gegen Landdegradierung
Windhoek (km) • Namibia will seine Landschaften künftig nachhaltiger pflegen. Daher hat das namibische
Umweltministerium ein Programm
verabschiedet, das in der MopaneMiombo-Region im Norden Namibias
natürliche Ressourcen schützen und
der Landdegradierung Einhalt gebieten soll. Unterstützt wird das Projekt
unter dem Namen „Dryland Sustainable Landscpaes Impact Program“
(DSL-IP) neben dem namibischen
Landwirtschaftsministerium von der
Landwirtschaftsorganisation der Vereinten Nationen (FAO). „Namibias bedeutsame Miombo-Mopane-Region
in den Okavango- und Kunenebecken
ist durch extensive Degradierung bedroht. Dies wird durch Abholzung,
schlechte Landnutzung und Produktion verursacht, angetrieben durch
Armut und den Klimawandel“, sagte
der Staatssekretär für Umwelt, Teofilus Nghitila, im Namen des Umweltministers Pohamba Shifeta, dessen
Rede er verlas. Das Projekt will die
Produktionssysteme in der Region
transformieren und nachhaltig gestalten, um Landdegradierung nicht
nur aufzuhalten, sondern auch rückgängig zu machen. Finanziert wird
es von der Global Environmental Facility GEF), die über sechs Millionen
USD bereitstellt. Die namibische Regierung trägt 172 Millionen USD bei.
Das Projekt konzentriert sich vor allem
auf die Regionen Oshikoto, Omusati und Kavango-Ost, „wo nach unseren Einschätzungen in den nächsten
fünf Jahren die Landdegradierung am
stärksten sein wird“. Kern des Projekts
sind neue Regularien und Pläne, ihre
Umsetzung sowie Aufklärungs- und
Bildungsarbeit.
Der Gouverneur von Kavango-Ost,
Bonifatius Wakudumu, sagte, das Programm werde auch die Lebensgrundlagen der Landbevölkerung in den
Regionen verbessern. Der Erfolg des
Projekts hänge an der engen Zusammenarbeit aller Beteiligten und Interessensträgern. Auch Dr. Lewis Hove als
namibischer Vertreter der FAO sagte,
Landdegradierung sei weit verbreitet
und trete in den weiten Landschaften
Namibias in verschiedensten Formen
auf. „Die FAO hat die wachsende Notwendigkeit erkannt, dass nachhaltige Lebensgrundlagen der Menschen
gesichert werden müssen – vor allem
in Landschaften, die durch Landdegradierung aufgrund von unter anderem Klimawandel, Entwaldung und
schlechten Farmmethoden bedroht
sind.“ Das Projekt werde die Lebensgrundlagen tausender Namibier aufrechterhalten.

angeboten haben.
Insbesondere das zweite,
amerikanische Unternehmen
„Freshline Moto Adventures
Club” (FMAC) soll indessen
unangenehm aufgefallen sein.

Viele inoffizielle Verhaltensregeln, die von Naturliebhabern
generell als selbstverständlich
geachtet werden, scheinen unter Motorradtour-Teilnehmern zumindest
teilweise weniger Beachtung zu finden. Ein schweizer und ein amerikanisches Reiseunternehmen sind dadurch ins Visier geraten.
„Hannibal Tours“ (HT) spezialisiert sich auf Abenteuerreisen im
südlichen Afrika, aber auch in Zentralasien und der Mongolei. Als Teil
ihres Tourismusangebots bieten sie
Enduro-Abenteuerreisen an: „Erleben
Sie mit einer Motorradtour eine faszinierende Mischung aus unberührter
Natur und Motorradfahren.“ Es ist eine
solche Reise, die in der vorigen Woche
zu einem öffentlichen Aufschrei in den
elektronischen Medien, vor allem einem Medienportal des Ministeriums
für Umwelt, Forstwirtschaft und Tourismus (MEFT), führte (AZ berichtete).

von HT unweit des Wasserloches

„Wie nahe ist zu
nah?”, heißt es in
dem Facebook-Eintrag des amerikanischen Unternehmens
„Freshline Moto Adventures Club”, das
ganz offensichtlich
adrenalingeladene
Trips anbietet. Auf
dem Foto scheint
ersichtlich, dass es
dabei weniger um
die Tiere und ihre
Ruhe geht.

AZ erklärten die Betreiber von HT, Diana Imholz und Carlo Rausa, dass die
Gruppe zwei Motorradpannen und
eine weitere an einem der Begleitwagen habe reparieren müssen. „Das
war so schnell nicht zu schaffen und
somit ließen wir uns für die Nacht
auf der Zementfläche des ehemaligen
Farmhauses nieder“, erklärte Rausa.
Rausa beteuerte, dass, entgegen
der erhobenen Vorwürfe, seine Gäste grundsätzlich auf den vorgegebenen Wegen blieben, „mit einem
Fahrzeug, das voranfährt und einem
Wagen hinten dran“. Wer sich nicht
benehme, werde verwarnt und beim
zweiten Vorfall werde das Motorrad
auf einen der Anhänger verladen.
Imholz betonte, dass ihre Gäste in
diesem speziellen Fall dem älteren
Semester angehörten und alles Leute gewesen seien, die „an erster Stelle
die Natur genießen wollen“.
Motorradtour der Extreme
Wer extreme Adrenalintrips bevorzugt, scheint indessen besser bei FMAC
aufgehoben zu sein. Dies wird unumwunden auf der Internetseite klargestellt und Anwärter müssen einen langen Fragebogen ausfüllen, damit sie
als angemessen qualifiziert erkannt
werden können: „Wir sind auf einer
Mission, jeden Kontinent dieser Welt
mit dem Motorrad zu erkunden.“ Ziel
sei es, einmalige Abenteuer in der unberührten Natur zu erleben.
Laut einem Ranger des „Save the
Rhino Trusts“ (SRT), der ferner mit der
gemeinsamen Initiative der Uibasen
& Twyfelfontein-, Sorris Sorris- und
Doro !nawas-Hegegebiete südwestlich
von Khorixas im Damaraland zusammenarbeitet, war es eine Gruppe von
FMAC-Motorradfahrern, die vor knapp
zwei Wochen mitten durch den Busch
preschten: „Sie sind vom ‚Freshline
Motorad-Club‘ in Nashville in den
USA und benutzen Karten und stellen ihre eigenen Routen zusammen.
Sie sind vom Brandberg aus losgefahren und wollen heute nach Twyfelfontein...“ Die Leute würden willkürlich
drauflosfahren, ohne derselben Spur
zu folgen und die Natur generell stören, heißt es auf einer Sprachnachricht
dieses Rhino-Trackers.
Hegegebiet wird Privatbesitz
„Die Hegegebiete verdienen ihr Geld,
indem sie zahlende Gäste auf Pirschfahrten und selbst Ausflüge zu Fuß
nehmen. Dabei achten sie darauf, die
Tiere nicht zu stören, schon gar nicht
an einer Wasserstelle“, sagte Tristan
Cowley von Ultimate Safaris der AZ.
Cowley ist treibende Kraft hinter
den Kommunalvertretern der obengenannten drei Hegegebiete, die das
Umweltministerium ersucht haben,
ihre Gebiete als zusammengefasstes Areal mieten zu dürfen, um dadurch ein 19 000 Hektar umfassendes Schutzgebiet entstehen zu lassen.
„Dann ist natürlich Schluss mit den
Motorradtouren, denn Motorräder
wirken sich nun mal störend auf diese
Umwelt und vor allem unsere Nashörner aus. Wenn dies erst einmal Privatbesitz ist, können wir die Leute dazu
verpflichten, den bestehenden Wegen zu folgen und wichtiger noch,
es kann sich dann kein Mensch mehr
an irgendeiner Wasserstelle niederlassen, egal, ob es ein junger Draufgänger ist oder ein älterer, besonnener Mensch“, sagte Cowley. Es störe
ihn, dass gerade Motorradgruppen
grundsätzlich wild campen würden,
anstatt die Kommunal-Rastplätze zu
unterstützen.
Beide störten Rhinos
Erst durch die Klärung der nächsten
Anfahrtsziele und den Austausch
aller Video-Clips wurde klar, dass es
sich um zwei verschiedene Motorradgruppen handelte, die als eine
Gruppe – nämlich Hannibal – auf
der MEFT-Seite scharf kritisiert und
über einen Kamm geschoren wurden.
HT war indessen nie von Beamten getadelt worden und fuhr weiter nach
Omaruru, während sich FMAC nicht
hatte ansprechen lassen wollen und
sich obendrein auf dem Weg nach
Twyfelfontein befand. Die beiden
Gruppen hatten nachweislich eines
gemein: Ihre Nachtlager, die laut allen Naturschützern zu nahe am Wasserloch gelegen waren.
Laut Andrew Malherbe, dem Betriebsleiter des SRTs, haben diese
Fälle dazu geführt, dass sich „Interessenträger zusammengefunden
haben und nun wird man diese Motorradtouren neu betrachten“. Die
bestehende Gesetzgebung mache es
den Hegegebieten unmöglich, konsequent durchzugreifen: „Wir können
die Leute ansprechen und wir können
Schilder für Camping-Verbote aufstellen, aber wir haben letztendlich keine
gesetzliche Handhabe! Wir sind also
machtlos den Leuten ausgesetzt, die
sich über alle Regeln hinwegsetzen.“
So sei beispielsweise das „Probleem“-
Wasserloch eine isolierte Wasserstelle,
die für die Tiere wichtig sei und darum
nie gestört werden sollte: „Wir hatten
dort immer acht bis neun Nashörner
sowie Elefanten und Löwen, doch
durch diesen hochgradig störenden
Tourismus bleiben die Tiere der Wasserstelle fern – die Rhinos werden gestört und wandern ab!“

FMAC noch keine Reaktion auf Nachfragen vor.

Mobile Toiletten an DRC in Swakopmund gespendet
Windhoek (cr) • Bei einer Veranstaltung im Stadtteil DRC, Swakopmund,
übergab die Bürgermeisterin Dina
Namubes am Mittwoch offiziell 57
Toiletten an die Bewohner der DRCSiedlung. „Im Oktober 2022 erhielt
der Rat eine Spende von 60 mobilen Toiletten von Mack Geiseb, dem
Eigentümer von Diplomatic Dynamics. Aufgrund von Abnutzungserscheinungen sind leider nur 57 davon
funktionstüchtig“, so die Stadtverwaltung.
Geiseb, dessen Unternehmen mit
der Wartung und Instandhaltung der
Toiletten beauftragt wurde, machte
die Spende als Teil der sozialen Verantwortung seiner Organisation. Die
Bürgermeisterin erwähnte in ihrer
Ansprache, dass der Rat nach den
nachhaltigsten Lösungen sucht und
die Gemeinde diese mobilen Toiletten nutzen könne.
Die Bürgermeisterin erklärte, dass
schlechte hygienische Praktiken einen akuten Einfluss auf die Übertragung von Krankheiten haben. Dies
gelte vor allem, wenn Bedingungen wie Übervölkerung, Mangel an
Wasser und der Zustand zugelassener sanitärer Einrichtungen sowie
mangelndes Wissen über die Auswirkungen schlechter Hygienepraktiken auf das tägliche Leben, die den
Lebensalltag der Gemeinschaften bestimmen, eine Rolle spielten.
Namubes riet den Bewohnern der
DRC-Siedlung, die Spende verantwortungsbewusst und sorgfältig zu
behandeln und die sanitären Anlagen in der Umgebung instand
zu halten, um Krankheiten infolge von Verschmutzung zu vermeiden. Die Bürgermeisterin forderte
die Begünstigten außerdem auf,
ihre Abfälle ordnungsgemäß in
den Mülltonnen zu entsorgen und
nicht im Freien.

Nudo-Partei will
Genozid-Museum
Windhoek (bw) • Der Abgeordnete
der Nudo-Partei, Joseph Kauandenge, hat einen erneuten Versuch unternommen, im Parlament eine Genoziddebatte anzuregen. Hatte er Ende
letzten Jahres ein Genozid-Denkmal
beantragt, wünscht er jetzt ein Genozid-Museum, das an die Herero- und
Nama-Aufstände 1904-1908 erinnern
soll. Als im Oktober 2011 rund zwanzig
Schädel von Herero und Nama aus der
Kolonialzeit aus Deutschland nach Namibia überführt wurden, hatte Namibias Regierung gelobt, ein Stockwerk
im neuen Unabhängigkeitsmuseum
in Gedenken an den Genozid einzurichten. Das ist nicht erfolgt.
Kauandenge meinte am Dienstag,
dass die Swapo-Regierung Diskussionen über den Völkermord vermeide.
Laut Kauandenge müsste sonst Swapos
Geschichtsbetrachtung, wie Namibias
Unabhängigkeit erreicht wurde, geändert werden. „Jeder Stamm hat für
dieses Land gekämpft, erbrachte Todesopfer, kein einzelner Stamm sollte
behaupten, er sei der einzige“, sagte
er. Kauandenge lobte Gründungspräsident Sam Nujoma und den jetzigen Präsidenten Geingob für ihre
entscheidende Rolle bei der Befreiung
Namibias. Das könne niemand leugnen, ebenso sollte auch der Einsatz der
Herero und Nama vor über 100 Jahren
nicht geleugnet werden, betonte er.
„Wir sind in erster Linie Ovaherero,
bevor wir Namibier sind”, sagte er und
erhielt dafür Kritik von den SwapoAbgeordneten, die meinten, es müsse
umgekehrt sein. Kauandenge forderte
auch einen Genozid-Gedenktag, obwohl die Nationalversammlung das
schon vor Jahren beschlossen hatte.
Außenministerin Netumbo NandiNdaitwah sagte, dass die Swapo im Zusammenhang mit dem Völkermord
nicht still sei. „Der vorgeschlagene
Völkermord-Gedenktag wurde hier
ausführlich diskutiert. Wir haben es
unterstützt. Jetzt muss nur noch ein
konkretes Datum festgelegt werden.
Es gibt Pläne, auf der Haifischinsel
ein Museum zu errichten und die Insel wurde zu einer Kulturerbe-Stätte
erklärt”, sagte sie. Der Vize-Transportminister, Veikko Nekundi, bezeichnete
den Antrag als „Hollywood-Antrag“.

Daures-Pilotprojekt startet bald
• Namibias grünes Dorf könnte Afrikas erstes Netto-Null-Dorf werden

Namibia macht weiterhin große Fortschritte auf dem Gebiet
des grünen Wasserstoffs, da
das Daures Green Hydrogen Consortium letztes Jahr im Dezember das Daures Green Hydrogen Village (DGHV)
ins Leben gerufen hat und plant, diesen Monat offiziell mit der Entwicklung des Pilotprojekts zu beginnen.
Das Projekt wird die Produktion von
grünem Wasserstoff und Ammoniak
sowie die Nutzung von Derivaten ermöglichen.
Das grüne Dorf in der ErongoRegion wird das erste Netto-NullDorf Afrikas mit minimaler bis gar
keiner Treibhausgasemission sein.
Ziel des Dorfes ist die nachhaltige
Produktion von grünem Wasserstoff und Ammoniak aus erneuerbaren Ressourcen, die Demonstration der Anwendungen für grünen
Wasserstoff und die Ermöglichung
einer grünen Wasserstoffwirtschaft
mit der Aussicht, grünen Wasserstoff und Ammoniak an potenzielle Käufer zu exportieren. ,,Das Dorf
wird Namibias erste Charge grünen
Wasserstoffs und grünen Ammoniaks herstellen, die für den lokalen
Verbrauch auf dem Projektgelände
verwendet werden. Der grüne Wasserstoff und das grüne Ammoniak
werden für die Energieversorgung
der Anlage durch Brennstoffzellen
und für Forschungsaktivitäten im
Rahmen des Projekts verwendet”,
teilte das Konsortium bei der Auftaktveranstaltung im Dezember mit.
In der ersten der vier Phasen wird
das Dorf 31 Tonnen grünen Wasserstoff, 109 Tonnen Ammoniak sowie
500 Tonnen Tomaten und 600 Tonnen Karotten produzieren - die erste
Charge kohlenstoff-freier landwirtschaftlicher Erzeugnisse des Landes.
Darüber hinaus wird die erste Phase
die Beschäftigung von über 100 Namibiern während der Bauphase und
von über 50 Namibiern auf Dauer in
einem modernen kohlenstoff-freien
Betrieb ermöglichen.
Nach Angaben des Konsortiums
wird Phase 4 des Projekts zur Produktion von 352 000 Tonnen grünem
Ammoniak führen, wobei erneuerbare Energien im Wert von 1 GW
und ein 420-MW-Elektrolyseur eingesetzt werden. Infolgedessen werDas Daures Green Hydrogen Consortium hat letztes Jahr im Dezember das

,,Die Forschungsaktivitäten werden
in Zusammenarbeit mit der Universität von Namibia und der Universität
Stuttgart durchgeführt und bieten
Studenten Praktikums- und Ausbildungsmöglichkeiten, da Namibia bestrebt ist, Fähigkeiten und Kapazitäten in der Industrie zu entwickeln.”

Das Konsortium unterzeichnete
Absichtserklärungen über Initiativen
zur sozialen Verantwortung von Unternehmen und über die Abnahme
von bis zu 40 000 Tonnen grünem
Ammoniak bzw. über die Bereitstellung von Wasser in dem Gebiet für
die nachfolgenden Phasen. Zu den
Unternehmen, die die Absichtserklärung unterzeichnet haben, gehören
die Rössing Foundation, Sable Chemical Industries Limited und Afritin Mining, der Betreiber der Uis Tin Mine.
Noch diesen Monat soll das Pilotprojekt eines grünen Dorfes in
der Erongo-Region beginnen. Es wird grünen Wasserstoff und
Ammoniak produzieren und exportieren. Somit wird es auf dem
afrikanischen Kontinent das erste Dorf mit nahezu gar keinen
Treibhausemissionen sein.

Unabhängigkeitsfeier wird in
Outapi stattfinden
Windhoek (cr) • Der 33. Jahrestag der
Unabhängigkeit Namibias wird dieses
Jahr in Outapi in der Omusati-Region
gefeiert. Dies wurde in einer kürzlich
vom Direktor des Ministeriums für Information, Kommunikation und InfoTechnologie, Audrin Mathe, veröffentlichten Erklärung bekanntgegeben.
Laut ihm stehen die Feierlichkeiten unter dem Motto „Ein Volk, das
für den Wohlstand vereint ist“. Präsident Hage Geingob wird demnach
die Hauptrede halten. Mathe fügt hinzu, dass der namibische Unabhängigkeitstag, der seit 1990 jedes Jahr am
21. März begangen wird, dazu dient,
die Freiheit, Unabhängigkeit, Souveränität und Selbstbestimmung des
Landes zu feiern.
„Die Vorbereitungen für die diesjährigen Feierlichkeiten sind im Gange,
und die Regierung möchte Namibier
aus allen Teilen des Landes einladen,
zusammenzukommen und die selbstlosen Opfer zu feiern und gleichzeitig
unsere Einheit und unseren Patriotismus zu bekräftigen, die den Stolz und
die Pflicht zum Wohlstand unserer Nation fördern“, sagte er.
Er fügte hinzu, dass der Öffentlichkeit verschiedene kulturelle und musikalische Darbietungen sowie andere Unterhaltungsaktivitäten geboten
werden.

ch habe hart für dieses Geld gearbeitet.“ Das sagte der im FishrotKorruptionsskandal beschuldigte
Nigel van Wyk am Mittwoch vor dem
Obergericht in Windhoek, als er einen
Antrag auf Kaution rechtfertigte. Ihm
wird laut den Unterlagen der Staatsanwaltschaft vorgeworfen, dass er rund
1,9 Millionen N$ aus dem FishrotSkandal erhalten haben soll.
Obwohl der Antrag gestern mit der
Aussage des ehemaligen Fischereiministers Bernard Esau fortgesetzt werden sollte, konnte Esau nicht an der
Verhandlung teilnehmen, da er aufgrund seines Gesundheitszustandes in
das Lady Pohamba-Privatkrankenhaus
eingeliefert werden musste. Van Wyk
trat deshalb in den Zeugenstand und
begann mit seiner Aussage zur Unterstützung seines Kautionsantrags.
Er sagte aus, dass er seit November
2017 für das Unternehmen Ole Investments arbeitete, das seinen Mitangeklagten Sacky Shanghala und James
Hatuikulipi gehört. Während seiner

Alte Feste soll Kulturzentrum werden
Windhoek (gh) • In einer Befragung von 2 601 Personen, was mit
der Alten Feste geschehen könnte, stimmen 86 Prozenten der Befragten zu, dass das Gebäude in
ein Zentrum für Kunst, Kultur und
Kulturerbe umgewandelt werden
sollte. Das Gebäude wurde nur in
begrenztem Umfang instand gehalten und verfiel zusehends, so
dass es derzeit umfassend renoviert werden muss. Vor diesem Hintergrund führte das Ministerium
im Oktober und November letzten
Jahres eine Online-Umfrage durch,
bei der die Öffentlichkeit um ihre
Meinung zur Wiederverwendung
des Gebäudes gebeten wurde. „Von
den 2 601 Befragten, darunter 54
% Frauen und 46 % Männer, sahen
über 80 % die Alte Feste als ein
wichtiges kulturelles, historisches
und/oder denkmalgeschütztes Gebäude an, das für die namibische
Gesellschaft notwendig ist”, so das
Ministerium. „Insbesondere stimmten 86 % der Befragten zu, dass das
Gebäude in ein Kunst-, Kultur- und
Kulturerbezentrum umgewandelt
werden sollte, das allen Namibiern
zugute kommen wird, während 90
% aller Befragten angaben, dass die
Namibier von der Umnutzung der
Alten Feste profitieren sollten”. Das
Ministerium sagte, dass die geplante
Umnutzung eine Gelegenheit bietet,
eine Zukunft zu schaffen, die Namibier aller ethnischen Gruppen, gemischter Herkunft und Gruppen
europäischer Nachkommen zusammenbringt, um Namibias Demokratie und Einigkeit zu festigen.
„Das Hauptziel besteht darin, zur
Entwicklung des Kultur- und Kreativsektors in Namibia beizutragen,
indem Raum und eine Plattform
für kreative, kulturelle und handwerkliche Unternehmen geschaffen
werden, insbesondere für solche, die
hauptsächlich von jungen Frauen
aus dem ländlichen Raum geführt
werden, um Einkommen zu erzielen und ihre Lebensbedingungen zu
verbessern.” Angesichts dieser Ziele
schloss das Ministerium einen Zehnjahresvertrag mit der Namibia Arts,
Crafts and Design (NACD), die derzeit das Craft Centre verwaltet, um
in der Alten Feste ein Kompetenzzentrum für Kunst, Kunsthandwerk
und Kulturerbe einzurichten und zu
unterhalten. Die Partnerschaft umfasst die Renovierung und Verwaltung des neu gestalteten Komplexes. Geplant sind unter anderem ein
Handwerksmarkt, eine Galerie, ein
Museum, eine Ausbildungswerkstatt
und Ateliers, Restaurants und Veranstaltungsräume.
1,9 Mio. N$, die er nach Angaben des
Staates aus dem Fishrot-Skandal erhalten hat, nicht aus korrupten Aktivitäten stammten. Van Wyk behauptet, er
habe jeden Monat ein Gehalt erhalten,
das auf seinem Arbeitsvertrag mit dem
Unternehmen basierte. Während der
Anhörung ging van Wyks Rechtsvertreter, Mbanga Siyomuinji, seine Kontoauszüge durch und van Wyk gab für
jeden Monat von November 2017 bis
Oktober 2019 die Höhe seines Gehalts
an. Die monatliche Vergütung lag zwischen 25 000 und 30 000 N$, und der
Gesamtbetrag belief sich für die Zeitspanne auf fast 714 000 N$.
Van Wyk behauptete ferner, er habe
neben seinem Gehalt auch Geldbeträge erhalten, die er für Ausgaben des
Unternehmens verwenden konnte
oder sollte. Van Wyk und Siyomuinji
verbrachten den Rest des Nachmittags
damit, Rechnungen, die auf den Namen des Unternehmens ausgestellt
waren, zu prüfen. Es wurde eine Zusammenfassung der verschiedenen
Käufe, Zahlungen und Dienstleistungen, die er offensichtlich für das Unternehmen getätigt hatte, gemacht.
Die in diesem Zeitraum eingesetzten
Finanzmittel beliefen sich auf rund 513
000 N$. Siyomuinji schloss den Verhandlungstag mit dem Hinweis ab,
dass sich die Gelder, die van Wyk für
die Nutzung des Unternehmens erhielt sowie seine monatlichen Gehälter auf etwa 1,2 Millionen N$ beliefen.
Neue Fakten
Der Kautionsantrag von van Wyk
stützt sich auf neun neue Fakten. Einer davon ist, dass die polizeilichen
Ermittlungen inzwischen abgeschlossen sind und das daher nicht mehr zu
befürchten sei, dass van Wyk die Ermittlungen behindern könnte. Van
Wyk und Siyomuinji machen außerdem geltend, dass der Fishrot-Prozess
sehr lange andauern würde, und van
Wyks Recht auf ein zügiges Verfahren
dadurch verletzt werden könnte.
Sie argumentieren weiter, dass der
Staat keine handfesten Beweise gegen
van Wyk vorlegen könne und dass er
nicht mit einer der in den FishrotSkandal verwickelten Organisationen in Verbindung gebracht werden
könne.
Zwei der Gründe der Staatsanwaltschaft, ihm eine Kaution zu verweigern, sind, dass van Wyk vor allem
Staatszeugen einschüchtern könnte
und/oder ähnliche Überschreitungen
wie die, welche zu seiner Festnahme
geführt hatten, begehen könne. Sie behaupten weiter, dass sie eine starke Sache gegen van Wyk hätten und dass es
sich um schwerwiegende Klagen handeln würde, was zu der Befürchtung
beiträgt, dass van Wyk ein Fluchtrisiko darstelle, sollte er auf Kaution frei
gelassen werden.
Der Anklageschrift zufolge muss
sich van Wyk in zwei Anklagen wegen
Gaunerei, drei Anklagen der Geldwäsche, einer Anklage wegen Diebstahls,
einer wegen Behinderung der Justiz,
einer wegen Angriffs oder Behinderung eines Beamten und einer Anklage wegen illegalen Munitionsbesitzes
verantworten.

nach den schweren Erdbeben in der
Türkei zum Start der LeichtathletikEM in Istanbul ihr Mitgefühl ausgedrückt. „Natürlich schwingen auch
gemischte Gefühle auf dem Weg in
die Türkei mit. Es ist schrecklich, dass
so viele Menschen in dieser Region
leiden mussten und immer noch mit
den Folgen zu kämpfen haben. Umso
schlimmer zu wissen, dass mit den
richtigen politischen Entscheidungen viel Leid verhindert hätte werden können“, sagte die 29 Jahre alte
Mihambo.
Mihambo zählt bei den HallenWettkämpfen, die seit gestern bis
Sonntag andauern, in der türkischen
Metropole neben 5 000-Meter-Europameisterin Konstanze Klosterhalfen zu den aussichtsreichen deutschen Medaillenanwärtern. Nach
dem Olympiasieg in Tokio, zweimal
WM-Gold und einem Europameisterschaftstitel im Freien strebt Mihambo
ihren ersten internationalen Erfolg
unter dem Hallendach an. Wenige
Wochen nach den Erdbeben in der
Türkei werden in Istanbul rund 600
Athletinnen und Athleten an den
Start gehen.
„Es schwingt ein ungutes Gefühl
mit, wenn man zu einem Wettkampf
in ein Land reist, in dem gerade große Trauer herrscht“, sagte Mihambos Trainer Ulli Knapp. „Aber wenn
sich ein Gastgeber dazu entscheidet, eine EM auszurichten, wäre es
auch nicht fair, dort nicht an den
Start zu gehen. Was die eigene Sicherheit anbelangt, gehen wir davon aus, dass abgeklärt worden ist,
dass keine Erdbebengefahr für die

mit. Stroll (24) hatte sich im Training
am Handgelenk verletzt, weshalb der
Kanadier für die Testfahrten in Sakhir ausfiel. Anschließend wurde sogar
kurz über ein Sensationscomeback
von Sebastian Vettel für das Auftaktrennen spekuliert. Der Deutsche war
erst Ende vergangener Saison bei Aston Martin zurückgetreten. Der Rennstall benannte aber Ersatzfahrer Felipe Drugovich als möglichen Ersatz für
das erste Formel-1-Rennen des Jahres.
„Es war ein unglücklicher Unfall
- ich bin vom Rad gestürzt, als mein
Reifen ein Loch im Boden erwischte
-, aber zum Glück war der Schaden
nicht erheblich und eine erfolgreiche kleinere Operation an meinem
rechten Handgelenk hat das Problem
sehr schnell behoben“, erklärt Stroll.

GESUCHT DIE UNTERSCHÄTZTE BÖHMIN
Auch wenn mein Name weit über meine Staatsgrenzen hinaus bekannt ist,
bin ich, gemessen an den Metropolen
der Welt, eher ein kleines Licht. Und
das, obwohl ich viele spannende Dinge zu bieten habe: Nachdem mich ein
gewisser Herr Wenzel 1295 gegründet
hatte, entwickelte ich mich recht
schnell zum Handelszentrum. In den
Hussitenkriegen erbeuteten meine
Landsmänner ein Tier, das sich noch
heute auf meinem Wappen befi ndet,
obwohl es nicht gerade typisch für unsere böhmischen Gefi lde ist. 1842 bereiste mich ein Bayer und brachte etwas mit, das zu einem herausragenden
Charakteristikum werden sollte und
das heute jeder mit mir verbindet. Was
hingegen die wenigsten wissen:
Neben der bekannten St.-Bartholomäus-Kathedrale steht hier auch die
zweitgrößte Synagoge Europas. Und
wer denkt, es reihen sich noch immer
graue Industriefassaden aus Zeiten des
Sozialismus aneinander, der irrt: Wir
können auch Jugendstil, Barock und
Klassizismus. Im Übrigen fahren bestimmt einige von Ihnen ein Auto, das hier
gebaut wurde oder haben

mir verbunden. Ich bin die Heimat der
Marionetten Spejbl und Hurvínek und
braue eines der bekanntesten Biere der

Bremen (dpa) • Die Meereisausdehnung in der Antarktis hat ein neues
Rekordminimum erreicht. Satellitendaten zeigten, dass am 19. Februar nur eine Fläche von rund zwei
Millionen Quadratkilometern des
Südlichen Ozeans von Meereis bedeckt gewesen sei, sagte Lars Kaleschke, Meereis-Experte am AlfredWegener-Institut (AWI). Elf Tage
zuvor war mit 2,2 Millionen Quadratkilometern bereits der tiefste
Stand seit Messbeginn im Jahr 1979
verzeichnet worden.

Paris (dpa) • Die Internationale Energieagentur (IEA) fordert mehr
Tempo bei der Energiewende, da
der globale Kohlendioxid-Ausstoß
bei der Energieerzeugung auf einem Rekordniveau verharrt. Die
weltweiten energiebedingten CO2-
Emissionen seien 2022 um 0,9 Prozent oder 321 Millionen Tonnen
gestiegen und hätten einen Höchststand erreicht. Um Klima- und

Taipeh/Washington (dpa) • Die USRegierung hat ein Waffengeschäft mit Taiwan im Wert von
619 Millionen US-Dollar genehmigt. Dabei handelt sich

Zugunglück
Athen (dpa) • Beim schweren Zugunglück in Griechenland sind mindestens 46 Menschen ums Leben
gekommen - Viele werden noch
vermisst. Die Einsatzkräfte suchen

Hanoi (dpa) • Nach einem Korruptionsskandal hat das kommunistisch
geführte Vietnam einen neuen Präsidenten. Der 53-jährige Vo Van Thuong wurde am Donnerstag in der
Hauptstadt Hanoi vom Parlament in
einer Sondersitzung zum Staatschef
gewählt. Die Amtszeit des Politbüro-Mitglieds dauert noch bis 2026.

Baut der Iran an Atomwaffen?
IAEA findet Spuren von beinahe waffenfähigem Uran
Wien/Teheran (dpa) • Die Internationale Atomenergiebehörde (IAEA)
hat im Iran Partikel von beinahe
atomwaffentauglichem Uran nachgewiesen. Der Fund wurde von dem
Land, das seit vielen Jahren unter Verdacht steht, an einer eigenen Atombombe zu arbeiten, heruntergespielt.
Irans Atomchef Mohammed Eslami
sagte in Teheran: „Bei einer der Untersuchungen wurde eine leichte Fluktuation entdeckt, die aber nicht mal
mit dem Mikroskop zu sehen war.“
Der IAEA zufolge hatte das Uran einen
Reinheitsgrad von 83,7 Prozent - nur
knapp unter den 90 Prozent, die für
den Bau einer Atomwaffe nötig sind.
Die Spuren wurden bereits im Januar während einer Inspektion einer
iranischen Anlage in Fordo entdeckt,
wo Uran bis zu einem Reinheitsgrad
von 60 Prozent hergestellt wird.
IAEA-Chef Rafael Grossi bestätigte
den Fund in dieser Woche jedoch
erstmals offiziell. Mit Teheran seien Gespräche zur Klärung in Gang,
heißt es in einem nicht öffentlichen
Bericht, der der Deutschen PresseAgentur vorliegt. „So etwas kann aus
Versehen oder absichtlich passieren“,
sagte ein hochrangiger Diplomat,
der das iranische Atomprogramm
intensiv verfolgt.
Auch in anderen Ländern sei es in
Anreicherungsanlagen schon zu ähnlichen Ausreißern gekommen. In diesem Fall handle es sich jedoch „um
einen ziemlich großen Sprung“ von
60 auf knapp 84 Prozent. Die bisherigen Analysen hätten aber gezeigt,
dass nur eine sehr kleine Menge an
83,7-prozentigem Material produziert
worden sei, sagte der Diplomat.
Behördenchef Grossi hatte bereits
im Januar darauf hingewiesen, dass
der Iran insgesamt bereits über genug angereichertes Uran für mehrere
Atomwaffen verfügt, falls das Material noch höher angereichert würde. Bis
zur Entwicklung einer Nuklearwaffe
habe Teheran jedoch noch einen langen und schwierigen Weg vor sich,
sagte der IAEA-Generaldirektor. Teheran betont stets, ausschließlich an
friedlicher Nutzung von Nukleartechnologie interessiert zu sein.
Dem IAEA-Bericht zufolge besitzt
die Islamische Republik knapp 435
Kilogramm 20-prozentiges Uran,
48 Kilogramm mehr als im vorigen
Quartalsbericht vom November. Der
Bestand an 60-prozentigem Uran
nahm um 25 Kilogramm zu - derzeit
knapp 88 Kilogramm. Grossi hat
mehrfach darauf hingewiesen, dass
auch 60-prozentiges Uran schon fast
waffentauglich sei.
Der Iran verpflichtete sich 2015,
sein Atomprogramm einzuschränken. Im Gegenzug wurden westliche
Sanktionen aufgehoben. Dieser Pakt
sollte verhindern, dass das autoritär
regierte Land in den Kreis der Atommächte aufsteigt. Nachdem die USA
2018 unter dem damaligen Präsidenten Donald Trump aus dem Abkommen ausgestiegen waren, reagierte
Teheran mit dem Ausbau der UranAnreicherung und der Einschränkung von IAEA-Inspektionen. Verhandlungen zur Wiederbelebung des
Abkommens, an denen auch Deutschland beteiligt ist, liegen auf Eis.

Außenministerin Annalena Baerbock hat Russland beim G20-
Treffen von Wirtschaftsmächten aufgerufen, den Angriffskrieg
gegen die Ukraine zu beenden. „Stoppen Sie diesen Krieg. Stoppen Sie die
Bombardierung ukrainischer Städte
und Zivilisten“, forderte die GrünenPolitikerin am Donnerstag bei Beratungen der G20-Außenminister in
Indiens Hauptstadt Neu Delhi nach
Angaben aus Delegationskreisen. Sie
wandte sich dabei direkt an Russlands Außenminister Sergej Lawrow.
„Es ist gut, dass Sie hier im Saal
sind, um zuzuhören“, sagte Baerbock
zu dem russischen Minister. „Stoppen Sie den Krieg. Nicht in einem
Monat oder einem Jahr, sondern
heute.“ Sie fügte hinzu: „Denn jede
Familie, die einen Vater, einen Bruder, eine Mutter, ein Kind verliert,
verliert eine ganze Welt.“ Es gebe
kein Recht des Stärkeren, seinen
kleinen Nachbarn zu überfallen.
Beim G20-Treffen im vergangenen
Jahr hatte Lawrow die Runde der Außenminister verlassen, damit er sich
keine Kritik anhören musste.

Baerbock verwies darauf, dass es
unter den G20-Mitgliedern unterschiedliche Sichtweisen zum Krieg
in der Ukraine gebe. „Aber was uns
alle eint, ist, dass es keinen einzigen
Ort auf der Welt gibt, an dem der
russische Krieg positive Folgen hat.“
Dazu gehöre auch Russland selbst.
Dies zeigten tausende Menschen, die
Russland verließen, und die Wirtschaftsdaten des Landes.
Zudem äußerte sie sich besorgt,
dass Russland den „New Start“-Vertrag zur Reduzierung von Nuklearwaffen aussetzen wolle. Baerbock forderte Lawrow auf, den Dialog mit den
USA wieder aufzunehmen und zur
vollständigen Umsetzung des Vertrags zurückzukehren.

gemeinsam bewältigt werden.

First and foremost, effective communication is key to creating a
healthy work environment. Make
sure that all employees are aware
of company policies, procedures
and expectations. Keep lines of
communication open so that employees can express any concerns
or issues they may have. This will
help to prevent misunderstandings and conflicts from arising.
Secondly, create a positive work
culture that encourages teamwork, respect and collaboration. A
healthy work environment is one
in which employees feel valued
and supported by their colleagues
and supervisors. Encourage open
dialogue, celebrate team successes and promote a positive attitude
in the workplace.
Thirdly, provide opportunities for
growth and development. Employees who feel that they have the
opportunity to grow and advance
within their organisation are more
likely to feel engaged and motivated in their work. Offer training
and development programmes,
mentorship opportunities and encourage employees to take on new
challenges.
Fourthly, ensure that the workplace is safe and healthy. This
includes physical safety, such as
ensuring that equipment and machinery are properly maintained
and that employees are trained on
how to use them safely. It also includes mental health, such as promoting work-life balance, encouraging breaks and providing access
to mental health resources.
Then, recognise and reward good
performance. Employees who feel
that their hard work is acknowledged and appreciated are more
likely to be engaged and productive. Develop a system for recognising and rewarding outstanding work - whether it be through
bonuses, promotions or public
recognition.
Finally, lead by example. As a
human resource officer, you set
the tone for the rest of the organisation. Model the behaviour you
would like to see in your employees. Encourage honesty, respect
and accountability in all aspects of
the workplace.

Tuyambeka Haipinge is a dedicated young man who has a passion
and love for business most can
only dream of. He is currently following in his mother’s footsteps.
“The person who inspired me to
become a businessman is my mom,”
he said.
He added that business is in the
family as his brother is involved in
real estate, just like him.
Haipinge owns a company called
Buildvast Investments. It offers
various services like construction, architectural services, electrical installations, house painting and more. He
started his business in 2020 with the
pandemic being a partial motivator.
“Things got very real for me when
Covid-19 started and it is through this
that I realised that another day is not
promised and that I had to go after my
dreams,” he said.
In addition to his construction
company, Haipinge also owns a graphic
design company called Rio Graphics
and Designs. One of his main goals is to
make sure that his customers receive
the best quality services and that they
receive an all-in-one package so they
do not have to travel too far.
Passion is all you need
Born and raised in Windhoek, the
23-year-old entrepreneur attended
several high schools, which he believes
contributed to his adaptability and his
overall knowledge and understanding of how to deal with clients from
all walks of life.
Haipinge is a God-fearing man and
believes it is because of God that he
is where he is today. He added that
despite it being an unpopular opinion,
he does not have any role models apart
from God.

The businessman noted that he believes one does not always need a
degree to follow one’s passions and
dreams.
“Despite not attending any university, I have pursued my passion for entrepreneurship and consider myself a
businessman,” he said. He added that
it is best to not just study for the sake
of studying, advising the youth to try
their level best to tap into their inner
passions and goals. He highlighted that
there is no formula to life and that everyone has their own destiny.
The future
Business is the young entrepreneur’s
main focus at the moment and he
said in his free time, he relentlessly
pursues knowledge on how to build
a good brand for himself and how to
expand his business.
“I enjoy working out and engaging
in business meetings as my hobbies,
which I believe contribute to my personal growth,” he said.
A typical day for him includes a
morning workout, online courses on
becoming an effective entrepreneur
and extensive research on his target
clients.
“I plan to be married and have a
family in the next 10 years. With hard
work and dedication, I am on my way
to achieving my goals,” Haipinge said
when asked about his future plans. He
further plans to expand his business
and have branches all over the country.
In addition, the entrepreneur said he
has plans to employ as many people as
he can to help eradicate poverty.
Finally, the young entrepreneur
noted that age should not be a limiting factor when it comes to building
a good brand and paving the way for
yourself and future generations.
“I know many doubt me and are hesitant to hire me because of my age, it’s
fine; I will let my work speak for itself,”
Haipinge said.

and Deolinda Shikalepo
is a prime example.
Hailing from northern
Namibia, Shikalepo spent
much of her early days
between Okahao and Ongwediva.
In 2008, she completed her education
at Gabriel Taapopi Senior Secondary
School. She then pursued a bachelor’s
degree in business administration at
the Namibia University of Science and
Technology (NUST) and completed it in
2013. As her educational journey continued, Shikalepo enrolled at the University of Namibia (Unam), where she obtained a bachelor of law honours degree
in 2021. She is currently enrolled at the
Chartered Institute of Procurement and
Supply for further studies, a global institution headquartered in the United
Kingdom.
After working for a few companies after
her studies, she grew her scope of work
in the procurement sector. In 2019, she
started her Bank Windhoek journey as
a procurement, compliance and contracts manager. Shikalepo shared that
working at the bank has been very exciting yet complex and requires intense
focus, a strong character and continuous
quick thinking.
“Before I joined the bank, I did not
understand the detailed nuances of
procurement in a financial services
organisation. Notwithstanding, I was
inquisitive about getting to grips with
the dynamics of banking procurement
activities. As such, I had to rethink the
way I do things so I could learn fast and
create value in my department,” she said.
“It was the best decision I have ever
made thus far.”
Careers asked Shikalepo about her accomplishments and challenges during
her journey. She said her career and how
it has worked out thus far is her most

A prevalent and disheartening
status quo in Namibia has been
one that has seen many intelligent young people go to university
to attain a degree, only to spend the
rest of their days stuck at a desk, living
paycheck to paycheck, wasting their
vast potential in the process. It was
this that incited Tsenaye Namushinga
to found Namcave, an online platform
that will drive change and create jobs
in Namibia.
Namcave is a cyber-safe website
that gives locals a fast and convenient retail platform to trade their
products.
“Namcave was borne out of a desire
to spark hope in the Namibian youth,
sorely lacking the spirit of innovation
and daring,” he said. He added that he

One of her biggest challenges was needing to
learn how to use constructive criticism and robust
negotiations to her advantage, she said. Over time, Shikalepo came
to appreciate that this is a form of learning and guidance.
Outside the office, she loves catching
up on current affairs, connecting with
family, travelling, reading, writing fiction
and watching sports, like Formula 1 and
hockey.
Shikalepo explained that she plans on
living life one day at a time and making
sure every step counts towards her ultimate goal: Giving back to the community
that raised and groomed her.
Asked what advice she would give the
youth, she said: “Dreaming is good, but
having goals is what changes lives. A goal
will differentiate you from your peers.
“There is no substitute for consistent
hard work. It eventually pays off.”

content creators, who help raise

small local businesses that aim to
drive change and national progress
through creativity and innovation

He added that the company is currently in the process of restructuring, and new job opportunities have
been created for unemployed youth.

experts, Elton Witbooi
feels privileged to become
part of the Communications Regulatory Authority of Namibia (CRAN).
Witbooi says there are
many things to accomplish in his new position
as the executive for cyber
security and ICT at CRAN,
but for now he has prioritised two areas of focus.
First, to improve CRAN
through the power of information and communication technologies (ICT);
and second, to promote
the safe and secure use of
the internet in Namibia.
He explained that his job
combines the known ICT
disciplines, which include
service management, governance, and innovation,
among others, in line with
public policy.
The combination requires both technical
ICT and public administration skills and, at times,
demands one take on a
diplomatic role, which is
a departure from the usual
technology-focused work.
The good and the
bad
ICT is an essential part of
modern society, Witbooi
underlined.
“It is difficult to imagine
life without it. As such,
we must work to ensure
that ICT services are available to all, affordable, of
high quality, and safe and
secure. This is a noble
ideal to which I feel privileged to contribute with
my role at CRAN,” he said.
Witbooi agrees with the
saying, “there is no rose
without a thorn.”
While ICT has brought
improvements to our lives,
it has also provided a new
avenue for malicious activity, as he pointed out.
Just like the proverbial thorn in the rose bush,
ICT-based criminal activity has impacted Namibians in many ways.
“Namibian businesses
have suffered financial
losses and reputational damage due to various
kinds of cyberattacks,
of which ransomware is
probably the most notorious in recent times,” said
Witbooi.
Citizens have also suffered losses, as reports
about less complicated
techniques such as the use
of SMS to trick people out
of their hard-earned cash
abound.
Notch up security
Witbooi underlined that
cybersecurity, or the lack
thereof, has major implications for private lives
and the way in which business is conducted.
It is therefore important
that due attention be paid
to it.
Witbooi said Namibia
needs to do its homework regarding the regulatory frameworks, which
include laws, regulations,
and procedures around
cybercrime and privacy.
“While we have done
well so far, we need to
complete the work and

The Financial Manager will aid in the financial and statutory
reporting function of Santam Namibia, including dealing
with technical accounting matters and liaising with Group
Finance in terms of various ad-hoc financial reporting
requirements. This function encompasses both externally
directed financial reporting to shareholders and the Board
as well as internally focused reporting with regards to
management reports. The objective will be the production
of timeous and accurate management reports, statutory
financial statements, and reports on the overall financial
results for Santam Namibia.
KEY RESPONSIBILITIES
The candidate will be expected to perform

• Implement the finance strategy to ensure solvency
and long-term viability of the organization.
• Manage and report on the overall company financial

The Honorable Minister of
Finance has presented us
with a budget focused on
economic revival and caring
for the vulnerable and marginalized, with sentiments
pointing towards an overall
positive outlook for the
country moving forward.
Despite the various headwinds currently afflicting
the global economy, there is
much optimism for the domestic economy to experience a much broader and
sustained recovery. Anchored by strong growth in
mining activities and continued recovery in the tertiary sectors growth of 3.2%
and 2.2% now forecasted for
2023 and 2024, respectively.
We envision economic
growth over the midterm to
be higher than the pre-pandemic growth trend, boding
well for the government’s
fiscal sustainability and developmental goals.
Given the pressing need for
Namibia to accelerate its
economic diversification
agenda, it comes as welcome
relief to see further emphasis placed on promoting
growth friendly economic policies, increasing collaboration with the private
sector, and providing revisions to tax laws that will
go a long way to improving
the ease of doing business
within the country.
We look at Namibia now and
we see exciting times and
reforms ahead that are only
likely to only come to fruition past the mid-term expenditure framework. Large
structural investments in
both the green and blue
economy as well as the offshore oil finds place Namibia
in a position to become an
energy powerhouse on the
African continent. This will
positively affect the state of
the economy as well as significantly increase revenue
collection for the sovereign which would go a long
way to further balancing the
fiscus.
With that said the envisioned economic recovery
coupled with improved tax
collection efficiency and improved SACU inflows will
strengthen the revenue position, providing increased
room for necessary expenditure increases that will lead
to real returns for the domestic economy.
Although debt and deficit
metrics are expected to stabilize over the mid-term
expenditure framework,
the large debt burden still
remains of great concern.
Prudent fiscal management
is still needed to ensure the
fiscal sustainability mandate
is achieved.

Credit extended to the private sector
from microlenders has outpaced
credit uptake from commercial
banks for most of the post-pandemic
period, Simonis Storm said.
Microlending credit extension averaged 4.6% for the first three quarters of
2022, whereas credit growth from commercial banks averaged 3.5% during the
same time. Form the demand side, there
is appetite for loans – despite higher interest rates – however the supply side
might not be as forthcoming, Simonis
Storm pointed out.
At the same time that microlending credit uptake has been growing at
a faster pace, the number of clients
at microlenders has been declining.
The average loan amount per client
increased from N$26 091 in the first
quarter of 2019 to N$31 336 per client
in the third quarter of 2022. Since the
third quarter of 2021, the number of
term lenders has decreased whereas the
number of payday lenders increased.
This speaks to the financial strain that
rising living costs have placed on household budgets and so raising the immediate need for cash. This took place while
overdrafts at commercial banks were
being repaid, pointing to that clients
have reached their overdraft limits.
In addition, this data to some extent
also supports the view that commercial banks are fairly risk averse and so
artificially limiting credit growth in the
private sector, Simonis Storm added.
The microlenders credit figures were
obtained from the Namibia Financial
Institutions Supervisory Authority
(NAMFISA), while the figures for commercial banks were obtained from the
central bank.
According to the Bank of Namibia
(BoN), private sector credit extension
(PSCE) growth stood at 2.6% year-onyear at the end of January 2023 compared to 4.2% at the end of December
2022. The decrease in credit uptake
growth is explained by a lower demand
and net repayments by corporates in
the services, as well as the wholesale
and retail trade sectors.
In February, the BoN increased the
repo rate by 25 basis points (bps) from
6.75% to 7%, hiking the prime lending
rate from 10.5% 10.75%.
“BoN has indicated that if monthly inflation data does not consistently reduce
closer to 6%, we can expect more rate
hikes. In our view, if monthly inflation
data disappoints, we could see one to
two more repo rate hikes of 25bps each
in magnitude,” Simonis Storm said.
Inflation in 2022 averaged 6.1% and
came in at 7% in January 2023.

In Botswana
To the southeast of the teeming
herds of wildlife in the Okavango Delta in Botswana, an offshoot of the Lundin mining dynasty
is extending its search for the world’s
biggest diamonds.
Lucara Diamond Corp is sinking an
800-metre shaft to ensure the kimberlite orebodies at its Karowe mine
keep producing the 1 000-carat-plus
gems that set it apart. However, the
US$550 million investment is potentially less significant than the second
prong of the miner’s strategy.
That involves changing the way diamonds are sold, indirectly posing a
challenge to industry giant De Beers.
The unit of Anglo American, which
accounts for most output in top
producer Botswana, is locked in a
battle with the government over how
the spoils of the diamond trade are
shared. While Lucara’s operations
are dwarfed by De Beers, Botswana
is using its sales model as a bargaining chip in negotiations with the No.
1 diamond company.
Lucara sells about a quarter of its
stones using a method pioneered by
De Beers: cutters view packages of diamonds before bidding on them. But
most of its profit, from stones over
10.8 carats in size and known in the
industry as specials, comes from an
agreement with HB Antwerp, which
buys them. For those, the company
receives polished rather than rough
prices and the government earns
more revenue.
“The model is disruptive,” said
Rafael Papsimedov, a co-founder of
HB Antwerp. “It’s delivering value,

FirstRand Namibia celebrated its new
insurance brand FNB Short Term Insurance, hosting business leaders, employees,
and colleagues across the group.
In March last year OUTsurance Namibia
was acquired by FirstRand Namibia Ltd
and following all regulatory approvals,
FNB Insurance enters the market as 100%
owned by the FirstRand Namibia group.
Speaking at the launch, FirstRand
Namibia CEO Conrad Dempsey stated
“FirstRand Namibia’s vision is to help
build a globally competitive Namibia. To
do this, we need to constantly find ways
to make life easier for customers, while
also creating access to opportunities for
growth. New business investment locally
is good for us as a country, and an encouragement for others to do the same.”
“At FirstRand Namibia, across all our
brands, FNB, RMB, and Ashburton, we
place a heavy emphasis being innovative;
being a trusted partner and offering value
for money. While its ‘Out with Old and In

the miner and the nation to move to

That model is complicating the
relationship between De Beers and
Botswana, as negotiations over an
extension of their more than 50-year
partnership drag on. Botswanan
President Mokgweetsi Masisi in
September praised Lucara’s arrangement with HB Antwerp, saying it
had “enormous scalable potential.”
Earlier this month, he threatened to
walk away from a deal with De Beers.
Still, that’s easier said than done.
Lucara’s production from Karowe, its
only mine, was about 336 000 carats
last year, with company revenue of
US$213 million. By comparison Debswana, the joint venture between
Botswana and De Beers, produces about 22 million carats and its
2022 revenue was just under US$4.6
billion. The government is said to
get 80% of revenue from the joint
venture.
Investment
Moreover, Debswana’s operations
require huge capital investment,
which can only be funded by the
largest mining companies. Jwaneng,
the world’s biggest diamond mine,
is undergoing a US$1.2 billion expansion and a similar one is planned
at Orapa. To extend operations for
decades, an underground shaft will
need to be dug at Jwaneng at a cost
of at least US$5 billion.
While Lucara can’t compete on
scale, its biggest diamonds are hard
to match. In 2019, it unearthed the
1 758-carat Sewelo – the world’s No.
2 stone after South Africa’s Cullinan
diamond – which was turned into
access to insurance, while also delivering a fresh approach to insurance cover,”
Dempsey explained.
FNB Insurance CEO Georg Garrels highlighted that as OUTsurance, the group’s
short-term Insurer had established itself
in the market as an innovative insurer
with pioneering products. “Going forward,
we will be adding value through additional value-added services to maximise
returns for our customers, stakeholders,
and shareholders.”
FNB Insurance reiterated that the name
change will not affect existing customer
policies, customer OUTbonus values, or
customers monthly premiums.
“For our existing customers, the transition is seamless – a new name, but the
same values focused on our customers
and the communities in which we operate.
Going forward, FNB Short Term Insurance will be known for our strong customer relationships, our responsiveness and
innovative products, and quality service.

175 carat gem and in 2015 the 1 109
carat Lesedi la Rona diamond, a discovery that triggered a 34% jump in
Lucara’s shares.
Ironically, Lucara bought a 70%
stake in the deposit, then known
as AK6, from De Beers for US$49
million in 2009. The holder of the
rest, African Diamonds Ltd., was
later acquired by Lucara.
Now the company is using so-called
XRT technology to scan mined ore
for the presence of large diamonds
so they don’t get damaged in the extraction process.
“We are the only diamond mine in
the world to have recovered three
diamonds in excess of 1,000 carats
in size,” Eira Thomas, Lucara’s chief
executive officer, said in a presentation at the mine earlier this month.
“We believe that our mine accounts
for about 25% of the world’s largest
diamonds.”

gems through a digital marketplace,

SA unemployment rate eases slightly
The official unemployment rate declined further to
32.7% in the fourth quarter of 2022, from 32.9% in the
third, Statistics SA reported on Tuesday.
This was despite record levels of load shedding, which
was implemented during more than 200 days in 2022.
Unemployment hit a record high of 35.3% in the fourth
quarter of 2021 amid the pandemic fallout.
The Quarterly Labour Force Survey (QLFS) showed
that 169 000 jobs were gained between the third and
fourth quarters of 2022.
The largest job gains were in the finance, private
households, trade and transport sectors.
Job losses were, however, recorded in the community and social services, agriculture and construction
sectors.
The expanded unemployment rate - which includes
discouraged job seekers who have given up looking for
work – fell to 42.6% from 43.1% in the third quarter.
Absa economists expected that the unemployment
rate would fall to 32.6%, mostly thanks to the festive
period seasonal effect.
However, the economists noted that unemployment
is still substantially higher than its pre-pandemic level.

calculated in December of the prior
year, based on projections. However,
should the realized revenues come in
lower than what was projected, the
member countries are required to reimburse the pool with the overallocation over a period of two years. Therefore in 2021 and 2022, the member
countries were obliged to repay into
the pool what was overallocated in
2020. The calculation was done in
December 2019 and therefore did not
account for the Covid-19 shock.
In the 2023/24 National Budget
tabled by the Finance Minister
Iipumbu Shiimi, SACU revenues
are now expected to increase substantially by 71.6% from N$14.2bn
in FY2022/23 to N$24.3 billion in
FY2023/24. “This is a welcome relief
to the fiscus as it provides an upside
to government revenue which is expected to increase by 16.5% from
N$64.1bn in FY22/23 to N$74.7
billion in FY23/24. A breakdown of
revenue sources shows that SACU
receipts will now account for 32.6%
of the total revenue for FY23/24 –
making them the single largest source
of revenue for the Namibian government,” says Ruusa Nandago, FirstRand Namibia Economist.
“In the last decade alone, there have
been three SACU revenue shocks (in
2010/11, 2016/17 and 2020/21). Given
the volatile nature of SACU revenues
and the fact that they are often driven
by external factors outside member
countries’ control, an overreliance on
this source of revenue can complicate
fiscal management and undermine
fiscal consolidation efforts. It is therefore important that the government
continues to broaden the domestic
tax base and diversify its source of
revenue. Encouragingly, the Minister highlighted in his speech that the
government plans to boost domestic
tax revenue collection through tax
administration reforms aimed at improving tax compliance and collections on tax arrears. Such reforms,
if combined with wider structural
reforms in the business environment,
will go a long way in widening the net
of government revenues and stabilizing the fiscus” she adds.
Common goals
The Southern African Customs Union
is the oldest customs union in the
world, established in 1910 between
five member states: Botswana, Eswatini, Lesotho, Namibia and South
Africa. The Union allows for these
five countries to share trade related
customs and excise revenue and for
the free movement of goods and services within the Union. All customs
and excise duties are collected in a
Common Revenue Pool and shared
among the countries according to
a revenue sharing formula. South
Africa is the largest contributor to
the pool, making up 97% of the total
contribution, followed by Namibia
at 1.4%, Botswana at 1.0%, Lesotho
at 0.4% and Eswatini at 0.2%.

Cashbuild’s shares fell over 4%
on Wednesday morning after it
slashed its interim dividend by
nearly a third, with SA’s biggest
building materials retailer reporting
that earnings are being squeezed as
struggling South Africans holding
back on home renovation spending.
Revenue fell 4% to R5.6 billion for
the six months to 25 December,
while diluted headline earnings per
share fell 38% to 704 cents. The
company said it would pay shareholders a 400c interim dividend, a
32% fall.
The company, which has a chain
of 316 stores and supplies building
material products directly to cashpaying customers in the middle- to
lower-income segments, said it
typically serves home builders and
improvers, as well as contractors,
farmers and traders.
Its shares dropped 4.09% to R190
in early morning trade just after the
market opened at 09:00, having
lost more than 30% over the past
12 months.
Looking forward, the company expected conditions to get tougher
in the next six months, saying that
group revenue for the six weeks
post the period end were 8% lower
than the comparative six-week
period in the prior year.
“We continue to expect trading
conditions to remain challenging,” CEO Werner de Jager said in a
statement.
“Although our operations are less
affected by load shedding due to
either generators, battery power or
solar systems at our stores, these
installations come at a cost,” he

LOAD SHEDDING IS SLASHING
WOOLWORTHS’ PROFITS
Food and fashion group Woolworths has increased its first-half
earnings by more than half and
nearly doubled its interim shareholder payout, with a sharp rebound
in Australia helping to offset load
shedding in South Africa, which is
costing it R15 million per month in
lost profits.
While load shedding’s total impact
on adjusted operating profit for
the period came in at about R90
million, strong results from Australia saw a surge in sales off a low
base due to Covid-19 lockdowns in
the previous reporting period. This
helped lift headline earnings 70%
to R2.74 billion for its six months to
25 December.
Headline earnings per share rose by
just more than three quarters, while
the company upped its dividend by
96.9% to 158.5c per share, representing about a R1.6 billion payout.
The JSE-listed retailer was,
however, cautious about its outlook
for its second half, saying there
could be slower profit growth from
its continuing operations as it expected the trading environment to
“prove more challenging”.
It said higher inflation and interest rates were anticipated to bring
more pressure to bear on consumer
demand and costs, while in SA “an
imminent resolution to the debilitating power crisis and stimulus for
economic growth appears remote”.

The Foundation is seeking a qualified and motivated leader for the following position at COSDEF Support Unit

Job Purpose : Executive management of the Organisation
Minimum Criteria
Qualifications : A recognized Bachelor’s Degree in Business
Management or any of the following Social Sciences
Disciplines: Anthropology, Demography, Education, Human
Geography, Economics, Politics, Linguistics, Law, Psychology or
Sociology(NQF Level 7)
Minimum Experience : A minimum of ten (10) years working experience in TVET/Civil
Society/Development Sector of which five (5) years must be
at managerial level. Particular working experience in a
NGO environment related to community, rural and/or youth
development is preferred.

REQUEST FOR EXPRESSIONS OF INTEREST
Leasing of kiosks, cafeterias and restaurants located in various government buildings
from the Ministry of Works and Transport.
The Division Fixed Asset Management in the Ministry of Works and Transport is responsible for
the management of all government owned buildings countrywide. Many government buildings are
equipped with kiosks, cafeterias and/or restaurants to provide meals/provisions to staff members
and/or members of the public.
The scope of services under this contract will include but not limited to:
• Leasing of the facility to operate a kiosk, cafeteria or restaurant.
• Provision of catering services and other items for sale to staff members of the building and
where appropriate/allowed, to members of the public.
The Ministry of Works and Transport now invites eligible companies/ registered individual caterers
to indicate their interest in the leasing of these kiosks, cafeterias/restaurants and the operation
thereof. Interested companies must provide information indicating that they are qualified and
capable to perform the services.
Interested parties may obtain further information such as a list of available facilities at the address
below during office hours. Expressions of interest must be deposited in the box located at the
address below by 17 March 2023 at 1100hrs local time and mention “Expression of Interest for
the leasing of kiosks, cafeteria and restaurants from the Ministry of Works and Transport”.
Interested parties should take note that they may be subjected to vetting.
