If someone intentionally or knowingly places any solid waste on public property, that person can be cited and fined. In other words, no littering is allowed as per local law.

November election planned

By Elsa Maxey Any resident in Stafford that is interested in running for the vacant city council seat has until Tuesday, Aug. 24 to file an application, according to City Secretary Bonnie Biamonte. Jeff Smith, who was elected to serve on the Stafford City Council in May 2004, resigned this past April and left the position unfilled. Former councilman Smith, who lived in Stafford for 20 years, served four terms on city council and stepped

reports that only one person, Fred Woolridge, Jr. filed for the position. Wooldridge currently serves on the city’s Planning and Zoning Commission and lists his occupation as education administration. He has lived in Stafford for almost 14 years, according to the application he filed with the city. The city council position that Woolridge is seeking is for two years. But because it is an unexpired term, the post also calls for an election in May. The office terms of Stafford city council members are staggered with the mayor and three councilmembers elected in odd numbered years and three councilmembers elected in even numbered years. There are no term limits for either the mayor or councilmembers. In a matter related to the Stafford city council, this month the city paid its respects to former city councilmember, Julius Charles (J.C.) Court, 80, who recently passed away. Court, who served as a city councilmember for 20 years, is credited for playing a major role in Stafford’s growth, also as a founding member of the city’s volunteer fire department and having helped establish the Stafford Municipal School District.

Gatesco files $19 million lawsuit Gary Gates accuses insurance company after Ike damages By LeaAnne Klentzman In a lawsuit filed by Rosenberg businessman Gary Gates “bad faith” is the basis for his $19 million dollar suit against an Illinois insurance provider, Steadfast Insurance Company. Gates said, “They’re trying to squeeze us while we’re struggling to rebuild.” The insurance claim that is at the center of the suit is over Hurricane Ike damages. With the statute of limitations coming to a close, many other suits are expected to be filed in District Courts across the northeast Texas coastal areas where Ike damages occurred. In the case concerning Gatesco, Gates says Steadfast Insurance is operating in bad faith since

they reneged on their obligation to rebuild apartments devastated by Hurricane Ike almost two years ago. Gates said, Gary Gates “The failure of the Illinois defendant, Steadfast Insurance Co., to honor its policy has forced his company Gatesco Inc. to lay off a third of its employees, make repairs from its own funds and lose assets that were tied to loans.” In response to the Gatesco suit, Steadfast Insurance is asking the 400th District Court to sever the ‘bad faith’ claim from lawsuit seeking $19 million in actual damages. By LeaAnne Klentzman Sugar Land police were called to investigate yet another home invasion robbery. According to police, about 11:30 Monday night they were notified of a home invasion robbery in the 3300 block of Riviera Drive in the Alcorn Bend subdivision in Sugar Land. When officers arrived on the scene, they learned six occupants of the residence had been tied up against their will. The intruders had gained entry to the home through a back door. The intruders were described as 6-8 Spanish speaking black males and Hispanic males. Although bound against their will and held hostage, none of the victims suffered serious physical injuries. with occupants that matched the description of the suspects. Officer Shockey located a vehicle he believed was occupied by the suspects and followed it until backup help could arrive. While waiting for that backup, the suspect vehicle traveled into the Houston city limits where some of the occupants jumped from the moving vehicle. Officer Shockey was able to chase one suspect on foot and detain him. Elmer Marquez, 32, an illegal immigrant from Guatemala was arrested and taken into custody. According to police, the stolen property from the Alcorn Bend home and a gun were recovered from the suspect vehicle. The vehicle was processed for evidence and the federal immigration service (ICE) was notified. No further details were available at press time.

Bev’s Burner Some’s Hot, Some’s Not!

And introducing.....We have a new column in the Star this week. It’s about sports, the local kind. It’s not that we don’t like sports or don’t want to cover them for the community, it’s just that now with 11 high schools in Fort Bend ISD alone, not counting Stafford, Lamar, and Needville, the task seems gargantuan. We could publish a newspaper about sports in Fort Bend schools and we would have room for nothing else. So in an attempt to provide a board coverage, our new columnist has a far-ranging mandate. In other words, he can write about whatever he wants to in Fort Bend high school sports that will be interesting to our readers. Have you noticed.....First Colony Community Services, the HOA for a large number of Sugar Land residents, has backed off its plan to close five of our swimming pools. FCCA has publicly stated that no pools will be closed at the end of this summer and there are currently no plans to close any of them.

subdivisions in FCCA must be ever vigilant because this is not the first attempt to building all these “splash” pads. This was also tried years ago. One way to be vigilant is to run for the board and an election is coming up. Applications to run for the board are due September 17 with the election of three new board members on December 9. Since there are only 7 positions on the board, three new members will definitely have an effect on the makeup of the board. I know at least one member with a lick of sense who can be turned. The rules for running are simple. They are: • Member of FCCA (includes residential and business) • No outstanding balance with FCCA • No current deed restriction violations You are asked to fill out an application which asks some other questions, but essentially, that’s just an attempt to weed out people the executive director wants off the ballot and she can’t really keep you all the ballot if you make it known you are running. My understanding is

that she plays politics to get the board she wants and I certainly know there are some questions about counting the ballots which should be done by an uninterested third party. It’s time that members demand that ballots be counted in front of many witnesses. You can download an application to run from the association’s web site. A very hot vacation.....I was supposed to spend this past week in Memphis on vacation, but someone told me Elvis was dead and that just took all the fun out of it. My cousin Sally and I decided that instead of driving 700 miles to Memphis, maybe even stopping at gambling establishments along the Southern route, we would stay in Fort Bend and have a “staycation.” It was sure cheaper and consisted of visiting all our relatives that live in other parts of Houston, lunching with Ballinger buddy Steve Fuqua, going to a play, a movie and doing everything but making a nursing home run to visit the sick. We swam, slept late and ate out. We shopped, watched TV, and gossiped. We were going to

look at old pictures, but we were too busy. It was the best vacation I had all month. I highly recommend it. I hope we win.....I received a press release for a unique fund raiser hosted by the Fort Bend Literacy Council. It’s an adult Spelling Bee. I immediately called to see if the Star could partner with them for publicity and about fielding our own team. I can’t spell diddly (had to look that up), but I have some terrific spellers at the Star and I think our team will make it through at least several rounds. Here’s the deal. The event will

be held Sept. 18. There are three person teams. It costs a $750 donation to field a team. As soon as you sign up and name your team, you will be sent a list of words to expect to have to spell for the first rounds. The Literacy Council will also raise money by charging people to come see the event and cheer their team own, or at least pray! So come on. See if you can beat us. Sign up a team today. I think we need to look very closely at exactly what is being said. Their information says, “Currently there are no pool closures scheduled. All pools will reopen for the 2011 season. As the initial construction projects progress and more definitive timetables for completion of the projects are determined, the Association will then revisit the issue of pool closures.” What they are saying is that no pools will be closed now while you are watching, but on down the road when no one is watching, they will revisit closing them. They go on to say, “The Board of Directors has not allocated any funding for demolition of phase one pools in the 2010 budget. The Master Plan is just that a Plan.” None withstanding the absence of a comma in their press release, the 2010 is half over. Sienna Plantation’s beloved mascot, Cornelia, went missing the weekend of August 7 from her home at the Sienna HomeFinder Center. After a community-wide plea complete with a reward for her safe return was issued, police received an anonymous 911 call on August 10 that resulted in the location of the missing bovine. Cornelia was found safe, and somewhat sound, in a new neighborhood being developed in Sienna’s Shipman’s Landing. She was returned to her home at the Sienna Plantation HomeFinder Center Wednesday morning.

Special teachers given short shift

Yesterday I listened to over 35 special education teachers and paraprofessionals describe how the pay cuts meted out by Fort Bend ISD will affect their lives. These employees were given notice just days before they were to report to work for the new school year. There was no time to consider applying at other districts (most districts have their staffing completed by this late date.) No, these 35 special ed teachers and paras, members of the Fort Bend Employee Federation, are just the tip of the iceberg of over 300 employees dealing with this crippling blow to their livelihood. Many have 10, 15, or even 20 + years of service. They’ve made a

Let’s make no mistake about this: Our paraprofessionals who have been reclassified “severe and profound” aides to “nonsevere” do the very work that the Richmond State School and other mental health facilities have done in past generations. Now state law mandates that the schools take on this job which often entails workers changing diapers, handling wheelchair bound students, and in general dealing with students who have severe handicaps both mental and physical.? Our teachers will lose a $1500 stipend. A stipend that paid for many conferences, travel expenses, legally mandated meetings with parents (ARDs) after school to accommodate parents, early morning conferences to discuss new strategies for dealing with our most troubled students and a host of special requirements for our special ed kids. It’s further degrading to learn that without reasonable notice or consideration of the employee the district has summarily stripped them of income that will in many cases force these professionals to apply for food stamps and other government assistance. Today I am filing a grievance requesting that the FBISD administration recommend to the Board of Trustees at their August 23rd business meeting that all special education teachers be given

New fire station #7 to be constructed in Sugar Land By Elsa Maxey It’s just a matter of time before Fire Station #7 is constructed and begins to provide fire emergency and protection services for the neighborhoods around Telfair and New Territory. Sugar Land’s authorization to move forward will come from city council, which is expected to award a $2,773,000 construction con-

tract to Turner Construction this week. Back in December 2007, the city council approved the purchase of a 1.75-acre site from Newland Communities for the construction of the fire station. That land acquisition is listed to have cost $73,786. Fire Station Number # 7 will be constructed at the corner of Chatham Avenue and New

Girl Scouts visit the Houston Holocaust Museum Night is Elie Wiesel’s masterpiece. It is a straightforward and deeply disturbing autobiographical account of how he survived the Nazi death camps as a teenager. It is considered a classic of Holocaust literature. The 8th grade Pre-AP English students at Sartartia Middle School read this book. As extra credit, the students could visit the Houston Holocaust Museum. The girls from Girl Scout Troop 744 took advantage of Spring Break (March 15, 2010) to make this trip. At the museum, the students went through the perma-

nent exhibit- “Bearing Witness: A Community Remembers,” and learned the stories of Holocaust survivors living in the Houston area. The museum made the girls realize about the dangers of prejudice and hatred in our society. Scouts of San Jacinto and the Rainbow Stars Service Unit serve nearly 700 registered girls and adults in New Territory- Sugar Land, Texas. Girl Scouts is a United Way Agency. Literacy Council announces

Literacy Council offering free ESL classes in New Territory Registration for free English as a Second Language classes for adults 18 and older will be held on Tuesday, August 17, from 6:00pm to 7:30pm at Parkway United Methodist Church 5801 New Territory Blvd., Sugar Land. There is no charge for registration. Interested students may preregister at the Literacy Council of Fort Bend County, 12530 Emily Court, Sugar Land, Monday through Thursday from 8:30am to 9:00pm and Friday from 8:30am to 5:00pm . Proof of address (current driver’s license or utility bill) and proof of annual household income may also be required at the time of registration.

Classes will begin on Tuesday August 31, at 9:30am and will be held each Tuesday and Thursday morning from 9:30am until 11:00am. Citizenship topics will be incorporated into the morning classes. Monday evening classes will begin mid-September from 6:00pm to 8:00pm at the Parkway United Methodist Church. Territory in Telfair and will be a brick and stone veneer facility with a metal roof. It will have two apparatus bays. According to the city, the construction is in accordance with a Strategic Partnership Agreement between it and all of the municipal utility districts (MUDs) in New Territory. It involved the passage of a joint Fire Plan election in May 2009 by the MUDs. The City then received $1,280,000 from the MUD districts as their contribution for funding Fire Station #7. As announced in City Manager Allen Bogard’s proposed budget for next year, under the Strategic Partnership Agreement with New Territory, residents in the subdivision will pay an increased fire protection fee once the sta-

tion opens. The city’s fire department is expected to open the fire station with existing resources and staffing. The new fire station will include living quarters with a dayroom, kitchen/dining room, training room, exercise room, offices, sleeping rooms and bathrooms. The facility is expected to take anywhere from nine to fourteen months to complete, according to city accounts. It is expected to be operational by summer 2011. Topics taught during the academy include police training, roles and responsibilities of the uniformed officer, use of firearms and deadly force options, criminal investigative skills, traffic law, crime scene search, communications, narcotics, gang education, specialized units, tactical operations, juvenile law, community involve-

ment and emergency management. Additionally, participants have an opportunity to participate in a “staged” traffic stop, a “staged” building search and a tour of a local prison unit in the Texas Department of Criminal Justice system. Grand opening of Missouri City Annex set for Aug. 21 Fort Bend County leaders are inviting residents to a grand opening of the new Missouri City Annex, 10 a.m. to noon, Saturday, August 21. The new annex, located at 307 Texas Parkway (FM 2234) in Missouri City, is a symbol of progress, growth and concern among county leadership for Missouri City and Fort Bend county citizens. The two-story building houses several key county departments and offices: County Clerk, Tax Assessor Collector, Social Services, Indigent Health, Veteran Services and the county’s Clinical Health Department, which provides low-cost immunizations for children through age eighteen. The Fort Bend Family Health Center, a local, nonprofit community health organization, will operate an Adult and Pediatric Clinic and offer annual check-ups, sick visits, and pre-natal services. Domestic violence ends in double shooting in Stafford By LeaAnne Klentzman At press time few details were available on a domestic double shooting in Stafford. Early Tuesday morning Stafford police were called to a home in the 800 block of Childers Court when a domestic disturbance ended with a dou­ ble shooting. Stafford Sergeant James Leedom said Tuesday morning that the case was still unfolding and little information was available. He said police had been notified by a family friend that a shooting had occurred at the residence on Childers Court. According to Leedom, the wife had two gunshot wounds to the

According to police at about 2:45 in the morning they were notified of a man walking down Pebble Hill Court trying to open door handles on cars. The reportee told police that the man trying to get into the neighbor­ hood vehicles was driving a red Ford Explorer. As responding Officer Shockey rolled into the neighborhood, he noticed a red Ford Explorer round a corner. The officer stopped, and waited. The suspect entered a car, not his own, and Officer Shockey detained him. Michael Villarreal, 26, of Fresno was arrested and charged with burglary of a motor vehicle.

Treatment of High Calcium Levels

Hypercalcemia is a condition of an above normal calcium level in the blood. Calcium facilitates the formation of our bones, and is also involved in muscle contractions, the release of hormones, and the maintenance of functions of nerves and the brain. Certain medical conditions may lead to hypercalcemia, including certain types of cancer. Hypercalcemia may also be caused by certain medications, such as lithium and thiazide diuretics. Symptoms of hypercalcemia may include constipation, fatigue, and de­pression, although persons with the condition may not experience any symptoms. Muscle weakness, dehydration, and nausea are other possible symptoms. Calcitonin (Miacalcin) is a medication available with a prescription that works to decrease the calcium concentration in the blood by increas­ ing the amount of calcium that is excreted by the body, and also decreas­ ing bone reabsorption. Bisphosphonates also may be prescribed for per­sons with hypercalcemia. These medications work by disrupting bone resorption and therefore inhibiting calcium release. Pamidronate (Aredia), etidronate (Didronel), and ibandronate (Boniva) are examples of bisphosphonates. Zoledronic acid (Reclast, Zometa) is also a bisphosphonate that may be prescribed for persons with this condition.

Missouri City still searching for clues in murder By LeaAnne Klentzman Missouri City police respond­ ed to a man down call in the 900 block of Derby Wednesday eve­ ning about 8 p.m. in the Hunter’s Glen neighborhood. When officers arrived at the residence, they discovered Jarrett Harper, 35, dead in his front yard. He had been shot several times. Police have few details. Reportedly two black males in their early 20’s were seen leaving the area in a red 4-door Pontiac

Grand Am or Grand Prix after Harper was shot. One of the two men was described as about 6’1” tall, 160 lbs, wearing a white shirt and blue shorts. The other man was between 5’10” and 6 foot, 150-160 pounds, wearing a red shirt and khaki pants. Although police do not have anyone in custody, they believe that Harper may have been fol­ lowed home from a Houston restaurant by his assailants. Jarrett Harper was a star

high school athlete and college football quarterback. After high school Harper played for the TSU Tigers. After college he began a career as a coach and teacher. Harper had recently returned to Missouri City to coach for TSU and further his education. Richmond man robbed on back porch By LeaAnne Klentzman Richmond police are inves­ tigating the robbery of a Richmond man who was robbed on the porch of his affluent Hillcrest home. Although driveway robberies and home invasions have almost become the norm, in the actual town of Richmond, not the zip code, it is a rarity; if not the first in a very long time. Especially when the crime occurs on the town’s most affluent street just a

block from the County Jail. Sunday evening about 9 p.m. Richmond police were called to a home in the 90 block of Hillcrest to investigate a rob­ bery. Richmond Master Sergeant Lowell Neinast said the victim was clearing off the porch and going in for the evening when he was approached by a man who said he had a gun and demanded his cash. The victim handed over his wallet and the suspect took the cash, threw the wallet on the

ground and walked away. The suspect was described as a black male, 20 to 30 years old about 5’8 to 5’10’ weighing 160 - 180 pounds. He was wearing a white T-shirt with back designs, jeans and had a white piece of fabric in his hand. This case remains under investigation. Sec. 3-102. Public urination or defecation. (a) In this section, public place means any place to which the public has access, including a street, sidewalk, park, plaza, or a parking garage. (b) A person commits an offense if the person intentionally or knowingly urinates or defecates: (1) On public property; or (2) In or from a public place. (c) It is a defense to prosecution under this section that the person was in a restroom or other facility designed to accommodate human waste.

Sec. 3-103. Littering. (a) In this section: Public place means any place to which the public has access, including a street, sidewalk, park, plaza, or a parking garage. Solid waste has the meaning assigned by Section 3-148. (b) A person commits an offense if the person intentionally or knowingly places any solid waste: (1) On public property; (2) In a public place; or (3) On private property not under the control of that person unless the person has the consent of the owner or person exercising control of that property. (c) Except as provided by Article IX, Chapter 3, it is a defense to prosecution under this section that the person placed the solid waste in a container designed to accommodate solid waste.

Section 3. That any person found guilty of violating this ordinance will be fined not more than $2,000.00 for each offense. Coach Schreiber seems optimistic about his team’s chances at success. Schreiber will take over for Coach Stewart, who was at Austin for a long time without making the playoffs. Taylor Woods will start at QB for the Bulldogs.

The Bulldogs also possess a fine assistant coaching staff with FBISD veteran Randy Ursery leading the assistants. The Austin/Clements game is also always a battle royal. Elkins and Coach James Brown will be well adept with power, speed, and agility at almost all positions. They have a deadly offensive attack that can score on any team, every play, and score quickly. Elkins is never out of a game for this reason. Their defense has been a question in years past. Look for the Knights to throw and run the ball for many long yardage plays. They are very exciting to watch. The Dulles Viking "Nation" as they are known will be com-

petitive under the guidance of FBISD legend Jim Creech. Rest assure that no matter what kind of talent Creech has or how many players he has, Dulles will give many teams fits with their feisty defense and offensive grit. Creech also has a great group of assistants, led by long-time FBISD coach Clinton Welch. Kempner will be competitive, with a strong coaching staff. They will have solid offensive, defensive, and special teams. Penalties and grades have hurt the mighty Coogs in years past, but the tide could be turning for them. Look for Austin, Clements, Dulles, and Elkins to make a run at the playoffs. However, Kempner will be lurking and might play spoiler again to any one of these teams.

Treasures of yester years coming to Sugar Land Town Square

David Taylor Cadillac announces its 3rd annual car show at Sugar Land Town Square to be held on Saturday, September 25 from 9 am to 5 pm. “You can enter your car as long as it's pre-1990,” invites Craig De Serf, General Manager of the Cadillac dealership. In the last several years De Serf said the show had “anything

from a priceless early 1900's Cadillac, high line of all types of make and models, to an old muscle car that Dad and his son have been restoring in the garage.” David Taylor Sr., who passed away in 1997 was central to the legacy established by the Taylor family since the early 1900’s. It is known by several generations of Houstonians and area resi-

dents who have done business with the dealership. David Taylor was a car enthusiast himself. “We were trying to find away to keep that memory alive,” said De Serf, and what better way to do it as this is the third year for the memorable event. De Sales said that there are car clubs that do this every

now and then, but for the car show being organized by David Taylor Cadillac, “we decided to make it open to everyone.” David Taylor Cadillac will award “Best in Show” and “The People’s Choice” awards for which each winner will receive a $500 cash award and a beautiful plaque for display. Williams Trace Baptist Church to become Sugar Land Baptist Church Williams Trace Baptist Church is changing its name to Sugar Land Baptist Church. The name change will become effective on August 22, with a special celebration. Due to confusion over the church’s location, the congregation voted in April to make the name change. The first location of the church was on

Williams Trace Blvd., but later moved to its present location on Southwest Freeway. Signage for Williams Trace Blvd. on Southwest Freeway led people not familiar with the church to look for the church at that exit. The congregation felt it was the right time to make the change to alleviate any confusion associated with a particular street.

As the summer heat continues, the need to stay cool becomes all the more important, especially for the elderly. To get out of the heat, Fort Bend Seniors Meals on Wheels provides a Cooling Center for those with no place to go during the hot summer months. The Cooling Center is located at the Fort Bend Seniors Meals on Wheels, 1330 Band Road in Rosenberg, just behind the Fort Bend County Fairgrounds off of Highway 36. The building is open from 8 am - 5 pm, Monday- Friday, and it is air conditioned. The Cooling Centers also provides water fountains and leisure activities (cards, board games) for those who visit. If anyone needs assistance getting to and from the Cooling Center please take advantage of Fort Bend Transit Services. Fort Bend County currently offers shared ride bus services to the citizens of Fort Bend County. The scheduled ride transportation service provides trips within Fort Bend County. Trip fares are $1.00 per person each way. Passengers must be ready 15 minutes before scheduled pick up time. WCJC Foundation Gala The Wharton County Junior College Foundation recently held its annual fundraiser at the Safari Texas Ranch in Richmond. The foundation hosted a record crowd of about 640 guests. WCJC Foundation Board of Director President David Showalter and his wife Karen visited with the event’s performer, country singing legend Crystal Gayle for a personalized autograph. Proceeds from the event are still to be determined and will benefit the foundation’s endowment which funds student scholarships, academic programs, and faculty development.
