2.2 Zambia Aviation
Overview
There are four international airports and forty-six aerodromes across the country of varying capacity. Govt through the civil aviation authority (CAA) is also repurposing some of the Military airbases for civilian use. The recently repurposed airbase is Mbala which was operated by the Zambia Air Force (ZAF).
The Kenneth Kaunda International Airport is Zambia’s main airport connecting the country with the rest of the world and is the only airport that handles air cargo. This is complimented by three smaller international airports at Ndola, Livingstone and Mfuwe, as well as secondary airfields at Chipata, Kitwe, Kasama, Mongu, Solwezi and Mansa. Zambia has no national airline but is served by a number of airlines that connect to international routes via Johannesburg, Durban, Cape Town, Addis Ababa, Nairobi, London, Amsterdam, Dubai and Dar-Es-Salaam. Though Govt announced its intention to relaunch the former Zambia Airways way back in 2016, plans have not materialized yet despite identifying an equity partner. Proflight Zambia is a privately run airline with proposed regional flights to Johannesburg and Congo DRC and local flights to various destinations within the country. The country recently adapted an “open sky policy” and is currently promoting the establishment of an air cargo hub for the Southern African region in Lusaka.
Government has embarked on a program to improve the infrastructure at all the international airports. This is being done in collaboration with private sector participation. The developments include the runways, terminals and auxiliary facilities in and around the airports such as hotels, shopping malls, conference facilities etc. Scope for private sector participation in development of airports also exists at the identified airfields at Chipata, Kitwe, Kasama, Mongu, Solwezi and Mansa though is scheduled over the next five to ten years.

Strategic location at the border with Zimbabwe, and Botswana in a high tourist area. The new terminal building was completed in 2016 and is in full operation.

2.2.1 Zambia Kenneth Kaunda International Airport
Airport Overview
The Lusaka Airport is the main international airport for the country and the only airport in Zambia capable of handling cargo. The airport has a steady volume of activity and has a number of airlines operating from its premises. The runway can accommodate larger aircrafts up to maximum of a Boeing B747.

Zambian Airports Corporation Limited (ZACL) governs all four international airports in Zambia. ZACL is the governing corporation within the Ministry of Transport and Communications. The airport uses a group of cargo handling companies in order to move cargo and baggage from aircraft to bonded areas and baggage carousels. There is a single runway that is operational. A new terminal building and facilities are under construction on the same premises and expected to be commissioned in 2021. New terminal building is almost at 100% completion rate.

Passenger and Cargo Performance Indicators
KKIA has capacity to handle over 2 million passengers per annum and this is likely to increase up to 5 million passengers when the construction of new airport facilities is complete (2021/22). Currently and because of covid19, the average passengers being handled by KKIA hovers around 300,000 - 500,000 per annum. Similarly, there has been a significant reduction of air freight cargo due to the pandemic (Covid19) and current figures couldn't be ascertained at the time of assessment.

Customs Guidance
Customs activities are mainly geared towards passenger services. Activities for cargo are fairly smooth with correct documentation. Documentation requirements for food (cereals):
- Waybill
- Export permit (dependent on commodity)
- Certificate of Origin (COMESA/SADC)
- Fumigation certificate
- Export schedule (in case of Maize)
- Invoice
- Phytosanitary certificate
Electronic pre-clearance possible and recommended through forwarding agent. Bond is held by the agent for fees. ZRA is the Regulatory Authority. Inspection is required for import and export by Ministry of Agriculture and ZRA.

Storage Facilities
Storage facilities are operated by cargo handling agencies operating in the airport. ZACL has a very small storage area. All arrangements for space would have to be arranged separately by organization.
Security
Security is provided through the Zambian Police for the airport premises, ZACL security manage security within the airport buildings and the Zambian Airforce provide airspace security.
2.2.2 Zambia Harry Mwaanga Nkumbula International Airport
Airport Overview
This airport has a new terminal building and is designed specifically for passenger movements as part of the tourism industry operating in the region. It’s proximity to the magnificent Victoria falls makes it the preferred destination airport for most tourists visiting Zambia. It has a single runway in good condition and is in close proximity to Zimbabwe and Botswana.

Passenger and Cargo Performance Indicator
The airport is mainly used for tourism purposes with limited cargo handling capacity. The current passenger handling capacity for Harry Mwaanga Nkumbula is about 700,000 pax at most per annum. However, at the moment only about 30% of this capacity is utilized due to Covid-19 pandemic. There has been a drastic reduction in the tourist arrivals as a result of the pandemic.

2.2.3 Zambia Ndola International Airport
Airport Overview
Ndola International Airport is situated in the Copperbelt Province in northern Zambia, in the city of Ndola, near the international border with the Democratic Republic of the Congo. It is situated approximately 272 kilometers (169 mi), by air, north of Lusaka International Airport (the largest airport in Zambia). It is situated 1,270 meters (4,170 ft) above sea level. It has two parallel runways, one of concrete, measuring 2515 meters (8250 ft) and the other of asphalt, measuring 1219 meters (4000 ft) in length.
Flying doctor service operates from the airport utilizing a hanger and an apron area. FAO and IFAD have an International Red Locust Control operation that works from the airport as well.
A new airport is under construction in Ndola to the northwest of the city and is expected to be completed and operational by May 2021, which will be called Simon Mwansa Kapwepwe International Airport.

2.2.4 Zambia Mfuwe International Airport
Airport Overview
Mfuwe Airport is one of the four (4) International Airports in Zambia and its primary use is for tourism or business in the eastern part of the country during the prime tourism season. There are four scheduled flights daily Monday to Friday and all other flights are chartered or private. However, due to Covid-19, Air traffic to this airport has significantly reduced. There hasnt been major developments from the last assessment.

Description and Contacts of Key Companies
Two airlines operate from the airport, Ulendo Airlink (destination: Lilongwe, Malawi) and Proflight Zambia (destination: Lusaka). Additionally, two more airlines have been added on the list of operators namely; Royal Charters and Mahogany Air. Tourism is the priority of this airport due to the proximity to South Luangwa National Park. It is a major economic driver for the region.

The airport is mainly used for tourism travel and though have capacity to handle up to 100,000 passengers per annum, the tourist traffic at the time of assessment had dramatically reduced due to Covid-19 pandemic. The airport was just recently reopened by the Zambian Government and it is not possible to extract info on passenger and cargo performance indicators. There are limited facilities that can handle bulk and loose cargo.

Airport Overview
This airport is off a remote small road and in poor condition since the runway needs repair. There is no apparent activity at this airport. Civil Aviation indicates that there will be revitalisation in the coming five years.

2.2.6 Zambia Mongu National Airport
Airport Overview
The Mongu Airport is not frequently used and has no refueling capability. Primarily private and charter aircrafts use the facilities. In times of disasters, more especially in the flood plains of Shangombo area of western province, the airport is used as a staging area for the dispatch of relief aid to flood-prone areas. The airport is now managed by the Zambia Airports Corporation Limited (ZACL) after a take over from the Civil Aviation Authority (CAA).

2.2.7 Zambia Solwezi National Airport
Airport Overview
Solwezi Airport is frequently used for weekly scheduled, primarily private and chartered flights A fulltime air traffic controller as well as emergency and security services are available. The airport is situated just north and parallel to the main T5 Highway. Military aircraft also use the airfield periodically. After a takeover from the Civil Aviation Authority (CAA), the Zambia National Airports Corporation Limited has invested heavily in the airport infrastructure. New departure lounge and terminal building has been constructed. A new scanner for passenger and cargo screening has also been installed at the new terminal building.

Kasama Airport Apron
This airport is 1 km from the M1 highway and Kasama town. A new 3600 m x 45 m runway is under construction. The tower building and fire station construction under way and adjustment to the terminal as part of facelift to the airport. The runway and apron is gravel and in good condition but is little used. This airport was first built in WWI and operated as a military airbase in WWII.
