2.2 Philippines Aviation
Overview
The Philippines Civil Aviation Authority (CAAP), formerly the Air Transportation Office (ATO), is an agency of the Philippine government under the Department of Transportation and Communications responsible for implementing policies on civil aviation to assure safe, economic and efficient air travel. Based in Pasay City, the agency, which also has the responsibility of accident investigation, was created on December 3, 2007 through the filing of senate bill number 1932.
Note: Special provisions for aircraft engaged in non-commercial activities, mercy and humanitarian missions, or government sponsored missions, subject to approval of the Civil Aviation Authority of the Philippine
The Civil Aeronautics Board (CAB) is the agency of the government mandated to regulate the economic aspect of air transportation, and shall have the general supervision, control and jurisdiction over air carriers, general sales agents, cargo sales agents, and air freight forwarders as well as their property, property rights, equipment, facilities, and franchise (R.A. No. 776, as amended by P.D. 1462). CAB is an attached agency of the Department of Transportation and Communications (DOTC). In the exercise of its regulatory powers, it is authorized to issue Certificates of Public Convenience and Necessity (CPCN) to domestic carriers, Foreign Air Carrier's Permit (FACP) to foreign carriers, and Letters of Authority to airfreight forwarders, general sales agents, cargo sales agents who are fit, willing, and able to perform services as required by public convenience and necessity. CAB likewise performs quasi-judicial functions.

Fees and Charges
Based on the below inserted General Provisions (D.O. 99E-02 and D.O.98-1178) the payment of fees and charges applicable to aircraft on international, domestic and general aviation operations flying into and out of the airports in the Republic of the Philippines, and aircraft overflying the Manila Flight Information Region without landing at any airport in the Republic of the Philippines for the use of air navigation facilities provided at those airports and / or associated en-route point shall not apply unless otherwise specifically provided.
General Provisions (D.O. 98-1178)
Revised Schedule of Fees and Charges for Air Navigation Facilities
Applicability
The fees and charges prescribed herein shall apply for the use of the alternate international airports such as Zamboanga, Davao, Puerto Princesa, Laoag and National Airports, their facilities, services, utilities and properties under the management control of the Civil Aviation Authority of the Philippines.
The fees and charges herein prescribed shall be applied as follows:
1. Landing for Domestic Flight Operation at national airports other than alternate international airports.
- 100% for trunkline airports
- 75% for secondary airports
- 50% for feeder airports
2. Other Fees / Charges
- 100% for alternate International and Trunkline
- 75% for secondary airports
- 50% for feeder airports
Effects on existing contract
The fees and charges prescribed herein shall not affect contract, leases or concession permits executed or approved prior to the effectivity of this Department Order, except when otherwise provided in said contract, leases or permits.
Exemptions
Unless otherwise specifically provided, the fees and charges provided herein shall not apply to the following:
- Aircraft registered and / or operated by the government of the Republic of the Philippines solely for the governmental functions;
- State-owned aircraft exclusively used by diplomatic and consular representatives of foreign governments; (Civil registered aircraft other than state-owned aircraft, which are chartered or hired by representatives, or personnel of foreign governments are not exempted by this provision);
- Aircraft engaged in humanitarian mission for the particular flight;
- Aircraft which, by provisions of existing laws or treaties, are exempted from the payment of fees and other charges; and
- Other non-revenue flights as may be exempted by the Director General - CAAP.
Reductions
Unless otherwise specifically provided herein, aircraft operating under the following categories shall be charged fifty percent (50%) of the prescribed rates;
- Ferry flight of aircraft, aircraft parts or crews.
- Flights diverted due to in-flight emergency.
- Airmen flight proficiency training or test flight.
- Technical landing by non-scheduled flights.
- Aircraft demonstration flights.
- Other flights as may be authorized by the Director General - CAAP.
Other Fees and Charges
The fees and charges prescribed herein shall not prejudice the
right of the Civil Aviation Authority of the Philippines to impose
and collect such other reasonable charges as maybe determined by
the Director General - CAAP for the use of such properties,
facilities, utilities and services in national airports not covered
herein.
Improvements on buildings, building spaces and areas
Physical improvements on all buildings, building spaces and areas, owned by the Civil Aviation Authority of the Philippines may be undertaken by and at the expense of the tenants. However, no improvement may be commenced without prior approval of the plans by the Director General - CAAP, and whenever deemed necessary, a cash deposit shall be made in favour of the Civil Aviation Authority of the Philippines, which shall be equivalent to the cost of restoration of any portion of the property affected by such alteration or improvements.

Revised Schedule of Fees and Charges for Air Navigation Facilities
Applicability
The charges prescribed herein shall be applicable to aircraft on international, domestic and general aviation operations flying into and out of the airports in the Republic of the Philippines, and aircraft overflying the Manila Flight Information Region without landing at any Philippine airport, for the use of air navigation facilities provided at this airports and/or associated en-route points.
Exemptions
Unless otherwise specifically provided, the payment of fees and charges prescribed herein shall not apply to the following:
- Aircraft registered in the name of and operated by the Republic of the Philippines;
- Aircraft exclusively used by head of states and diplomatic and consular representatives of foreign governments, (Civil registered aircraft's other than state owned aircraft, which are chartered or hired by or for representatives or personnel of foreign governments are not exempted by this provision);
- Aircraft engaged in non-commercial activities, mercy and humanitarian missions, or government-sponsored missions, subject to the approval of the Civil Aviation Authority of the Philippines.
- Aircraft's which, by provision of existing laws or treaties, is exempted from payment of fees and other charges;
- Military aircraft's of foreign government where such governments provide similar exemptions to military aircraft of the Republic of the Philippines;
- Aircraft's diverted from its planned route or forced to return to the airport of departure due to emergency.

Procedures for Foreign Registered Aircraft
The following requirements need to be applied, presented and approved before preposition of foreign registered aircraft:
- Procedure for the Entry, Transit, Exit of Foreign Registered Aircraft
- Hire the services of a Philippine ground handler
- Request for flight operations clearance through the Philippine ground handler
Basic requirements:
International traffic
Overfly:
- Letter request for overfly permit
- Letter request must have billing address
Entry/Exit:
- Letter request for entry/exit permit
- Copy of airworthiness certificate of the aircraft
- Copy of pilots’ licenses
- Copy of pilots’ latest medical certificates
Note: Only thru International Airports or non-International Airports with available CIQ services
Local (Philippine) Operations
After securing entry/exit permit:
- Letter request for entry/exit permit
Entry/Exit due medevac:
- Letter request for entry/exit permit, with names of doctor/s and patient
- Copy of airworthiness certificate of the aircraft
- Copy of pilots’ licenses
- Copy of pilots’ latest medical certificates
Note: Only thru International Airports or non-International Airports with available CIQ services
- Flights will be billed for air navigation fees, permit fee, parking fee, others (please check the AIP)
- Humanitarian Flights
The basic requirements for these flights still apply, but some fees and charges are waived. If possible, clearance from the Department of Foreign Affairs may be obtained to confirm the purpose of the flight.

2.2.1.6 Philippines - Luzon Rosales Airport
Airport Overview
Rosales Airport is an airfield located in Barangay Carmen, Rosales, Pangasinan, in the Philippines. During World War II, before and after the occupation of Clark Air Base by the Japanese, Rosales Airport acted as a secondary airfield for U.S. Air Force aircraft stationed there. It is currently non-operational.

2.2.1.7 Philippines - Luzon Loakan Airport
Overview
Loakan Airport serves the general area of Baguio, Philippines. It is classified as a Class 2 principal airport by the Civil Aviation Authority of the Philippines. Loakan Airport, the city's only airport, was built in 1934. The airport is currently closed for commercial operations but is still used by military and private aircraft. Plans to revive the airport have been announced by numerous entities over the years.

The Basco Airport (Filipino: Paliparan ng Basco, Ilocano: Pagtayaban ti Basco) (IATA: BSO, ICAO: RPUO) is an airport serving the province of Batanes in the Philippines. It is located in the provincial capital, Basco, and is one of two airports in the Batanes Islands, the other being Itbayat Airport.
The airport is classified as a Class 2 principal (minor domestic) airport by the Civil Aviation Authority of the Philippines (CAAP).

LANDING AND TAKE-OFF FEES
International Operations
Fees are computed based on the maximum take-off weight (MTOW) in aircraft's Certification and per aircraft cycle (landing and take-off).
- Up to 50,000 kg: US$1.84/500 kgs. or a fraction thereof
- 50,001-100,000 kg: US$184.00 plus US$1.95/500 or a fraction thereof in excess of 50,000 kg
- 100,001-150,000 kg: US$398.75 plus US$2.25/500 kg or fraction thereof in excess of 100,000 kg
- 150,001 kg. and over: US$646.25 plus US$2.40/500 kg or fraction thereof in excess of 150,000 kg.
LIGHTING CHARGES
Aircraft that land, take-off or park during nighttime at the airport shall be levied additional lighting charges. Nighttime is between 6:00 P.M. to 6:00 A.M.
- Landing/take-off (International): US$12.00 per landing and/or take-off
- Landing/take-off (Domestic): Php300.00 per landing and/or take-off
- Parking: Additional 15% of the rate for daytime parking.
OPERATIONAL CHARGES
For each departing/arriving flight at SBIA, a charge of US$225.00 or its equivalent in pesos at the time of payment shall be imposed for the use of the enroute and airport/terminal navigation facilities and radar services of the SBIA regardless of the type of flight and its duration.
PARKING CHARGES
International Operations:
- Fees are computed based on the maximum take-off weight in
aircraft's certification and the number of hours parked after the
first two (2) hours free parking period.
- Up to 50,000 kgs.: 1st half-hour US$3.00. Each additional half hour thereafter or fraction thereof US$3.00.
- 50,001-100,000kgs: 1st half-hour US$17.00. Each additional half-hour thereafter or fraction thereof US$5.00
- 100,001-150,000kgs: 1st half-hour US$21.00. Each additional half-hour thereafter or fraction thereof US$7.00
- 150,001 kgs. and over: 1st half-hour US$21.00. Each additional half-hour thereafter or fraction thereof US$7.00
Fuel Service Charges
A royalty fee shall be imposed on any person, firm or corporation, selling or delivery, directly or indirectly, aviation fuel, oil, grease or lubricants to any aircraft at the airport for their use. This royalty fee shall be as follows:
Aviation Fuel: US$0.0040/US gallon
Oil: US$0.015/US gallon

Cargo Terminal Charges
Lease/rental charges for SBMA-owned building other than the passenger/cargo terminal buildings inclusive of the land area occupied by said buildings shall be charged the following minimum rates:
Steel/Concrete hangars: US$4.00/m2/mo.
Open space (paved/unpaved): US$2.10/m2/mo.
Air-Bridge Charges
Ground Handling Service Fees: A fee shall be charged for the use of the ramp facilities in accordance with the following schedule:
- Ground handling services at Terminal: 5% of Gross Income
- In-flight Catering: 5% of Gross Income
- Repair and Maintenance Service: 5% of Gross Income
Security
Aside from regular law enforcement units that secure the airport, the Philippine National Police Aviation Security Group also provides back-up security.

Airport Overview
Clark International Airport serves Central Luzon, Northern Luzon, and to an extent, Metro Manila. The name is derived from the former American Clark Air Base which was the largest overseas base of the United States Air Force until it was closed in 1991 and handed over to the Government of the Philippines. The airport serves both international and domestic flights. A new passenger terminal building has been constructed and inaugurated in June 2021.

Clark Airport used to have two 3,200-meter parallel runways. Since the runways are closely spaced, the secondary runway (02L/20R) has been decommissioned and is no longer in use. A new maintenance hangar is currently being constructed on the stopway of Runway 02L.

Airport Overview
Zamboanga International Airport is located in Zamboanga City, Philippines. The airport is operated by Civil Aviation Authority of the Philippines. It is the main airport serving the region. The single terminal building of the airport accommodates 400 passengers. The terminal features a metal detector and an X-ray machine at the main entrance of the airport. There are check-in counters, two baggage carousels and push carts. There is a single shop in the terminal managed by the Air Transportation Office. The apron covers an area of 30,000m² and has two taxiways, each 25m wide. It is capable of handling four Airbus A320s and eight heavier aircraft simultaneously.
The airport has a single runway designated 9/27. The length and width of the runway are 2,610m and 45m respectively. It is surfaced with asphalt. There are plans to extend the runway by another 400m to suit heavier aircraft.
