What a year of great transformation it has been for us. In November 2022, it was hard to imagine that I would be addressing you now in the markedly different surroundings of Telford International Centre (TIC). We will always be grateful to the Malvern Showground for hosting us in the past, and we are equally thankful to all the great staff at TIC who have made this transition possible. I would like to say a huge thank you to UK MOD Strategic Command and Defence Equipment & Support who have supported the event since its inception in 2017 and joined with us from 2019 onwards to bring you their Special Projects Industry Day. One of the key themes of this year’s event is ‘innovation and interoperability’, and I expect to hear some very enlightening conversations in the Main, International and HCR Business Development Theatres throughout the day. I am also extremely excited

to get the full rundown on the Innovation Foundry from the team at U.S Special Operations Command (USSOCOM). Conflicts that have broken out over the last couple of years, even the last few weeks, repeatedly demonstrate the critical importance of collaboration amongst the types of people and companies that this event is designed for. Any project aimed at fostering cooperation amongst this group is incredibly important. Another thing that has struck me about the show this year is the sophistication and range of technologies that our exhibitors are demonstrating. Whether it is in the realms of more traditional defence and security technologies such as Cyber, or from other industries such as Automotive and Agritech, it seems that we are showing the absolute best of what’s on offer. That is just a small sample of the impressive array of learnings, technological innovation and ingenuity that is on display at this year’s event. In all, I am proud that SDSC-UK which is a not-forprofit entity, continues to provide a platform to demonstrate how our remarkable community continually pushes the boundaries of technology and innovation. I hope you enjoy your time at Telford as much as I will.

Forward by Air Cdre Paul Rose A warm welcome to this year’s Specialist Defence & Security Convention (SDSC), formerly the Three Counties Defence and Security Exposition. Russia’s actions in Ukraine, the situation in Gaza and ongoing instability in Africa highlight an increasingly fragile international system that is challenged across a broad threat spectrum. This combines with continued rapid advances in technology that outpace legacy procurement processes. Capability delivery requires new approaches to achieve the appropriate level of assurance to ensure the Ministry of Defence and our industry partners, whether small-medium enterprises or our recognised primes, are able to work even closer together with end users to drive innovation and adaptation at the pace of relevance. We, users, industry, the S&T community and engineers need to work more closely together and seek areas where we can drive higher levels of integration and in turn drive out duplication and incoherence. The new threats we collectively face are wide ranging. They include the increasing use of Uncrewed Systems, providing effective ISR and strike capabilities at a relatively a low cost. This pervasiveness will necessitate effective countercapabilities to detect, track and defeat the associated threats. The prevalent nature of sensor technology also continues to make concealment difficult, particularly in an already contested electromagnetic spectrum, while advances in Artificial Intelligence, Mission Learning, data analytics and information warfare may constrain, or provide significant opportunities

to enable how we respond in an increasingly complex, contested and potentially degraded environment. How our adversaries choose to fight will also influence how we operate, with State actors increasingly choosing to adopt hybrid tactics and challenging our current capabilities and collective doctrine. This will be even more acute within cities and dense urban areas, both of which are ever more complex socially, physically, and technologically. The confluence of domains and environments amplifies the challenges and opportunities in areas such as virtual and physical theatre entry, combat operations, sustainment, and egress; these will all require novel approaches to assure our security in the coming years. Cohering capability delivery across Defence, UK Government and our partner allies, innovating closely with industry and exploiting technological developments at pace will all be key to ensuring we collectively maintain this edge. I believe that SDSC will provide the ideal opportunity to both build upon existing partnerships and establish new relationships that will collectively enable us to deliver new, exciting opportunities for the Defence and Security arena.

Throughout both days of the event, US DOD, working in a collegiate manner with UK MOD seek to engage with SDSC-UK Exhibitors and Visitors.

UK MOD hosting of USSOCOM Innovation Foundry An exclusive announcement about the UK Hosting of the US Special Operations Command (USSOCOM) Innovation Foundry will be made at SDSC-UK 2023 on both SDSC-UK 2023 Day One: MOD Special Projects Industry Day and Day Two: SDSCUK Exhibition and Conference. The US Special Operations Command (USSOCOM) Innovation Foundry (IF) intends to bring together Special Operations Forces, industry, academia, national labs, government, and futurists in an exploration, design thinking, facilitated event to assist USSOCOM in decomposing future scenarios and missions. The event will be a compelling opportunity for leading minds in industry, academia, labs, and government, as well as subject matter experts (SMEs). During the IF event, selected participants will ideate, collaborate, and develop concepts for the future needs of SOF. USSOCOM has also used Innovation Foundries to build key relationships with entrepreneurs and technology developers. We very much look forward to finding out more. The US Army Combat Capabilities Development Command (DEVCOM) is the Research and Development arm of U.S. Army Futures Command. Their mission is to assess, integrate, and effectively equip the military with new technologies and innovative solutions. DEVCOM works with S&T entities of all sizes from technology readiness level 1 to 7 (basic research to proven capability). It is represented on the world stage as Army Futures Command International, which focuses on working with small and medium enterprises with little or no defence experience. DEVCOM leverage cutting-edge technologies such as artificial intelligence, quantum effects, autonomy, robotics, advanced energetics, and synthetic biology to give Soldiers the ability to see, sense, decide and act faster than their adversaries. Since visiting SDSC-UK in 2021/2022, US Army DEVCOM advise they have awarded deals of $1.5M to SDSC-UK Exhibitors as a direct result of attending the show.

Foreign items are nominated by a sponsoring organization within the Department of Defense for testing in order to determine whether the items satisfy US military requirements or address mission area shortcomings.

The Foreign Comparative Testing (FCT) Program is set up to test items and technologies of the United State’s foreign allies that have a high Technology Readiness Level (TRL) in order to satisfy valid defense requirements quickly and economically.

Public Signing of the Armed Forces Covenant We are delighted to advise that a Public Signing of the Armed Forces Covenant will take place at 13.45 in the HCR Business Development Theatre. HCR themselves signed the AFC in 2014 and in 2019 were awarded the Gold Award for the Armed Forces’ Employers Recognition Scheme, which recognises the lengths to which the firm has promoted the AFC and supported ex-forces personnel and their families as well as the wider defence and security industry.

Speaker Profiles A-Z Leslie Babich Director Sofwerx Leslie Babich joined the DEFENSEWERX team to lead SOFWERX in Tampa, FL in October 2020. As the Director of SOFWERX, Leslie provides operational and personnel oversight while developing and implementing business plans that optimize results for its government partner, the United States Special Operations Command (USSOCOM). Leslie brings 20+ years of special operations experience where she served as an MC-130 Pilot in Air Force Special Operations Command and held various leadership positions to include squadron command, Director of the Commander’s Action Group at Headquarters, Air Force Special Operations Command, and Commander, Joint Special Operations Air Component - Central. She also served as the Fixed-Wing Assessment Director and Chief of Program Analysis and Evaluation at the United States Special Operations Command in the Force Structure, Requirements, Resources and Strategic Assessment Directorate. During her service, she deployed multiple times in support of Operations Enduring Freedom, Enduring Freedom-Philippines, Iraqi Freedom, and Inherent Resolve. Prior to joining SOFWERX, Leslie was employed as a Business Unit Manager with Jabil Defense and Aerospace in Saint Petersburg, FL. Air Commodore Paul Rose Head of Capability Special Projects Air Commodore Rose graduated from Bath University in 1996 with an honours degree in aeronautical engineering and was commissioned into the Engineering Branch in Dec of the same year. As a junior officer, he spent time as an engineer on the front line, as an armament officer, deployed on operations supporting the Iraqi Southern No Fly Zone and as the Hercules C-130K/A400M desk officer at HQ Strike Command. Following a short stint as an engineering project officer at the Joint Air Transport Evaluation Unit (JATEU), he was promoted to Squadron Leader and posted in Feb 06 as a Project Manager within the Technical Enabling Services of Defence Equipment & Support (DE&S). In Aug 07, Rose entered the world of rotary wing as the engineering specialist within a team responsible for the introduction into service of 6 additional Merlin helicopters procured from the Danish Air Force. He then took command as the Senior Engineering Officer on the Merlin Force at RAF Benson where, during this most enjoyable period, he oversaw a doubling in size of the Force, managed extraction of the aircraft from Operation TELIC in Iraq and led the advance party for establishment of the Merlin Force deployment into Afghanistan in support of Operation HERRICK.

For his efforts on the Force, he was appointed as a Member of the Most Excellent Order of the British Empire in the New Year’s Honours List 2011. Promoted to Wing Commander following successful completion of Advanced Command and Staff Course in Aug 11, he returned to DE&S as the Military Assistant to the Chief of Materiel (Air), Air Member for Materiel and Chief Engineer (RAF). He was then posted in Apr 13 as Officer Commanding Engineering & Logistics Wing, Chief Air Engineer and Continuing Airworthiness Manager for the Merlin Mk3/3A and Puma Mk2 battlefield helicopter fleets again at RAF Benson during which he oversaw transition of the Merlin fleet to the Royal Navy and the successful introduction to service of Puma Mk2. He arrived as the Chinook Capability Programme Manager in Aug 15 responsible for programme management, fleet coherence and capability integration within the Chinook Delivery Team in DE&S. Promoted to Group Captain in Jul 16, Rose was then appointed as the Chief Engineer, Type Airworthiness Authority and In-Service Leader accountable for the certification, safety, airworthiness assurance, engineering, integrated logistics and operational support to the UK’s 60 strong Chinook helicopter fleet. Promoted to Air Commodore in Nov 20, he was then appointed into his current role as Head of Helicopters 3, leading the Boeing facing Rotary Wing (RW) portfolio within DE&S supporting the UK’s Chinook and Apache fleets. He is also the RW Principal Engineer and Head of Safety for all UK Defence helicopters. He is selected to be the new Head of Capability for Special Projects (HoC SP) within Strategic Command in Summer 2023. Married to Rebecca they have 2 boys, Montgomery aged 16 and Digby aged 14. His ever-developing silver locks belie his abilities as a keen sportsman who enjoys running, cycling, skiing, rugby and golf. She is responsible for all preprogram of record research and development funded activities. Ms. Sanders has over 35 years of civilian Federal service. Ms. Sanders entered Federal Service as an Electronics Engineer at Naval Avionics Center in Indianapolis, Indiana after answering a newspaper ad. She survived a base closure in 1996, transferring to Naval Air Warfare Center, Patuxent River, MD, then transferred to USSOCOM in Tampa, FL in 2005, eventually being selected as a Defense Intelligence Senior Leader (DISL) in 2016, after a tour on the Air Force Staff in the Pentagon from 2015 – 2016. Ms. Sanders has lived the challenge of work-life balance, having raised two children as a single mother, going back to school (twice) as a full-time employee, and serving in a number of volunteer roles (scout leader, martial arts instructor, church leader, etc). She sums up her experience by the term “resilience”, which will be a key theme of her presentation today.

Brian Sisco Futures Chief in the Science and Technology Directorate at U.S. Special Operations Command Brian Sisco is the Futures Chief in the Science and Technology Directorate at U.S. Special Operations Command in Tampa, FL. Brian was born in Portland, OR and grew up in an Air Force family. He enlisted in the Marine Corps at 17,and following selection to and graduation from the Naval Academy with a degree in Aerospace Engineering, he completed six deterrent patrols onboard the ballistic missile submarine USS Pennsylvania (GOLD). He left active duty to join the Navy Reserve in 2006 and has commanded two Navy Reserve units and a Joint Advisory Team, as well as serving as the Government Lead Engineer in USSOCOM’s Joint Acquisition Task Force. In industry, he has worked in New Product Development and Technical Program Management roles, starting as an Anti-Submarine Warfare Engineer and Small Business Innovation Lead at Boeing’s P-8 New Product Development office. He then transitioned to Technical Program Manager and Senior Software Developer Manager positions at Amazon before a four-year recall to Active Duty in 2012, including two year-long deployments to Afghanistan. Upon completion of his orders to USSOCOM, Brian was hired as a Government Civilian Acquisition Engineer in 2020 and selected for his current role. He spends his time bringing high-risk future concepts to technical transition and supports improved investment decision-making by acquisition leadership. Brian lives in Tampa, FL with his wonderful and creative wife Sarah and our children Evelyn, Jack and Mirielle. He is a graduate of the Naval War College and the Joint and Combined Warfighting School and is pursuing a Ph.D. in Electrical Engineering (Quantum Applications) from the University of South Florida. When confronted with this elusive entity called “free time”, he enjoys engineered agriculture, craft mixology and reading.

Sam Staincliffe Co-Founder and CTO of Uplift360 Sam Staincliffe is the Co-Founder and CTO of Uplift360, a company developing technology to recycle advanced materials found in defence and aerospace. She’s held senior strategic roles in both defence and humanitarian assistance organisations including the Ministry of Defence and the American Red Cross where she gained specialist skills in materials, defence and sustainability. Ferox, was the first green-tech startup she founded, where they were trying to develop a bio material to replace non-recyclable plastics in the toy industry. The tech and the market were not ready. She met Jamie Meighan and together they founded Uplift360. With shared experience of the waste generated in the defence and aerospace sectors they both shared a vision for how material circular economy could lead to greater security and a better outcome for the planet.

Craig Sykes Director CS Comm Limited Craig Sykes, is Director and founder of CS Comms Limited. He is a UK Armed Forces Veteran of almost 18 years’ service. After leaving service, Craig spent almost 7 years working for a Veteran owned Communications company, providing Secure communications infrastructures and solutions to its customers globally, from project planning and deployments of systems across Africa, supporting the Conservation sector, protecting both wildlife, and Counter Poaching Ranger teams. Regardless of age, gender, race or ethnicity, the Allied Forces Foundation will focus on rehabilitation and empowerment for those wounded heroes and their families who clearly understand the high cost of freedom. CHALLENGES: The Allied Forces Foundation events happen globally and year-round. AFF has taken part in the ABF Soldiers’ Charity Cateran Yomp over the last 9 years. The next Yomp takes place in 2024, and will bring together 120+ wounded, ill, and injured from 16 countries.
