Procedures for Foreign Registered Aircraft

In Malawi, the following details need to be submitted and approved before propositioning foreign registered aircraft: Application for provisional Air Service Licence by the operator contracted to provide the services. However it would be advisable that the foreign operator liaises with a local aviation consultancy company or a local certified air operator to ensure that the process is not delayed by local government bureaucracy. Undertaking from the country of registration for safety oversight while in Malawi. This will require that the foreign operator ensures that a letter is written from the Civil Aviation of the country of registration clearly taking responsibility for all safe oversight while the aircraft is operating in Malawi

Malawi - 2.2.1 Malawi Lilongwe Kamuzu International Airport

Airport Overview

The airport is operational from 0400UTC to 1700UTC. Outside these hours, services are available on request to the Director of Civil Aviation or the Airport Commandant. Aerodrome fire Category is CAT 9. Cargo Handling facilities are by arrangement with Lilongwe Handling Company(LIHACO) available on frequency 121.9MHz. 

Transportation to and from the city which is about 20KM away is through Taxis and Car Hires. There are Restaurants at the airport but no Hotels except in the City. Both AVGAS100/130 and JET A1 are available supplied by PUMA. There are no Hangar and repair services for visiting aircrafts.

The airport is provided with Aerodrome control on 118.7MHz and Approach Radar on 128.0MHz from 0400UTC TO 1700UTC otherwise on special request the services can be extended. Area Control is also provided at the airport 24Hrs.

There is one asphalt Runway 14/32, 3540m long and 45m wide with Runway 14 as an instrument runway Category 1. Aircraft use ILS, VOR, Locator, RNAV and Visual approaches as instructed by ATC. The equipment at the airport is well maintained except for temporary unserviceabilities where NOTAMs are issued. Scheduled maintenance is sometimes difficult due to inadequate resources.

Airport Overview

The airport is generally in good condition as it is used as the main base for drone operations in Malawi. Operations into and out of the aerodrome must broadcasting on 118.1Mhz to avoid conflicting with drone operations and other traffic. The Airport is centre point of the drone corridor in Malawi though with no provision of airport security, only local guards available and for additional security to contact police within Kasungu municipality.

Malawi’s designated public road network consists of 15,451 kilometres of roads. Of these, only 26% (4,038 Km) is paved. The rest – 11,413 Km representing 74% of the network – is either earth or gravel. The public road network is classified into five main categories: Main, Secondary, Tertiary, Urban and District. The Main, Secondary and Tertiary roads, totalling 10,603 Km, form the country’s trunk or primary road network.

Spontaneous civil disturbances and/or demonstrations can occur on occasion. This is usually the case in the major cities of Malawi. Weighbridges and Axle Load Limits

The Malawi Road Traffic Directorate (RTD) is currently operating 5 fixed weighbridges at Balaka, Songwe, Mchinji, Mulanje and Mwanza.  The RTD also operates 2 mobile weighbridges. With respect to the Gross Vehicle Mass (GVM), the maximum permissible weight is 55,000 kg. The vehicle axle configuration has to be taken into account when determining the GVM which may vary from vehicle to vehicle, thus for tractor unit plus trailer of 6-axle combination will have a maximum GVM of 50 mtn. In other words the load carried by the vehicle should not weigh more than 30 mt.

 Road Class and Surface Conditions

Road reclassification studies done in 2006 identified about 9,478km of undesignated road network that serve the rural communities. The main, secondary and tertiary roads effectively make up the country’s core network with remaining roads acting as feeder system. Road handles more than 70% on internal freight and 99% of passenger traffic. It handles more than 90% of international freight and passenger traffic. It is due to this volume of internal freight and passenger traffic that Malawi Government has given priority to maintenance and construction of roads in Malawi. It is actually estimated that 55% of the costs of production are taken up by transportation costs in Malawi compared to 17% of other developing countries. The present road conditions is 21% good, 7% fair and 42% poor. The targeted road network condition by the year 2011 was 71% good, 18% fair and 1% poor.

The road quality in Malawi is good when analysing both paved and unpaved roads.   Physical challenges for the road sector are mainly preservation related.  According to Africa Infrastructure Country Diagnostic (AICD) another 24 percent of the road maintenance budget is needed to sustain the national infrastructure.  AICD’s summary on the road assessment states that 

“The combination of relatively high road sector spending, apparent over paving and underfunding of maintenance suggest that there may be a case for shifting resources away from investment toward asset maintenance” 
(Policy Research Working Paper 5133 Explaining high transport costs within Malawi, The World Bank Nov 2009) 

Another road challenge is the assessment of unclassified feeder roads.  The quality of feeder roads separating the rural areas from market towns are an important factor when it comes to influencing transport costs (AICD, March 2010, World Bank).  For this matter international and national transport markets are segmented; the cost of the later rises significantly as empty backhauls and journeys covering small distances are being overcharged by the few transport companies operating in rural areas (PRWP, Nov 2009, World Bank).  A proposed policy for lower transport costs in that market is to encourage a ‘domestic and small vehicle transport sector’.  Hence, promoting intermediate means of transport (IMTs) would show to be a valuable outcome.

Malawi - 2.4 Malawi Railway Assessment

Railway Network

The network extends from Zambian border at Mchinji, via Lilongwe to Blantyre and Makhanga in the south. At Nkaya Junction the network links with the Nacala Corridor line going east to Mozambique's deep-water port at Nacala and another green field line was constructed connected Nkaya to Moatize Mine in the Mozambique Providence of Tete. Export traffic consists of sugar, tobacco, cotton, tea and pigeon peas through the Port of Nacala. Import traffic consists of fertiliser, fuel, clinker, wheat grain, containerised general cargo, consumer goods and food products including vegetable oil and grain. Currently one block train of approximately. 90 wagons depart Nacala everyday pulled by two locomotives in tandem directly from Nacala Port to Blantyre or Lilongwe. At Nkaya (which is an operational hub) the block train is then split per destination, south to Blantyre and north to Lilongwe

Malawi - 2.5 Malawi Waterways Assessment

Malawi Waterways Assessment

Reportedly, ships operating on Lake Malawi are old ships and rarely keep to schedule and carry limited amounts of cargo. Cargo handling facilities at most lake ports are very limited and present many logistical challenges. The Shire River is the only outlet from Lake Malawi, from the southernmost tip of Lake Malawi it flows 402 kms to the Zambezi River at Caia in Mozambique. Currently there is no river transport operating on the Shire River as there are a number of falls and cataracts that make navigation within Malawi impossible. Boats can access Malawi from the sea as far as the southernmost settlement of Nsanje only, however there are plans to establish an operating waterway on the river.

In September 2009 a consortium called the Zambezi Water Transport Company has initiated a feasibility study into the $6-billion Shire – Zambezi waterway project following the signing of a MoU with the would-be beneficiaries of the project, namely Malawi, Mozambique and Zambia. The project aims to reopen the Shire – Zambezi waterway from Nsanje, in southern Malawi, to the Indian Ocean Port of Chinde, in Mozambique, a distance of about 238 km. This will enable barges and medium-sized seagoing vessels to ply between Chinde and Nsanje, thereby providing direct waterway access to the Indian Ocean. The feasibility study will ascertain the navigability of the Shire and Zambezi rivers, the Zambezi River is wide and shallow, the Shire River is deep and narrow. The SADC and Comesa, which adopted the ambitious project as a regional initiative, last year jointly invited expressions of interest from interested firms to undertake the feasibility study. Construction on the Port of Nsanje, Malawi’s proposed port on the Shire – Zambezi waterway project, which started with the construction of port facilities at Nsanje port in 2009 stalled in 2012. The project is being undertaken by Portuguese contractor Mota Engil and the Malawi government in a public – private partnership.

Company Information

Lake Malawi and the Shire River (144km) provide the major waterways in Malawi. Lake Malawi, previously Lake Malawi, is a fresh water lake with a 30000 km2 surface.  The Shire River connects the lake water with the Zambezi River south east of Mutarara in Mozambique.  Various private companies operate on the lake.  The biggest operating company is Malawi Shipping Company (MSC, formerly Malawi Shipping Company).  MSC operates from Monkey Bay to various destinations such as Chilumba, Nkhotakota, Nkhatabay, Likoma Island and Chilumba.

Lake Malawi – Itungi Port

  • It is generally accepted that Lake Malawi’s middle line and its northern and eastern shores form much of Malawis boundry Tanzania and Mozambique and this area forms the The Southern Tanzania ‘alleyway’.
  • Itungi Port is located about 250 kms from Kyele,it operates a branch office for Lake Malawi Ports, serving about 13 points along the lake. The port has a draft of 3m, it has a 300 m² workshop, a passenger shed and a generator house.

Lake Malawi – Mbamba Bay Port

  • Mbamba Port is opposite Nkhata Bay about 170 kms from Songea and 70 kms Mbinga District town.

Malawi - 2.6 Malawi Storage Assessment

Malawi Storage Assessment

In the past the grain trade was controlled by the two Government bodies, ADMARC (Agricultural Development and Marketing Corporation) and the NFRA (National Food Reserve Agency) who lead the storage facilities market. However, due to liberalisation, the private sector began building storage facilities primarily for their own utilisation rather than for rental. ADMARC and NFRA still have the largest storage capacity in the country, unfortunately only a few of these storage facilities meet adequate standards especially for the storage of perishable commodities such as food. 

Commercial Storage

Commercially available storage is in very short supply in Malawi as most facilities are purpose built for the owner. NFRA & ADMARC do rent warehouse space to humanitarian organisations. NFRA is planning to build two new warehouse complexes at Kanengo and Kazomba which free up free capacity. NFRA silos: Kanengo near Lilongwe (180,000 mt), Mangochi (20,000 mt), Luchenza (20,000 mt), Mzuzu (20,000 mt). The NFRA silo complex at Kanengo is one of the largest silo complex’s in Africa. NFRA warehouses: Kanengo (26,000 mt), Limbe (40,000 mt), Bangula (7,000 mt) and Kazomba in the north (7,000 mt). All silos and warehouse facilities have weighbridges that are calibrated by MBS every six months. All silo facilities have bagging facilities but there are no mobile bagging units in Malawi. New warehouse facilities are planned at Kanengo and Kazomba which will be available for use by humanitarian organisations on a commercial basis. ADMARC has over 400 warehouses at key locations across Malawi with a total capacity of 270,000 mt. ADMRC has smaller warehouses in all district centres and markets with capacities ranging from 50 to 200 mt. Storage is available on a commercial basis but only on a space availability basis.

The available public sector storage facilities are mainly occupied by government and are rarely offered for rent to other agencies as they are fully occupied throughout the year.

The only temperature controlled cold storage is at the Government Pharmaceutical facility.

 

Malawi - 2.7 Malawi Milling Assessment

 

Malawi WFP Country Office has an approved roster of three supplier for milling. These service providers were audited and recommended by WFP regional food technologists. In terms of capacity, all the service providers are able to process a minimum of 1,500 mt per month, however depending on WFP’s requirements, they are flexible to increase their shifts in order to meet the requirements. All these suppliers also fall under the regional roster.
