Liberia Civil Aviation Authority, established in 2005, regulates the aviation sector in the country. Currently there is no national carrier. Only few chartered companies offer their services internally and regionally.

Procedures for Foreign Registered Aircraft

For Overflight/Landing permit request application for non-scheduled passengers / cargo flights must contact the following:

A 72 hours processing lead time is required for a landing or over flight permit to be issued by the Authority. The only exceptions are emergency and diplomatic clearances where the permit will be issued only after the receipt of the request. In order to facilitate the process for frequent requesting users, LCCA is developing a database to expedite this process. All end users who completely fill up the below form through which they will have their data on file, can request within 48 hours and receive the necessary permit. For all other requests, the regular 72 hour time frame will remain enforced.

Under the Air Service Licensing Regulation, copies of the following documents must be submitted for each aircraft to be operated in and out of Liberia along with the completed application form for Air Service Licenses. 

1. Application for Air Service License (ASL); form no. FSS-GEN- FORM 007A01/2006 must be filled for the issuance or renewal of ASL.   

2. Aircraft information: 

  • Certificate of Airworthiness
  • Radio Station License
  • Weight & Balance Report for Aircraft
  • Certificate of Insurance
  • Certificate of Registration
  • Aircraft equipment listing
  • Maintenance release 
  • Operating Permit from Country of Registry (AOC)

3. Pilot information:

  • Pilot’s License with type ratings
  • Pilot’s Medical Certificate
  • Supporting Documents – Aircraft and Pilot (Employers’ ID card or contract)
  • Pilot’s Passport
  • Pilot’s Visa into Liberia
  • Proficiency check report (recurrent training) REVISED 02 2011 FSS-RQ DOC 007A 02/2006                       
  • Total hours by type and position
  • Dangerous goods training record
  • CRM if applicable
  • Pilot’s initial aircraft type training report
  • Emergency underwriter training (if applicable)
  • Radio Telephony License 

4. Other requirements: 

  • Emergency Response Plan 
  • Aircraft Operator’s Security Program to be approved by LCAA 
  • Copy of the Aeronautical Information Publication (AIP) that encompasses Liberia, Sierra Leone and Guinea
  • Company Operation Manual
  • All pertinent documents of the aircraft, flight and maintenance crew must be submitted to LCAA
  • Aircraft and operational home base facilities (maintenance organization) are to be inspected by LCAA Inspectors prior to issuance of ASL 
  • Operator who wishes to include additional aircraft  on the Air Service License already issued, will be required to pay a fee of  US $1,800.00 for each additional aircraft to be included on your license. The duration of Air Service License is 12 Calendar Months. 
  • Aircraft and operational home base facilities (maintenance organization) are to be inspected by LCAA Inspectors prior to aircraft arrival in Liberia
  • An ASL fee of US $3,000 for short haul regional operation in and out of Liberia
  • An ASL fee of US $5,000 for long haul regional operation in and out of Liberia 

5. Business Registration, Documentations (Local and or Foreign):

  • Legal document - which serves to officially provide the link between the Foreign Base Company, the operator of the aircraft, and the locally registered company (if applicable) 
  • Report including availability of financial resources and composition of Capital (if applicable) 
  • Feasibility studies and 5-year business plan (if applicable)   

2.2.1 Liberia Roberts International Airport

Roberts International Airport (IATA: ROB, ICAO: GLRB), informally also known as Robertsfield, is an international airport in the West African nation of Liberia. Located near the town of Harbel, the single runway airport is about 35 miles (56 km) outside of the nation's capital of Monrovia, and as an origin and destination point is referred to as "Monrovia" and locally is often referred to simply as "RIA."

 The facility, with its 11,000 feet (3,400 m) long runway, was an emergency landing site for the United States' Space Shuttle program and is the principal airport in the country and one of only two with paved runways in the nation. The airport is named in honor of Joseph Jenkins Roberts, the first President of Liberia.

2.2.2 Liberia Spriggs Payne International Airport

Overview

The James Spriggs Payne Airport is 6 km away from Monrovia and is used for regional and domestic flights. The airport is administered by JSPA management under the jurisdiction of the Liberia Airport Authority which manages all the domestic airfields in the country.

Runway repair work at Spriggs Payne Airfield was completed in 2014. Taxiway A is now open between the runway holding point B and the runway. The rest of taxiway A, adjoining the apron and including parking position SP 4, is open to aerodrome traffic. The airport is closed during the night.
