The development of a system of location indicators arose from Recommendations 1.2/3, 1.2/4 and 1.2/5 of the Communications Division, Sixth Session (cf. Doc 7831), modified by Recommendation 3 of the Third Meeting and by Recommendation 3/1 of the Sith Meeting of the ICAO Panel of Teletypewriter Specialists. These recommendations were approved by the Council atthe 10th Meeting of its Thirty-second Session on 6 December 1967, atthe 18th Meeting ofits Thiry= fith Session on 15 December 1958, and the 12th Meeting of its Fiy-seventh Session on 4 April 1966 respectively. The principles forthe formulation and assignment of location indicators contained in these recommendations are given below. DEFINITIONS (Annex 10, Volume It) Aeronautical fxed service (AFS) — A tolecommunication service between specified fixed points provided primarly for the safety of air navigation and for the regular, ficient and economical operation of air services. ‘Aeronautical fixed station — A station in the aeronautical fixed service, ‘Aeronautical fixed telecommunication network (AFTN) — A worldwide system of aeronautical xed cicults provided, as part of the aeronautical fixed service, for the exchange of messages andlor digital data between aeronautical fixed stations: having the same or compatible communications characteristics, Location indicator — A four-letter code group formulated in accordance with rules prescribed by ICAO and assigned to the locaton of an aeronautical fixed station. FORMULATION AND ASSIGNMENT OF LOCATION INDICATORS Fouretter location indicators shall be formulated and assigned to identify those geographical locations at which there is situated a station forming part of the AFS. ‘Note. — Separate location indicators should not be assigned to diferent units at one geographical location when the appropriate use of three-letter designators will adequately cover the need, 1. ESTABLISHMENT OF AERONAUTICAL FIXED SERVICE (AFS) ROUTING AREAS 1.1 The world is divided into non-overlapping AFS routing areas, each of which is assigned a separate identifying letter. ‘The areas so formed are shown on the chart tha follows the Index.E06 1.2. The boundaries of these areas need not necessary coincide with the boundaries of any State, tertory or FIR but are decided solely from a consideration of the requirements of the AFS, so as to assist message trafic-routing processes to the maximum possible extent. 1.3 Each separate State or territory is assigned a separate identifying letter to permit differentiation between that State or territory and other States or territories in the same AFS routing area. 1.4 Separate identiying letters are assigned to parts of a State or teritory where: 2) separate State or tertory is itself an AFS routing area, and ) routing uncertainties can exist at stations feeding trafic into that State or terttory, and ©). by s0 doing these routing uncertainties can be removed or alleviated. 1.5 No separate identiying letter Is assigned where a separate State or territory contains only tributary stations. 1.8 Unallocated letters within each AFS routing area may be assigned as additional laters, by ICAO, at the request of a ‘State having jurisdiction at location(s) within such area, in instances where additional assignment wil faciltate the processes of ‘message routing. 2. ASSIGNMENT OF LOCATION INDICATORS 2.4 Assignment ofthe frst letter of location indicator “The first letter ofthe location indicator shall be the letter assigned to the AFS routing area within which the location is situated, ‘except that where the location is served only by a single communication centre situated in another AFS routing area, the frst letter shall be that assigned tothe area in which that communication centre is situated. ‘Note.— An AFS routing area can consist o a single State. 2.2 Assignment of the second letter of a location indicator ‘The second letter of the location indicator shall be the letter assigned to the State or tertitory (or portion thereof) within which the location is situated, except that where the location is served only by a single communication centre situated in another State Cr temtory, the second letter shall be that assigned to the State or territory in which that communication centre Is situated, 23 Assignment of the third etter ofa location indicator ‘Where, in a State or territory, aeronautical fixed tolecommunication stations are connected to a communication centre, the third letter of the location indicator should be so assigned as to assist in the process of routing to that communication centre, 24 Assignment ofthe fourth letter ofa location indicator In respect ofthe fourth letter, and in instances where assignment of the second and third letters is not preseribed under 1.3 and 18, the State concemed shall assign the lelters as desired, except that those States assigned the Identifying letter °N" in accordance with 2.2 should arrange their national allocation of specific four-letter location indicators so as to avoid the use of the combination "NN" forthe third and fourth letters, [Note.— It is intended that "NNN" should not be used as the second, third and fourth letters of a location indicator. 25 — Other assignments 2.5.1 In exceptional cases, geographical locations other than those served by the AFS may be given a location indicator at the discretion ofthe State having jurisdiction over the location concerned.E07 2.5.2. States that have introduced the predetermined distribution system for AFTN messages may assign for that purpose location indicators constituted as follows: First and second letters — the first two letters ofthe location indicator for the AFTN communication centre designated 88 the international terminal centre forthe receiving State. Third and fourth letters — the letters 22" indicating a requirement for special distribution, 3. CHANGES IN THE ASSIGNMENT OF LOCATION INDICATORS 3.1. Location indicators once assigned should only be amended after paying due regard to the worldwide repercussions of ‘such changes upon all users of the communication services. 3.2 location indicator should not be reassigned to another location for a period of at least six months after cancellation of its previous assignment. 3.3 Changes in the assignment of location indicators should be promulgated by NOTAM or AIP as far in advance of the effective date as practicable, 4, USE OF LOCATION INDICATORS. 4.1 Location indicators that are assigned to locations to which messages cannot be addressed over the AFTN should be Identified by an asterisk (*). 4.2 location indicator alone does not constitute an addressee indicator or an originator indicator in AFTN messages. The aeronautical authority, service, unit or aircraft operating agency originating the message, or to whom the message is addressed, should be identified by adding to the location indicator the appropriate ICAO three-letter designator, as listed in Doc 8585 — Designators for Aircraft Operating Agencies, Aeronautical Authorities and Services. 4.3 Identication of radio transmission ICAO location indicators should not be used for the identification of radio transmissions in lieu of “call signs" which are prescribed for this purpose in Article 19 of the ITU Radio Regulations (Geneva, 1959). ADDRESSES OF CENTRES IN CHARGE OF FIRUIR 5.1 For the purpose of addressing ATS messages to ATS centres (FICIACC) in charge of FIR andlor UIR, a system of addressee indicators has been devised. 5.2 Such an addressee indicator consists ofthe location of the ATS centre in charge, plus one of the following four-letter designators: ZO2X ifthe message is related to an IFR fight, or ZFZX ifthe message Is related to a VER fight. 5.3 To assist in the correct addressing of the above-mentioned ATS messages, this section contains a list of FIR/UIR with the centres in charge of those regions and their respective location indicators. 1.
