2 Zambia Logistics Infrastructure
Significant infrastructure development has taken place from the time of the last assessment. A key highlight is the completion of the multi million dollar (USD 260 million) bridge construction at Kazungula border crossing (Zambia – Botswana) expected to be commissioned by the two countries in 2021. Roads, rail, bridges, and airports are all seeing major projects that will replace or improve present facilities. The introduction of Public Private Partnerships (PPP), has made a large impact at border crossings particularly. Most projects are scheduled for completion in the next 5 years, however, other projects are due to start soon with a 5 to 10 year completion schedule. However, Zambia’s external debt to GDP ratio already exceeds 100%. As part of external debt management, the country has since suspended key infrastructural developments such as C400 (Copperbelt roads), L400 (Lusaka Roads) and the over USD 1 billion Lusaka – Ndola dual carriage way road construction.
The road network represents a hub with Lusaka at its center. The main highways in the South-West from Livingstone, through Lusaka to the north-eastern border with Tanzania; from Chipata at the Malawi border in the south east to Lusaka; and from Lusaka to the Copperbelt in the north to DRC. Trucks represent 70 % of cargo movement and the government has launched a policy to ensure that 30% is moved by rail. More infrastructural development is still needed in the rail sector.
Notable investment has been made in rail transport, lines continue to increase and the existing ones are being repaired. The railway line from Dar es Salaam in Tanzania to Lusaka (TAZARA) is operational. The railway from Chipata through Malawi to Nacala in the east is operational but not used frequently as it seasonally affected by rains
There are plans to complete the railway from Chipata to Serenje in Central province to link with TAZARA line. This would open the transport of goods from the port of Nacala (the only deep water port in south east Africa).Rail transport is linked from South Africa through Zimbabwe to Zambia and from Dar es Salaam in Tanzania and the DRC.
Fuel is readily available in Zambia except in the remotest areas where deliveries are less frequent due to road conditions. A fuel pipeline exists from Tanzania to Zambia. There is one oil refinery in Ndola and a lot of fuel storage facilities throughout the country on the main highway network is available. The TAZAMA Pipeline (Tanzania Zambia Mafuta Pipeline) is 1,710 km long crude oil pipeline from the Single Point Mooring Terminal at the outer anchorage in Dar es Salaam, Tanzania to the TIPER refinery in Dar es Salaam and the Indeni refinery in Ndola, Zambia.
Four international airports operated by ZACL are operational and there is a network of smaller national level airports throughout the country. Only the Kenneth Kaunda International Airport is equipped to handle air cargo. Plans to equip air cargo for Simon Mwansa Kapwepwe and Harry Mwaanga Nkumbula International Airports are underway.
Storage facilities, food mills, and food suppliers are mainly found in the Lusaka area, though the Copperbelt Province also includes many of these industries. Food mills tend to have a retail presence in many of the larger towns and cities. The Food Reserve Agency (FRA) has a network of storage facilities across the country for grains and other commodities. Silos for FRA requires attention and are not operating in some regions.
Zambia has access to all the major ports in South Africa, as well as Beira and Nacala in Mozambique, Dar es Salaam in Tanzania, and Walvis Bay in Namibia, either through road or rail transportation. Plans are underway to link the country with port of Lobito in Angola through construction of Northwest Railway line which is also a PPP arrangement.
2.1 Zambia Port Assessment
There are no sea ports in Zambia. However, there is a lake port on Lake Tanganika at Mpulungu, and an area for pontoons to DRC on Lake Mweru in Nchelenge.
2.1.1 Zambia Mpulungu Harbour
Port Overview
The harbour on Lake Tanganika is located in Mpulungu and is primarily used to move cargoes into DRC and Burundi across the lake. Kelemie DRC is the main point of delivery. The port is managed by Mpulungu Harbour Corporation Limited that is fully owned by the Ministry of Transport and Communications, and incorporated in 2014. The company provides port services only – stevedores for loading and unloading vessels, storage, vessel berths. Challenges are the availability of vessels on the lake and most have Burundian Flags. Approximately 90% of all cargoes are for export. The Government has committed to renovate the harbour within the next few years.

Port Performance
This is a port on the fresh water Lake Tanganika. The port has been previously owned by private companies that have handed over operations and facilities to the GRZ. The port is busy though not at capacity. There are two berthing areas that can take three vessels each. It has storage capacity inside warehouses and outside. There are three cranes with maximum lift of 20mt. It has a specialized forklift for containers up to 45MT. Total of three 5MT forklifts.

Multipurpose Terminal
Only break bulk is handled at the moment in the harbour. Containers of 20ft length are possible.
Grain and Bulk Handling
No bagging facility or capability in the harbour. All cargo is break bulk. Storage facilities and areas exist for bagged commodities.
Main Storage Terminal
Five storage warehouses are on site. The largest of which contains cement and sugar on an ongoing basis. The remaining small sheds are old and need repairs and hold grain/cereals. There are two outside storage areas in use and two more being constructed. Harbour provides 14 days free storage.

All cargo arrives or departs by truck. Roads to and from the Harbour are good tarmac that lead to the main highway system of the country. Closest border is Nakonde/Tunduma One Stop Border Post with Tanzania.

Security is provided by the Zambian Police and with Harbour security within the fenced property. The Zambian Airforce provides air surveillance of the Lake and Harbour area. Fire trucks are not present in the harbour.

2.2 Zambia Aviation
Overview
There are four international airports and forty-six aerodromes across the country of varying capacity. Govt through the civil aviation authority (CAA) is also repurposing some of the Military airbases for civilian use. The recently repurposed airbase is Mbala which was operated by the Zambia Air Force (ZAF).
The Kenneth Kaunda International Airport is Zambia’s main airport connecting the country with the rest of the world and is the only airport that handles air cargo. This is complimented by three smaller international airports at Ndola, Livingstone and Mfuwe, as well as secondary airfields at Chipata, Kitwe, Kasama, Mongu, Solwezi and Mansa. Zambia has no national airline but is served by a number of airlines that connect to international routes via Johannesburg, Durban, Cape Town, Addis Ababa, Nairobi, London, Amsterdam, Dubai and Dar-Es-Salaam. Though Govt announced its intention to relaunch the former Zambia Airways way back in 2016, plans have not materialized yet despite identifying an equity partner. Proflight Zambia is a privately run airline with proposed regional flights to Johannesburg and Congo DRC and local flights to various destinations within the country. The country recently adapted an “open sky policy” and is currently promoting the establishment of an air cargo hub for the Southern African region in Lusaka.
Government has embarked on a program to improve the infrastructure at all the international airports. This is being done in collaboration with private sector participation. The developments include the runways, terminals and auxiliary facilities in and around the airports such as hotels, shopping malls, conference facilities etc. Scope for private sector participation in development of airports also exists at the identified airfields at Chipata, Kitwe, Kasama, Mongu, Solwezi and Mansa though is scheduled over the next five to ten years.

Airport Overview
The Lusaka Airport is the main international airport for the country and the only airport in Zambia capable of handling cargo. The airport has a steady volume of activity and has a number of airlines operating from its premises. The runway can accommodate larger aircrafts up to maximum of a Boeing B747.

Zambian Airports Corporation Limited (ZACL) governs all four international airports in Zambia. ZACL is the governing corporation within the Ministry of Transport and Communications. The airport uses a group of cargo handling companies in order to move cargo and baggage from aircraft to bonded areas and baggage carousels. There is a single runway that is operational. A new terminal building and facilities are under construction on the same premises and expected to be commissioned in 2021. New terminal building is almost at 100% completion rate.

Passenger and Cargo Performance Indicators
KKIA has capacity to handle over 2 million passengers per annum and this is likely to increase up to 5 million passengers when the construction of new airport facilities is complete (2021/22). Currently and because of covid19, the average passengers being handled by KKIA hovers around 300,000 - 500,000 per annum. Similarly, there has been a significant reduction of air freight cargo due to the pandemic (Covid19) and current figures couldn't be ascertained at the time of assessment.

Storage facilities are operated by cargo handling agencies operating in the airport. ZACL has a very small storage area. All arrangements for space would have to be arranged separately by organization.

Security is provided through the Zambian Police for the airport premises, ZACL security manage security within the airport buildings and the Zambian Airforce provide airspace security.
2.2.2 Zambia Harry Mwaanga Nkumbula International Airport
Airport Overview
This airport has a new terminal building and is designed specifically for passenger movements as part of the tourism industry operating in the region. It’s proximity to the magnificent Victoria falls makes it the preferred destination airport for most tourists visiting Zambia. It has a single runway in good condition and is in close proximity to Zimbabwe and Botswana.

Passenger and Cargo Performance Indicator
The airport is mainly used for tourism purposes with limited cargo handling capacity. The current passenger handling capacity for Harry Mwaanga Nkumbula is about 700,000 pax at most per annum. However, at the moment only about 30% of this capacity is utilized due to Covid-19 pandemic. There has been a drastic reduction in the tourist arrivals as a result of the pandemic.

2.2.3 Zambia Ndola International Airport
Airport Overview
Ndola International Airport is situated in the Copperbelt Province in northern Zambia, in the city of Ndola, near the international border with the Democratic Republic of the Congo. It is situated approximately 272 kilometers (169 mi), by air, north of Lusaka International Airport (the largest airport in Zambia). It is situated 1,270 meters (4,170 ft) above sea level. It has two parallel runways, one of concrete, measuring 2515 meters (8250 ft) and the other of asphalt, measuring 1219 meters (4000 ft) in length.
Flying doctor service operates from the airport utilizing a hanger and an apron area. FAO and IFAD have an International Red Locust Control operation that works from the airport as well.
A new airport is under construction in Ndola to the northwest of the city and is expected to be completed and operational by May 2021, which will be called Simon Mwansa Kapwepwe International Airport.

Mfuwe Airport is one of the four (4) International Airports in Zambia and its primary use is for tourism or business in the eastern part of the country during the prime tourism season. There are four scheduled flights daily Monday to Friday and all other flights are chartered or private. However, due to Covid-19, Air traffic to this airport has significantly reduced. There hasnt been major developments from the last assessment.

Two airlines operate from the airport, Ulendo Airlink (destination: Lilongwe, Malawi) and Proflight Zambia (destination: Lusaka). Additionally, two more airlines have been added on the list of operators namely; Royal Charters and Mahogany Air. Tourism is the priority of this airport due to the proximity to South Luangwa National Park. It is a major economic driver for the region.

The airport is mainly used for tourism travel and though have capacity to handle up to 100,000 passengers per annum, the tourist traffic at the time of assessment had dramatically reduced due to Covid-19 pandemic. The airport was just recently reopened by the Zambian Government and it is not possible to extract info on passenger and cargo performance indicators. There are limited facilities that can handle bulk and loose cargo.

2.2.6 Zambia Mongu National Airport
Airport Overview
The Mongu Airport is not frequently used and has no refueling capability. Primarily private and charter aircrafts use the facilities. In times of disasters, more especially in the flood plains of Shangombo area of western province, the airport is used as a staging area for the dispatch of relief aid to flood-prone areas. The airport is now managed by the Zambia Airports Corporation Limited (ZACL) after a take over from the Civil Aviation Authority (CAA).

2.2.7 Zambia Solwezi National Airport
Airport Overview
Solwezi Airport is frequently used for weekly scheduled, primarily private and chartered flights A fulltime air traffic controller as well as emergency and security services are available. The airport is situated just north and parallel to the main T5 Highway. Military aircraft also use the airfield periodically. After a takeover from the Civil Aviation Authority (CAA), the Zambia National Airports Corporation Limited has invested heavily in the airport infrastructure. New departure lounge and terminal building has been constructed. A new scanner for passenger and cargo screening has also been installed at the new terminal building.

This airport is 1 km from the M1 highway and Kasama town. A new 3600 m x 45 m runway is under construction. The tower building and fire station construction under way and adjustment to the terminal as part of facelift to the airport. The runway and apron is gravel and in good condition but is little used. This airport was first built in WWI and operated as a military airbase in WWII.

2.3 Zambia Road Network
The country shares its borders with the Democratic Republic of the Congo, Tanzania, Malawi, Zimbabwe, Botswana, Namibia, Mozambique, and Angola. About one half of the population is concentrated in a few urban zones strung along the major transportation corridors, while rural areas are under-populated.
Zambia has a road network of approximately 67,671 km, of which 40,454 km is core road network and only about 15% is paved. The hub and spoke design of the road network has Lusaka as the hub. Virtually all trunk highways go through Lusaka. Traveling from the north to south or vice versa, is extremely difficult as the road conditions prevent by passing Lusaka to a great extent.
The trading corridors are paved and in good condition.
Main trading corridors
- Chirundu border with Zimbabwe in the south via Lusaka to the Copperbelt Province (Ndola, Kitwe in the center north – T2 to T3). T3 continues to Mwinilunga on the Angolan border in the northwest.
- Chirundu border via Lusaka along the T2 to Tanzania at Tunduma.
- Lusaka via T4 to Chipata on the Malawi border
Secondary corridors
- Livingstone in the south west at the border with Botswana, Namibia and Zimbabwe to Lusaka (T1 to Lusaka - Tourism main industry).
- M1 from Mpika in Muchinga Province (at the intersection of T2 and M1) to the northern border with Tanzania at Mbala.
Extensive investment was made by the World Bank on the rehabilitation of about 105km of a section of trunk road between Lusaka and the Zambia/Zimbabwe border town of Chirundu, as well as the construction of Chiawa and Mufuchani bridges.
The main natural resource is copper and the road network is integral for the export of the copper from the north central Province called the Copperbelt. This road network from Ndola to the south will be undergoing significant investment by the Zambian Government. Copper mining companies move copper from the Copperbelt Province by road to Ports throughout the Southern Africa region year round using all of the border crossings in the west, and south.
Secondary roads are mostly gravel or a mix of gravel/sand/dirt and subject to damage from the rainy season floods and usage. These roads while essential for internal distribution of goods for the country are reasonably maintained. However, the Tertiary roads require off-road capability especially in the rainy season and can be impassable, maintenance is not as regular.
Main challenges are in the rural areas and especially along the border areas. In the south west the roads tend to be primarily sand/gravel mix and are very difficult to navigate even in the dry season. Along the eastern border with Malawi the roads are hilly to valley bottom and subject to washout and flooding in the rainy season with only 4x4 car access for the most part.

Road Security
There are no major issues with security on the roads. In border areas with DRC security issues tends to be more visibly present.
Weighbridges and Axle Load Limits
The Zambian Load Limits policy dates from 2007. The Road Development Agency (RDA) through the Axle Load Control Unit operates the static and portable weighbridges. It employs a Vehicle Overload Management Information System where all electronic weighbridges are linked to a database at the RDA Headquarters enabling real time monitoring and access to all weighbridges remotely. CCTV cameras are at all weighbridges as well as speed cameras in highway roads
The Unit operates eight fixed weighbridges spread around the critical points on the road network and more expected to be commissioned in some provinces. Six of the eight weighbridges, namely Kapiri Mposhi, Kazungula, Livingstone, Solwezi, Kafue and Mpika weighbridges are electronic, while the rest namely Kafuluafuta and Mwami are mechanical. In addition the unit has three Mobile Inspectorate teams which carry out highway spot checks using portable weighbridges. Two Inspectorate teams are based in Lusaka and one is in the Copperbelt Province.

2.3.1 Zambia Border Crossing of Mokambo
Overview
Zambian Revenue and Immigration Authorities are present at this crossing. It is a very small post of 3 persons. Most commercial traffic originates in DRC. The road from Mufulira to the border post is in bad condition making it difficult for large commercial trucks to access it. Rehabilitation of these roads is planned for 2018.

The present traffic consists mostly of cargo moving from DRC to Zambia and Zambian busses moving from Copperbelt to Luapula and Northern, and vice versa. |

The road from Chingola to the border was completed in 2018 but already deteriorating due to heavy usage by heavy duty trucks. There is heavy truck traffic on all main roads as well as to and from border area, with the village of Kasumbalesa as a bustling market area where people come to buy and sell from DRC. High volumes of Cargo loads are moved by bicycle across the border daily. Parking areas are highly congested despite onsite parking space of approximately 1800 trucks provided for trucks crossing. Office space is new and modern built by an Israeli company working with GRZ through a PPP arrangement.

Minimum staffing is present and no truck movement is possible due to road conditions on the Angolan side of the border. Road conditions from Mwinilunga are difficult as the road is under construction. Completion of the construction works is estimated for 2018. Overview
Chavuma Border post has remained under-developed from the last assessment done in 2017. Trade between the two countries is mostly on agricultural and forestry products (African roots and tubers from Angola). The Zambian Revenue Authority and Immigration staff are present at this crossing. It consists of a very small post with electricity and the minimal staff primarily manage immigration issues not cargo movement. No truck crossing is possible, only small 4x4 vehicles are allowed as the road is in poor condition and very difficult on both sides. Closest town in Angola is Lumbala approximately 150 km away.

Overview
Zambian Revenue Authority and Immigration staff are present at this crossing. It is a large office that is constantly congested with truck traffic. Access is good on tarmac roads from the north and south. From the North the nearest major center is Mongu. The eastern roads to Mongu are functional, although the tarmac is damaged and has cracked in some places. The access road from Livingstone via Kazungula district is in deplorable state and would take approx. 7 to 8 hrs for a truck to move over 150km road stretch. Truckers entering and exiting Katima Mulilo prefers to use Mongu road to access the capital Lusaka and other Zambian major cities.

2.3.6 Zambia Border Crossing of Kazungula
Overview
Zambian Revenue Authority and Immigration staff are present at this crossing. It is a large office that is constantly congested with truck traffic. Access is good on tarmac roads from the north and south. From the North the nearest major center is Mongu. The eastern roads to Mongu are overall in good condition , even though the tarmac is damaged and has cracked in some places. Access from Livingstone is good and the road is in good condition. Pontoon operations are still operational though the World Bank funded bridge is now completed and awaits commissioning during the month of May 2021. Once the bridge has been commissioned, it is expected that traffic will increase at this border point as it is a shorter route from Livingstone City in Zambia to the City of Johannesburg in South Africa. Its about 900km from Kazungula border to Johannesburg via Botswana.

2.3.7 Zambia Border Crossing of Victoria Falls
Overview
This border post does not see a lot of activity. Very little parking space is available for trucks except along the roadside due to proximity to Victoria Falls tourist area. An average of 50 trucks per day cross both ways with about a 1-2 hour wait when all documentation is correct. The Zambian Govt has issued a statutory instrument (SI) to restrict the axle load passing through the Victoria falls bridge to less than 18 tons. The move has been necessitated by the reduced life span of the Victoria Falls Bridge which could be due for rehabilitation any time soon. Heavier traffic will be rerouted to Kazungula border post once the bridge at Kazungula has been commissioned.
Roads are made of tarmac and access is good. The dry port is in Livingstone where many trucks conduct all the clearing process and have ample parking space prior to crossing at the Victoria Falls Border Post. This same dry port provides service for trucks crossing at Kazungula. The waiting time is approximately a full day if all documentation is complete and correct, including time spent at the Victoria Falls Border Post.

Overview
This border post is not busy. This post pre-clears all cargo going to Chipungu Border Post. Road access is damaged tarmac until turn off from the D79 main highway. This post also supports the Nchelenge Harbour activity on Lake Mweru. This point is on Lake Mweru with no immediate border control on DRC side. Its water gateway point to Kilwa on is on the DRC side. Waiting time is dependent upon documentation completeness.

Overview
This border post has a steady volume of traffic. The crossing receives and dispatches cargo vehicles transiting from the Mokambo Border Post across DRC as well as imports and exports from DRC. The access by road is of good tarmac from Kasama on M1 and from Mbala on M2. It is a gateway to Burundi (Bujumbura), Kalemie (DRC) and Kigoma (Tanzania).
There are hardly delays related to documentation as all trucks crossing either ways are requested to self-assessment through their clearing Agents, before presenting the documentation to customs officers.

The road to access the border post is of good tarmac from Kasama on the M2 highway and M2 from Mbala. Most of the trucks accessing this borders deliver cargo from Zambia and DRC into the Mpulungu Harbour and pick loads from the same harbour.

Overview
Due to bad roads leading to Nakonda Border Post from Lusaka, some truckers are taking preference to use this border post due to the newly rehabilitated road to the border post from Mbala. This border crossing is northeast of Mbala. The road for 1 km from Mbala is good tarmac, and the joiner gravel from Mbala to the border post is in good condition.

2.3.13 Zambia Border Crossing of Nakonde/Tunduma (One Stop)
Overview
This border post is at the northern end of theT2 highway. It is a combined post with Tanzania Customs to make it a one stop facility for all cargo and persons crossing the border. The crossing is highly congested due to the lack of parking and staging areas for cargo trucks on the Zambian side. On average 350 trucks cross both ways every day. Maximum capacity is 500 trucks per day. Road access is tarmac from Lusaka where the condition of the tarmac is broken and deteriorating from Mpika onwards towards the border. A fair number of trucks are using the Nakonde – Mbala Road which is fairly ok, through Kasama and re-join the T2 at Mpika.
Waiting time is one day and dependent upon documentation completeness, pre-clearance and alerts.

Overview
This border post is quiet with a few cargo trucks crossing despite the bad road conditions. The main trade between Zambia and Malawi is Tobacco. The border gets a bit busy during the crop marketing season (May – Nov). All cargo must be pre-cleared at the Mwami Border Post near Chipata for export to Malawi. The in transit operation through Malawi requires no pre-clearance in Chipata. From Chipata onwards, this crossing offers the shortest route to Nakonde for import to Tanzania or beyond. The gravel on the road from Lundazi is in poor condition for 16 kms and until the border.

Overview
This border post has a steady volume of traffic and in recent years because of the border upgrade towards one stop border point, Chanida has seen an increased volume of trucks using the border. The access from the T4 via the T6 highway is of broken tarmac from Katete and for 54 Kms though there are plans underway to work on the access road. Most truck cargo is transiting to Beira or Nacala Port in Mozambique. Clearance with all correct documentation and pre-alerts, takes approximately 3 hours if there are no queries from customs

Truck parks, parking space facilities still very limited. But developments are underway. There are no warehousing facilities despite the border having huge potential for transit cargo. The border mostly facilitates imports of fertilizer and other medical goods mainly imported by USAID. As part of exports, the border facilitates movement of copper to the port of beira in Mozambique. Beira port is approximately 1000Km from Chanida border. Haulage of copper by the mines prefers this route because of its security stability unlike the Durban corridor. Chanida border also is the processing center for small border posts like Lusuntha in Lundazi district.

2.3.17 Zambia Border Crossing of Chirundu
Overview
This border post is busy with a steady volume of traffic, it operates as a “one stop border post”. It is a main crossing for the country with Zimbabwe. The road that guarantees access is made of good tarmac from Lusaka on the T2 highway. Trucks are challenged on this route as they cross the Zambezi escarpment which is a steep grade and the cause of many accidents despite improvements to the highway. The same situation applies on the Zimbabwe side where the Zambezi escarpment is extended. Currently, this is Zambia’s second busiest border crossing point after Kasumbalesa border point (Zambia/DRC). However, there is high possibility of reduction in traffic once the Kazungula bridge is commissioned as most north and south bound truckers would prefer to use Kazungula border crossing due to its proximity to the Republic of South Africa where most cargo is coming from.
Waiting time is 24 to 48 hours depending on documentation completeness. Pre-clearance and registration as well as forwarders with e-payment capability are essential to facilitating cargo movement.

2.3.18 Zambia Border Crossing of Kariba
Overview
This border post is very quiet with little cargo traffic. Cargo arrives via the M15 from the T2 along a narrow tarmac road that has broken tarmac in many areas. The crossing is over the Kariba Dam across the Zambezi river. There are some restrictions on heavy duty cargo trucks crossing the dam and authorization is required from the Zambezi River Authority. Light duty vehicles are not restricted. The dam is currently undergoing to rehabilitation works alongside the hydro power supply works on both Countries. The Zambezi River Authority controls the dam. Very limited presence of clearing agents on this border post. There is presence of International police and immigration personnel.
Waiting time is dependent upon documentation completeness.

Overview
This border post is quiet with minimal traffic volume to and from Mozambique and Zimbabwe on the D145, 89 km from the Great East road T4 turn off. The main trade is Fish between Mozambique and Zambia. The Fish is meant for the coppebelt and the DRC of Katanga region. Long terms plans to put a bridge connecting the three (3) countries is yet to be implemented. The Road is steep in places and tarmac and follows the Luangwa River. All cargo has to transfer to small boats to cross the Zambezi or Luangwa Rivers

2.5 Zambia Waterways Assessment
Zambia being a landlocked country is endowed with inland water bodies such as rivers and lakes. Though this sector is underdeveloped, the country has potential for development of an effective water transport system. The Mpulungu Harbor which is Zambia’s only international port is a potential gateway to the great lakes region.
There are some maritime activities on Lake Mweru located in the Luapula Province. Smaller vessels operated mainly by locals shunts between Nchelenge town on the Zambian side and Kilwa on the DRC side. In the recent past, mining companies such as Anvil have had large scale mining operations in the DRC and to move their cargo they had often used Lake Mweru. Other maritime bodies with potential for water transport include; Lake Mweru, Lake Kariba, River Zambezi and the Kafue River.
2.4 Zambia Railway Assessment
The Zambia National Railways are very important to the economy of the country as it is a bulk carrier with less effect on the environment than many other transport modes. The Government intends to expand its railway network in the country to develop the surface transport sector. Through the Ministry of Transport, a new statutory instrument (SI) was passed, which requires industries to move 30% of their carriage by rail. This is in a bid to decongest the road sector and possibly reduce the damage done by heavy duty trucks on Zambian roads.
The development of rail routes linking important exit points is not only vital for facilitating smooth access to the outside but also for the overall boosting of trade in the sub-region and making Zambia a competitive country for business. Traditionally, the Zambian railways have generally operated well below their original design capacity, yet significant investment is underway to increase their volumes by investing in track conditions, increase locomotive and wagon availability and increase operating capital. The rail network remains the dominant mode of transportation for goods on the local and international routes but is under-utilized.
The main railway lines are the Zambia Railways, owned by Government and the TAZARA line, linking Zambia with Tanzania, and jointly owned by the Zambian and Tanzanian governments. The opening of the Chipata-Mchinji railway link provides connectivity into the Malawi and Mozambique railway network and further connects Zambia to the port of Nacala.

The main constraints are the tracks and maintenance as the train speeds are far slower than Road Freight Trucks. The main line from Lusaka to the Copperbelt requires periodical maintenance and covers a distance of about 308 Kms excluding the Branch lines from Kitwe to Mufulira, Kitwe to Chililabombwe and Kitwe to Chingola. The Ndola to Luanshya Line has been closed and needs complete reconstruction.

Railway Development Plan
- Chingola to Jimbe (Border with Angola): The railway line involves linking the existing line in Chingola through Solwezi to the border town of Jimbe to enhance the transportation of freight and passenger traffic and other products using the Lobito Bay port in Angola. The project proposal is still on paper and implemented yet.
- Kafue – Zawi in Zimbabwe: The railway line will link the Zambia Railway line to Ziwa Zimbabwe the way to the Beira Port as the shortest route to the port of Beira in Mozambique.
- TAZARA Nseluka – Mpulungu Port: The railway lines involves linking the Mpulungu Port to the TAZARA line at Nseluka to facilitate the imports and exports from the Great Lakes region to the sea ports on the Indian Ocean.
- Extension of the Mchinji/Chipata Railway line to TAZARA – The railway line involves linking the Chipata-Mchinji line through Petauke District to the port of Nacala in Mozambique.
- Railway link with Zambia and Namibia (Livingstone - Sesheke): The construction of this line involves the partial rehabilitation of the Mulobezi line and feasibility studies for construction of a spur between Livingstone and Katima Mulilo via Kazungula and connect to the Nambian Railway System at the border as part of the Walvis Bay – Livingstone – Lusaka – Ndola – Lubumbashi Corridor.
- With the expected commissioning of the Kazungula border in 2021, it is anticipated that the rail link on the Botswana side will link the small Zambian border town of Kazungula.
2.6 Zambia Storage Assessment
Overview
Storage in Zambia tends to be built on purpose for the private sector industry, or the government. There is a limited amount of available space especially in the rural areas and often on open spaces (unsecured storage facilities). Most rural areas have some space allotted for FRA activities post-harvest, maize and pulses/groundnuts. Commercially available storage space is generally in larger commercial centres such as Lusaka and Ndola.

Public Sector Storage
The Food Reserve Agency (FRA) holds the bulk of storage facilities for the public sector. There is FRA presence in virtually every district in the country. Both silos and warehouse facilities are used extensively. Countrywide FRA holds approximately 2,000,000mt of storage space mostly for maize. Other commodities such as rice and soybeans are stored in the regions where they are most often produced. The FRA holds a strategic maize reserve of 500,000mt per year and rotates that stock with the next year’s harvest.

Cold Chain
There are limited cold storage facilities in Zambia. Those that may be in use are purpose built for the company or organization requiring the service. Medical Stores Limited, which is a logistical arm of Ministry of Health (MOH). In addition, Churches Association of Zambia (CHAZ) have fixed cold chain facilities in support of USAID health projects. Reefer or refrigerated containers are available for purchase or lease.

2.7 Zambia Milling Assessment
Most of the milling companies in Zambia are concentrated in the capital city of Lusaka. Lusaka alone has over 20 large milling companies and in the Copperbelt Province there are approximately 12 large milling companies. The country has a large capacity for milling, however, few companies are prepared to fortify or meet international standards and therefore produce primarily for the Zambian market place. Also important to note that currently there is no legislation regarding the fortification of flour products in Zambia.
Expansion of the milling capacity within Zambia has been ongoing for several years. The government has rolled out hammer-mills in the rural areas using solar power as a renewable energy source. During the visit to various milling plants it was not that prolonged power outages due to load shading have impacted negatively on the productivity of some companies, especially those without capacity to invest in power backups. Furthermore, the Covid-19 pandemic have had an adverse effect on some milling plants.
