@rritter I'm sorry but I'm having a hard time sorting out the structure of your .ini file as it's posted. Are you using an application to manage the data in the file? I'm confused by the organization with the SCENERY_PACK_DISABLED scattered throughout.
It looks to me like you haven't disabled anything; anything that is listed in the .ini file is what's getting read and loaded by X-Plane.
You have to move it to a separate folder outside the Custom Scenery folder. I use this app XAddonManager by Aussi and it creates separate folders for deactivated aircraft, plugins and sceneries.
Here's mine. CSQ4 loads as it shows in the screenshots I've posted previously. I hope this helps.

@rritter @RetiredMarine It seems to be working alright for me. Here is how it looks in my sim...
I've requested that you have a look at your scenery_packs.ini file to make sure you don't have any overlay scenery packs loading before this scenery package as that will overwrite the drawing of the airport.
I've output the airport from WED targeting XP11.00 without any known errors so to my knowledge it should be loading for you without issue.
If you wouldn't mind sending me your scenery_packs.ini files I'll have a look at them.

@RetiredMarine That's odd - I haven't used any special libraries - there aren't any 3D objects placed in the scenery pack as of yet.
I'll look into it.

This is a fun aircraft. I'm currently fiddling with airfoils, engine specs and weights.
Upping it to 210hp, needing a slightly longer prop blade, adding more fuel.

Apologies - I should have given installation instructions.
The archive expands to a folder ‘DPRK Airports’. In that folder are 44 separate folders that can be moved to your Custom Scenery folder.
In a future update I’ll attempt to create an archive that simply expands to each airport.
Eventually I’ll submit them to the scenery gateway.

@rmv1030 I haven't tried it myself yet but if attention has been paid to the systems, I would guess that the hydraulics need to be pressurized for the brakes and nose wheel steering to operate properly...if the aircraft model has been set up properly, that is.
I just looked at the ACF in PlaneMaker; it looks to me like it's set up properly.
Before you start the engines, you'll need to start the APU and bring the generator on line. Then make sure you turn on the Sys B electric hydraulic pump which will pressurize the Hydraulic B system to supply pressure to the brakes and nose wheel steering.
Let me know how things go after you check all that out.
