President’s report

Guy Williams, BCF President

By the time you read this, I’ll have come to the end of my two-year term as President of the BCF. I am being succeeded by Sharon Harte, owner and Managing Director of Dacrylate Paints, who will become BCF’s first female President. I know Sharon doesn’t want a big fanfare about this, and it is of course long overdue, given the BCF is now 111 years old.

I know Sharon will make a fantastic President, and with her background in the media, will be leading our work to deliver our new communications strategy, which the Board signed off back in February. This six-figure campaign will see BCF use a specialist public affairs agency to help create new content and messages to help raise awareness of the importance of the paints, coatings, printing ink and wallcoverings sector with key stakeholders such as the national media, civil servants and politicians. The focus in the first year will be on sustainability, and if successful, the campaign will be extended to future years.

BCF’s excellent financial performance, driven by delivering exceptional value to members (96% satisfaction in the January 2023 survey), whilst working hard to win new members, means that BCF can afford to invest in important strategic projects like this, which would not have been possible in previous years. The last two years have seen BCF achieve record financial surpluses in both years, culminating in the buying out the BCF legacy pension fund by Aviva in July 2022. This was just in the nick of time before Liz Truss and Kwasi Kwarteng came on the scene!

We are now in the last two years of the BCF’s five-year Roadmap, and we have already achieved the bottomline financial targets for the full five years in the first three. However, financial success is clearly only a small (but important) part of BCF’s raison d’etre. Our CEO Tom Bowtell will begin work on the next five-year cycle this year, and the Board are looking to see a bold new strategic plan that can build on BCF’s new financial strength, for example to make a step change in key areas such as our visibility to potential new entrants to the sector.

Looking at the progress of some of the key issues the BCF is dealing with, 2022 saw UK REACH deadlines further extended to 2030, yet the basic fundamentals of the model are still going to hugely impact on UK industry if we don’t achieve a more pragmatic solution. I know this is top of the list for Tom and the team, and I do hope Defra start to see sense and build on the new Windsor Agreement in Northern Ireland to set a path of closer alignment and collaboration with the EU in the area of chemicals regulation.

The other key project for me is PaintCare – BCF’s paint recycling initiative. This summer is a critical time to decide if we will launch in 2024 and if the members and the wider paint retailer network support the scheme. We have worked with Valpak, who have a strong track record of creating similar schemes in other sectors, to put forward the PaintCare national scheme prospectus.

Some of you will know that I’ve just left Axalta, after 7 fantastic years running U-POL, and 12 years as Managing Director of AkzoNobel Decorative Paints before that. That would normally mean I’d need to stand down from the board, but assuming it’s ratified by the BCF AGM in May, I’m delighted to have been asked by the BCF Board to stay on as a Non-Executive Director, particularly to help with the PaintCare project, which one of our other Non-Executive Directors, Steve Snaith, has done such a great job getting us to where we are today. Going live with PaintCare will create some significant changes to the BCF, running a significant subsidiary company, PaintCare Limited, which will have its own governance structure. Even if PaintCare hits more delays, there are so many challenges the sector is facing, be it influencing Government to make the UK an attractive place to make our products or inspiring young people to join the sector, I’m sure there will be plenty for me to get my teeth into. It has been a pleasure and honour to serve as your President – and thanks to all of you for your continued support of the BCF, our association, of which I’m hugely proud. Over to you, Sharon!

It’s a really tough time for BCF members at the moment – demand is weak and raw material prices, whilst easing, are still close to alltime highs. There is also uncertainty around the future UK regulatory framework for chemicals, with concerns over divergence from the EU, which has already started, albeit mainly due to the UK not being able to keep up with the EU in terms of making decisions on substance classifications.

The BCF cannot really do much to help members with weak demand or high raw material prices. However, we do have a key role to play in regulation, in particular UK REACH. In March, I had a meeting with Rebecca Pow, Defra Chemicals Minister, to get across the detrimental impact UK REACH will have on downstream sectors like ours. We did welcome Defra extending the UK REACH deadlines to 2030, as well as their recognition that UK REACH as currently on the statute books will simply make the UK an uncompetitive place to manufacture. The last year has been spent evaluating an alternative UK REACH model (plan B as we are calling it), which is still in progress. Plan B involves using publicly available data to create the UK REACH database – but it is proving far from easy to find the extensive amount of data the regulators say they need, and many downstream users simply won’t be able to provide what is being asked for. In light of this, we are now asking the Government to consider a Plan C – which goes back to our original ask, which was to focus data collection efforts only on those substances that the Government wants to scrutinise and to follow a model that aligns more closely with EU REACH but allows for divergence in the small number of cases where the UK doesn’t agree with the EU. To achieve this, we will need a much closer working relationship with the EU.

For the BCF to continue to deliver regulatory and technical support for the sector, we need to have a strong and experienced team of experts to support our members. Ciara Dempsey and David Park have been doing an amazing job in the last 12 months, covering for Emily Bradley (who was on maternity and has sadly now moved on) with the help of James Highcock and Wayne Smith as part-time consultants. I’m delighted to say that we have now recruited three new staff to bolster our regulatory team, which I hope will allow us to really be on the front foot with regulatory support across all segments. Our new regulatory team members are Kathryn Tearle, who joins from BCF Associate member OHES Environmental, Kerry McLoughlin from Axalta Coatings Systems and Patricia Durany-Fernandez from waste company Viridor, who takes on a new role as BCF’s first ever Sustainability Manager. Together with Ciara and David, I believe we now have an outstanding lineup to help guide members through a period of significant change in regulation, but also a team that can help proactively lobby for the

sector, as well as support individual members with their needs.

I must also recognise our membership, marketing, and back-office administration team, who are all contributing to the outstanding levels of membership satisfaction we received in our January survey. I was thrilled that Amy White won the Trade Association Forum 2023 Rising Star award - Amy and Sophie have done such a brilliant job with BCF’s marketing, all of which is delivered in-house, such as this publication. Nadine and her team of Jo, Lorraine and Belle are the unsung heroes of the BCF, quietly making sure everything runs smoothly in the organisation, which is no mean feat given how much we have on. Ali Brown continues to be very proactive in supporting and growing our membership. I’d also like to thank the team for seamlessly introducing a fantastic new website and CRM system last Autumn.

As well as regulatory support and UK REACH, we will hopefully be moving forward with PaintCare, our paint recycling initiative in 2023, aligning with the new Packaging Extended Producer Responsibility legislation. We will also launch our Net Zero Roadmap in November, at an event to coincide with COP28 and I also have a personal target to create a new five-year roadmap for the BCF.

After 11 years at BCF, I still have a huge amount of passion, energy and drive to support the industry. We are your trade association and only exist to serve you, our members. I do really appreciate the positive feedback from members – it really motivates all of us at BCF, but do also tell us how we can serve you better – there is always more we can do.

RAISING OUR INDUSTRY'S PROFILE

Alongside our lobbying activities, behind the scenes we are working on a campaign to raise the industry’s profile and ensure our voice is heard when tackling key issues.

At the top of the pile is an effort to communicate the successes and essential nature of the coatings sector as a whole. The BCF Board of Directors has agreed on communicating the essential nature of coatings and investing in this to raise the industry profile to a wider audience. Starting in May 2023, we will be engaging a public relations partner to help us ensure politicians and policymakers better understand the contribution of the whole of our sector to the economy and society. From our substantial direct economic and employment impact to how coatings can deliver greater sustainability across the country, these are all benefits we can proactively be communicating through various media. And, if we get those messages across in the right way to the right people, it should make it easier for us in the longer term to make specific policy asks when we need to. The agency – Hanover – will be looking to speak with as many members as possible as we get to work on the new messaging, collateral, and activities, in the first instance through some messaging workshops. We hope as many of you

as possible will play an active role in this process to enable us to develop a communications output that will genuinely re-position the sector in the minds of important decision-makers around the UK.

Indeed, we recognise we need to reach out more widely to a broader range of stakeholders, so they are aware of us as a sector and our members’ needs as businesses within the sector. With a General Election likely in June or October next year, we have been upping our engagement with the Labour Opposition frontbench. In particular, and are pleased that the Shadow Business Minister, Bill Esterson MP, is speaking at the 2023 BCF Annual Conference. We have also been speaking to his Shadow Defra colleague, Ruth Jones MP, who covers the Defra chemicals brief for Labour, and there will be opportunities to feed into all political party manifesto processes over the coming months.

GREEN CLAIMS

The issue of ‘greenwashing’ continues to be a concern. Last year, the BCF produced its own Green Claims Guide, designed to help consumers of decorative paints navigate their way around some of the more dubious marketing claims being made by an increasing number of companies. Phrases like ‘lead-free’ when lead has not been used in paint for decades, or ‘organic’ when all paint is organic’ are designed to promote products over others unfairly. We want to see accurate marketing for paints and ensure a level playing field for BCF members who abide by the correct terminologies when marketing their products. We held a meeting with the Competition and Marketing Authority in April 2023 to share and discuss cases of concern with them.

Challenging market conditions for all BCF sectors

The last year was another difficult one for our industry as companies continued to readjust to the after effects of the pandemic, the impact of the war in Ukraine and the effects of the continuing economic slowdown. In overall terms, total sales volume fell 11% in 2022 driven mainly by further big falls in decorative paint and woodcare but also by the onset of sharp falls for industrial coatings in the second half of the year.

For decorative paint, sales fell 9% in 2022, the same as the decrease reported for the previous year as the sector continued to readjust following the surge in sales during 2020 caused by the pandemic boom in DIY. Retail paint was especially hard hit falling 17% in 2022 while the trade market was just 2% lower. Woodcare reported similar, but larger falls, with litreage down 36% in 2022.

On the industrial coating side, sales were still growing strongly up until the end of May 2022 but the post covid readjustment, the war in Ukraine and a sharp slowdown in economic growth soon took its toll. While still seeing sales growth of 4% in Q2 2022 the next two quarters reported decreases of 11% in Q3 and 15% in Q4 with volume ending the year down 3%.

The bellwether market of all other industrial coatings was the hardest hit falling 6% in the last year but with the more specialist sectors of marine and high-performance coatings both holding up better and still showing small improvements at the year-end. Exports ended 2022 down 8%.

In the printing inks market, sales growth fell away sharply throughout Europe in 2022 with the UK being no exception. Starting in the second quarter of 2022 sales growth fell 11% for the UK with the final quarter of the year particularly tough and with sales ending the year down 8% easily offsetting a modest 1% improvement in 2021. Publication bore the brunt of the decline, but

the packaging sector also suffered as the impact of the economic slowdown started to bite from the second half of 2022 onwards.

For wallcoverings, the pandemic provided a boost to sales in 2020 and 2021 but the surge in inflation from September 2021 onwards put an end to the uplift. The situation was further exasperated by the huge increases in energy prices following the war in Ukraine and other events including higher mortgage interest rates, and as a result, consumer confidence plummeted. Sales rollage fell 23% in the final six months of 2022 although encouraging signs are being seen in the new growth market of digitally created wallcoverings.

Raw material prices show no signs of abating

Data released by BCF in April 2023 showed paint, coatings and printing ink manufacturers being hit from all sides with higher raw materials costs and sharply lower demand having a major impact across the industry.

ONS data for the 3 months to February 2023 showed raw material input prices up 16% on this time in 2022 and a massive 40% higher than in January 2020. At the same time energy prices have gone through the roof and although prices have fallen in recent months gas and electricity prices are still three times higher than 2021.

BCF’s own statistics on average raw material prices show big increases in many areas, especially solvents, pigments, extenders and packaging.

Our independently compiled statistics show solvent price increases often of 20% to 30% in Q1 2023. For example, average Xylene prices per litre were 36% higher with White Spirit up 30%, Petroleum Naphtha 28% higher and Acetone up 26%. There were a few materials that showed price falls, such as N-Butanol and N-Butyl Acetate but in both cases prices in February were still about double the typical level of 2020.

For pigments, the picture was also bleak with price increases of 38% and 44% for Zinc Dust and Zinc Phosphate with Titanium Dioxide prices still over £3,000 per tonne being up 8% in Q1 2023 on the same period in 2022 and nearly double the level of 2016.

For extenders, average purchase prices were typically up 30% with examples being Silica Matting Agent up 40% and China Clay Speswhite 32% higher the same period in 2022.

Packaging prices were higher across the board usually in the region of 10% to 20%. For example, 5 litre round tins were up 17% on the same period in 2022.

The British Coatings Federation turns 30

July 2023 marks the 30th birthday of the British Coatings Federation. Today we take it for granted that we have paints, coatings, printing inks and wallcoverings in the same Federation, but back then it must have been a major change for both paints and printing ink sectors.

Moira McMillian, then CEO of the British Coatings Federation, oversaw the signing of the agreement that officially merged the Paint Makers Association of Great Britain with The Society of British Printing Ink Manufacturers.

Twelve years later the Wallcovering Manufacturers Association would be the final addition to the current BCF line up in 2005.

Since the formation of the first association in our family tree back in 1911, The National Federation of Associated Paint, Colour and Varnish Manufacturers of the United Kingdom, there have been several mergers and consolidations amongst the associations in our sector.

Both the Paint Makers Association and the Society of British Printing Ink Manufacturers were themselves formed from two other associations. The latter was formed in 1956 when the Federation of British Printing Ink Manufacturers and the British Printing Ink Association merged. The Paint Makers Association of Great Britain was created in 1963, with the coming together of the National Federation of Associated Paint, Colour and Varnish Manufacturers and the Society of British Paint Manufacturers.

The peacock on the front cover of this year’s Annual Handbook was inspired by the Paintmakers Association’s logo, which incorporated a peacock, to represent colour, and a portcullis, of course representing Westminster and the important role our association has played over the years to represent the industry to the highest level of policy makers in the UK. The crowned portcullis, which is still the symbol of the House of Commons, has been in use since 1967.

The BCF has had three different logos since its inception – the updated logo with colour wheel was introduced by Tony Mash in 2010, and this was further refined with a relaunch in 2020.

The BCF has had three Chief Executives in its thirty year history. Moira McMillian from 1993 to 2009, Tony Mash from 2009 to 2012 and Tom Bowtell from 2012 to today.

Coming into our fourth decade, BCF has never been in better financial health, having doubled the number of members in the last 10 years and acquired its own building in Coventry in 2018. The BCF was named UK Trade Association of the Year in 2017 and 2018 and continues to punch above its weight in representing the UK paints, coatings, printing ink and wallcoverings sector to Governnment. The Peacock and the Portculis from the old days of the Paint Makers Association continue to be relevant icons for the modern BCF today.

PRIORITY ISSUES

Our main focus on lobbying at the moment straddles two areas. The first is that old chestnut – UK REACH.

After spending the first 18 months after Brexit convincing Defra its original plans for UK REACH were too costly and unworkable we, alongside others, have spent much of 2022 and 2023 discussing with Government what an alternative REACH registration model might look like. This has been slow work but things are finally starting to move. An outline of an alternative registration model (ATR) has been scoped out and Defra have engaged consultants to assess the viability of the scheme. chain – including a number of BCF members. Feedback from these processes will be critical to establishing whether the new Defra model is more workable than the original. As this process progresses, we will continue to make the case for the needs of formulators and downstream users of chemicals to be taken into account in any new system.

Of course, we need to continue our interactions with the Government and continue to deepen and broaden our contact base there. Tom Bowtell recently met with Rebecca Pow MP, the Environment Minister in charge of the chemicals brief, to discuss our concerns about UK REACH. We continue to engage directly with the relevant civil service teams too.

The second immediate priority area for us at the moment is on post-Grenfell building regulation changes. The Government has introduced new regulations that will mean no building over 11m can have paint applied externally (previous regulations set the height at 18m) unless it meets strict testing standards. BCF has been engaging with the Department for Levelling Up, Housing and Communities (DLUHC) on definitions and interpretations for the past two years and are now finally receiving clarity as to their intentions. Having clarified exactly how the Government want to proceed, we are now working with members to ensure that we as a sector react appropriately to these changes. We need to make sure we are not just compliant but are seen to be so, not only to Government but also to customers and the general public. But we also need to make sure regulations are proportionate, workable, and evidence-based - we will be working with members to continue to feed key information and expertise into relevant Departments. To that end, we have established a new ‘building regulations taskforce’ drawing on the expertise of our members across the relevant fields.

PACKAGING EPR

Last on the priority list is Extended Producer Responsibility (EPR) for packaging. We continue to report on Defra on our industry’s concerns about the speed at which the scheme is being introduced, with many elements from reporting mechanisms to the appointment of a scheme administrator running well behind schedule. The amount of data required to be collected is also far too onerous. There is real concern that not only will the scheme be inefficient and bureaucratic but that the way it is presently designed will not deliver the intended improvements to recycling rates. The number of major businesses and trade associations speaking out on the issue is becoming deafening. However, it seems unlikely any major changes will occur, but there is a chance the scheme may be delayed further to enable tweaks and revisions to be made. We shall see. In the meantime, BCF is doing its best to keep members informed of all the EPR requirements, both with our own email bulletins and by arranging bespoke webinars through organisations like Valpak.

ROAD TO NET ZERO

In October 2021, the BCF Board pledged that the coatings industry will reach Net Zero by 2050. We know that will be a demanding process but felt it important to take a lead in declaring that ambition for the sector.

All businesses have a role to play in helping the UK meet its Net Zero targets. Many companies have more ambitious targets and almost every member will have already taken steps towards achieving that goal.

To assist members along this path, the BCF is in the process of producing its own Net Zero Roadmap. This has taken longer than expected, simply because we do not want it just to be seen as a marketing document. We want our roadmap to be a resource that genuinely assists members to reduce

their carbon emissions, signposting them to available guidance and funding, provide case studies of success, and link to tools and materials that help make the necessary actions easier to implement. We also want to be able to establish a baseline of emissions for the sector as a whole – and our various sub-sectors – against which change can be measured with some degree of confidence. We appreciate the support of members in drawing together the relevant information and materials and hope to be able to publish the Roadmap later in 2023.

The BCF is currently delivering on its 2020-2025 Strategic Roadmap. It is designed to ensure we are focused on the needs of members and the sector, establish the general parameters within which the BCF team works, and sets out KPIs for us to measure success against.

We are pleased to see membership satisfaction remains high and we continue to see excellent membership retention rates, and this has contributed to an excellent financial position which now exceeds that set out in the Roadmap. Our engagement work remains at the forefront and we have highly effective contacts within key Government Departments, such as Defra, and agencies, like the Health and Safety Executive (HSE). This means we continue to punch above our weight in our lobbying efforts, being seated around most tables where the discussions are taking place. Working alongside members, we also have a good breadth of political stakeholder contacts that we will be working closely with when we need to on key topics. Our media coverage continues to improve and we have a much enhanced website and social media presence, which will enable us to communicate more effectively in future. While the strategy and its objectives and KPIs are important, we also need to display flexibility when urgent issues come up. This has meant some of the specific campaigns envisioned in 2019 have not yet been delivered as we have diverted resources to emerging issues, from Covid-19, to EPR, to getting Government to redraw the planned law on GBL/BDO.

The BCF Board will now be looking to develop a new Strategic Roadmap for the next five years, building on the successes of the past, to make sure we keep delivering on members’ priorities.

BCF membership survey confirms continued high member satisfaction

Member satisfaction was recorded at 96% in our 2023 survey, and we were delighted that members rated our most valued services at over 8.3 out of 10. Those services included our regulatory communications to members, engagement work with CEPE, lobbying and statistics.

However, we are always looking to improve, and any weaknesses highlighted in the survey have already started to help focus BCF’s activities, and action being taken against each issue has already been communicated to members. BCF membership continues to grow despite a challenging few years, with Full member retention at an impressive 96%.

In our last membership survey, completed in 2021, there was concern over resources in the regulatory team, and two new members of that team have been recruited, with a third starting as we go to print. Sustainability was also noted as a key issue in our 2021 survey and we now have our first dedicated Sustainability Manager on board, Patricia Duraney-Fernandez.

Overall, it goes without saying that we were pleased that over half of our members said that BCF has no weaknesses. And of course, it's great that we’re now back to face-to-face meetings and events, particularly as those networking opportunities are so important for our Associate members.

Staff development

This year has seen some changes in the BCF Regulatory Affairs team. We said goodbye to Emily Bradley and Sam Simplay, whom many of you will have been familiar with, and wish them well in their future endeavours. With this change, we have bolstered the team with the new additions of both Kerry McLoughlin and Kathryn Tearle, our new Regulatory Affairs Managers, who will join Ciara in educating members on the significant regulatory and legislative challenges faced by the industry. In addition to this, we are pleased to announce that we have appointed BCF’s first-ever Sustainability Manager, Patricia DeranyFernandez, who will play a significant role in supporting members with the ever-evolving sustainability landscape, particularly on our upcoming Net Zero roadmap for the industry. Kerry, Kathryn and Patricia will all be meeting members in meetings in due course and will continue the outstanding level of support we strive to provide to our membership. Our extended thanks go to Wayne Smith and James Highcock, our Regulatory Affairs Consultants who have supported the team to maintain this standard of support to our members throughout challenging times and will continue to support our new team as they settle into their roles. Our utmost gratitude and thanks for the excellent support to members must also go to Ciara who has remained calm under the pressure of covering maternity leave and supporting the hiring of the new Regulatory team members.

David Park has also provided additional support to the Regulatory Affairs team, alongside continuing to liaise with Government and stakeholders to ensure the industry’s best interests are heard. He has done an outstanding job of navigating the political landscape and keeping members up to date with the latest changes,

particularly in the past 12 months. Behind the scenes, our Public Affairs and Marketing teams have been working hard on a communications strategy with help from an external specialist agency to raise the industry’s profile to stakeholders and the public in order to help leverage industry asks from Government when needed.

The office team of Lorraine, Jo and Belle continue to deliver outstanding support to our membership under Nadine’s leadership. The strength of our membership relations under Ali’s guidance was demonstrated through our continued impressive overall satisfaction score of over 90% for the sixth consecutive year from our recent membership satisfaction survey. The whole office team of Administration, Membership and Marketing all came together to develop and deliver the new BCF website and CRM, which launched in October and has significantly improved the user experience for BCF members.

As reported last year we continue to support staff through training and development, with a number of staff working towards qualifications. BCF’s Marketing team, Amy and Sophie, have both undertaken training in order to develop their skills, with Amy undertaking a business management course in order to grow and strategize the Coatings Training Institute, and Sophie developing her expertise in videography to continue to innovate BCF’s creative marketing and communications output.

We also recognise the specialist support from our team of consultants. Alison Henshaw has been doing brilliantly looking after wallcoverings. Steve Snaith continues to provide fantastic support on our PaintCare programme and John Dixon and his team on statistics.

BCF achieved a record income in 2022 of just under £2m, 7.5% above 2021. The surplus in 2022 was also a record, at £403,000, up 17%.

BCF’s assets hit £2m at the end of 2022, two years ahead of the target in the 2020-2025 BCF Roadmap. Commercial income was £540k, by some way the highest ever (£127k above 2021). This brought in £255k gross margin (47%). 2022 expenses were £1.14m – 0.8% higher than 2021.

The BCF Coatings Care environmental programme demonstrates that the UK coatings industry cares about the health and welfare of employees, the safe operation of processes, and is actively working to reduce its impact on the environment.

It is a voluntary programme which provides an opportunity for members to benchmark their environmental performance against 45 KPIs, and has over 30 UK coatings and printing ink manufacturing sites taking part.

We have been tracking the enviromental performance of BCF members manufactoring sites for more than 20 years via the Coatings Care programme and, over that time, have recorded significant improvements in production efficiency and waste and energy reductions.

The industry is working continuously to reduce waste, improve recycling and eliminate accidents. Coatings Care ensures that this is encouraged, recognised and awarded. Two Coatings Care awards are presented to BCF member sites each year.

2023 has seen significant progress for the PaintCare programme, the paint industry’s national voluntary product stewardship programme which will revolutionise how leftover paint is managed in the UK.

Stakeholders

Initial discussions and follow-up meetings with retailers, merchants, decorators’ associations, and other stakeholders have been held to build engagement and support for the proposal. Similar discussions have continued with national and local Government and the waste industry. These stakeholder groups have voiced their strong support to help make the PaintCare programme a reality. PaintCare had a stand at the RWM LetsRecycle Live 2022 Exhibition at the NEC in Birmingham. This is the leading exhibition for those involved in the waste and resource recovery industry and PaintCare exhibited to gauge interest in and opportunity for PaintCare within the sector. Interest in the programme and stand was much higher than expected resulting in two busy days. There is now a frequent and increasing dialogue with local authorities and Household Waste Recycling Centres (HWRCs) who want to start up with PaintCare now.

Collection of Leftover Paint

Following our discussions with the Environment Agency, it has confirmed that the NWFD4 (Non-Waste Framework Directive) exemption allows retail, trade and distribution sites to receive hazardous and non-hazardous material under a collection scheme and to store up to 5 cubic metres of hazardous waste and 50 cubic metres of non-hazardous material at any one time. This is a significant step forward as it means PaintCare collection points will not need to be permitted sites under waste regulations with all the onerous conditions placed on permitted sites.

Treatment of Leftover Paint and Packaging

Recognising the shortage of capacity to remanufacture leftover paint in the UK in the short term, a range of routes used across the world has been evaluated and opportunities identified to start up the programme at scale in the UK. This shortage of leftover paint reprocessing capacity in the UK will mean that routes used to treat leftover paint at the launch of the programme may need to be very different to the final desired state.

The PaintCare target to remanufacture 75% of leftover paint in the UK by 2030 remains unchanged.

A visit was made to see GDB International’s facilities in the USA and to share the PaintCare UK vision with them. GDB is the largest paint remanufacturer in the USA and works closely with PaintCare USA remanufacturing millions of gallons of leftover paint each year. They have expressed an interest in engaging with the PaintCare programme in the UK and this is being followed up.

Routes and operators have now been identified for recycling the packaging collected through PaintCare with metal containers sent for recycling and plastic paint containers sent back into new plastic paint containers. We have obtained an informal agreement with Defra that any packaging that is collected via the PaintCare programme can be offset against brand owners’ Packaging EPR obligations.

Carbon Footprint

Leftover Paint

As part of the decision-making on which routes to use in reprocessing leftover paint, a high-level assessment of the carbon footprint for the collection and various reprocessing options for the leftover paint and recycling of the associated packaging has been completed by Resource Futures. All options under consideration for PaintCare leftover paint collection and paint reprocessing show a reduction in carbon emissions when compared to the current disposal process. Initial estimates suggest 100,000 tonnes of CO2 per year could be saved, the equivalent of the electricity consumption of one million homes in the UK.

Plastic Packaging

The assessment indicates that a 59% carbon reduction potential could be expected by recycling old plastic paint containers to produce recycled plastic containers, compared with producing an equivalent amount from virgin materials. This carbon reduction potential considers the necessary processes to shred, wash, clean, dry and reprocess the old paint containers into secondary raw materials of a standard suitable for the manufacture of new paint containers.

Operating Plan

Having developed a costed higher-level vision, strategy, and operating model, there was a need to develop a detailed operating plan for PaintCare to record the details of how PaintCare will operate in practice. We engaged with Valpak who has significant experience in developing and managing recycling schemes similar in principle to PaintCare to help develop this detailed operating plan. Valpak has experience in packaging recycling schemes, battery recycling schemes and the national cup recycling scheme for paper cups.

This plan details how the scheme will operate, and the responsibilities of all parties involved in the programme from HWRCS, paint retailers and distributors, manufacturers, haulage contractors and remanufacturers. It provides model contract templates for discussion with each party. Finally, it identifies the necessary data, data collection methods, analysis and reporting needs together with the necessary auditing methods

and processes to ensure an efficient scheme delivering the agreed objectives with a fully transparent process. Following consultation on this operating plan with the Decorative Coatings Council, further work was agreed to explore options.

1. To develop a financially viable model for the scheme to include leftover paint and empty packaging, to fully offset all Packaging EPR

2. To reduce the cost of the scheme

3. To optimise, automate and scale leftover paint and packaging processing

4. To further consider other recycling opportunities for leftover paint

5. To further consider the governance structure for PaintCare

Retailer and distributor consultation will follow this work and the commitment to the scheme from key retailers and distributors is an important requirement for launch. This means the decision to launch PaintCare will now be in late 2023 or early 2024. A PaintCare trial in Dorset has also started to help us better understand how the collection and bulking process will work and to get a better idea of the realistic costings of moving leftover paint back to reprocessing sites.

Careers and training

Showcasing career opportunities in the coatings industry for the next generation

Apprenticeships are a great way of equipping young professionals with the skills to set them up for a career in their chosen industry. There are around 600 available apprenticeship programmes in England, and with at least 95% of the training costs being funded by the Government, apprenticeships are a costeffective way of developing the knowledge and skills of the workforce.

BCF are encouraging coatings employers to take advantage of the wide range of apprenticeships available to help recruit the next generation of talent into a career in the coatings industry and launched their own Apprenticeship Service in 2018, purposebuilt for BCF members by the Apprenticeship Training Agency (ATA), a Government-registered Flexi-Job Apprenticeship Agency. BCF’s Apprenticeship Service can help paints and wallcoverings companies find and hire new apprentices across all disciplines and functions and can also help larger coatings and printing ink companies utilise their Apprenticeship Levy funds. There is a range of relevant apprenticeship programmes available at appropriate levels to suit all members of staff, regardless of experience, for any department within your business. In addition to supporting and developing the many specialist STEM and Manufacturing functions of our sector, BCF members can also through Apprenticeships support the more general business disciplines of Accountancy and Credit Control, HR, Management, Sales, Marketing and IT, Cyber Security and Digital Development.

There are three main ways that you can implement apprenticeships in your business:

1. Recruit a new apprentice Employ new recruits to undertake relevant apprenticeship training as part of their role. A great way to bring new, talented people into your team with the opportunity to train them with the support of specialist training providers.

2. Enable recent recruits to do an apprenticeship This can be a great way to offer additional support to your newest members of staff and to allow them to gain deeper knowledge and understanding of their role with the support of specialist training providers. This enables companies to upskill their teams and keep them motivated and engaged in their role.

3. Support existing staff onto higher or degreelevel apprenticeships

For science-based training, employers can through the BCF Apprenticeship Service also take advantage of BCF’s innovative agreement with Tiro, a specialist training provider for science and technology apprenticeships. To ensure the knowledge element of two very useful Apprenticeships is as current and relevant as possible, it has been agreed that both the Laboratory Technician and Science Manufacturing Technician Level 3 apprenticeships will incorporate six modules from the Coatings Training Institute. Selection of which six modules is the decision of the apprentice and their manager as the apprenticeship programme supported by Tiro with the apprentice is delivered on an individual basis. As noted earlier the BCF Apprenticeship Service will support BCF members to access the available

Government funding to cover at least 95% of the cost of the apprenticeship so all that is needed is the decision to take the next step and engage in the exciting opportunities of apprenticeships.

The British Coatings Federation has partnered with the Surface Coatings Group of the Royal Society of Chemistry, PRA and OCCA to create a national network of ambassadors for the coatings industry.

Through the Coatings Ambassador programme, we will show the younger generation the many benefits of working in the coatings industry. The training, delivered by Cogent Skills, is designed to equip our ambassadors with the skills and materials to run their own sessions with local schools and universities.

Our goal is to create a national network of coatings industry volunteers to help explain to young people the contribution the coatings industry makes to the economy and society, as well as the many varied roles and opportunities within it.

What does the future look like for BCF Training?

We’ve been at the forefront of industry training for the last 30 years. We started off with classroom learning, moved on to audiotapes and then embraced modern distance learning with digital technologies. The nature of learning is always changing, just like the paint and coatings industry, which is why the Coatings Training Institute has relaunched with a dynamic new website.

The Coatings Training Institute Courses, written by the industry, for the industry, are suitable for anyone who needs to know more about coatings technology. This means not just people involved directly in coatings formulation and manufacture, but also people right across the supply chain, including suppliers to the industry, users of coatings products or those who work in a related industry. We created our new website with our users in mind, prompting us to make browsing and learning as easy as possible for those with any level of knowledge or any kind of coatings background.

The website features explanatory videos and handy graphics to break down how the courses work, supplemented by FAQs and a section on how courses benefit workers and, by extension, their employers. For example, technical knowledge helps workers in Quality Control identify problems and solutions more effectively, while a good background in paint and coatings allows salespeople to more accurately describe their products. All of this is laid out in a bright, user-friendly format.

Our courses offer a flexible learning experience, with a ‘mix and match’ approach to our contentrich modules. Take our Level 2 Foundation course, which only requires a basic knowledge of physics and chemistry paired with a keen interest in paint, ink and coatings. A student would start off with introductory modules, such as our ‘General Overview Of Coatings’, supplemented with their choice of optional modules from higher levels, which allows students to dive deeper into more specialised topics as they learn more about the industry.

Our courses range from our Level 2 Foundation right up to our advanced Level 5 course, which teaches specialised skills through modules like ‘Thermosetting Coating Powders’ and ‘Industrial Coatings for Automotive and Packaging Applications’. Students who successfully complete their study will be awarded a globally recognised certificate tailored to the industry – the International Certificate in Coatings Technology. Furthermore, completed courses can be used as evidence for acquiring key attributes of Chartered Chemist status with the Royal Society of Chemistry.

After purchasing a course online, our team contacts prospective students with registration and login details, which they use to access the study portal. Through the portal they can do the required reading and set work, which takes a total of about 8-10 hours per

module, before sitting a written exam invigilated by a workplace mentor. After the exam, it will be scanned in and marked by a dedicated CTI tutor, whom the student can contact for answers and advice via emails and one-to-one calls. Our courses have been undertaken by chemists, salespeople, technicians and managers, accelerating their journey through the industry.

Part of our vision when making the website was to start building a community, consisting of a wide array of industry members. To this end, we’ve included a website blog and monthly newsletter, enabling people to stay abreast of all developments at CTI, with an eye to the wider industry.

One of the examples of effective proactive working with officials is our work with the Health and Safety Executive (HSE). At the end of January 2023, BCF hosted some of the senior HSE chemicals team officials at our Spectra House HQ to discuss the development of UK Biocides policy. At that meeting we also touched on the UK’s future approach for CLP. The HSE confirmed that it had attended the December meeting of the United Nation GHS. HSE confirmed to us that there are no plans to establish additional hazard classes in the GB CLP Regulation without consensus at the UN GHS. With the EU looking to move ahead on its own on this area, this suggests there may well be increased divergence between the EU and UK on CLP in future. Forward looking conversations like this are extremely helpful and we look forward to continuing that close working relationship with the senior HSE team.

On a more granular level, we continue to also engage productively with the Home Office on how they are proposing to regulate the substances GBL and BDO under the Misuse of Drugs Act. The regulations put forward last year were unworkable, meaning anyone handling mixtures, like inks, containing GBL would have required a licence and all the security measures that entails. After lengthy conversations, we now expect new regulations to be drafted which will apply only to ‘neat’ GBL or BDO and exempt mixtures, which it is very difficult to extract the pure substance from. While some members may still need to obtain licences, others will no longer require them and, importantly, neither will their customers.

A YEAR IN PRESIDENCY

It has been a busy first year in office for BCF’s Tom Bowtell in his voluntary role as President of the World Coatings Council. Tom helped set up a new trade association in the Middle East, co-chaired the Coatings Summit in Miami and presented at a joint Turkish/World Coatings Council congress in Istanbul.

Tom also oversaw the launch of the World Coatings Council’s first ever Sustainability Report in November, presented an overview of the Council to the German Coatings Engineers meeting in Frankfurt and remotely presented at the Asia Paint Industry Council.

“It’s been a really busy first year, but I’ve thoroughly enjoyed the role so far. I think the highlight was setting up a new association in the Middle East from scratch in just nine months, which was a big challenge and hugely rewarding to see it get off the ground, filling an important white spot in the World Coatings Council network. I am grateful to Nadine Saxon for her support with this project”.

The World Coatings Council is made up of trade association members representing the paint industry from the United States, China, European Union, Brazil, Mexico, Australia, New Zealand, Japan, Malaysia, Canada, South Africa, Turkey, France, Germany, Spain and the United Kingdom.

The Council, which provides a forum for exchange and cooperation on major issues and priorities facing the industry, has established itself as a global voice with the United Nations, Governments and NGOs for over 30 years.

Many BCF members export to the EU and so have to manufacture to EU standards. Even those who do not export rely heavily on imports of raw materials from the continent and, again, will be affected by new laws and regulations being devised on the other side of the Channel. For these reasons, since Brexit came into effect on 31st December 2020 and the UK Government no longer has a seat at the EU decision-making table, it has been more important than ever for the BCF to work as closely as possible with our sister organisation in Europe, CEPE - European Council of the Paint, Printing Ink and Artists' Colours Industry.

At a governance and directional level, BCF’s Tom Bowtell sits on the CEPE National Association and Operational Boards, and former BCF President David Beckford, from Pronto Paints, has replaced Geoff Mackrill, from Teal and Mackrill, on the main CEPE Board.

Then the CEPE committee structure sees UK companies represented across the whole swathe of industry sub-sectors, from inks to vehicle refinish and decorative paints. These meetings are being held in person again in Brussels, as well as virtually via Teams when necessary. BCF Regulatory team members also take active roles in these committees to ensure proper exchange of information and views.

Beyond the formal committee structure, CEPE provides excellent briefings on upcoming changes to rules and regulations in the EU, and their monthly webinars on this topic have been incredibly helpful to both the BCF regulatory team but also directly to BCF member companies who dial in to take part. Moreover, and importantly, working closely with CEPE means that UK company concerns and suggestions about upcoming EU legislation are fed into CEPE in advance, who in turn brief and lobby the EU Commission and Parliament: this allows at least some sort of representation process and the putting across of BCF member priorities to the EU institutions. Indeed, CEPE’s new public affairs committee is upping its game and being much more proactive in engaging with the EU institutions across a range of subjects – from EU REACH to Green Deal, to microplastics. The more proactive approach already appears to be bearing fruit and we hope this continues as more important and potentially transformative issues are put under the legislative microscope in future.

Of course, collaboration is a two-way process and - increasingly as the UK develops its own independent chemicals regime –BCF has a role to play in helping EU and wider-European trade associations and companies understand the new regulations emerging in the UK. BCF provided a webinar for CEPE members earlier this year and we look forward to keeping our European colleagues informed on further developments as they occur, as well as hearing their own concerns about the emerging systems.

BCF will continue to feedback on its work and cooperation with CEPE at each of our various committee meetings, as well as through our in-house newsletters where appropriate. We also regularly encourage feedback on EU consultations and CEPE requests for information via our member email bulletins, so please keep an eye out for these and make sure you have your say on the upcoming issues that are likely to affect your own company.

Decorative coatings

Decorative Coatings Council

Chaired by Pete Waites, Crown Paints

The Decorative Coatings Council met in April and November 2022, in what was a challenging year for the sector, with sector volume down 9% compared to 2021. This was the second year of close to double digit decline, after the peak lockdown sales of 2020. Challenges with raw material supply started to ease during 2022, but record high input prices were recorded, both for raw materials and energy.

The Council has worked on several key topics – packaging extended producer responsibility, microplastics, biocides, sustainability and the circular economy.

The Council discussed the detailed PaintCare operational plan, and have asked for some more detailed workings before signing off the scheme for launch. This can be expected later in 2023 with a potential launch towards the end of 2024. A new sub-group has been set up to develop new substrates for Fire Performance testing, and BCF had agreed to produce a video on best practice when using and cleaning paintbrushes, in partnership with the Painting and Decorating Association, to reduce impact on environment.

The Council was pleased to see the European General Court ruling on titanium dioxide, which annulled the classification following an appeal by industry, including the BCF as an intervener.

Decorative Coatings Technical Committee

Chaired by Gareth Hayfield, Farrow & Ball

The Decorative Coatings Technical Committee held three meetings during the course of 2022. The ban on combustible materials for 18 metre buildings was an important topic. Despite the Buildings Safety Bill (2021) retaining the height at 18m, changes to the statutory guidance in Approved Document B reduced the limit to 11m for many types of buildings. A fire-testing sub-group was established to look at developing a replacement for the Warrington Blue Board for reaction to fire tests. The scope of this group was widened to include the need to withdraw the membrane definition and the response to the consultation on changes to Approved Document B, which included the removal of references to the national classes in BS 476.

UK REACH remained an important agenda topic, with the development of the alternative registration model a key item at the meetings.

The Green Claims Guide for Decorative Paints was published and was well-received. The aim of the Green Claims Guide is to help create a level playing field for the industry by debunking and fact checking some of these claims. Microplastics became more prominent issue with the publication of the EA report which suggested that paint was a leading contributor to microplastics in the aquatic environment. This report is being used against the industry, despite being based on some outlandish assumptions.

Members were keen to support the production of a brush and roller cleaning video. The intention is to inform decorators and the general public about ways to reduce the amount of water used to clean brushes and rollers and to reduce the amount of paint that is wasted.

Industrial and powder coatings

Joint Industrial and Powder Coatings Council and Vehicle Refinish Group

Chaired by Patrick Smith, Manor Coatings Systems (IPCC) and Simon Aldersley, Axalta Coating Systems (VR)

The joint Industrial and Powder Coatings Council and Vehicle Refinish Committee met twice in 2022, in March and November. Total industrial coatings sales in 2022 were just 3% below previous year, but sales in the second half of the year were down 12%, reflecting the slowing of the UK economy in that period. The raw material supply situation hit industrial coatings particularly hard, given the large hikes in solvent and resin prices.

The green light was given to progress BCF’s campaign to attempt to limit the online selling of industrial and professional paints and coatings to the general public, which will be a focus for the second half of 2023.

BCF committed to continue to push Defra to challenge the sale of solvent-based basecoats in vehicle refinish, but the revolving door ministers and officials has made this very difficult. The council also agreed to reprint the car repair bodyshop isocyanates poster, to help reinforce best practice when spraying car paints, given the impending isocyanates restriction.

The Council discussed the positive advocacy efforts, particularly UK REACH and titanium dioxide, but there continue to be concerns about the shortage of skilled workers and lack of new apprentices coming into the workforce.

High Performance Coatings Group

Chaired by Malcolm Morris, Sherwin-Williams Protective & Marine Coatings

The High Performance Coatings (HPC) group met on two occasions in 2022. A key set of proposals were developed for improving ISO8501-1 ‘’Visual cleanliness standard for steel substrates’’. The proposal was developed and refined using member feedback from the meeting in April 2022 prior to submission in the June 2022 ISO meeting. The proposals were well received by the ISO committee and many of these have been incorporated in the draft revised standard. The working group meetings are still ongoing and will lead up to the main ISO summit in Houston in June 2023 when resolutions will be made to ISO TC35.

The diverging legislative environment between GB and EU is a concern for members as the EU continues to expand its control of chemicals and GB works on its future direction. The group reviewed a number of restriction proposals by the EU that will impact the sector and the proposals on BPA and the consequence on epoxy resins remain a concern.

The Protective Coatings for UK Infrastructure (PCUKI) group continues to be an important part of the High Performance group meetings and the group met twice in 2022. The forum brings together organisations such as National Highways and Network Rail with the coatings manufacturers, and creates a forum for issues facing the industry. These organisations have been working with SOCOTEC on testing a few of the coating systems to ISO 12944 parts 6 and 9. The results of the testing have been very encouraging, and they lead to the possibility that the existing salt spray static test may change to ISO 12944 parts 6 ,9 or they could be used as an alternative to them. The HPC team would welcome the move to use international standards as the test regime for approval of coatings products, as it would remove the need for customised products for these organisations. Network Rail have now produced a draft specification incorporating these findings and the HPC team are continuing to work with National Highways to encourage them to move in the same direction.

A significant issue facing the PCUKI group is the current problems with training and apprenticeships schemes. OFQUAL took over the End Point Assessment Organisation (EPAO) quality assurance and approval role in 2022 and have increased the audit requirements for approvals. Several organisations were taken off the register due to this change, and this is causing a delay and slowing down the uptake on new apprentices attending the programme. The training need for users of products which contain 0.1%+ di-isocyanate was also reviewed.

Aerospace and Defence Coatings Group

Chaired by Graham Armstrong, Indestructible Paints

The Aerospace and Defence Coatings group held three meetings in 2022, the meetings in May and December were joint with the Ministry of Defence. After a long period as Chair, Jim Rowbotham stepped down and Graham Armstrong was appointed Chair of the committee at the May meeting.

Feedback from the BSI ACE/65 committee was an important agenda item, there were discussions on the BS X 43 and the updates to various Def-stans.

The status of chromium trioxide authorisation was discussed. The review period will come to an end in September 2024, members affected have been working closely with the ADCR consortium. The restriction on isocyanates was also an important agenda item. Members discussed the upcoming training requirements and how best to inform customers about this.

Intumescent Coatings Group

Chaired by Dipak Mistry, Hempel

The Intumescent Coatings Group held two meetings in 2022. The introduction of UKCA marking and the question of the continued use of CE marking was a major point for discussion.

Members were updated on the progress of the Buildings Safety Act and the likely impact for intumescent coatings. The regulatory changes associated with isocyanates, melamine, BPA, titanium dioxide and MCCPs were also on the agenda.

Marine Coatings Group

Chaired by Geoff Mackrill, Teal & Mackrill

The Marine Coatings Group meetings continued their discussions with the HSE, in particular the use of environmental risk assessment for the authorisation under the GB Biocidal Products Regulation (BPR). Representatives from HSE have attended both meetings of the Group, keeping industry updated on key changes and listening to our concerns.

The Group renewed their links with the Royal Yachting Association and British Marine. Guidance on removing antifoulings and control of waste washings/scrapings was developed with them, culminating in a video released for the Protect, Collect and Dispose week.

The BCF Group had a presentation from Dr Andrew Turner, Plymouth University who had some major concerns with microplastics from marine paints. We were able to put forward the industry concerns that they could not take any action on legacy issues. The industry’s actions with regard to the control of antifouling washings were in line with the suggestions.

Industrial Wood Coatings Group

Chaired by Mark Hubbert, Teknos

The Industrial Wood Coatings Group met twice in 2022 in May and September.

A major issue facing the group is the potential future availability of biocides used as wood preservatives (PT8) under both the EU Biocide Products Regulation and the GB Biocide Products Regulation. Although a number of substances are still to face scrutiny, propiconazole and tebuconazole, in particular are under the spotlight. At the May meeting Biocide suppliers presented members with the latest updates on the regulatory situation of the commonly used biocides and provided updates for the September meeting.

A working group was to be created to make an information guide on certification for ‘reaction to fire’ testing of coatings and their substrates. This group met remotely and developed an information guide which was shared with the main group at the September meeting and was subsequently approved by the group. As the next step this is being shared with the test houses to gather their comments.

At the meeting in September, John Dixon from Whittle Industry Data provided an example of the data collected for the Industrial Wood Coating Sector in 2009 and possible categories that could be included in a potential future BCF Industrial Wood coatings group monthly statistics. A suggested programme was refined and shared with members for their views on restarting the programme.

Printing inks

Printing Inks Council

Chaired by Lewis Taylor, Flint Group

The BCF’s Printing Ink Council has continued to meet jointly with the Printing Ink Technical Committee every six months, with a split half way through the meeting into two groups.

BCF have taken a leadership role in bringing together the Food Packaging Value Chain Alliance, which has met twice with the Food Standards Agency, including the Devolved Administrations, on future UK regulations. This now includes a BCF Food Contact Materials group, that will meet ahead of meetings with Government.

The British Retail Consortium gave a presentation on the planned Packaging Extended Producer Responsibility scheme, which will have a significant impact on brand owners’ choice of substrates. The full cost of household waste collection and recycling is planned to be moved to brand owners from 2024. This will put up packaging costs significantly, particularly for packaging deemed not to be recyclable, or widely recycled. This will have a radical impact on substrate and printing ink choices for brand owners. In light of this, the Council and Technical Committee have been focused on the recyclability of coated or printed packaging, with discussions started with the British Plastics Federation and Confederation of Paper Industries on their recycling guidance as it relates to printing inks.

Printing Inks Technical Committee

The Printing Inks Technical Committee met three times in 2022, two of these were joint with the Printing Ink Council.

The impacts of the new chemical regulations in the UK were high on the agenda. This included the development of the alternative transition model for registration under UK REACH, and the potential difficulties presented by divergence from the EU in terms of mandatory chemical classifications.

The proposals to change the scheduling of gamma butyrolactone (GBL) under the Misuse of Drugs Act was an important topic earlier in the year. After significant engagement with industry the Home Office withdrew the legislation and proposed to implement more workable legislation in 2023.

The significance of packaging EPR (Extended Producer Responsibility) was an important point for discussion with a great deal of members interested in the impact of printing inks on recycling processes.

Barbara Paterson (Paragon Inks) took over as Chair of Committee, with gratitude to Andy Clifton (Domino Printing) for his long tenure of the position previously.

Wallcoverings

Wallcoverings Sector Council

Chaired by Steve Mulheron, Fine Décor until May 2023

The Wallcoverings Sector Council met in July and November 2022. Sales rollage dropped by 29% in 2022, and compared to 2019, the most recent year before the pandemic and the subsequent economic challenges, sales are down 38%. At the November meeting an extensive discussion took place around the potential of increasing the group’s membership and improving statistics by engaging with newer micro/digital printers of wallcoverings. This will be a key project for 2023.

Updates were given on the BCF’s Brexit impact survey and the new chemical regulations facing the UK. A number of ideas for collaborating with the International Wallcoverings Association (IGI) were agreed, including several joint webinars. A common approach for CE & UKCA marking was agreed in late 2022. Members also discussed recent & historic cyber security case study lessons learnt.

Wallcoverings Sector Technical Committee

Chaired by David West, Graham & Brown

The Wallcoverings Sector Technical Committee met in April and September 2022. The continuing implications of Brexit and in particular the imminent introduction of the UKCA mark which has now been postponed as well as the UKTR were important topics for discussion. The UK CA mark presented particular challenges, with testing & labelling requirements somewhat unclear initially. At the end of 2022, it was confirmed that CE marking for wallcoverings on the Great Britain market could continue up until the 30th June 2025, which was welcomed. The BCF continue to provide sector & bespoke guidance on these issues to members.

The introduction of Extended Producer Responsibility schemes in countries globally including UK France and Italy were discussed, they may result in additional reporting & labelling requirements for consumer products. Several members are also members of the Climate Change Agreement scheme. At Spring Budget 2023, the Government announced their intention that the current Climate Change Agreements Scheme would be extended for a further two years until 31 March 2027. There had been a government consultation on a replacement scheme for which the BCF submitted comment on key eligibility criteria & additional reporting aspects.

The CW35 British wallcoverings technical committee has been reinvigorated in 2022 & remains open despite BSi’s plan to close it due to inactivity at the start of the year. This was only achieved due to collaborative work between the IGI & BCF as well as active contribution by BCF Technical Committee members who have volunteered for membership. The first “new” CW35 Committee Meeting was held in September 2022.

Updates on key substances, titanium dioxide and ADCA were provided as well as ongoing monitoring of key global chemical regulations in Europe, UK & USA.

Health & Safety

BCF’s Safety Advisory Panel continued to support the annual Accidents Statistics survey and updated it to make it more user-friendly. Members were reviewing various BCF guidance, including the ‘Safe Handling and Use of Flammable Liquids and Powders in the Surface Coatings Industry’, ‘Preventing Falls from Tanks and Tankers’, ‘Use of Company and Private Vehicles at Work’, ‘Hazard Coding System for Raw Materials’, ‘Lift Truck Proximity Principle’ and the ‘Code of Safe Practice: Powder Coating’. The industry was kept up to date with HSE and CEPE Safety Alerts being circulated to members. Members shared recent issues arising on their sites, which could become learning experiences for others.

Environment Panel

The Environment Panel had held joint meetings with the Safety Advisory Panel. The development of UK environmental controls, post-EU Exit were discussed, as was the extended producer responsibility controls. The Panel is keen to work with the industry on the BCF’ s sustainability activities and roadmap to Net Zero.

Classification, Labelling and Packaging Panel

The Classification, Labelling and Packaging Panel met in March and September 2022. The evolving divergence between GB and EU legislations, particularly affecting REACH and CLP were the most significant topics discussed at the CLPP meetings. Updates on these legislations in both territories was provided including progress of EU ATP’s. There was a discussion on the new EU SDS format that became compulsory from 1 January 2023 and concerns about the divergence between the UK and EU SDS format.

The evolving situation with UK REACH was reviewed including experiences with Downstream User Import Notification (DUIN) submissions and concerns about the NRES process. The announcement of a revised timetable and the Defra plan to consider alternatives to the UK REACH registration model was welcomed.

The changes associated with GB CLP were also discussed. The process for publishing updated mandated classifications in GB was reviewed and progress with substance evaluations was noted. The changes implemented in December 2022 in the EU with the 17th ATP are yet to be implemented in GB causing some classifications differences.

Updates on substances of interest were provided. These included proposed EU/GB CLP changes (e.g. cumene), those from the POP legislation (e.g. hexachlorobenzene) and GB Misuse of Drugs Regulations (GBL/BDO).

Transport and Packaging

BCF’s Carriage of Dangerous Goods Panel has not met recently, with industry’s concerns monitored by the CEPE Transport Committee. They continued to follow the worldwide and regional changes to the carriage rules, ensuring that proposals did not unduly affect members. Discussion continued on a possible exemption to the packaging requirements for environmentally hazardous goods with the UN transport committee.

Coatings Care

Coatings Care is an environmental programme that demonstrates BCF members’ commitment to the health and welfare of employees, the safe operation of processes and shows determination to contribute actively to a sustainable environment.

The Coatings Care programme recognises improvements in the performance of the coatings and printing ink industries across 45 KPIs in the fields of the environment, safety, health, distribution and product stewardship. In 2022, Farrow & Ball won the Coatings Care Overall Best Performer Award; Steyport and PPG Whitford were joint winners of the Coatings Care Progress Award.

Associate Technical Committee

The Associate Technical Committee met twice in 2022 with representatives from the raw material supply chain, packaging manufacturers and associated organisations. The Committee focused

on those technical and regulatory issues that were of greatest common concern.

There were discussions on GB legislative developments with particular focus on substance registrations under UK REACH, concerns about data availability for downstream user import notifications (DUIN) and the issues surrounding the NRES process. The impact of divergence from EU legislation was reviewed. The GB BPR was also reviewed, particularly the impact of the requirement for companies to resubmit data for active substances and product authorisations and be based in the UK by December 2022 to be able to continue to supply the GB market.

Updates on substances of interest were provided, including changes relating to Biocides, Isocyanates, Microplastics, TiO2, BPA. Future EU initiative on Chemical Strategy for Sustainability and UK developments were also discussed.

Results from the BCF Brexit Trade survey were shared with members and a decline in exports was discussed. The impact of global events on raw material shortages were highlighted. There was a discussion on raw material prices and energy costs. Members had found availability issues of raw materials to have eased, although prices still remained high due to energy costs.

Global Chemicals Group

The GCG met in June and December 2022. Members agreed to review the ‘How to..’ guides for the various countries with an intention to consolidate them into a single document and publish them on the member section of the BCF website. During 2002 these were converted to a spreadsheet format available on a Microsoft Teams group for editing and available on the BCF website for a read-only version. Members were requested to volunteer to review individual countries in these guides and to update them when appropriate.

The meetings also provided members with the opportunity to discuss significant changes in global chemical regulations. There were discussions on changes to the Swiss Ordinance related to the languages used on labelling, EPR schemes were now in place in Europe, China’s new pollutants list and online platform for submitting hazardous chemical registrations, Changes to Japan’s SDS and labelling, US & Canada’s revisions to align with GHS 7.

Sustainability Committee

Re-established two years ago, the Sustainability Committee has become a forum for discussions on topics of increasing importance to BCF’s membership. Starting out by giving direction to the development of BCF’s upcoming Net Zero Roadmap, the meetings have also provided updates on upcoming legislation in the sustainability sphere, most notably on Plastic Packaging Tax and Extended Producer Responsibility for packaging. Other topics discussed at the most recent meetings have included recent studies on microplastics, emerging

regulation on the topic in the EU, and industry’s response; and the BCF’s Green Claims Guide and the wider issue of ‘greenwashing’ within the manufacturing sector. The Committee has also acted as a ‘ginger group’, with members pushing the BCF and coatings sector to move faster on initiatives such as PaintCare. With the employment of a full-time BCF sustainability manager from April 2023, we hope the Sustainability Committee will continue to grow and provide support to members in this increasingly vital area of business.

Public Affairs and Communications Committee

The PACC serves as a two-way communication vehicle to assist the BCF in its lobbying and communications activities. Drawing on the expertise and industry knowledge of BCF members, the group has helped horizon scan for upcoming legislative and regulatory issues emanating from Government, helping to make sure BCF is focussed on the issues that are going to affect the sector most. Likewise, members’ internal communications and marketing expertise has assisted the BCF in the development of its own resources and material, including the recent website upgrade.

Particular issues focussed on at recent meetings have included progress on UK REACH, post-Grenfell building regulations, and Extended Producer Responsibility for Packaging. Looking ahead to 2023/24 the PACC will play a big role in the development of the BCF’s new communication strategy, which is being designed to help boost our future influencing activity with the Government and other key decision-makers and policy formers.

Equity, Diversity and Inclusion Committee

The Equity, Diversity and Inclusion Committee met three times in 2022, and once in 2023 to date. The committee’s name was changed from Diversity and Inclusion to Equity, Diversity and Inclusion.

In October 2022, the committee sent out a survey to BCF members to gauge the current situation surrounding ED&I in different member companies and used this feedback to inform the future work of the Committee to meet the needs of the members. With the launch of the new BCF website, members approved having a resource hub dedicated to ED&I support for BCF members, which has since expanded to a microsite with subpages on key focus areas.

The committee collectively drafted and presented an ED&I statement of commitment to BCF’s Board of Directors, with the purpose to confirm the Board’s support of the committee’s work and to have the Board act as champions of the aims of the Committee as senior representatives of the UK coatings and inks industry. This was received with unanimous support at the February 2023 BCF Board meeting.

For this reason, the BCF’s Apprenticeships Service is on hand to meet the specific development and employment needs of paints, inks and wallcoverings companies. The BCF’s Apprenticeships Service can ensure that the complexities and associated administration involved in taking on apprentices, and making use of levy funds, is taken care of.

Charity partners

The Community Heartbeat Trust (CHT) is a charity whose aims are to help and support communities in the correct provision of defibrillators, but in sustainable, resilient and governance led manner. BCF and CHT work closely on the Minutes Matter scheme.

The Printing Charity is the only dedicated charity for people in the print sector. Their Rising Starts Awards provide funding of up to £1,500 for skills training and personal development and are open to the employees of any BCF printing inks members between the age of 18 and 30. A 24/7 helpline is also available to provide wellbeing support to all their employees.

BCF's Charity Cycle is back for another year! The ride is taking place on Friday 23rd June starting at the BCF's offices in Coventry.

What are the routes?

The route will start at the BCF office, Spectra House in Coventry, and take in the scenic countryside and villages through Warwickshire. There will be three distances available - 100km, 52km & 35km. The 100km & 52km rides will require grit and endurance to get to the finish line, whilst the 35km is a nice gentle ride that will challenge the novice. We’re hopeful that with this choice of level, you and a team of colleagues will be able to participate.

Who can ride?

The entry fee is £50 (+VAT) per rider, which includes your cycle jersey and goodie bag. Entries are open to individuals or teams, and members can register on our website.

The event is not limited to BCF members though so please share the invite with your contacts outside of BCF membership, family and friends! Any nonmembers can register via Belle Lake at belle.lake@bcf.co.uk who will be pleased to help with any queries.
