The countdown is just about over. In two days, one of the most highly anticipated festivals in the Florida Keys will fill Marathon Community Park as the city welcomes locals and visitors alike to the 47th Original Marathon Seafood Festival.

Though the festival involves a Herculean effort from volunteers, sponsors, vendors and musicians, its popularity each and every year is derived from a simple, timeless recipe: cold drinks, phenomenal tunes, plenty of fun for the kids, vendors galore and, of course, fresh seafood from the Marathon fishing community.

As always, visitors should eat, drink and be merry guilt-free – it’s all for a good cause, as proceeds from the festival go to fund education programs and scholarships given to MHS seniors by the Marathon Chamber of Commerce and Organized Fishermen of Florida.

GOVERNMENT OVERREACH?

BILL WOULD RESTRICT CERTAIN FLAGS FROM STATE AND LOCAL MUNICIPAL GROUNDS

A60-day legislative session in Tallahassee that began March 7 could bring some serious policy shifts to Florida’s school curriculum and concealed-carry firearm laws. The House and Senate could be on their way to addressing an affordable housing crisis, while Republican Gov. Ron DeSantis aims to slide his priorities through a Republican-controlled legislature.

Of the 1,000 bills filed so far, one particular piece of legislation could lower and remove certain flags that wave outside government buildings and inside legislative chambers and offices.

Legislation recently filed by state Rep. David Borrero, a Republican representing Miami-Dade County, would restrict a number of flags being displayed at government buildings at the state and local level, as well as public schools. Specifically, House Bill 1011 would only let agencies exhibit the state flag, U.S. flag and POW/MIA flag. The official firefighter memorial flag can be also displayed at state-owned facilities.

That means the Pride flag and the storied Conch Republic flag would need to come off government buildings in the Keys. Some governments have also flown the Ukraine flag to support the country’s ongoing war against Russia.

“No other flag may be exposed to public view for exhibition or display, in any matter, by a governmental agency, local government or unit of local government,” according to the bill’s text.

In Key West, the bill would affect the Conch Republic flag and the rainbow flag that has long symbolized LGBTQ rights. Both are displayed inside and outside Key West’s City Hall, and have been for more than 20 years.

“This bill came onto my radar last week,” Key West Mayor Teri Johnston told the Keys Weekly on March 6. “The focus of this legislative session should squarely be on our housing crisis, hardening our communities to the effects of sea level rise, infrastructure issues, coral reef and Everglades protections and windstorm insurance rates. None of our hot-button issues include dictating which

The Conch Republic flag dates back to April 23, 1982, when the federal government placed a Border Patrol roadblock at the Last Chance Saloon in Florida City. A search initially announced to find illegal migrants became more of an operation targeting drugs as law enforcement scoured through engines and glove compartments.

“While the event was not overly prolonged, it went on long enough to ding the tourist economy,” Keys historian Brad Bertelli wrote in a 2021 Keys Weekly History column.

Then-Key West Mayor Dennis Wardlow sought an injunction in Miami Superior Court in hopes of removing the checkpoint and bringing regular tourist activity back without any hindrance. Wardlow and his constituents were told that while the checkpoint would not be dismantled, it would cease to operate in its previous, egregious manner. Wardlow left the courthouse with his head held high, and the following day he announced that Key West and the Florida Keys would secede, thus declaring the new Conch Republic. A conch shell-emblazoned flag has waved throughout the Keys since then.

Legislation only allows for the display of the state and U.S. flags on the grounds of public postsecondary schools. K-12 institutions can display the U.S. flag inside the classroom, but that’s it.

Monroe County school board member Sue Woltanski said she believes the flags a community displays during local government meetings or in their buildings should be a local decision.

“We don’t need Tallahassee telling us how to decorate our offices or board rooms,” she said.

State Rep. Jim Mooney told the Keys Weekly he hadn’t seen the bill, but said he would talk to Borrero to see what he’s thinking with the proposal. The Keys Weekly reached out to Borrero for a comment, but didn’t receive a response before press time.

Legislation was referred to the House’s State Affairs Committee and Constitutional Rights, Rule of Law & Government Operations Subcommittee. A similar bill filed in the Senate by state Sen. Jay Collins was referred to the Senate Government Oversight and Accountability, Community and Rules committees.

Four-year-old Miles Fortunato may not remember the day one of Marathon’s finest saved his life. But after this week, he’ll be able to tell his rescuer’s story forever.

On March 7, Fortunato and his family paid a visit to the Marathon Fire Rescue station to meet Capt. Joe Forcine, a man his parents and grandparents will never forget. As Forcine watched the family walk through the door, his face spoke volumes.

“I can’t tell you how many times I’ve thought about this little boy,” he said as he bent down to offer Miles a hug.

In early 2019, Miles’ parents Jenn and Steve brought their 7-month-old son on vacation to visit his grandparents in the Keys. What began as a small cough for Miles morphed within days into a refusal to eat and difficulty breathing.

“I called a pediatrician and they said to measure his heart rate,” said Jenn, who soon learned her little man’s heart was pumping at more than 200 beats per minute. “They said, ‘You need to get him to the E.R. right now.’”

Doctors at the Fishermen’s Hospital emergency tents struggled to place an IV line in the dehydrated infant, and the decision was made to intubate Myles.

“From what I remember, they gave

him the medicine to make him stop breathing on his own, and they went to go intubate him and didn’t have children’s tubes,” said Jenn. “He went to zero and they just ripped me off of him.”

“The doctor was out on a little wooden deck, and he said, ‘Please God, don’t let this little baby die,’” said the boy’s grandmother, Toni Sawyer. “I had just pulled up, and I’m like, ‘Please don’t tell me you’re talking about Miles.’”

With the first helicopter en route to airlift Miles to Miami diverted due to an accident on U.S. 1, and a second bird still a ways out, the minutes remaining to ventilate both of Miles' lungs were absolutely critical. Enter Forcine.

With a pediatric background, doctors called Forcine’s number for help with the intubation. He immediately went to work.

“There were a bunch of nurses around, and when I walked in, I was like, ‘You guys need to move,’” he recalled.

With the baby’s airway extremely swollen due to what was eventually diagnosed as metapneumonia, X-rays sent to Nicklaus Children’s Hospital revealed that Miles’ breathing tube was only providing air to one lung. Pediatric intubations are widely regarded

as a challenging procedure even in a fully-equipped hospital, let alone an emergency field station, and in Miles’ case, diagnostic images showed that his tube needed to move a mere 2 millimeters – and stay exactly there.

“He was completely gray,” Jenn recalled.

“God was with me, and he put this idea in my head,” said Forcine. “I took a video laryngoscope for an adult and just put it in the corner of his mouth just so I could see. I took an extra long guide wire, and once I could see his opening, I placed that in, and then I was able to slide a tube in and go directly into the glottic opening to ventilate him.”

Miles’ color returned almost instantly, and his heart rate began declining. But one reading was still troubling. His EtCO2 values, a measure of the carbon dioxide exhaled by the baby, still weren’t right, igniting a debate about whether to move the tube again. But Forcine was confident in his placement.

“I was like, ‘That reading is wrong. His color is too good,’” remembered Forcine. “He was so little, the adult one they had on was giving a false reading. I said, ‘He’s too saturated (with oxygen). Leave it alone. … Sometimes you’ve got to look at the baby and not the instrument.”

Sure enough, once the instrument was swapped for its pediatric counterpart, the reading was normal.

Miles was airlifted to Nicklaus and faced an extensive road to recovery. But today, he’s a happy and healthy little boy with a family – including a younger brother and little sister on the way – who will be forever grateful to Forcine and the Marathon Fire Rescue staff who saved their little one’s life.

The station rolled out the red carpet for the youngster on Tuesday, presenting him with fire rescue memorabilia and opening up their ambulances and fire trucks for the family to sit in the front seats – even letting the boys take a swing at blasting a fire hose. Leaving Forcine with a collection of then-and-now photos of Miles, the Fortunatos announced their desire to make a $1,000 donation to the department.

“Everyone we’ve ever talked to has such high esteem for you,” Sawyer told Forcine. “They say, ‘He’s so precise, there’s not a thing he does that isn’t perfect,’ and I have to agree.’”

In the half hour spent at the station, Forcine never stopped smiling.

“When I got this information, it just made my heart smile,” he said. “We don’t always get to hear the rest of the story. … It was truly an honor and a blessing to have helped.”

HOSPITAL TAX, PARKING FEES, BUILDING PERMITS AND ALLOCATIONS ON DECK FOR MARATHON CITY COUNCIL

The Marathon City Council will face its most packed agenda in months at its meeting on Tuesday, March 14, with several hot-button community issues up for consideration.

A discussion of the Middle Keys Health Care Municipal Services Taxing Unit (MSTU) in support of Baptist Health and Fishermen’s Community Hospital will kick off the evening. The council voted to continue the special taxing district at its 2022 annual review, a decision that continued a debate among Marathon residents that’s been active since the district’s inception.

As of March 2022, the taxing district had raised roughly $6 million. When added to community contributions of $23 million, bringing Marathon’s total contribution to about $29 million, the total funds raised exceeded Baptist’s initial ask of $15 million from the Middle Keys community and $10 million from the taxing district.

The council heard from several community members criticizing billing issues at the hospital and the taxing district’s early switch from funding brick-and-mortar construction to subsidizing the cost of indigent care. The independent profitability of the hospital in the months since its opening has also come into question. However, the council ultimately voted 4-1 to continue the MSTU, with then-Mayor John Bartus and council members Luis Gonzalez, Robyn Still and Steve Cook contending that Marathon was still short on its taxing commitment and that voting to end the MSTU would be bad business for the city.

The council will also approve the ranking and allocations of the next round of commercial and residential market rate and affordable BPAS allocations. As currently divided, this will stand as one of the final four award cycles before the city’s remaining standard allocations are exhausted in September 2024.

With a written opinion still pending from the Florida Ethics Commission on the council’s ability to retroactively reduce and refund building permit fees over the last two years for Marathon residents – a decision that would result in refunds for four of the five seated council members – the council is set to

hear Resolution 2023-32, which will at least approve a roughly 42% reduction in these same fees moving forward.

Finally, Resolution 2023-33 will provide further clarity to the city’s upcoming nonresident charges for boat ramp and Sombrero Beach usage and parking. The new resolution rescinds the original version passed by the council at the end of 2022 and re-establishes the fees, violator fines and process for exempting qualified residents and property owners.

• Councilman Kenny Matlock will lead a discussion of vacation rental trash issues and the potential addition of another code enforcement officer.

• With increasing concerns on crowded sidewalks as they see more electric bike and scooter traffic, Vice Mayor Robyn Still will lead a discussion of ways to safely accommodate the electric vehicles’ growing popularity.

• Resolution 2023-31 will amend the rates and rental fee schedules for facilities at Boot Key harbor City Marina.

• Resolution 2023-30 will authorize the city to pursue the dissolution of an extinct church located at 500 42nd Street. With the church unused for several years, Marathon will contact the nearest church of the same denomination to determine the fate of the property for renewed use as a church or potential sale.

Marathon Community Theatre’s newest mainstage show may be based on a Shakespearian plot – “Measure for Measure,” for those familiar. But instead of stilted early1600s dialogue set in Austria, Peter Kellogg’s “Desperate Measures” winds the clocks forward nearly three centuries, shifts out to the Wild Wild West, and opens with a promise:

“We fixed up the words a lot, plus we threw out half the plot. The storyline was too complex, but we kept all the parts with sex.”

Indeed, it delivers.

When Johnny Blood (Jacob Terpos) finds himself next in line for the hangman’s noose after shooting a man in self-defense, he must beg his devout nun-in-training sister Susanna (Kara Pascucci) to implore the town’s austere Governor Von Richterhenkenpflichtgetruber (Jerry Nussenblatt) – yes, we spelled that right, we checked three times – to spare his life. Surprisingly, the governor agrees, but only if Susanna will break her vow of chastity with him for one night. Enlisting the help of town Sheriff Martin Green (Steve Emmerling), Johnny and Susanna hatch a plan: Susanna isn’t ready to abandon her habit just yet, but saloon girl Bella Rose (Alene Nelson) has no qualms with taking off her clothes, especially if it’s to save her lover Johnny. All they need is a dark room to make the swap before the governor finds out…

Throw in a jailed priest obsessed with Friedrich Wilhelm Nietzsche who’s sloshed more often than not (John Schaefer), and the show has all the ingredients for comedic ridiculousness.

Although the cast pairs three longtime MCT veterans in Pascucci, Nussenblatt and Schaefer with three relative newcomers – two of whom will make their main-stage debut at the theater in “Desperate Measures” – the group boasts some of the MCT’s greatest collective vocal talent in recent memory.

It’s not wasted, as David Friedman’s music has a number of earworms that will surely leave audience members humming for weeks. (Be on the lookout for “Just For You,” the Weekly’s editorial pick.)

And in taking on a musical with a script written in rhyming iambic pentameter, all six were in for a challenge as they began learning their lines. It’s an effort that’s paying dividends with opening night approaching.

“At first I thought, ‘Oh, this makes

it so much harder,’” said Schaefer. “But now we’re to the point where once you know it, it helps.”

“You have to go word for word. You can’t paraphrase at all, because you could screw up the line or screw up the meter,” said Nussenblatt.

The production battled more than its fair share of changes since its first rehearsal, including a cast member switch and even a director swap. But to the last, the final cast and crew had nothing but glowing reviews for those who stepped in to fill roles and the others who accommodated them on accelerated production timelines.

“Steve came in late, having only done ‘Rocky Horror,’ and he’s just amazing,” Pascucci said. “It’s a huge role, and we’ve seen his confidence blossom.”

“We’ve given them direction, but they just come alive on stage,” said codirector Suzanne Terpos.

“This cast is always in their places before I call places,” added stage manager Diane Dashevsky. “They’re always willing to help out, and they’re a well-meshed cast.”

“I’m so glad I took the leap and agreed to co-direct this show,” said co-director Trish Hintze. “I was gifted a very talented cast who have made what I thought was a terrifying responsibility a source of pure joy.”

“Desperate Measures” runs at 8 p.m. on Thursdays, Fridays and Saturdays from March 9-25 with a special 3 p.m. matinee on March 19. Tickets are $33 and are available at marathontheater.org or by calling 305-743-0994.

Ballyhoo: Every Fish’s Favorite Dish

If you're ever reincarnated as a fish, don't come back as a ballyhoo.

Almost every saltwater gamefish loves to eat ballyhoo. We catch ballyhoo on Sabiki rigs, with cast nets, with BallyHoops, hook and line and we like chumming them in with green label Tournament Master chum made in Virginia. When we can't catch them, we buy them.

It would be hard to run a saltwater charter business in south Florida without using ballyhoo. We use them dead, alive, fresh, frozen, brined, pre-rigged and unrigged. We cut them in slivers, chunks, filets and butterfly them. We sink them, float them, flat- or free-line them, plane them, troll them, kite-fish them, deep-drop them and sight-cast with them.

Ballyhoo is by far the most popular and versatile bait around, but the downside is that they’re not hardy and can only live in captivity for a day in the livewell. Another downside is you can't troll them fast. If you high speed troll a ballyhoo, it will rip apart. Here are a few important tips to remember when fishing with ballyhoo baitfish:

Many gamefish prefer a live ballyhoo. In order to present a lively ballyhoo to a gamefish, you must get the ballyhoo out of the livewell quickly, hook them appropriately and even rest them in the water over the gunnel when you're deciding where to cast. This is a game of seconds and inches, not minutes and feet.

Ballyhoo and most baitfish can only keep their heads out of the water as long as you can keep your head in the water. So many times I witness inexperienced anglers carrying on a conversation while hooking the live ballyhoo, swinging it around like a samurai warrior before casting, or taking a live ballyhoo out of the livewell and walking across the boat to get their rod and reel with the baitfish in hand – by the time they get it on the hook and cast it, the ballyhoo is already doing the dying flutters when it hits the water. It should only take five or 10 seconds from the time you pull it out of the livewell to the time you cast. Fast is key.

Fish like to eat a ballyhoo without its bill better. The bill can act as a rudder, giving your ballyhoo bad action, or it can get wrapped around the line. In the right situation, it can also hinder or block a good hook set.

A live ballyhoo should have only one handler. When someone hands you a ballyhoo, their hands took the fish’s slime and scales off. Now you’re taking even more of the same slime and scales off, reducing the ballyhoo’s longevity on the hook.

When using dead ballyhoo, use slivers for yellowtail and vermillion snapper; chunks for mangrove and lane snapper, mahi, tuna, tripletail, snook, redfish, trout and cobia; butterfly for mutton snapper and grouper; filets for all species of mackerel and jack; and whole ballyhoo for tarpon, shark, barracuda and all billfish.

Fresh is best. If you've frozen or brined your ballyhoo and they've thawed and been refrozen, every hour that goes by reduces the ballyhoo’s effectiveness. Gamefish prefer fresh fish as much as us humans do.

When trolling live or dead ballyhoo, the most important thing to remember is to keep them streamlined and hydrodynamic. Whether you troll with mono, braid, wire, skirt, naked, two hooks or one, keep your bait straight. No swerving, no ramping, no helicoptering. It's ok to slither and hop a little, but at the end of the day all you're trying to do is imitate a flying fish.

I can think of over 20 species this month that we've caught off of ballyhoo. Try ballyhoo more and you'll see your quality, quantity and variety increase greatly.

NORTHERN PARULAS, FIRST OF THEIR NAME

Iwent out to the Key West Tropical Forest & Botanical Garden the other day with something of a mission – to write a column about the first bird I saw. Because sometimes you need to surprise yourself.

I first stopped by the pond, thinking I could put something together about a common gallinule, formerly the common moorhen, if I saw one. Because who doesn’t like a bird with a candy corn-patterned bill? But the only animate beings I saw were a half dozen turtles who swam over and slowly treaded water while looking disappointed in my lack of snacks. Though it’s possible that turtles always look disappointed.

... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.

It was almost 3 p.m., so it probably wasn’t the best time to find birds, but the morning had gotten away from me, as well as a good chunk of the afternoon.

Walking down the boardwalk a shadow passed over me, the kind of shadow that would be mystically foreboding, if you believed in that sort of thing, though really, it was just a turkey vulture, flying low, which you can’t take personally. At least if you’re still ambulatory. Vultures. Feh. Done them. I was going to have to write something about the second bird I saw.

In a thicket at the intersection of three paths I heard the softest of chip notes. So soft I wasn’t sure at first. I froze and listened. First there was the high ping of a golf club hitting a ball, then the distant muffled voices of people with opinions about how well the ball was hit. Then there was a jet taking off, then an ambulance passing. Then the chip note again.

I saw a shadow in the thicket and lifted my binoculars. A small, blurry moving shape, which got blurrier when I turned the knob the wrong way, then clearer when I turned it the right way. It disappeared and reappeared a few times, but I caught enough quick glances to know it was a northern parula.

I love northern parulas. I’m a sucker for their white bellies and yellow throats, which sometimes have dark necklaces of red feathers across them. And I’m a sucker for their white wing bars, their broken white eye rings, and their cool, slate blue everything else. But I never feel as if I have a deep understanding of them. A lot of times they seem like attractive strangers one passes on the street.

Northern parulas are members of the wood warbler family, known in scientific Latin as the Parulidae – which is the plural of parula, which is the diminutive of parus, which is the scientific Latin name for the tit family, which is derived from the Icelandic word titlingur, which means sparrow, even though neither tits nor warblers are sparrows. And though wood warblers are also not closely related to the tit family – they just kind of sort of look like some of them – parula translates to small tit, and Parulidae translates to small tits. That’s not snigger-worthy at all, and frankly I’m a little disappointed in your reaction.

There is another parula in the Parulidae family, the tropical parula, but it used to be called Sennett’s warbler, which makes the northern parula, like Daenerys Targaryen, first of their name, at least in the Parulidae family.

There are 120 members of the wood warbler family, 56 of which have made it north of the Mexican border, 49 of which regularly breed in the U.S. and Canada. Thirty-eight of those wood warbler species have been recorded in the Florida Keys. (During migration I once managed to see 24 warbler species in a single day.)

Most American and Canadian birders tend to just call them warblers. To keep things confusing though, not all wood warblers have warbler in their common name, and not all birds with warbler in their common name are wood warblers.

Warblers are on the diminutive side of the bird-size spectrum, most 6 inches or less from bill tip to tail tip, most weighing about a third of an ounce, which is the equivalent of two-and-ahalf Wint-O-Green Life Savers, three Sour Patch Kids, one Goldenberg’s Peanut Chew, or one black Sharpie pen. (You choose.)

Northern parulas, which my spell check is relentlessly trying to change to Northern Paula’s, are on the diminutive end of the diminutive spectrum – 4.5 inches long and .3 ounces.

When you flip through the warbler section in a field guide, it seems like a lot of variations on a theme, an armada of similarly sized and shaped birds with dozens of different paint jobs.

It keeps you on your toes, but also makes it hard to think of them as individual species, or even individual birds, when you’re sorting through this vast array of possibilities. And once you kind of figure them out, you can feel a little exhausted.

All this is complicated exponentially by the fact that warblers really don’t sit still. They flit constantly from branch to branch, going deep into the foliage, then popping out again, mostly allowing only partial glimpses of them. (One ornithologist tracked a northern parula through 130 flights and calculated that it flew to another branch every 18.1 seconds, with the flights lasting an average of .64 seconds. This did not including hopping and walking on the same branch.)

When I used to guide, I would occasionally have a client who would see a warbler and ask, “What’s that?” I’d say, “Prairie warbler,” and they’d nod. Three minutes later, they’d say, “What that?” Prairie warbler. Five minutes later, they’d ask, “What’s that?” again, and it would inevitably be a prairie warbler.

I would try to sound good-natured about it, but I would start to get a little frustrated with them. Then I would get frustrated with myself for getting frustrated with them, because it takes time and repetition to learn that stuff, and I was lucky enough to have a little facility for telling all those tiny birds apart, and there were birders I knew who had far broader and deeper facilities than I had, so who was I to get shitty?

So yeah, northern parulas. I have no idea what to say about them.

‘FISH FOR JOSE’ REMEMBERS A CONSUMMATE PRO

Anglers and supporters from across the Florida Keys converged on “Jose’s Backyard” on the evening of March 4 as they remembered a fishing legend with the Jose Wejebe Memorial Foundation (JWMF)’s annual “Fish for Jose” backyard dinner.

Established after the angler’s passing in 2012, the foundation honors Wejebe’s legacy by partnering with organizations like Make A Wish, the Outdoor Dream Foundation, the VA Hospital of Miami and Wesley House to provide fishing trips to those who need it most at critical points in their lives.

With online, silent and live auctions as well as raffles and individual donations, the evening raised more than $80,000 in support of this mission. Sponsors and the foundation’s most staunch supporters shared their memories of Wejebe and the ways in which his philosophy and the foundation’s work have shaped their mentalities and touched their families’ lives.

“I’m grateful that 10 years after his passing, we are still gaining momentum,” said Krissy Wejebe, Jose’s daughter and the foundation’s executive director. “Hearing that when an individual leaves reality at the dock and has the opportunity to live in the moment can save a life and reset the whole family is a gift that I’m grateful to be a small part of.”

Widely revered as a conscientious waterman with a burning desire to learn everything he possibly could about the water and the fish he targeted, Jose Wejebe escaped a politically tumultuous climate in Cuba with his family, found asylum in the United States and eventually became one of the nation’s most recognizable anglers with his explosively popular “Spanish Fly” TV show on ESPN.

It isn’t too often that two athletes from the same team bring home runnerup medals from the state finals in an individual sport such as wrestling. But when those athletes have the last name Briggs, the odds become significantly greater. Teammates and sisters Shannon and Ailee Briggs did just that last week, taking their rightful place on their respective podiums and making Conch history with their FHSAA 1A second place medals, capping off a stellar inaugural season for Lady Conchs wrestling.

“As a coach I couldn’t be any prouder of both of them,” coach Chaz Jimenez said of the sisters.

For their dedication, leadership, and amazing accomplishments, Shannon and Ailee Briggs are this week’s Keys Weekly Athletes of the Week.

“Ailee is determined to be great, and is extremely dedicated to her craft. She is a talented wrestler, but it is her heart and work ethic that sets her apart. Shannon is a great leader and has become the glue that binds our program together. She never quits and has a true heart of a champion.”

FOUR CONCHS REACH THE PODIUM

The wrestling dynasty established by Key West over the past two decades intensified this past weekend when head coach Chaz Jimenez and six Conch grapplers traveled to Kissimmee for the FHSAA 1A state championship meet at Silver Spurs Arena on March 2-4.

Ralph Riche brought home a fifthplace medal, pinning his opponent in his final match to earn a spot on the podium. The junior, known for his determination and work ethic, has all it takes to be a repeat placer next season.

Florida State University commit Andre Otto captured a third-place medal, pinning his final two opponents in typical Otto style – fast and relentless. Otto improved from his seventh-place finish last season, ending his wrestling career on a high note.

The Lady Conchs made big waves in

their first year of team competition, taking down athletes across south Florida.

Senior Shannon Briggs made the most of her single season with Key West, capturing a second-place medal in her weight class. Briggs was seeded 11th in her weight class.

The senior will have to share bragging rights with sister Ailee, a freshman, who also captured a second-place medal. Ailee was seeded seventh for her weight class in the event, winning three straight matches to earn her spot in the finals. Briggs lost her final match to last year’s runner-up and the top-seeded wrestler in her class in a 6-3 decision. She is already preparing for ’24, saying, “My plans for the off season are to go to as many high level competitions as possible throughout the east coast so that come the next states, I am ready to take the gold.”

SOUTHERNMOST SHOWDOWN Conchs down Dolphins in tennis

n March 1, the Key West Conchs and Marathon Dolphins met in the southernmost island to continue a battle for Keys court supremacy. In the two teams’ second meeting in as many weeks, the Conchs emerged with a 6-1 win, duplicating the outcome of their Feb. 15 matchup. Marathon sophomore standout Adrien Holdinga was the lone Dolphin to emerge victorious from the evening, winning his #1 singles match 8-6.

The Lady Conchs poured on the runs against South Dade High School in a doubleheader on March 5, including a home run from the bat of Miesha Hernandez in game one. Chloe Gilday threw a no-hitter in the shutout, striking out 10 in just 4 innings of play in their 15-0 mercy rule win over the Buccaneers.

In game two, Hernandez and Nevaeh Arnold paired up in the circle for the Conchs, allowing just 2 hits and striking out 10 in the victory. Game two ended in a 17-2 win for Key West. The lopsided victories were made possible by solid hitting in the two-game series. Lady Conchs earning hits in addition to Hernandez were Isabella Franco, Dharma Murray, Vera Rodger and Madelyn Perusse with 2 hits each over the span of both games. Maicey Malgrat, Shylo Sanchez, Alexa Condella, Ty Cervantes and Lindsey Koppal all earned hits as well. The wins place Key West at 3-0 heading into their next game on Friday, March 10 at home against Santa Fe.

DOLPHINS, HURRICANES SOFTBALL TRADE RUNS IN CLOSE KEYS MATCHUP

Conchs Remain Unbeaten

Marathon improved to 2-1 this week after defeating Coral Shores 18-16 at home on Feb. 28. The Fins sealed the victory with 13 hits. Three came from pitcher Allison Garcia, who struck out nine ’Canes over the course of the seveninning game. Sage Brown amassed 2 hits, 3 stolen bases and an RBI, and Daniella Gonzalez added 2 hits and 1 RBI. The rest of the Fins’ hits came from Elena Eubank, Maeve Merryman, Sara Robinson, Madelyn Thornton, Alba Rodriguez and Ryleigh Garcia with 1 apiece. Both teams meet again in early April, this time in Tavernier.

Marathon went on to play Somerset South Homestead on March 1, beating them 11-0 at home. Pitching duties in that game were shared by the sisters Garcia. Senior Allison went 3 innings, striking out 8, and 8th grader Ryleigh closed out the win, striking out 2 through the final 2 innings in the mercy-rule shutout. Both Garcias had hits in the game as well as Merryman and Thornton. Elena Eubank earned 3 RBIs in the win.

Coral Shores lost two games last week, bringing their record to 1-2 early in the season. After the loss to Marathon, the ’Canes fell to Carrollton 12-5 at home on March 2. They will have a chance to even their record on March 10 when they travel to Lourdes Academy.

FINS PUT ON PITCHING MASTER CLASS WITH OUTING

Marathon is holding on to a 4-0 record after wins against Posnack and Miami Country Day last week.

The Fins faced Posnak on March 2, pounding out 10 hits in 5 innings of play. Ryan Yablon fanned 8 batters over 4 innings and Bryan Broche closed out the game, striking out 2 in the final inning. Yablon went on the offensive as well, racking up 3 hits in the game. Tommy Norris added 2 hits and Gabe Leal, Gavin Leal, Mason Thornton, Dylan Globe and Tiago Rivero each added 1 to their stats in the matchup.

The Fins won 14-4 in a mercy rule victory, giving them momentum in their home game the following night against Country Day. They won that one 8-0. Marathon ace Dylan Ziels went 7 full innings for the Fins, throwing a 1-hitter while striking out 20 with no walks in the shutout. The Dolphins racked up 11 hits in the game, led by three from Mason Thornton. Gabe Leal, Yablon and Norris each had 2, and Gavin Leal and Dylan Globe had 1 hit each.

The Hurricanes evened out their record to 2-2 with a pair of wins last week, starting with a Feb. 27 home victory over ABF Hialeah. Dylan Bloom, Andrew Putetti and Ian Anderson had 2 hits each while Donovan Thiery and Campbell Lavoie each had 1. Lavoie drove in 5 runs in the 16-7 win. Tate Brumbalow went 5 innings on the mound for the ’Canes, striking out 7, and Riley O’Berry closed out the final 2 innings for Coral Shores.

On March 1, the ’Canes battled Somerset Silver Palms on the road to a 10-8 victory. Lavoie and O’Berry had 2 hits each and Thiery, Putetti, Ezekiel Myers and Steel Mientkiewicz added hits for Coral Shores. Bloom and Thiery teamed up on the pitcher’s mound, striking out 12 in total and securing the win.

Key West lost a pair of games to West Broward this week. On March 3, the Conchs met the Bobcats at Rex Weech Field. Despite hits from Anthony Lariz, Matthew Greenberg, Anden Rady and Wyatt Kuhn and 2 from Jack Haggard, Key West lost 8-5. The following night, Caden Pichardo had a double and a single while Greenberg, Rady, Kuhn, and Haggard logged 1 hit each. The Bobcat bats came alive, though, and 11 hits from West Broward would be too much for the Conchs to overcome. The final score was 14-6, giving Key West a 2-2 record coming into a set of games against 6A Bartow High School on Friday and Saturday, March 10 and 11 at home.

No matter how many individuals appear in the pages of each edition of Keys Weekly, there are always so many more of our community members who deserve to be recognized. In an effort to shine a spotlight on more of the incredible individuals who live and work in these islands, Keys Weekly is proud to spotlight our Neighbor of the Week feature, dedicated to celebrating a community member with each issue.

This week’s neighbor is a familiar face for Marathon’s aviation fanatics, as he works on the propeller plane side of Million Air at the city’s airport. A native of Islamorada and graduate of Coral Shores High School, Landon Pierog worked in the service industry throughout the Upper Keys and spent time in Costa Rica during the COVID-19 pandemic before returning to the states. Dubbed the “Sheldon Cooper of aircraft” by his coworkers, Pierog purchased his own plane and took a job with Million Air almost three years ago.

What’s one thing that’s on a menu, but you will never try?

Nothing. If I look at a menu and there’s an item I can’t pronounce or don’t know what it is, that’s what I’m going to order.

What is one thing that most people don’t know about you? Until I got this job at the airport, 95% of the people I knew didn’t know I’ve had my pilot’s license for over 12 years. I started flying when I was 15 and got my solo license at 16.

If there was one chore you could have taken away from you forever, what would it be? Dishes.

What is the best advice you’ve ever received? My father always told me “never stop learning,” but tying into that was, “If you’re gonna be dumb, you gotta be tough.”

What’s the weirdest app on my phone? Probably the fact that I DON’T have Instagram.

My significant other would say I am … Weird. (Editor’s note: We learned that his girlfriend Jessica works for Million Air as well, in the jet center.)

If you could be any character from a TV show or movie, who would it be? Beast Boy from “Teen Titans,” an old cartoon from my childhood.

If you could have lunch with anyone dead or alive, who would it be? Theodore Roosevelt.

What is one small thing you never want to live without? A pet.

Two truths and a lie. I never get seasick, I’ve been to more countries than U.S. states and my favorite animal is the fox.

The Marathon Youth Club’s Little League baseball season got underway on March 6 with a celebration at Marathon Community Park. Nearly 200 players, numerous sponsors and countless volunteers gathered for food, music and fun. ROTARIAN KEITH DOUGLASS DESERVES HALL OF FAME NOD

Every year, Rotary Clubs throughout our District 6990 have the opportunity to nominate a deserving member to be a candidate for the district hall of fame. Our club has been lucky to have had Keith Douglass as a member for the past 32 years. Keith’s life has been guided by Rotary’s principles, and his record of service is unmatched in our club. Here is what I wrote to help the district see just how much Keith deserves this nomination:

Keith Douglass has not only been a Rotarian for 37 years, he has exemplified what it means to be a Rotarian both in his club and district, as well as in his personal and business life. For reasons that we’ll present, it is the heartfelt recommendation from the Rotary Club of Marathon that Keith Douglass be inducted into the District 6990 hall of fame.

Keith’s Rotary journey began 37 years ago in the Rotary Club of West Chester, Pennsylvania. Two years after joining there, Keith transferred his membership to the Rotary Club of Elmira, New York, where he remained a member for three years.

When Keith moved to the Florida Keys, he transferred his membership to the Rotary Club of Marathon, where he has been a faithful member for the past 32 years. Keith has held several positions on our club’s board of directors, and served as our club’s president during the Rotary Year of 1994-95.

Keith has always believed in Rotary’s outreach on both the district and international levels; as such, he has ensured our club stays current on all things district. Keith served on the District 6990 grants committee, and twice on the District 6990 nominating committee. Keith also became assistant district governor for Group 2 in District 6990 from 1998-99. To this day, Keith serves as our foundation chair, and his weekly Rotary Minute keeps the club informed of Rotary’s good works in both the district and internationally. And it was Keith Douglass who spearheaded our district’s Ukraine relief effort along with past district governor Roy Gonas.

Keith’s business career has echoed his service in Rotary. Keith served 30 years as an executive with the Boy Scouts of America; half of that time was at Florida Sea Base

in Islamorada. (It’s no accident that our district’s Rotary youth leadership academy is held at Sea Base every year!) He and his wife, Diane, have owned and operated Douglass Marine Surveying since 1994. And his commitment to public service saw him elected to the Monroe County Commission, where he served from 1994-98, including a term as county mayor.

In addition to holding all these positions in our club and district, Keith is a tireless volunteer for our club’s projects and events. He serves as our de facto chaplain, and his inspirational message each week gives us hope, and solace when needed. And there is no one more committed to living his life by the Four Way Test than Keith Douglass.

For these reasons (and more), the Rotary Club of Marathon is proud to recommend the induction of Keith Douglass into the District 6990 hall of fame.

GIMENEZ ANNOUNCES FUNDS AVAILABLE GRANT APPLICATIONS

U.S. Rep. Carlos Gimenez, whose district includes the Florida Keys, is accepting applications for fiscal year 2024 Community Project Funding (CPF) requests. CPF comes in the form of congressionally directed grants that are included in annual government funding legislation. Last year, Gimenez secured over $23.7 million in funding for South Florida community projects.

“One of the most important functions in my role as a member of Congress is ensuring that Florida’s 28th Congressional District gets the funding it needs to support critical infrastructure projects and the work of our community’s non-profit organizations,” Gimenez said in a March 3 statement. “Please carefully review the attached guidance before submitting an application, and direct any questions to my office.”

PLEASE NOTE:

• Gimenez can only submit 15 CPF requests to the Appropriations Committee, which has final say in whether a request is included in FY24 appropriations bills. As such, selection by his office does not guarantee funding for a project. Funding is subject to the passage of an appropriations law that contains CPFs. Project sponsors should be aware that selection by Gimenez is the first step in a months-long process.

• Requests must meet the criteria for funding established by the Appropriations Committee. Any requests that are not eligible for one of these accounts will not be accepted.

• Each project is subject to strict legal and ethical review. Projects that contain even the appearance of impropriety will not be accepted. In the interest of transparency, Gimenez will

post information online about any projects he selects to submit to the Appropriations Committee. The posting will include the name of the proposed recipient, the address, the amount of the request and an explanation of the purpose and justification for the use of taxpayer funds.

• Any required matching funds must be available for each project. This does not mean that matching funds must be in-hand prior to requesting a project, but that project sponsors must have a plan to meet such requirements in order for such a project to be viable.

• Only the following entities may apply:

- State, local and tribal governments

- Publicly owned entities (e.g. ports, universities, etc.)

- Certain nonprofit entities with a quasi-governmental purpose (e.g. special districts)

- Certain nonprofit organizations

• Only projects with demonstrated community support will be considered. Examples of support include:

- Letters of support from elected community leaders (e.g. mayors or other officials);

- Press articles highlighting the need for the requested funding;

- Support from newspaper editorial boards;

- Projects listed on state intended use plans, community development plans, or other publicly available planning documents; or

- Resolutions passed by city councils or boards.

Applications may be submitted at gimenez.house.gov/community-project-funding. Applications are due Friday, March 17.

The Caesar was the first lightship to anchor at Turtle Harbor, where it worked to warn passing sailors of their proximity to the dangerous Carysfort Reef. The ship arrived in 1826 and only served a handful of years before it was condemned.

reef, Whalton developed a garden on the shores of a cove on nearby Key Largo where he grew onions, tomatoes, melons and other fruits and vegetables to augment their general provisions. The area has since become known as Garden Cove.

Morris went on to report that later that day, at Indian Key, Sistone was at the island, drunk, and that the lightship remained unlit on Oct. 20, too. The lightship captain was relieved of his duties and dismissed. While other captains would step in and command the lightship, the end of its service was in sight once construction of Carysfort Reef Lighthouse began in 1849.

In 1829, Capt. John Whalton ordered the anchors brought in, employed the schooner’s sails, and set a course for Key West (and not for the first time). On May 26, 1829, the lightship Caesar arrived for repairs. After a survey of the ship was completed, the Collector of Customs, Mr. Pinkney, remarked that the Caesar’s timbers were “an entire mass of dry rot and fungus. I must say that there never was a grosser imposition practiced than by the contractor in this instance.”

The anchor, chains and sails were removed, and the hull was sold to a salvager named Fitzpatrick for $300. Congress allocated $20,000 for the construction of a replacement lightship. Named Florida, the lightship was anchored at Turtle Harbor and was first lit on Dec. 7, 1830. The ship served to warn passing mariners of their proximity to the large, shallow and treacherous Carysfort Reef.

Whalton transitioned from the Caesar to the Florida, where he remained until the day he died. Because food rations were somewhat limited aboard the lightship during its tenure at the

On Oct. 5, 1836, as the second escalation of the Seminole War was ramping up, Whalton reported that Indians destroyed his garden. It was not the last time he would encounter the presence of Native Americans at the Key Largo garden. The following year, sometime in June, Whalton’s family sailed up from Key West to visit him on the Florida. The captain and four of his crew took their auxiliary boat to the cove for fresh fruit and vegetables, charcoal, or some combination of the two (depending on the account).

When they came ashore, the captain and his crew were greeted by a barrage of rifle fire from Native Americans who had watched them approach the cove from the garden. Four of the Florida’s men were struck, two mortally. Whalton and one crew member were shot dead on the beach. Two other crew members were wounded but were able to escape with the help of the lone member who escaped unharmed.

After Whalton’s death, a series of captains manned the helm of the Florida. One of the more colorful was Capt. Leonard Sistone, who abandoned his post one day and decided to get drunk instead. Charges against Sistone stemmed from the sworn testimony of Capt. R. L. Morris of the U.S. mail packet Hayne. According to Morris, when he sailed past Carysfort in the early hours of Oct. 19, 1841, the lightship Florida was not lit, and the only thing that saved him from wrecking was the fortuitous rising of the sun.

The lightships were not always effective, as Navy Commander David D. Porter, of the U.S. mail steamer Georgia, pointed out in a letter dated July 1851. “On the reef near Cape Large, the floating lightship, showing two lights, intended to be seen twelve miles, but they are scarcely discernible from the outer ledge of Carysfort Reef, which is from four to five miles distant. On to (sic) occasions I have passed it at night, when the lights were either very dim or not lighted.”

The lighthouse sparked its light for the first time on March 10, 1852. On the 27th, the lightship Florida picked up its anchor, abandoned its post, and sailed for Key West. There, the ship was provisioned, and on April 13, the Florida sailed away from the harbor at Key West, hoping to make it all the way to Newport, Rhode Island. The Florida never arrived at her destination.

By April 17, things aboard the Florida had already begun to go awry, and the captain ordered the anchors dropped at Carysfort Reef to undergo repairs. Repairs were done as best as they could be made, and the Florida hauled up its anchors, hoisted its sails, and set a course for Charleston for further repairs.

The lightship Florida never arrived at Charleston. En route, on April 27, the Florida sank.

1939-2023, MARATHON, FL.

We are deeply saddened to announce the passing of our beloved mother Nancy Gagliardini at the age of 83. A Marathon, Florida resident since 1972, Nancy was known as a local artist and muralist. Her work can be found in many Keys businesses and private residences. Her depictions of underwater scenes and tropical wildlife were inspired by her love for the Florida Keys.

Immigrating from Argentina in the early 70’s with her husband and young children, Nancy would fondly recall her native country, where she studied art, and would share those experiences with whomever would listen. But it was her home in the Keys on Sombrero Beach Road which she called “paradise”.

Her late husband, Adolfo, who was also an artist and accomplished tango singer from his younger days in Argentina, was always

“el amor de mi vida”, and would remain so even after his passing in 1986. For fourteen years, they worked at Rainbow Bend Resort in Grassy Key, of which they were an indispensable part of its operation.

Nancy was loved by all, and her infectious laughter and positive outlook brought joy to everyone that knew her. She was also a beacon of hope to many newcomers, extending a helping hand to those who needed work and occasional lodging. All were welcome visitors to her home. Her outlook on life was one of appreciation and perseverance, always doing what needed to be done no matter the cost or inconvenience.

Nancy is survived by her three children, Hulber Gagliardini (Suzanne Doucet Gagliardini), Monica Galarce (Mike Galarce), and Jimmy Gagliardini (Nan Young); her sister Doris Garbagnati and brother Osmar Medero (Dolys Medero); her two grandchildren from Monica and Mike, Sofia and Sebastian; and many nieces and nephews.

There will be a church service on Saturday, March 11th, at 1:00 pm at San Pablo Catholic Church in Marathon, and a celebration of life for family and close friends at 4:00 pm, location to be announced later.

SALT Energy completes Florida’s largest private rooftop array

Badia Spices has completed the installation of a rooftop solar array on its 300,000 square foot distribution and production facility in Sweetwater, Florida, making it the largest privatelyowned solar project in Florida as of February 2023.

The 3.24-MWDC system was designed and installed by SALT Energy of Marathon. The array comprises 40 inverters and 7,200 solar panels and is capable of producing more than 3,240,000 watts DC of power output, which will offset approximately 80% of the facility’s electricity consumption.

This is the second Badia Spices facility to undergo a transition to solar power. In April 2019, SALT Energy completed installation of a 529-kWDC rooftop system at the 100,000-squarefoot Badia Spices warehouse in Doral.

“As a leading family-owned Hispanic food company, we are proud of our commitment to build sustainable and environmentally responsible practices to help green our supply chain and decrease our carbon footprint,” said Joseph (Pepe) Badia, president of Badia Spices.

Badia and his wife Nancy also contracted SALT to install one of the largest residential solar arrays in Florida on their waterfront home in Miami’s Coconut Grove. Leading the way in rooftop solar, Badia Spices plans to further decrease its carbon footprint by continuing to add solar projects to its other facilities in the coming years.

The solar array at Badia’s Sweetwater Warehouse is producing at a rate of 5,045,000 kilowatt hours of electricity per year. This is equivalent to 696 homes' electricity use for one year, and will result in 3,941 tons of

CO2 emissions reduction each year. SALT Energy’s partnership with SunPower and PanelClaw for this project brought a technology-leading solar modules company together with a top flat roof racking provider in North America using state-of-the-art engineering practices.

SunPower – and now Maxeon, which was spun off in August 2020 – are recognized as sustainability leaders in the solar industry. SunPower’s "Beneficial by Design" philosophy aims to be a regenerative force on society and the environment. From their industry standard Cradle to Cradle Certified Maxeon line of interdigitated back contact (IBC) solar cells to their Zero Waste to Landfill manufacturing sites, SunPower and Maxeon are among industry leaders in environmental stewardship. The Maxeon IBC solar panel product lines are some of the top-rated panels in the industry for efficiency and degradation rates while offering excellent durability backed by 37 years of engineering. This culminates in a power and performance warranty which was recently extended to 40 years.

The early coordination between SALT and Badia on the project included the HVAC system being moved off of the rooftop during remodeling as well as removing significant shading effects and setbacks from rooftop equipment that would have greatly limited the solar potential of the roof.

“The requirement by our customer to avoid roof membrane penetrations for anchoring the array to preserve the warranty, coupled with the hurricane wind load design requirements in Miami-Dade County, posed the two greatest technical challenges for our Badia Spices project,”

said David Kaul, SALT’s vice president of engineering and operations.

“We chose PanelClaw because they have the industry’s most advanced, peer-reviewed engineering models for design of solar arrays on flat roofs,” said Kaul. In addition to incorporating PanelClaw’s state-ofthe-art racking system, SALT turned to Anchor Products for roof anchors that attach directly to a fully adhered roofing system by hot air welding, rather than relying on penetrating roofing screws.

SALT completed the project construction in eight months. Commissioning occurred in November 2022, and the utility granted permission to operate on Dec. 1, 2022. There were many challenges to overcome in order to obtain required approvals from the utility and the local permitting authority. Through a spirit of cooperation between Badia Spices personnel, utility personnel, the local authorities and SALT, SunPower and PanelClaw, the many challenges were overcome smoothly, leading to a successful outcome and a showcase project.

In Miami-Dade County alone, there are hundreds of acres of unused logistic center rooftops. With the tax savings allowable by the Inflation Reduction Act, there has never been a better time to put the unused rooftop space to work.

“With this project we have proven that large-scale rooftop solar is viable in South Florida,” said Kaul. “We have shown that we can meet the code requirements for hurricane wind loads, and preserve membrane roof warranties while dramatically greening up the supply chain. We look forward to doing many more.”

Wildlife Society receives $5,000 First Horizon grant

Keys Watercolor Society to host two-day workshop

The Florida Keys Wildlife Society has received $5,000 in grant funding from the First Horizon Foundation for 2023. This contribution will be used to fund outreach and education costs and community events hosted by the society during 2023, such as the popular Run with Deer 5K race, Outdoor Week events, and lectures.

First Horizon Bank leadership presented society board members with a “big” check on Feb. 24 at the Florida Keys National Wildlife Refuges Nature Center on Big Pine Key.

Reef health on the agenda for library speaker series

Scientist Karen Neely will speak about "Chasing Unicorns: Finding Solutions to the Decline of Florida's Coral Reef" at 2 p.m. on Thursday, March 16 as part of the Marathon Library’s “Coffee, Cookies & Conversation” speaker series.

The talk is free and open to all and will take place at the Marathon library. Neely is a research scientist at Nova Southeastern University. Based out of the Florida Keys, she has been studying Florida's corals for over 20 years. Her work has focused on documenting the decline of Endangered Species Act-listed species, pioneering coral rescue efforts with the iconic pillar coral, developing in-water medicines for disease-affected corals, and advancing the science of coral spawning.
