rd a rw Fo I have the pleasure to introduce to the honorable reader, on behalf of the Civil Aviation Authority – Sudan, this Information Directory which contains some basic information about Sudan airports and highlights their recent technical capabilities and the air traffic there in which continuously increasing and ever modernized These airports, spread in 17 Sudanese cities that distributed in different states of the country in a manner that almost covers all its far remote areas, had been providing various services to air transport sector and linking Sudan with the outside world since the forties of the past century. Additionally, they contributed in enhancing economic and social development taking no consideration to profits as most of these airports are still providing services on a non-profit basis where the operational expenses exceed revenues. Intuitively, an airport is not complete by just constructing the runway and the buildings. It must be equipped with navigational aids, telecommunication equipment and ground aids, which, as a whole, had been the focal point to CAA; besides meeting technical and security requirements that are essential for airport management. Again I’m pleased to introduce this directory _ the first of its kind that addresses the public aiming at disseminating aviation culture, assuring the mutually beneficial relation between CAA and its public and highlighting the effective role of CAA in establishing AV infrastructure which represent the base for economic development. Of course, this directory is not intended to be used as a guide for flight operations which have their specialized manuals issued by the relevant authorities in the CAA. Civil Aviation Authority – Sudan Start and Progress Civil Aviation Authority was established in 1936. It was an office attached to the British Administrative Secretary during the British Colonial era in Sudan. Its activity was limited to issuing overflying and landing permissions to aircraft whereas technical services had been provided by foreign companies up to Sudan Independence in 1956, where all corporations were nationalized and the work system was change from commercial to public system. At that time the Civil Aviation Department was established under the supervision of Transport and Tourism Administration. It joined the International Civil Aviation Organization (ICAO) in the same year. Sudan Air Act, and the relevant regulations, was issued in 1960 to regulate domestic and international air transport in Sudan airspace. In the same year Civil Aviation Department was subjoined to the Ministry of Defence. The Civil Aviation Department was changed to an independent authority under the sponsorship of the Minister of National Defence according to a republican 7— Sudan Airports - Information Directory


Objectives - Developing and providing aviation services that guarantee flourishing and enhancing commercial and strategic air transport. - Ensuring safety of Sudan airspace, airports and air strips. - Reflecting the role of Sudan in international events by effective participation in the field of civil aviation and air transport. - Developing and managing civil aviation, upgrading and encouraging domestic and international air transport and securing its safety and technical, administrative and economic progress to serve the national interest. - Conducting researches and studies and making plans to complete, improve and provide civil aviation services. - Constructing the best airports and their premises, providing the best methods of [regulating] domestic and international air transports according to the international standards and requirements 8— Sudan Airports - Information Directory

CAA represents the Republic of Sudan in various regional and international organization of civil aviation. It also represents Sudan in the ministerial and local committees regarding aviation industry and fully cooperates with relevant authorities to carry out its


purposes and implement Sudan Air Act.

passengers, cargo and mail. - Ensuring air safety via air worthiness and flight operations activities which include licensing air crew, aircraft maintenance engineers and aircraft, issuing permissions to airports and air transport companies and issuing air worthiness certificates. - Concluding international agreements that permit the air transport companies link Sudan with other countries and enable foreign and domestic air

transport make use of air navigation and ground services. - Construction, maintenance and management of airports. - Maintaining navigational aids, telecommunication networks and firefighting facilities in accordance with the international standards laid down by ICAO.

Specialized Directorates of CAA CAA contains several specialized directorates in the field of aviation and air transport [regulation] . These directorates are responsible for the safety and security of both aircraft and passengers. Here is a brief of their major responsibilities: Air worthiness Directorate a. issuing, renewal and withdrawal of air worthiness certificates which are rendered to aircraft after ensuring that aircraft has complied with airworthiness requirements, b. supervising the registration of aircraft in the Sudanese civil aircraft registry and checking the capability of aircraft for work and its compliance with the technical rules and regulations issued by the CAA and, c. issuing permissions to engineering companies and organizations in the field of aircraft maintenance inside and outside Sudan after checking theirDirectory capability to carry out 12— Sudan Airports - Information

maintenance; besides giving permissions of maintenance schedules and air test schedules. Directorate of Safety and Flight Operations a. ensuring that aircraft operators, airports and air traffic services providers hold relevant permissions for operation, b. ensuring that personnel working in aviation field hold relevant certificates and licenses in accordance with relevant ICAO rules and regulations c. ensuring the existence of basic safety rules and continuously controlling them so as to realize the highest level of safety. Air Transport Directorate a. concluding bilateral air transport agreements with other countries, b. giving permissions for aircraft to overfly Sudan airspace and to land in the Sudanese airports and


Personnel Licensing Directorate There are two kinds of licensing: - aircraft crew members licensing which includes pilots, flight engineers, navigators and air hosts, - ground staff which includes air traffic controllers, operators, flight operations officers and load masters. Responsibilities: a. issuing and renewal of various civil aviation licenses b. equating foreign licenses to Sudanese licenses according to civil aviation regulations which adhere to ICAO regulations. c. General Directorate of Air Navigation Services Air navigation is the general term adopted by ICAO to denote the art of aircraft movement from one place to another using multiple aids such as navigational aids, surveillance and telecommunication equipment and systems which are integrally used to provide air traffic services with the aim of maintaining safe, expeditious and orderly flow of air traffic. and Airways Engineering Directorate. Air traffic services include: air traffic control, aeronautical telecommunication, and aeronautical information and search and rescue services. Duties and Responsibilities: a. supervising air traffic management by issuing orders that guarantees its continuity, b. supervising the improvement and upgrading of navigational aids and aeronautical telecommunication equipment, c. ensuring continuous operation of navigational aids and communication equipment in all Sudanese airports, d. conducting studies regarding instrument approach systems, instrument landing systems and establishing air routes, e. determining navigational aids, surveillance and telecommunication equipment specifications.

Basic Definitions Airport: a defined area on land or water intended to be used for the arrival, departure and surface movement of aircraft. Airports can be distinguished on the basis of aircraft type they serve. International Airport: Any airport assigned by the State to be used for the entry and departure of international air traffic where the formalities such as customs, immigration, general health,

plant and animal quarantine and similar procedures are carried out. Regional Airport: An airport of a small or medium town which is mainly served by short-term regional airlines. Alternate Airport: an airport to which an aircraft may proceed when landing at the intended destination becomes technically inadvisable or impossible. Private Airport: An airport used by charters, aviation clubs, and the likes. Gate way Airport: An international airport represents the first entry point or the last departure point for international air traffic in a Contracting State. Heliport: An airport or a defined area on a structure intended to be used for the arrival, departure, and surface movement of helicopters.

Khartoum International Airport - HSSS The City:

Khartoum is the capital of Sudan and one of the biggest African cities. It is located in the centre of the country at the confluence of the White Nile and the Blue Nile. Almost 30% of the total population of Sudan reside in Khartoum which represent the political as well as the economic capital. Start and Progress: Khartoum airport was established in the aftermath of World War II in 1947. The expansion started in 1956 by constructing the control tower and the aeronautical telecommunication centre. A passenger terminal for international flight was established in the sixties of the last century. A terminal for domestic flights was established as well. The seventies and eighties witnessed expansions in different premises of the airport. Since the nineties up to now, Khartoum airport has experienced major modernization and upgrading processes by expansion, addition and rehabilitation of terminals. These include constructing

of the runway and the apron and upgrading navigational aids and facilities. Location: Khartoum airport is located in the heart of Khartoum; 2.5 km from the city centre at longitude 15.35 and latitude 30.23 and height 1260 feet above sea level. Technical Capabilities: There is a paved runway extending 2980m long and

45m width with runway lighting. It has five taxiways. The total area of the apron is 10,400 m2. Navigational Aids: - Instrument Landing System (ILS) - Radar, serving civil aircraft - Distant Measuring Equipment (VOR DME). Air Calibration Unit checks the efficiency of navigational aids. The airport works 24 hours.


Terminals All terminals are located in the north side of the airport safe the Haj and Omrah terminal which is in the southern side of the airport. 1. Presidential Lounge: This lounge is located in the northern side of the airport and assigned for the reception and parting of officials and international delegations. It consists of two parts: The presidential hall in the eastern part; contains a journalists hall, a chamber and an office for the president and a reception hall. The Ministerial Hall in the western part; contains ladies hall, services rooms and an office. The presidential hall has two main entrances in addition to the subsidiary entrances. It is linked with a separate street that leads directly to the city and does not affected by airport closure. 2. VIP Lounges: It consists of a reception hall, procedures hall and services hall which contains a cafeteria, free shops,

and three waiting halls constructed by and named after three different companies notably: Sudatel hall, Kenana Sugar hall and Dal Group hall. All these halls are equipped with readable screen, public address, internet and fire fighting machines. They are furnished in the most modern fashion to provide the best services of the reception and farewell of government officials, diplomats, business men and investors. 3. Arrival Terminal: Expanding for six simultaneous flights of heavy aircraft, the arrival terminal is located in the northern It is located in the centre of the airport with a capacity of three simultaneous flights of heavy aircraft. As a result of the continuous growth of air traffic, this terminal is expanded by adding a new building that raises its capacity to eight simultaneous flights. It consists of a public hall, a baggage weight hall equipped with advanced equipment, immigration, custom and health quarantine authority’s hall in addition to the flight safety hall which represents the final waiting hall for passengers. receptor hall, departure and a separate arrival hall; there are cafeteria, prayer place separated and anther for women, a telephone cabinet and flight inquiry office. 6. Haj and Omar Terminal Having area of 2000 m and capacity of two simultaneous flightsof heavyaircraft,Haj(Relgnmage) and Omrah terminal is located in the southern side

part of the airport for the reception of international flights passengers. It is equipped with baggage belts and trolleys and there are offices for migration and custom authorities. 5. Domestic Terminal This terminal is located in the northern side of the air port with capacity of three simultaneous flights of light aircraft. of Khartoum airport. The terminal is divided into the following halls: baggage weight hall whose area is 800 m and equipped with baggage belts, counters, electronic net for passport checking and Public Address. Custom hall is equipped with counters and X-Ray machines. Having an area of 1000m, flight safety hall expands for 900 passengers. A public parking whose area is 1200m and expands for 145 autos of different sizes is established in southern side of the terminal in addition to a reception hall, a cafeteria and a mosque attached to the terminal.

Aircraft Fuel Khartoum airport provide aircraft fuel, which is transported form Eljailee Oil Refinery, for international and domestic airlines. This service is provided to airlines per contracts safe the overflying aircraft which are treated on cash basis. Petronas and Shell Companies provide the service. Metrological Services: The General Metrological Authority provides metrological services through Khartoum metrological station on 24-hours basis rendering observations, short-term and long-term forecasts. It also provides the control tower with weather reports on 24-hours basis. The briefing office (aeronautical information services) provides pilots with necessary information. Civil Defence: Civil Defence Department works to drive back aircraft disasters and fire when they happen. The department has 8 crash tenders, 4 ambulances and

evacuation equipment. Khartoum airport is classified as CAT 8. Ground Handling Companies Ground handling companies load and unload passengers’ baggage to and from aircraft. Five companies work in this field: Sudan Airways, Max, Ahba, United Arabian and Saudia Arabian Airlines. Aviation Security: Aviation Security Directorate maintains the safety and security of airport through its qualified staff that trained according to the best international standard and coordinates its activities with various security authorities within the airport. Other Services within the Airport: Flight inquiries department provides passengers with flight information through its offices distributed in all terminals or through telephone. A car, fully equipped with moveable and fixed chairs in the body of the car which consists of a conditioned hall fixed to a hydraulic lift to put it before the aircraft entrance and vice versa, transports the disables and sick persons whose conditions require special transport through the terminals and to and from the aircraft. provides its services to passengers and the public on 24-hours basis. Banks and Exchange offices are in the arrival and departure terminals. There offices provide booking service for hotels which are located inside the city. There is a big mosque in the outer area having a separate prayers place for women. Duty Free Shops Company has many show halls in arrival and departure terminals and the VIP lounge. Start and Progress: The work in Portsudan airport started in 1989 but it was stopped during Gulf War I. In 1992 the work was restarted and the airport was officially opened. It is expected to play a major role in activating tourism. It is the alternate airport for Khartoum airport. Location: Portsudan airport is located in the northern side of the city at 26 km from the city centre at longitude 62,60,1 and latitude 37,14 and height 1421 feet above

Dongola International Airport - HSDN The City: The capital of the Northern State and one of the most important cities in the north as it is a major commercial centre near to the neighboring countries. Agriculture in the Nile banks is the major activity of its population. Start and Progress: The work in Dongola airport started in the mid 1976 was accomplished in the beginning of 1987. The airport was composed of one terminal and a sand strip that receives Fakers aircraft only. In 1990 rehabilitation and modernization works, aiming at upgrading the airport to an international airport, started. The new terminals, tower and paved runway were opened in June 1992.

Location: The airport is located in the western side of the city at 7 km from the city centre at longitude 19º 99’ and latitude 30º 25’ 40” and height 772 feet above sea level. Domestic Departure Terminal contains the weight hall whose area is 300m and the flight safety and custom hall with total area of 220.5m. Domestic departure terminal expands for 1500 passengers. The area of the VIP Lounge is 240m. The international arrival terminal’s area is 675m whereas the area of domestic arrival terminal is 452m. The public terminal expands for 200 passengers. The City: El Obied is one of the historical cities in Sudan. It had been the capital of the Mahadist State and now it is the capital of North Kordofan State. It has the biggest crops market in West Africa and the biggest market for gum – Arabic. There are many tourism areas in El Obied. Start and Progress: The airport, established in the beginning of the seventies of the past century, had been receiving a limited number of aircraft. When the upgrading and expansion works were accomplished in 2000, the airport becomes ready to receive all aircraft types. It is used as an alternate airport to Khartoum airport. Location: The airport is located in the southern side of the city; 6 km from the city centre at longitude 30º 9’E and latitude 13º 57’ 72”N and height 1912 feet above sea level. The City: El Fashir is the capital of North Darfur State and one of the most important cities in western Sudan; being the center of different economic activities: agriculture, cattle breeding and commerce. Herein we will describe samples of Sudanese airstrips distributed in different Sudanese States in development schemes: Hijleej Airstrip: This airstrip, used by private aircraft of the Ministry of Energy and Mining, is located between latitude 10º 6’ 9”N and longitude 29º 23’ 22”E. The direction of the airstrip, whose length is 1500m, is 341- 116. The importance of Hijleej airstrip comes from the fact that it is located in an area rich of oil which represents a major source of hard currency and economic flourishing. This airstrip has recently been changed to an airport used by the Ministry of Energy and Mining. Kenana Airstrip: This airstrip is located in the south-west side of Kenana Sugar Factory, the biggest sugar factory in Sudan.
