport plays an important role in the opening up of un-serviced areas, connected by road infrastructure, the evacuation of local production and the circulation of the population.

Inland waterway navigation 

Madagascar has no inland waterway for inland waterway transport on a large scale. The “Canal des Pangalanes”, which was natural for most of its length of 650 km along the East Coast, was the subject of extensive renovation work in order to make it navigable to convoys of a draft of 1.40m and a maximum width of 4.5m. For lack of regular maintenance thereafter, the Canal is largely impassable today, due to obstruction of the track by freshwater hyacinths, silting at mouths and degradation of the banks.

As the only means of access to basic services for the riparian population, the Canal continues to be used for the transport of products and people by artisanal canoes and rafts to the main centers of the area.

River navigation by traditional canoeing and craft units (kanota, laka) ensures the circulation of local products and the population and tourists along the rivers of the West Coast: Tsiribihina in Miandrivazo, Sofia in Port Bergé, and Betsiboka in Marovoay.

Madagascar - 2.1.1 Port of Toamasina (Tamatave)

 

Port Overview

 

The Port of Toamasina is the first Port of Madagascar. Located in the Atsinanana region is located on the east coast some 370 km from the capital of Madagascar. Located at 18°09 South latitude and 49°25 East longitude, between Ivondro Bay and the long beach that borders the harbor and the Indian Ocean; the Port of Toamasina covers an area of ​​63 hectares. 

The Port of Toamasina is classified as a "Port of National Interest" (PIN) with sufficiently adequate port infrastructure (quay, draft, embankment, storage warehouses), allowing the carrying out of commercial loading and unloading of long-distance ships. 

In accordance with Article 3 of Law No. 2003-025, Decree No. 2004-702 confers on the Port of Toamasina the status of Port of National Interest with autonomous management, delimits its district, creates the Société du Port à gestion Autonome de Toamasina (S.P.A.T.) and authorizes the State to participate in its capital. The Port of Toamasina is subject to an autonomous management mode, hence the name of "Autonomous Management Ports" (PGA) 

A current project of extension will last 4 years and consists in of adding 474 m of quay to the container terminal , rehabilitating the old quays , extending the breakwater (protective dike) of a length of 345m, but also proceed with the coating of the 18 ha embankment for the storage of containers.

On 16 June 2005, Madagascar International Container Terminal Services, Ltd. (MICTSL) signed a 20-year concession with Société de Gestion du Port Autonome de Toamasina (SPAT) for the operation, management, financing, rehabilitation, and development of the container terminal in the Port of Toamasina, on a public-private partnership basis. The Port of Toamasina is Madagascar's main port. The Madagascar International Container Terminal handles over 90 percent of the country's container traffic.   

The concession represents a breakthrough in the Malagasy Government's efforts, backed by the World Bank, to develop a sustainable transport system for the country and, in the case of Toamasina, to equip it with improved container handling facilities designed to facilitate Madagascar’s growing international trade. 

Sector analysts, Ocean Shipping Consultants, forecast a positive outlook for Malagasy import-export container traffic. 

Container traffic is projected to reach in 2025 83 833 TEUs/month (currently 20 416 TEUs/month)

Customs are available on site at any time for any declaration/clearance and can process to visa delivery on arrival. 

In emergency situations, the custom procedure can be streamlined. The cargo, which has been announced electronically prior vessel’s arrival (normal procedure), can be delivered after its discharge directly into the emergency area. The clearance-related administration and fees / duties can be settled afterwards.

Port Overview 

This port is a Medium-sized Port. The types of vessels regularly calling at Tulear are General Cargo (23%). 

The port of Toliara is the 2nd biggest port in Madagascar and can receive international vessel and all type of cargo for import and export activities. 

The port facilities are in good condition and are well maintained. 

The two existing docks can receive vessels with a draft of 7m50 max. 

The port is suitable for all type of activities: bulk and break-bulk handling, container handling, fuel handling (rigid pipe for all three types of fuel). 

RoRo operation is possible with side vessels and quarter-ramp vessels.

Port Performance 

The port of TULEAR is an international commercial port that can accommodate ships up to 7.30m draught: oil tankers, bulk carriers, container ships, cruise ships and thus receives different types of goods (cereals, bulk, bagged goods, containers, etc ...). 

A container ship (CMA/CGM), regional line, serves the port for transhipments of goods mainly in Port Louis / Mauritius. 

The terminal is in good condition and container storage is managed appropriately. 

Three safety beacons are installed along the mooring channel to facilitate navigation and berthing actions. 

The berthing of a ship depends on Decision No. 002 APMF/DG/2012 on priority rules for ships. Humanitarian cargos may have priority if they provide a letter of requisition from the competent authorities. (HQ of APMF Antananarivo) 

Any ship wishing to enter the port must complete the entry formalities and its docking must be assisted by the public pilotage service (SMOI) of Toliara. 

Average waiting time: 

72 hours for an oil tanker, 144 hours for a bulk carrier and 72 hours for a container ship. 

The Port works 24/7.

Stevedoring 

The cargo handling activities in the port and for the barge operation are shared by two stevedore companies. COMATO (blue equipment) operates CMA/CGM vessels; SEMS (red / green equipment) handles for UAFL. 

Hinterland Information 

Despite the presence of a national airport, the port of Toliara is mainly connected to the hinterland destinations by road. 

All kind of truck can access the port and his berth. 

After payment of the various customs and port duties and taxes and follow-up of the customs removal order, a request for access of cars to the Port, for removal of goods must be made and endorsed by the APMF on presentation of the customs removal order.  

It should be noted that only the freight forwarder is authorized to make the customs declaration of imported and/or exported goods.

Currently, the Port is partially fenced but part of the fence is being rehabilitated on the southern part of the long-haul Quay.  

It is equipped with surveillance cameras, various types of detector equipment/devices. Inside the IP round officers of the brigade of the Gendarmerie, the National Police and the Navy (marine detachment) for port security and safety.

Madagascar - 2.1.3 Port of Mahajanga

Port Overview

Mahajanga is the third busiest port in Madagascar, but no rehabilitation has been taken place since many years. The port is mainly used for local traffic on Madagascar's West coast and neighboring islands, as well as by local operators. Big prawn farms are located South and North of Mahajanga and use the port to export their products. 

Mahajanga port has no strategic importance for humanitarian activities, unless cyclones and floods result in major road cuts. In that case, humanitarian aid could be dispatched from Mahajanga to North (Antsohihy) or South (Maintirano, Morondava) using coasters or landing crafts (beachers). 

Long haul vessels cannot berth at Mahajanga port and a transhipment to barges has to take place for any big or medium sized vessel. The barges are towed to the berth by the tugs of two stevedore companies, where the cargoes are handled and stored in warehouses or respectively stacked in the relevant container yards. 

Only cargo for Comoros, fishing vessels and small crafts for national trades are operated directly at the berth. Long haul vessels or container ships may anchor in deeper waters at best position of the port. Draught at quay is 4.50 meters only and is calculated on high tide. Transhipment can result in more damages caused by double handling. 

Service vessels, tugs, barges etc. fall dry, the small craft area (Quai d’Oranges / Quai des Boutres) used by wooden sailing vessels falls completely dry, too. 

Same counts for the main anchorage area with a stated depth of 12 meters, according to international standards it should read 8 meters. Considering this, a maximum draft of 6.5 to 7 meters is the limit. The data for the fairway channel are from the end of the 1950s, more actual soundings have not been carried out. Sedimentation from the Betsiboka River increases the uncertainties. According to the Port Authority, new soundings are planned for the next years. 

The draft restrictions for Mahajanga roads also limit the vessel size. 

In average, 800 TEU vessels are in service.

Stevedoring 

The cargo handling activities in the port and for the barge operation are shared by two stevedore companies. COMAMA (blue equipment) operates CMA/CGM vessels; SEMS (red / green equipment) handles MSC. The stevedore companies have an agreement to share the equipment (pooling), which counts for reach-stackers, trucks and forklifts. 

Mobile berth cranes to load / unload the barges are more dedicated to the relevant berth area adjacent to the container stacks of the two container shipping lines. Next to the equipment share of the stevedores, it can be estimated that the handling rates of both are similar or same. SEMS also operates a feeder vessel and a landing craft.

Madagascar - 2.1.4 Port of Taolagnaro (Ehoala – Fort Dauphin)

 

Port Overview 

Built outside any settlement near Taolagnaro airport, it opened on July 8, 2009.This port, located in Saint Luke's Bay, just at Cape Ranavalona, was built to accommodate ships exporting bulk goods. 

It is a multifunctional port of public utility in deep water (15.75 meters at quayside) with private management. From a new concept, it includes: 

- A breakwater with a length of 625 meters 

- 1 multipurpose pier with 3 berths that can accommodate different types of vessels 

- Two riprap spikes to contain the movement of coastal sand 

- A secure median for the storage of containers and general cargo 

- An electrical power supply for refrigerated containers. 

- 2 warehouses for the storage of ilmenite 

- 2 warehouses for the storage of general goods 

- 400 hectares of available space reserved for industrial development for investors: EHOALA PARK & EHOALA VILLAGE supplied with water and electricity by Rio Tinto QMM. 

The port is covered by International Ship and Port Security (ISPS) international security standards. 

In addition to the proximity of the airport and the port, one of the advantages of the Ehoala site is the availability of a development area of 400 ha. The convergence of these physical factors favours the establishment of a commercial and industrial zone that would constitute a significant potential for the development of the country in general and various economic activities in the southern region in particular.

Port Performance 

The port of EHOALA can accommodate international vessels and all types of goods (grain, bulk, bagged goods, containers). The terminal is in good condition and container storage is carried out appropriately.  

Safety beacons are installed along the mooring channel to facilitate navigation and berthing operations.  

The port is not congested all the time, but there are unloading's and loads almost every day. Vessels carrying humanitarian cargo may have priority for berth access, but it is recommended to negotiate directly with the relevant authorities. It is recommended that you negotiate directly with port users for this action. Mining activities (ilmenite) are always a priority, whatever the situation.

Madagascar - 2.1.5 Port of Antsiranana (Diego Suarez)

Port Overview

Diego Suarez is a Medium-sized Port. The types of vessels regularly calling at DIEGO SUAREZ are Fishing Vessel (30%), General Cargo (15%), Oil Products Tanker (5%). The maximum length of the vessels recorded to having entered this port is 229 meters.

The maximum draught is 8.8 meters. The maximum Deadweight is 79403t.

This port has long time been the third busiest port of Madagascar and the centre of social activity of the citizen.

Today, it is specialized on container handling and most of the fishing companies have stop their activities decreasing consequently the vitality of the port.

  • Water depth of 8.5 m at the berth is sufficient for relevant vessel / feeder traffic
  • RoRo operation is possible with side- and quarter-ramp vessels
  • Passage into the bay for larger vessels may be critical
  • Road connections to the South in bad condition
  • Berth is feasible for both breakbulk and RoRo operations (upon vessel acceptance)
  • Ships gear mandatory, no berth cranes
  • 2 very small operational tug for berthing assistance
  • Small coaster and landing craft can also be found alongside in the tugs docking area

The PFOI (Pêche et Froid de l'Océan Indien) and La Saline (a salt factory) still operate it, as does the SECREN (Société d'Exploitation, de Construction et Réparations Navales) - which is in fact the former DCAN (Direction of Constructions and Naval Weapons).

Port Performance

Going in line with a further containerization of ports, the Port of Antsiranana was converted from a multipurpose facility to an almost exclusive container terminal. Sheds and warehouses on the berth have been demolished in favour of storage area for containers.

Two container lines (MSC and CMA/CGM) are serving the port, the cargo mainly transhipped in Port Louis / Mauritius. The terminal is in a good condition and the storage of the containers is handled in a proper manner.

For loading / unloading of containers vessels ship’s gear is mandatory. The feeder vessels calling the Madagascan ports are normally equipped with two cranes, limited in size in order to fit into other ports apart from Antsiranana, too. Madagascar - 2.1.6 Port of Mananjary

 

A thorough Port Assessment was undertaken in the second half of 2015 with the friendly support of Capt. Wolf Lampe and Capt. Ferdinand Moehring of BLG LOGISTICS, Bremen, Germany. The information found in this section has been updated according to their final report.

 

Port Overview

In 2004 loading of vessels at the anchorage in Port of Mananjary was suspended. Previously barges had transported coffee and spices out to vessels the anchorage. Open sea and lagoon/canal are connected by one or two gaps in the sand dune separating both bodies of water.

The(se) entry channel(s) become(s) more pronounced during the rainy season. The sea in front of the channel is rough; the seabed is dotted with reefs and rocks. Finding a possible passage from the ever-changing gap in the dune (permanent marking of an access with buoys is consequently not feasible) to the anchorage was a task that was reported to have taken days before cargo handling could commence. During the passage out, cargo on the barges was likely to suffer from waves breaking over the barges. After careful sounding off the beach and preparation entering the lagoon with a beacher might be possible, but it is still a risky operation.

The “Canal des Pangalanes” was until 1999 able to transport containers (two 20ft Cont. on each barge) with relief cargo from Tamatave to Mananjary. The traverse of the channel took 8 days. A stripping site was used next to the IMI’s (Institut Malgache d’Innovation) huge barge repair hangar, which would have doubled as a warehouse should no trucks have been available. Usually the cargo was manhandled directly from the containers onto the trucks.

A sunken dredger at the former landing indicates the general degeneration of navigation on the channel.

Hiterland Information

Presently rehabilitation works are announced for Ambalavontaka, Analapotsy, Andrangazavaka between Mananjary and Mahanoro. There is road access from Tamatave to Mahanoro.

Of some 560 km to Tamatave, only about 200 km up to Mahanoro are still navigable for larger barges. Towards the south just 60 km to Namorona are navigable for smaller craft, carrying up to 10 tons. The lack of availability of this inland waterway is even more frustrating as the bridge spanning Mananjary River some 12 km west of Mananjary on RN25 has a limited capacity of 10 tons – further reducing the agility of trucking cargo into the Mananjary-zone. Bigger trucks have to use a barge allowing 25 T max. Chef of the barge 0341348758 Mr Jean Claude.

Madagascar - 2.1.7 Port of Manakara

 

Port Overview

The port of Manakara is situated inside a lagoon which is part of the Canal des Pangalanes. The entrance channel has a depth between 1.5 m (low tide) and 2.5 m (high tide)

In 2013 the bridge connecting the two parts of Manakara town on both sides of the Canal des Pangalanes collapsed under a truck. Repair has been done and the bridge is functional..

Of the port’s warehouses (offering a total storage space of 4,700 m²) three are in relatively good condition. The remaining would need to be rehabilitated

Beaching operations have been conducted on several sites in and around Manakara. Using landing crafts remains the most feasible option as long as the channel into the lagoon is not dredged and maintained on a sufficient depth for barge operations.

Port Performance

Lighthouses are in existence. Gutted of their lighting equipment they still offer orientation during daytime and facilitate the passage through the coastal reef.

Standard procedure for the beachers is to approach the shore bow first, dropping a stern anchor in safe distance to the shore while still going slow ahead and letting out chain. Two forelines are brought out to the beach and made fast on sand anchors or other suitable objects. Once the beacher is in position two aft-springs are put in position and the ramp is lowered onto the beach.

Hinterland Information

Manakara is connected to Fianarantsoa (on RN7) by railway. While there used to be two trains daily the service is down to two trains a week, creating a notable drop of trade and tourism.

 

Madagascar - 2.1.8 Port of Antalaha

 

Port Overview 

The port of Antalaha is the second biggest of the SAVA region after Vohemar. 

This port is not able to receive containers or to do international shipment but local cabotage with Toamasina and local product transfer (vanilla, cloves…) ensure enough activity to keep the port busy all year long. 

The SAMA Company (Henry Fraise subsidiary) is in charge of the port management. 

While the port is still operational, it suffers of a lack of maintenance and the SAMA is advocating to get funds to consolidate and rehabilitate the berths. 

The port is also suffering with a silting problem at the docking ramp level and needs to be dragged to receive bigger “beachers” boats. 

 Today, because of the shallow waters, only vessels with a draft of less than 1m80 can berth in Antalaha. 

RoRo operation is possible with side- and quarter-ramp vessels.

Madagascar - 2.1.9 Port de Sainte Marie

 

Port Overview

The island of Sainte Marie has 3 port facilities. All essentials, including fuel, food and other needs of the inhabitants, are met by items imported from other ports.

The port has a general cargo quay of 150m with a draft of 4.5m which can accommodate only small cargo ships, weighing no more than 250 tons.

The main facility called Port de l'Ilot Madame handles all imports. There is a second port which is frequented by passenger ships carrying tourists. The third facility is being developed to handle the growing number of cruise ships and to promote tourism on the island.

Goods from the port of Ilot Madame are transported to other parts of the island. However, the process is slow as the facility is congested, with little operational port equipment. Financial constraints have prevented the development of this important but local port.

All type of fuel was previously coming by barrel of 200L but since 2018 the company Logistique Petroliere is providing the fuel for trucks, cars and boats.

For the passengers, several companies are offering boat transfer between Sainte Marie (Bar à Choix) to Soanierana Ivongo or Mahombo with the possibility to continue by road to Toamasina. The full Pointe Sainte Marie crossing has ceased since 2021.

Madagascar - 2.1.10 Port of Maroantsetra

 

Port Overview 

Maroantsetra is one of the most isolated places in Madagascar.  

Unreachable by road, the area is very dependent on its port. Unlikely, there are no suitable facilities, and the two small ports are on a river channel and only accessible when the tide is high. 

The two ports are called Ankiakabe and Anjahanambo.  

The access of these ports depends on the tide level. The water draft is 1.5 meter only on low tide and until 3 meters on high tide. 

At the high tide, the port of Anjahanambo allowed 40MT vessel maximum and 300MT maximum for Ankiakabe. 

For the port of Anjahanambo, vessels whose tonnage exceeds 40MT can’t access the berth because of the mouth and must transship goods at the level of Nosy Mangabe Island (7km from coast of Maroantsetra) 

The two ports are specialized on bulk and break-bulk handling and not are of course suitable for container handling. 

All handling activities are done manually by day workers paid directly by vessels owner or the carrier.

Madagascar - 2.1.11 Port of Ankify

 

Port Overview

The port of Ankify is the gateway of the island of Nosy be for all persons or goods coming from Madagasacar.

The port is quite well organized, and offer different transport services such as rapid shuttle for tourists, regular transport of person with motor boat, BAC for the transport of vehicles and commodities and cargo dedicated boats.

To avoid too much competition, the transporters are grouped in an association called GOTMANO (Groupement des Transporteurs d’Ankify Nosy Be), the prices are fix and the boats leave the port according to a pre-established schedule.

The APMF is on site both in Ankify and in Nosy be and remain the port authority.

A crossing between Ankify and Nosy be takes around 1 hour. Even if during the trip, coasts are always visible, and it is recommended to travel on the morning when the sea is calm. All the boats transporting peoples have life jacket on board.

Port Overview 

Morondava port is situated in a lagoon bordered by mangroves and frequented by wooden, gaff rigged “boutres.” Dhow. The small vessels fall dry in front of the 110 m long quay at low water. 

The maximum draft for the Eliot Channel connecting the port with the open sea and the anchorage for larger vessels is given at 2.5 m (low tide). 

A lighthouse at the southern shore of the channel entrance provides navigation guidance to the anchorage. 

Arrival and departure at and from the port, which falls dry on low tide, is only possible at high tide.

The port of Antsohihy is situated on the river bank and its only function is to ensure the connection with the district of Analalava (population estimated at more than 100’000 inhab.) Analalava is located about 60 km northwest and is only accessible this way.

The port of Belo sur Tsiribihina is the terminal point on the Tsiribihina River. 

The main function of this port is to be the end point for the tourist boats that descend the Tsibihina from Miandrivaso and the arrival for the vehicles using the ferry to come from Morondava. 

Due to the good condition of the road coming from Morondava, this port is not used for the supply of the city but the surrounding villages come here to purchase and commerce with motor boats. 

While this port is well known in the region, it remains undeveloped, there is no wharf or other infrastructure, but APMF is on site to control and supervise the port activities.

Madagascar aviation sector is under the supervision Transport Ministry and under the regulatory authority of the ACM (Aviation Civile de Madagascar).

Airports

Madagascar is part of the ASECNA (Agence pour la Sécurité de la Navigation Aérienne en Afrique et à Madagascar) which is giving support for the air security and navigation.

Madagascar has a large airports network with 126 airports divided in 3 categories:

-       56 open public airports (under the supervision of ADEMA or Ravinala Airports)

-       27 public restricted airports (under the supervision of privates companies or local administrations)

-       43 Private airports

 Out of these 56 open public airports, only 10 are served by daily flights and 24 are able to provide AFIS (Airport Flight Information Service).

-       6 provide international and domestic flights with AFIS support (Antananarivo, Nosy be, Mahajanga, Antsiranana, Toamasina and Sainte Marie)

-       4 provide only domestic flights with AFIS support (Sambava, Tolagnaro, Morondava, Toliara)

-       14 are considered as secondary and provide AFIS support even if there are no regular flights (Vohemar, Antalaha, Antsohihy, Maroantstra, Manananara, Ambatondrazaka, Maintirano, Tsiroanomandidy, Antsirabe, Morombe, Fianarantsoa, Mananjary, Manakara, Farafangana, Morombe)

-       32 are secondary without AFIS support

International flights

Being an island, Madagascar communicates with the outside mainly by air and sea. Several, Malagasy and foreign airlines ensure a regular service of the country at regional and international level.

The national airline Air Madagascar occupied for several years a monopoly status in the Malagasy air transport until the opening of the sector.

Since then, it shares the international air transport market with other foreign airlines with regular flights to Paris, Marseille, Zurich, Frankfurt, Munich, Rome, Bangkok and Guangzhou in China. For the regional destination, Madagascar is connected with to South Africa, Kenya, Mayotte, Moroni, Mauritius and Reunion.

Non Commercial Operators

After a disaster (cyclones and/or floods) vast areas are cut-off and not accessible anymore by normal means.

Planes and helicopters are then needed for :

  • Assessment missions
  • Humanitarian response

The East Coast is regularly hit by cyclones and in that area 50% of villages might be cut off.

Experience has shown that small planes of 8-9 seats capacity are often requested for assessment missions, as well as helicopters when landing is needed in areas with no airstrip.

Apart from commercial air operators (listed above), two operators are NGOs and therefore not appearing on the ACM list :

  • Helimission (two helicopters) > Christian NGO and dedicated to missionary and relief agencies, Helimission is based in Antananarivo since 1994, and has for mission to provide helicopter assistance to reach remote and inaccessible areas in order to supply them with food, medicine and building materials.
  • MAF (Mission Aviation Fellowship) > Christian based organisation, MAF is operating in Madagascar for over 27 years to access remote communities, serving local church groups, missionaries, NGO’s, development and relief agencies, and government embassies/ministries. Their fleet is made of 1 Cesna 182 SMA and Cessna 208 Caravan and they can provide flights on demand to almost all the areas of Madagascar on a cost recovery system.
     
  • ASF (Aviation Sans Frontière) > Fully dedicated to humanitarian actors, they are actually working in the south punctually in a partnership with a French NGO on nutrition projects but wish to extend their activities in Madagascar.For the moment ASF is not owning any aircraft in Madagascar is able to rent planes which are matching with the partner activities and provide experienced pilots. They can provide free or low costs services depending the partnership.  Their fleet is made of 2 helicopter “Ecureuil”. Eurocopter AS 350 BA (max 5 passengers or 600 Kg depending the distance). They can provide flights on demand to almost all the areas of Madagascar, asking for a voluntary financial contribution to the costs incurred.

  • HoverAid: No profit organization, Hoveraid is providing support to humanitarian actors through the provision of Hovercraft. Hoveraid is actually present in HoverAid working in Beroroha, Ankavandra, Sahakavo, Ampasinambo and Miandrivazo district on medical project and community health education.  These companies normally give good service and competitive rates during emergencies. In case of major disaster, bigger helicopters might be needed, like MI-8, as well as cargo planes. UNHAS will normally assist in looking for helicopters and planes. Another option will be to contract private air operators from RSA.

When vast areas are flooded, deliveries of humanitarian aid has to be done by boat, but hovercrafts might be an option too :

  • HoverAid (two hovercrafts located in Ivato - Antananarivo)
  • Helimission operates 2 Eurocopter 350 BA – Ecureuil  (Capacity : 5 pax or 600 kg)

    *Helicopter operation requirementsTo use efficiently big helicopters, destinations (village) should be identified by GPS coordinates. If needed, CPC can collect coordinates using ULM.

Fuel Services

 TOTAL Aviation is the only supplier of Jet-A1 and Avgas in Madagascar. They have depots and can provide fuel in 13 airports in Madagascar.

 In case of air operation far from their stock, Total cannot pre-position sealed drums of Jet-A1 and provide a manual pump as written in the previous LCA for new procedure implementation reason.

Procedures for Foreign Registered Aircraft

When an aircraft is hired abroad, a Landing Permit has to be requested to ACM.

 

Documents to be given to ACM:

Request has to be done on paper to the ACM and to the General Direction of Customs specifying:

- Registration of origin;

- Manufacturer, type and serial number of the device;

- Owner of the device;

- Identity of the Operation and contract of exploitation is not the owner

- Type of activity envisaged;

- Duration of admission;

- Estimated arrival date

- Compliance with RAM 4000;

- Navigating Personnel Information and copies of licenses and qualifications. (in case of Temporary Admission);

The application (owner or his representative) may request a temporary or permanent admission, depending on the duration of use of the device in Madagascar.

Immigration formalities

Can be done upon arrival, at Ivato airport. ACM will normally exempt UN of any taxes for emergency operation (request letter to ACM).

Madagascar - 2.2.3 Antsiranana (Diego Suarez) International Airport

 

Airport Overview 

Antsiranana International Airport is located 7.4 km south of the city center. For the platform to meet the conditions necessary for its national, regional, and international influence, it is essential for it to comply with standards and expand. Investments are needed to overcome its current weaknesses in terms of both infrastructure and equipment. 

Antsiranana airport is indeed characterized by an infrastructural deficit which prevents it from accommodating large aircraft which would like to operate the destination. The identified weaknesses restricting the development possibilities of the airport are : the presence of obstacles (French mountain, talweg), the small size of the runway both in width and in length, the limited capacity of the current passenger terminal, the insufficiency of aircraft parking areas, the deficiency of equipment dedicated to safety and air navigation. 

The Antsiranana airport development and extension project aims to improve air connectivity between the regions of Madagascar and with the outside world by bringing the technical and commercial operation of the airport up to standard for the reception of wide-bodied aircraft of the A340 or B777 type. It should also be noted that Antsiranana, with a substantial investment, can also build new infrastructure on the new site of Andrakaka (45km south-west of the city). The objective is to make the platform the air hub of northern Madagascar with a radius of destinations that goes as far as Asia and Europe.

Airport Overview 

Mahajanga International Airport is located 7.7 km northeast of the city centre. To be able to fully exploit its potential, the platform must invest to overcome its current handicaps, such as the tearing and low lift of aeronautical pavements. 

Various works are required to ensure that the airport can accommodate large aircraft. The prospects for traffic growth for both passengers and freight militate in favour of this modernisation approach. 

Le projet d’aménagement et d’extension de l’aéroport de Mahajanga vise à améliorer la connectivité aérienne entre les régions de Madagascar et avec l’extérieur par la mise aux normes de l’exploitation technique et commerciale de l’aéroport pour l’accueil des avions gros porteurs de type A340 ou B777. Airport Overview 

Air traffic at this international airport is mainly used for tourism activities and the island's airport infrastructure must follow the development trend of the sector.  

The last years the airport already benefited from major modernization works, with an extension of the terminal. 

In addition, the airport has a land reserve for the construction of an in situ hotel. 

Sainte Marie International Airport is located near the southern tip of the island. While the platform has undergone improvement work in recent years, it must continue its development in order to comply with international standards and offer infrastructure in line with the needs of the tourism sector. 

Improvements to be made to accommodate B737 medium-sized aircraft include lengthening the runway, upgrading runway shoulders and ramps, reinforcing aviation roadways, increasing the number of parking bays, building a new passenger terminal (if necessary) and installing an aviation fuel depot.

Madagascar - 2.2.10 Sambava National Airport

 

Airport Overview

Sambava Airport is located in the eastern part of the city. Its modest size and the need for the platform to comply with technical and commercial standards require investments within the framework of a project that will consist of several phases.

The primary objective is to carry out emergency work to remedy shortcomings such as the low bearing capacity of the aeronautical pavements, the small size of the passenger terminal, the deterioration of the freight premises and the size of the runway which deserves to be enlarged.

The Sambava airport development and extension project aims to improve air connectivity between the regions of Madagascar and with the outside world.

Sambava airport is a public airport under the supervision of ADEMA (Aéroports de Madagascar). There are daily domestic flights with the national company Air Madagascar. The terminal buildings and other facilities are existing and are well maintained. It is open 7/7 from 6am to 6pm and 8 staffs are working there including radio operator and AFIS officer.

Even if the landing has to be done visually, airport staff are able to communicate with aircrafts via VHF radios to give basic information such as weather, air traffic, possible obstacle on the airstrip … On top of the regular flights, there are around 4 to 6 flights per week (340 in total in 2021) with private companies such as MAF, MTA or TOA. Biggest aircraft authorised are the Boeing 737-300 (60t max, up to 140 passengers)

Amboasary Atsimo airport is a private airport belonging to the SADP company (Société Agricole du Domaine de Pechpeyrou). The airport is in a good condition in general, and the 2 airstrips are well maintained. A dozen of planes are landing here every year, mainly for government officials and privates. Airport Overview 

Ambovombe Aerodrome is a public restricted airport under the supervision of the “Bureau Région”. The airport facilities and runway are in a good condition in general. A dozen of planes are landing here every year, mainly for government officials. A security guard is taking care of the place and is cutting the grass when necessary.  

N.B. Please notice that coordination with the local authority is mandatory before using the airport.

Madagascar - 2.3 Road Network

The Malagasy road network is currently estimated at 31,640 km of roads and is divided into three categories of networks:

Madagascar Roads

• The national roads (approximately 11,746 km)

• The Provincial Highways

• The network of municipal roads

Of the 31,640 km of roads, official statistics showed that only 10% of roads were in good condition and practicable throughout the year, 28% in average condition and 64% in poor condition. These statistics remain very optimistic due to the high deterioration of main asphalt road.

 

Despite this deplorable situation, the Malagasy government spends only 8% of its budget on infrastructure. The European Union, the World Bank and the African Development Bank have come to the rescue to improve road infrastructure, but this does not prevent the road network in the country from deteriorating.

To the decrepit Malagasy roads and lack of maintenance are added the consequences of natural disasters like cyclones and floods.

 

The construction of roads to open up territories and increase agricultural production is one of the priorities of the next few years without really knowing where the funding will come from.

Road Security

Road safety in Madagascar is problematic and should be taken seriously due to several factors:

-       Condition of infrastructure: road infrastructure is in very poor condition, if only about 10% of the network is asphalted, 48% of it is in poor condition with dilapidated structures often damaged by heavy rains or catastrophes natural.

 

-       No signaling: Road signs are almost non-existent and local drivers often do not even know the basics of road traffic, not respecting speed limits, priorities or good passing practices.

 

-       Vehicle fleet: the car fleet at national level is constantly increasing, with mostly old vehicles (between 10 and 15 years old) and poorly maintained. In addition, most spare parts are fake or poor quality

 

-       Obstacles: Roads are equally as used by vehicles, as by pedestrians, carts and itinerant herds. Out of the main streets of large cities, lighting is non-existent, so it is advisable to be very vigilant.

 

-       Criminality: There is a high risk of crime if travelling by road in Madagascar, including carjacking and armed robbery, particularly at night. Owing to reports of an increasing number of violent highway robberies, a particularly high level of vigilance should be maintain if traveling on the following roads: RN7, RN27, RN10, RN13 and the RN1B (between Tsiroanomandidy and Maintirano).

Madagascar - 2.4 Railway Assessment

-  The Northern railway, managed by a private company, Madarail (Madagascar Railway), for the network connecting Antananarivo with Tamatave, Ambatondrazaka and Antsirabe.  

There is a regular (at least daily) goods traffic between the port city of Toamasina and the capital city of Antananarivo for cargo while passenger trains are only serving Tamatave to Moramanga and Moramanga to Ambatrodrazaka lines. 

Very occasionally, there are special chartered trips on restored Micheline railcars for tourists. 

-   The Southern railway, managed by a public company FCE (Fianarantsoa Cote Est) for the south eastern network connecting Fianarantsoa to Manakara. 

The southern line has regular passenger and cargo trains, which provides a slow but picturesque alternative to the recently rehabilitated road in the region.

Regarding the southern railway:

Railway Companies and Consortia 

Northern railway*: 

Madarail was founded on October 10, 2002 following the decision of the Malagasy State to privatize the Malagasy National Railway Network1 (RNCFM). 

A concession agreement for the management of the North network is then established between the new private operator and the State. Madarail began operating the Northern railway network in Madagascar on 1 July 2003. 

In 2008, the Belgian operator Vecturis, already active in eight other African countries, became the majority shareholder of the company and the new railway operator. Vecturis is investing USD $ 68 million for the rehabilitation of the lines and the renovation of the railway fleet with the help of the World Bank, the European Investment Bank and other commercial banks. 

In 2011, Madarail Holding became the majority shareholder, but Vecturis remains the railway operator. 

75% of the company's capital is held by Madarail Holding and the remaining 25% by Madagascar. 

Transport of Goods: 

Madarail transports different types of products (dangerous goods, construction materials, quarry products, agricultural and food products, containerized products, etc.) through the North Network. 

The commercial fleet includes 17 locomotives, 260 wagons of different types. The trains make 

-       2 daily return trips between Tamatave and Antananarivo 

-       2 weekly back and forth between Antsirabe and Antananarivo 

Services are valid 7 days a week and 24 hours a day. 

Transport of persons: 

The "Dia Soa" train has been set up to serve the enclave areas between Moramanga/Tamatave and Moramanga/Ambatondrazaka. 

There is also two tourist trains, the Micheline and the Trans Lémurie Express. 

 

Southern railway: 

The Fianarantsoa-East Coast line, or FCE, is a Madagascar public company attached to the Ministry of Transport with an autonomous management. The railway line connecting the city of Fianarantsoa to the eastern coast of the island, and more specifically to Manakara, which is also located in the province of Fianarantsoa. 

 It is 163 km long, passes through seventeen railway stations, sixty-five bridges and forty-eight tunnels including Ankarapotsy’s wich is 1,074 m. The government estimate the number of peoples depending directly on the railway to be more than 100.’000, with economical, schools and medicals services. 

The FCE transports different types of products, it generally bring agricultural and food products from the eastern side to Fianarantsoa, while on the other way, it is carrying first necessity items, food, construction materials. 

There is one train a week dedicated to the transport of good from Fianarantsoa to Manampatrana (4 hours and back) which is more or less the half of the line. It habitually tow three cargo wagons – 105 tons total

Madagascar - 2.5 Waterways Assessment

Introduction  

Madagascar has no inland waterways for transport of goods and people, on a large scale. 

The “Canal des Pangalanes”, running along the East Coast, is currently being rebuilt by the APMF(Agence Portuaire Maritime et Fluviale de Madagascar). 

In the same time, the APMF is rebuilding the ports of Manakara and Mananjary. (6 month projects, expected end of works is August 2023). 

As the only means of access to basic services for the riparian population, the canal continues to be used for the transport of products and people by artisanal canoes and rafts to the main centres of the area. 

River navigation by traditional canoeing and craft units (kanota, laka), ensures the circulation of local products, population and tourists along the rivers of the West Coast: Tsiribihina in Miandrivazo and Sofia in Port Bergé, Betsiboka in Marovoay . 

Canal des Pangalanes 

In March 2023, 432 km were ready for navigation. The APMF is planning to rebuilt 630 km at the end of 2024.

The Pangalanes Chanel runs along the East coast from Toamasina (North) to Farafangana (South) over 630 km. Its construction, from 1896 to 1904, was meant to facilitate transport of goods, as coastal navigation was considered too dangerous. 

After the colonial era, its maintenance was not pursued and the channel, dug in the sand, collapsed regularly. The waterway then quickly found itself invaded by large water lilies, hyacinths of water, covering part of its surface and making laborious the progress of the boats. It sank for 20 years in oblivion, its bridges and railways were left to the abandonment.  

Main problems nowadays: 

  • Some stretches blocked by sand 

  • Hyacinth invasion 

For the cargo, transporters use transport there goods to Mahanoro by 20 or 30 tons trucks and then transfer on 30 tons boats to reach Nosy Varika and Mananjary.

Company Information 

From Tamatve to Mahanoro, the boats cannot transport more than 10 tons because of the depth of the channel. 

Tamatave APMF office has registered 60 owners using there port but there is no figures for the places. 

From Mahanoro to Manajary, the situation is different; boats up to 30 tons can navigate while both towns are accessible by trucks. 

The Manjanjay wholesale suppliers use it to transport their commodities and some of them could be able to facilitate transport for NGOs.

While storage facilities are can be find in the main towns, warehousing is not a service very developed countrywide. Industry is not very developed and most of the factories have built their own warehouses according to their needs and are not in capacity to offer or rent additional space. Out of the big cities, most of the facilities are old, not well maintained and in bad condition. A good number of warehouses belonged to parastatals during the previous regime and have since been neglected. Nerveless, few proper storage facilities are available in the countryside but are used for seasonal activities (vanilla, gloves, coffee, peanuts, cotton, etc.) and are therefore available during specific months of the year only. In most of the areas, religious communities can provide land or facilities as well.

Commercial Storage

Renting commercial storage facilities from private actors is possible. But as said previously, in the countryside, most of these facilities are owned and used by local product collectors and so available onlypartially through year. Some wholesalers can also provide warehouse facilities available all year long but out of the big town, they are only few.

Storage Used by Humanitarian Organizations



The majority of humanitarian agencies rent warehouses to private individuals or used communal government facilities.

When it has been difficult to find suitable facilities, WFP had either to renovate government warehouses (especially in the South) or approach businessmen willing to construct new warehouse (like in Toliara).

Cold Chain

Cold chain services are very difficult to find in Madagascar. Medicine / vaccine storage options are available in the biggest hospitals and clinics of the country but most of the time they have no back-up when a city power shortage occurs.

Otherwise, some private companies have some storage avilable for their activities, but it remain scarce and most of the time it only reserved for for food items like sea food products.

The last remaining milling company went  bankrupt in 2016, after the destruction of Mana Madagascar in 2009. All flours and milling products are now imported from Europe and Asia.
