She was out of control. She slapped me in the face, tore up her child’s report and broke my desk,” Verveen claimed. The angry mother then allegedly wanted to get hold of Verveen’s laptop to break it but in the process grabbed her by the hair. Verveen, who managed to break free from her grip, recalled that when she threatened to phone the Police and insisted that the woman leave the premises the phone was allegedly slapped out of her hand. According to Verveen she was still exhausted after the ordeal she allegedly had to go through. Verveen stated that she kept on demanding for the mother to leave the premises to avoid creating an unpleasant scene in front of other

children and parents. She further stated that she was even willing to pay back the child’s school fees in a desperate attempt to get the woman to leave. “The argument then turned into a fight over money. She continued screaming ‘I want my money’,” Verveen recollected. According to Verveen she has had to face the annoying mother on a continuous basis since the child was first enrolled at the school. The woman allegedly had regular issues with the education her son was receiving at the school. “I became tired of the insults from this mother for the past two years. Her son had certain issues but since he was enrolled with us he has improved tremendously. He is a happy child when he is at school,” Verveen said. The argument allegedly erupted because the child’s report and grading was wrongly interpreted by the mother. “I am not only a principal sitting in my office the whole day; I work with the children daily. I know each and every child’s good points and shortcomings and I double check grading made by educators. If I am not satisfied I will personally reassess a child to ensure the correct grading on his or her report as per the grading score sheet provided by the Department of Education,” Verveen said. The Provincial Police Communications Department confirmed that a case was opened against the mother. Polokwane Police Spokesperson Lesiba Ramoshaba said it was still under investigation.

According to the project managers, Wa Hadzhi Poject Managers the rehabilitation of the road is expected to commence on 5 January and continue until 30 June. The project will entail base repairs, asphalt overlay, edge beam construction and repairs, and the milling of certain portions of the road. The consulting engineers will be Bohlale Consulting Engineers and the project value is estimated at approximately R7 million. The Technical Officer for Wa Hadzhi Project Managers, Floyd Mambolo has advised Dalmada/Baskoppies residents to exercise patience during the project and expect traffic delays, stop/go control points, an increase in migrant labour involved with construction as well as dust and noise pollution during normal working hours. The residents in the area have been petitioning for the upgrading of the road for a number of years and their appeal has finally been heard of which they are extremely grateful according to Dalmada Community Policing Forum (CPF) Secretary Dawn Hattingh. She added that the consulting engineers and social consultant on the project have been communicating with the CPF on the anticipated challenges to residents during the construction process and residents of the area will be updated as the project progresses.

Man dies after hippo attack Dashi Makhuvele died in the Malemulele Hospital on Sunday after being attacked by a hippo and seriously injured the day before. Department of Health Spokesperson Macks Lesufi said the deceased was supposedly fishing at Makuleke Dam outside Giyani on Saturday when a hippo attacked him and he sustained injuries to the hips and groin. A friend of Makhuvele, who reportedly saw the incident, ran to his rescue and phoned the emergency services. He was taken to the Malemulele Hospital where he succumbed to his injuries.

impopo Premier Stanley Mathabatha on Tuesday lambasted mayors of various municipalities in the province for not being present at an important meeting to discuss the revised Limpopo Development Plan (LDP). While all members of the Executive Council were present most mayors were conspicuous in their absence. The Premier instructed the culprits to give a written explanation on why they could not attend the meeting, which is vital in delivering future services to communities by not later than tomorrow (Friday). Mathabatha stressed that mayors have a key role to play in achieving the objectives of the LDP in the next five years, therefore his displeasure with their non-attendance. The LDP is aligned to the National Development Plan and builds on the foundation of the Limpopo Economic Growth and Development Plan (LEGDP) from 2009 to 2014 that lapsed in March this year. The strategies in the LEGDP were reviewed in order to maintain positive momentum for development and to overcome shortcomings that were revealed during their implementation cycles. During his opening address on Tuesday, Mathabatha said future water provision in Limpopo has been identified as one of the key priorities for future economic development. The main thrust of the LDP for 2015 to 2019 is to reduce poverty, unemployment and the high levels of inequality through sustainable economic development, social development and transformation as a means to growing the economy. The Premier expressed the desire of growing the economy in Limpopo by five per-

cent in 2019 and stressed the purpose of the LDP is to serve as a reference point for policy makers in government, the private sector, civil society and donors with regard to the future economic development priorities for Limpopo. Further purposes of the LDP are to align the contribution from Limpopo to the national medium term strategy framework over the next five years. The LDP will be used to provide a framework for the strategic plans of each provincial government department as well as the sector plans of district and local municipalities. It will also create a structure for the constructive participation of the private sector and organised labour towards the achievement of provincial growth and development objectives, and encourage citizens to actively promote higher standards of living in their communities. The draft document of the LDP states that the vision of the province remains to fulfil the potential for prosperity in a socially cohesive, sustainable and peaceful manner. It continued that the vision will be attained by way of a mission statement that emphasises participatory leadership aimed at promoting excellence and an entrepreneurial spirit, improved service delivery, facilitation of decent job creation and systematic poverty reduction. Mathabatha emphasised that to achieve set targets and goals of the LDP, the provincial government will rely on the support and partnership of all the stakeholders. “We will require the buy-in and support of business, labour, the religious sector, traditional leaders and civil society and let me conclude by inviting everyone to participate freely in this summit with a view to enrich our resolutions,” Mathabatha said before getting down to the important matters to be discussed.

Guests at the event used pavements in adjacent Springbok Street as a parking area. Polokwane Municipal Spokesperson Malesela Maubane said application for permission was received in September 2014 to pitch a tent in the area. “The owner however deviated from the agreement not to block the street thus disturbing the flow of traffic. If the road surface was damaged a fine of up to R1 000 will be issued,” he said. Democratic Alliance (DA) Ward 20 Councillor Franco Marx stated on the ward’s facebook page that he investigated the matter on Saturday. According

to Marx liquor was allegedly being sold on the premises. He further stated that neither a letter of permission from the municipality nor a liquor retail licence could be produced by the person, apparently the home owner, hosting the party. Marx could not be contacted for further comment.

Forced to trouble shoot due to load shedding, the picture looks bleak as all indicators predict that things are going to take a turn for the worst in near future. Eskom is fast becoming the expletive as residents of the city, like the rest of the country, are compelled to get used to the circumstances. Continuous bad news for residents The bad news seemingly keeps on coming. Just as the city started getting used to dealing with miniature black-outs after days of being bombarded by warnings of a dwindling national power supply, Polokwane Municipality issued an alert about a water crisis in four suburbs caused by load shedding. Power outages from the load shedding programme at Olifantspoort and Ebenezer plants were creating more problems to the supply of water to the city as it was receiving less water, which was insufficient to reach high lying areas in Bendor, Flora Park, Serala View and Ster Park, stated Polokwane Municipality Marketing and Communications Manager Tidimalo Chuene in

The institution has been reportedly keeping on the lights without heeding calls about street lights remaining on round the clock for the past month. A resident said he phoned the municipality several times about the matter, but to no avail. “Why should we save electricity, but the municipality is too lazy

to replace a few day/night switches?” Comment is still awaited in this regard. Thus far load shedding has proven to have sweeping implications, also for road users. This week Polokwane Observer arrived at an accident scene at an intersection in Welgelegen allegedly caused by traffic lights not being in operation due to an electricity outage. Public healthcare facilities geared for situation Generators at Limpopo’s public hospitals were in place and functional, said Health Department spokesperson Macks Lesufi. He added that they did not have any crisis at any of the hospitals across the province. Private hospital constantly monitors situation On Tuesday Mediclinic Limpopo Technical Manager Jaco Jacobs sketched a picture of intense assessing to check whether all systems were in place at the private hospital the previous two days. The situation across South Africa was being monitored by their head office, he added. He was not aware of any emergencies that arose due to load shedding the past weekend

as well as last when they experienced power cuts. All theatre and Intensive Care Unit (ICU) equipment at the hospital was battery-powered and 15 seconds after the power supply being cut the generator would kick in, he explained. He alluded to them already having made arrangements for additional diesel supply in case of resources running low at a time of high risk. Jacobs referred to predictions of the overall picture countrywide possibly changing after January 2015 and said in a crisis situation they would, however, still be able to render normal services to their patients. Business feeling financial pinch The past week or so Polokwane businesses suffered setbacks when interruptions in power supply saw scores of entities closing their doors to wait out imposed periods of darkness that led to loss in income. These included tenants in an upmarket mall not fortunate enough to trade with generators buzzing in the background. At outlets with emergency power supply business went ahead unabated, although in half-dim light. Impact on local economy According to Polokwane Chamber of Business (PCOB) President Simphiwe Mdlalose they would want to actively engage stakeholders in a summit early next year to come up with action plans if the situation prevailed. The impact on business was of great concern to the PCOB, he said and added that they have already received complaints about members feeling the financial pinch due to business being affected by load shedding. He referred to water shortages also impacting on the local economy and creating a very unfortunate situation. Mdlalose raised the opinion that business had a responsibility to support initiatives aimed at turning around the situation. All suburbs affected The last few days even the less densely populated suburbs across Polokwane were hit by load shedding, something out of the ordinary in the past. It has caused households and business entities alike to reconsider the need for alternative power supply. A merchandise manager of a retail chain store said they had experienced an increase in sales of generators since Friday, having sold between 20 and 25 units by Sunday, mostly to contractors. Stockist runs out of generator supplies On Monday the manager of a retail chain store on the other side of the city testified to running out of stock after having sold about ten generators since last week, many going to normal-sized households. As he took Polokwane Observer’s call he was in the process of assisting a restaurant manager opting to purchase a generator, he indicated. He confirmed they were surely expecting an increase in sales. It was learnt the store was running on two generators, kicking in 30 seconds after a power cut without any inconvenience to shoppers. Clients keep diesel stock topped up Local businessman Johan Potgieter, owner of Sasol Bendor where a large generator keeps operations going in case of a power cut, referred to smaller business entities suffering at times of load shedding. He reckoned that those who had been in doubt about acquiring generators by now must have been convinced of finally purchasing a unit. He mentioned they had several clients with generators who generally kept an eye on their diesel stock not to run out of fuel. Potgieter attested to a sense of despondency when considering what possibly awaited South Africans in terms of load shedding.

The results of learners that wrote the National Senior Certificate exams will be released nationally on 5 January and Limpopo’s results will be published on 6 January. The Department of Education will be honouring all the top Grade 12 learners for 2014 in Limpopo at the Protea Hotel Ranch Resort on 6 January, according to Spokesperson Paena Galane. Results for learners that wrote Independent Examination Board final exams will be published on 7 January.

Serious water challenges looming for residents WARREN BLUNT >>warrenb.observer@gmail.com Residents in Polokwane are urged to use water sparingly over the Festive Season after the Executive Mayor of Polokwane, Thembi Nkadimeng highlighted the low level of some of the reservoirs supplying water to the city at the strategic meeting of the revised Limpopo Development Plan on Tuesday. “Polokwane Municipality is appealing to residents in the city and other areas to use water sparingly as the reservoir levels are very low. Already some residential areas within the city are affected by the water shortage. The current load shedding by Eskom has affected the pump stations at Ebenezer and Olifantspoort and the city is getting less water and not enough to reach the high-lying areas in Bendor, Flora Park, Serala View and Ster Park. Serious water challenges will continue due to load shedding and the lack of rain,” Nkadimeng said at the meeting. The municipality is presently providing water tankers to provide temporary aid to affected areas, the municipality stated in a media release. The municipality will communicate a schedule for water tankers once more tankers are sourced, according to the Manager of Communications and Marketing, Tidimalo Chuene. On Tuesday the water levels in the 50 and 30 mega litre reservoirs stood at 9 and 4% respectively. The reservoir in Potgieter Street was 75% full, the main reservoir in Seshego measured 13 % and the reservoir in Extension 34 remained at a steady 95%.

nhabitants of Extension 78 were under pressure to find temporary dwelling when Polokwane Municipality commenced with the process of demolishing vacant shacks and shacks built on illegally occupied stands in the area last Friday as part of a project, initiated more than two years ago but halted earlier this year, to relocate residents from Disteneng to the land. Polokwane Municipal Communications and Marketing Manager, Tidimalo Chuene

said Executive Mayor Thembi Nkadimeng met with residents of Disteneng, across the dual carriageway from Extension 78, on 24 August last year to discuss the mechanism of resuming the relocation and resettlement process. Polokwane Observer reported on the project during which the municipality relocated residents from Disteneng to Extension 106/109 in November 2013 with the undertaking of being relocated to Extension 78 later. “It was agreed in the community meeting then that those residents who are illegally occupying stands at Disteneng will be relocated to Extension 78 but the project was then halted,” Chuene said. She did not provide reasons for the project to be stopped. She added that since the project was

halted a new Project Steering Committee (PSC) was appointed who had a meeting with municipal representatives last Tuesday to proceed with the relocation process. “The first phase of resuming with the process of relocation was to determine the status of all people currently occupying stands in Extension 78. A list was compiled by the municipality of all households and their eligibility to stay in the area. Now the municipality embarked on the process to demolish all illegal shacks whose owners cannot be traced or that was illegally built,” Chuene said, adding that those residents who are removed will be removed with the advice to submit their details at the municipality to be enrolled on a waiting list for stands in other areas of the municipality.

Limpopo Police made a major breakthrough last Monday when drugs with an estimated street value of more than R1 million were seized during two separate incidents. South African citizen, Fortunate Sethole and two Nigerians, Chozoba Cosmos and Ben Ihanacho appeared in the Lephalale Magistrate’s Court last Wednesday on charges of possession and dealing in illicit drugs and the case was postponed until next week when they are expected to apply for bail. They were remanded in custody. Meanwhile, Kenyan national, Ruweiypa Abudalani and Somalian, Zachaliya Abudalani will also appear in the Jeppe Magistrate’s Court in Gauteng on the same charges. They are also still in custody. In the first incident Limpopo Police received information of a woman who was allegedly smuggling drugs in the Lephalale area. “Sethole was apprehended and found in possession of 18 rocks of cocaine to the value of R250 000 concealed in two snack packs,” Provincial Police Spokesperson Hangwani Mulaudzi said. He added that the woman is from Kempton Park and told Police she was sent to deliver the goods. “Police set a trap for Cosmos and Ihanacho and they were arrested soon after the drugs were seized,” he said. In the second incident Police searched a truck transporting clothes through the Groblersbrug border post and found 12 600 Rohypnol (Flunitrazepam) tablets concealed in boxes. “The driver denied knowledge of the drugs and referred Police to its owners in Jeppe, Johannesburg and they were arrested. Rohypnol is better known as date rape drug as it commonly used to drug a rape victim,” Mulaudzi said. The street value of the drugs is estimated to be R756 000.

A 38-year-old woman, reportedly a social worker, was at the time of going to press still in custody after she allegedly hit her child with a mug in the face on Tuesday. The child was taken to a nearby hospital while the mother was arrested and charged with assault with the intention to do grievous bodily harm. Seshego Police Spokesperson Mothemane Malefo confirmed the woman’s presence in the holding cells and said she was expected to appear in the Seshego Magistrate’s Court yesterday (Wednesday). In the meantime Malefo confirmed that a local lawyer was also being detained and expected to appear in the same court on charges of rape. “I cannot provide any details on the case. I can only confirm that he is also expected to appear soon facing a charge of alleged rape,” Malefo said.

CRIME shorts Univen’s alleged serial killer in court Godfrey Ntsieni, a university student suspected of four murders, rape and assault at the University of Venda and surrounds was expected to appear in the Thohoyandou Magistrate’s Court yesterday (Wednesday) for outstanding evidence in the case to be finalised. It is alleged that he killed two women and two children, aged eight and nine, in separate incidents earlier this year. Ntsieni has been charged on four counts of murder, one of attempted murder, five of rape, three of aggravated robbery and three charges of kidnapping. He was arrested in July following the suspected murder of Brenda Ndove who was found stabbed to death and her personal items stolen on 18 July. Her body was found near the administration bloc of the university. Ntsieni was reportedly found in possession of Sandy Thagisa’s identification card and cell phone after she was assaulted and robbed in May. Also found in his possession was a cell phone belonging to Ndove and a hairpin belonging to another murdered woman whose body was found on the university’s premises in March. The bodies of two minor girls were also found near the university. They were believed to have been kidnapped from school. It is reported that the nine-year-old girl’s body was found at Golgotha Village in April while the eight-year-old girl’s body was found close to the university in June. Both were allegedly raped before strangled to death.

A late night party at Waterland Shisanyama took a turn for the worst when a 21-year-old man allegedly fell in the pool and drowned on Monday morning. Waterland Shisanyama made news headlines in September when African National Congress Milo Malatjie Branch Chairperson, Boy Mamabolo was allegedly shot by former municipal councillor and businessman Jacob Lebogo during a music festival. Polokwane Police Spokesperson Lesiba Ramoshaba said the circumstances of the Monday’s incident are still subject to investigation. “We are still not sure what happened. It is reported that the incident happened between 02:30 and 04:00 when the allegedly intoxicated man, while dancing, tripped and landed in the pool.” Why anyone did not notice the incident is still unknown and Police are still investigating a case of inquest.

Missing boy found dead, two in court

Two men appeared in the Mankweng Magistrate’s Court on Monday after a boy, Phetolo Letsoalo (7) was reported missing early last week and his body found two days later in an abandoned shack adjacent to a house belonging to of one of the suspects at Ga Mothapo Mantjane. Mankweng Police Spokesperson Matimba Maluleke confirmed that Louis Nonyana and Wilson Ramoshaba appeared on charges of murder and the case was remanded to 5 January 2015. They remain in custody. “The boy was reported missing last Tuesday and with the help of the Ga Mothapo community and the search and rescue team, Police found the boy’s body on Thursday. Angry community members damaged the one suspect’s car and house after accusing him of kidnapping. He was then arrested and his accomplice’s apprehension followed soon afterwards,” Maluleke said.

The name of a suspect who was allegedly killed by an angry mob from Mhangweni Village near Tzaneen on Saturday can still not be revealed by Police. Tzaneen Police Spokesperson Moatshe Ngoepe reported that a man and woman were walking home at around 23:00 when six men approached and allegedly robbed them of cash, cell phones and shoes. “The man and woman alarmed residents who gave chase. One of the men was apprehended by community members who beat him with sticks and stones while the other five got away,” Ngoepe said. The man, in his twenties, died on the scene. Ngoepe cautioned people not to take the law into their own hands and rather let Police deal with such cases. Investigations continue.

Help Police find missing person Police in Mankweng need the community’s assistance to locate Mpho Elias Nthathe Mabetela (18) of Ga Matsea, Ga Mamabolo who went missing on Sunday. Police Spokesperson Matimba Maluleke said Mabetela was last seen at a tavern at Ga Mailula with his friends when a fight reportedly broke out between them and a group of other men. “Mabetela and his friends scattered in different directions and his friends have not been able to locate him since,” Maluleke said. Mabetela is light in complexion, tall and at the time was wearing a blue top with black trousers and white shoes. National Police Spokesperson Solomon Makgale could not provide the names of the 19 Police officers from Limpopo who were arrested on Friday for their involvement in allegedly distributing illegal cigarettes and could only confirm that they have appeared in various courts on Monday and all were granted bail between R1 000 and R2 000 each. Makgale could not confirm their next court appearances but said that they were suspended from the service without remuneration. A press release issued last Friday stated that National Police Commissioner Riah Phiyega joined a special task team of members of the Crime Intelligence Unit, detectives and the Finance Intelligence Unit to arrest six warrant officers and 13 constables who could face possible charges of corruption, defeating the ends of justice and money laundering. Nine of the officers are from Morebeng Police Station, six from Maleboho, three from Louis Trichardt and one is attached to the Botlokwa Police Station. Phiyega reportedly addressed the media at Morebeng on Friday and is quoted to have said that the task team had been working on the investigation for nearly two years, gathering credible evidence against the officers. “They were allegedly involved in escorting vehicles carrying illegal cigarettes from Zimbabwe in exchange for money. They allegedly demanded bribes from people smuggling cigarettes into the country and would then reportedly escort the vehicle carrying the cigarettes, ensuring the suspects evaded arrests by other law enforcement officers, instead of arresting them themselves,” Phiyega said. She emphasised that the Police would stop at nothing in their efforts to root out corruption in the service. “South Africa deserves to be served by professional, law abiding Police officers whose mandate it was to create a safe and secure country for all. Police officers are not above the law. We are the custodians of law and order and we cannot afford to fail the people who rely on us for safety and security. There is no room for corrupt Police officers in a democratic South Africa and we will intensify our intelligence-led operations to ensure all Police officers with criminal mindsets are removed from the service,” she stressed.

disciplined, this can result on the downfall of the company.” The Work Dedication category, according to Maponya they wanted to applaud the cordial relationship between the drivers and supervisors. “The relationship between our drivers and supervisors is so good and they are dedicated in their daily duties, irrespective of harsh weather conditions, they will make it a point that passengers are conveyed to their destinations and arrive safely.” The Customer Care category rewarded drivers who make sure that the customers are always treated well. “Our passengers are very important to us and they should be treated like wise. We want to thank the drivers for ensuring that the customers come first,” Maponya said. She added that their drivers are encouraged to enter the Department of Roads and Transport’s Driver of the Year competition in order for them to get more exposure about the

industry and to enhance their driving skills. Maponya described the Chairperson’s Award as the one that goes to an employee who has done exceptionally well through the year. n the spirit of the Festive Season Limpopo Guest Manor hosted a Christmas party for the children at the Polokwane Welfare Complex on Monday. As a family oriented business, social responsibility is very important to Limpopo Guest Manor. Christmas decorations, beverages, presents and happy children were seen everywhere. The opening prayer by Phillip Moila, a local Bishop was followed by a welcome message from Mmabogoshi Msiza, owner of Limpopo Guest Manor.

Lunch was served before Father Christmas made his appearance to hand out gifts to the delighted children. Lots of entertainment and a jumping castle kept them busy for hours afterwards. Limpopo Guest Manor donated R10 000 so that the children could go on an outing and see a film. Limpopo Guest Manor gave backpacks with a lunch box, juice bottle, pencil case and a toy to all the children going to Grade 1 next year. They further assisted a Grade 12 learner from the Polokwane Welfare Centre with a dress and pampered her before her matric farewell. Mzisa says that Limpopo Guest Manor’s mission is to help neglected and abused children and that she believes every child must live in an environment free from abuse. Limpopo Guest Manor to thanked Moila and his wife Thembeliwe, for joining the event, blessing the occasion and delivering a message of Christmas cheer and joy to the children.

ollowing a nerve wrecking battle between 20 Miss Limpopo 2015 and Miss Limpopo Teen 2015 finalists on the ramp, the judges’ decision that Mosiah Tau and Andile Neluvhalane are worthy to wear the respective titles of the Miss Limpopo pageant was met by loud cheers and tears of joy. The pageant was hosted at Sun Meropa on Saturday evening and finalists entertained guests and the judges in swimwear followed by their self creations and lastly elegant evening dresses. Outfits made from recycled plastic bags, newspapers and even condoms clearly reflected finalists’ motivation and inspiration behind their creations. Months of preparing for the big night ended well for the top five, Miss Limpopo 2015 finalists Kedibone Mohlapamafatsi, Lebogang Ratabana, Zelmari Bacher, Mosiah Tau and Ivy Mabunda. Not only was Mosiah crowned Miss Limpopo 2015 but also named Miss Photogenic while Bacher and Mabunda can proudly wear their titles as 1st and 2nd Princess respectively for the next year. Bacher was also named Miss Congeniality while Mohlapamafatsi was announced Top Model. In a new category for the Miss Limpopo pageant, Amanda Chauke was awarded the title Beauty with a Brain. Competition between younger finalists were just as tense with Andile Neluvhalane, Tshegofatso Monyepao, Cleo-Anne Manamela, Jané Bacher and Obakeng Kgwedi making it to the top five. hildren from the Lethlanthene DropIn-Centre (DIC) in Blood River were surprised when KFC Add Hope campaign team members treated them to a Christmas party on Saturday. The children enjoyed a Christmas feast of interactive fun and games like stuck in the mud and musical statues while treats like ice lollies, candy and cake made for an extra treat during the day. A special person from the North Pole, Father Christmas visited the centre to hand out toys and Add Hope T-shirts to the children. Afterwards they received a meal sponsored by Polokwane KFC. For the children it was a day to remember, they could barely contain their excitement, they were full of energy and it took all the team members’ reserves and lots of upbeat games and activities to rid them of the adrenaline. The party was part of KFC’s Add Hope Marketing and Awareness Strategy. The R2 Add Hope donation is a unique initiative started by KFC to feed hungry children in South Africa and has 90 national beneficiaries and various local beneficiaries. Joining the rest in Lethlanthene DIC sampling the Christmas is a local beneficiary feast treats.

he Executive Mayor of Polokwane, Thembi Nkadimeng brought some early Christmas cheer to the children in the paediatric cancer ward at Polokwane Provincial Hospital, when she handed out gifts to the children and gave some words of encouragement to their mothers on Friday. The nursing personnel and Chief Executive Officer of the Provincial Hospital, Benjamin Seate accompanied the Mayor during her visit to the various oncology wards and gave a brief explanation of the trauma experienced by both mothers and children during these dif-

Seate said the patients have been overwhelmed by gifts and well-wishes from individuals, government and corporate entities over the past few weeks, which will make life a little more bearable for the young cancer fighters over the Festive Season. Speaking to the mothers and children on Friday, Nkadimeng said she is grateful to bring some joy to the faces of the brave children. She encouraged the mothers and the families of the children to show faith in God and wished all the children a speedy recovery. Lastly, she thanked all the doctors and nurses at the oncology ward for making the lives of the children and parents more bearable.

Legal eagles soar high in delivering services to the poor T

he recent Legal Aid South Africa National Achiever Awards illustrated the organisation’s achievements opportunely in that, in the same week that the organisation honours its top performers, the Constitutional Court sets aside a conviction in a matter that was successfully appealed by one of the winners of the highest accolade - Lawyer of the Year: Higher Courts. Civil Lawyer of the Year Award went to Ms Taryn Fitzgerald of the Thohoyandou Justice Centre in recognition of exceptional technical litigation skills exhibited in representing clients in the Civil Court at the equivalent of Regional and High Court level The depth of expertise and entirety of Legal Aid SA’s work is not often recognised due to the vastness of the organisation, which has a national footprint of over 128 offices. Covering all nine provinces, as well as all criminal courts in the country, Legal Aid SA lawyers work hard to ensure that all South Africans in the criminal justice system go through a fair trial. Most of the organisation’s satellite offices are situated in remote areas such as Kuruman, Delareyville, Lephalale, Eerstehoek and Ixopo, to name but a few. “In an organisation as big as Legal Aid SA, with almost 3 000 employees working in different parts of the country, people cannot see the entirety of the organisation’s work,” Legal Aid SA spokesperson Mpho Phasha remarked. He added that the organisation’s lawyers do remarkable work, which sometimes requires them to go beyond their call of duty. “Our skilful attorneys represent individuals in serious and complex cases, but we don’t usually draw attention to the work of individual staff as we work as a whole,” Phasha explained adding that delivering public services within a limited budget is not easy feat yet despite budget constraints and an increased demand for legal aid the organisation

has maintained an excellent performance record, delivering on its mandate to increase access to justice. In the last financial year, the organisation assisted poor and vulnerable persons in 776 301 legal and advice matters. It is the hard work and dedication of all Legal Aid SA staff, under the dedicated leadership of the managers and executives at all levels within the organisation that makes this possible. Legal Aid SA CEO, Vidhu Vedalankar is quoted to have said: “Year after year we expect our employees to deliver the highest standard of service possible under tight budget limitations.” The award programme was established to recognise superior performance, meaningful impact, the extent to which these lawyers and advocates live the Legal Aid SA culture and values of passion for justice, ubuntu, integrity, accountability, service excellence and people centred development, in representing and making access to justice a reality for the poor. Advocate Crouse successfully appealed the traditional healer’s conviction, arguing that the client had acted in oblivion, hence it was not a criminal offence. The Constitutional Court ruled that the former Transkei regulations, in terms of the matter are unconstitutional.

Reserve Bank monetary policy meeting hosted by new Governor Warren Blunt >>warrenb.observer@gmail.com New South African Reserve Bank (SARB) Governor, Lesetja Kganyago brought his A-team along for the second and last Monetary Policy Forum (MPF) meeting for the year in Limpopo at the Pietersburg Club last Wednesday. As a son of Limpopo’s soil, Kganyago opened the meeting himself and gave a layman’s and easily understandable explanation of what lies in store for ordinary South Africans regarding future monetary policy, the outlook on inflation, the factors impacting on it, and the SARB’s inflation and economic growth forecasts for the future. Afterwards, SARB Economist David Fowks gave an interesting presentation of the international economic and financial activities that motivate the rationale behind the bank’s monetary policy stance. MPF meetings are held in each province of the country every six months, with a panel comprising of senior SARB representatives presenting recent domestic and international developments that have impacted on inflation which will affect future monetary policies implemented by the SARB. Various individuals, members of government institutions, including the Head of Department of the Provincial Treasury, Gavin Pratt and members of the business community in Limpopo attended the meeting. During his opening address, Kganyago said the lower international fuel prices have provided an early Christmas present for consumers. He added that the lower fuel price has also led to a decrease in the price of gold and platinum, commodities that contribute a lot towards the Gross Domestic Product (GDP) of South Africa. He also touched on the

reawakening of the American economy which contributes approximately 25% towards the global GDP and can contribute towards a further weakening of the Rand/Dollar exchange rate. Kganyago commented on the unconventional monetary policies presently taking place in the European and Japanese financial markets which could also impact on the South African money market in the future. He stressed that the cheap finance offered by international markets that led to the worldwide economic crisis towards the end of 2009, caused many South Africans to live beyond their means. “The party has now come to an end and easy and cheap credit is no longer available to South African consumers with the normalisation of monetary policy in the USA and the tougher criteria by banks in the country when it comes to issuing credit,” he warned consumers. SARB Economist David Fowks commented that although the country’s economic growth is expected to only be 0,2 percent this year, other emerging markets are experiencing the same problem, with negative growth being experienced in Japan for the past three years. Fowks continued that lower international fuel prices leading to a drop in domestic food prices have impacted positively on the shortterm inflation outlook. In the Monetary Policy Review booklet issued to all attendees of the meeting, it was noted that strikes seriously damaged the country’s economic performance in 2014. The economy contracted by 1,6 percent during the first quarter of the year – the first contraction since 2009. This was followed by a weak recovery of 0,5 percent in the second quarter, rising to 1,4 percent in the third

quarter. Given the timing and the sectors affected by the strikes, it is no surprise that losses have been concentrated in mining and manufacturing, particularly in the first half of the year. The economy began to recover in the third quarter and some platinum producers returned to full capacity by October, earlier than expected, suggesting that the primary production sector will support fourth quarter growth. Hard-hit consumers can therefore expect some relief from inflation due to the low international fuel price over the Festive Season, but are warned that lots of uncertainty still lies ahead in 2015 regarding inflation and future SARB monetary policy. ehicle safety consist of various elements from road worthiness to mechanical fitness of the vehicle, but what can considered as the most important point on a vehicle safety checklist is the tyres. The failure to attend to tyre safety is a vital factor in thousands of road accidents every year and research indicated that nearly 20% of accidents involving minibuses have tyre failure as a contributing factor in South Africa. The Arrive Alive website shares valuable information regarding a vehicle’s tyres. Basic rules about tyre safety • Tyres should always be replaced with the same size designation as recommended by the vehicle or tyre manufacturer. • Tyre brand, size and tread pattern must be the same on each axle. • All four tyres should be of the same size, speed rating and construction (radial or cross ply). • Guard against used tyre imports, many of which are beyond retreading but are retreaded and sold illicitly. • When two radial tyres are used with two cross ply, put the radials on the rear axle. In some cases (especially commercial vehicles) the manufacturer might recommend different-sized tyres for the front and rear axles. • Never assume that the tyres on your vehicle are correct, even if you have newly purchased it. Unless you bought new tyres from an authorised

dealer your vehicle may already be fitted with potentially lethal tyres. Over and under inflation • Over and under inflation reduces tyre to road contact and shortens tyre life. The tyre responds in the same manner to under inflation as to overloading and the same applies to over inflation and under loading. Over inflation and under loading Tyre’s cushioning power is reduced. Tyre is more susceptible to impact, cuts and abrasion. Road-tyre contact is reduced. Negatively affects the handling characteristics of the vehicle. Under inflation and overloading This is the biggest single cause of burst tyres. Under inflation cases excessive flexing of the tyre sidewall which leads to overheating and ultimately, casing break-up and tread separation. Reduced tyre-road contact leads to poor handling and faster wear. Driver checklist for tyres • Check tyres regularly for punctures, penetrations, cuts and bulges. Cuts in the tyre could permit damp to reach the casing plies. This is harmful for both textile and steel casings and will affect safety and tyre life. • Wheel alignment - misaligned wheels will lead to excessive tyre wear. • A worn steering mechanism, ball joints and wheel bearings will also reduce tyre life. • Consult your vehicle manual for the proper size and speed rating. Some tyres are now marked with let-

ters to indicate their speed ratings. Tyre speed ratings do not imply that vehicles can be driven safely at the maximum speed for which the tyre is rated, particularly under adverse road and weather conditions, or if the vehicle has unusual characteristics. • One-sided wear. This takes various forms. A regular smooth band of wear all around the tyre on the inside or the outside of the tread is a sign of incorrect camber. Too much toe-in causes irregular one-sided wear. • Tread-centre wear. Regular wear of this kind is normally a sign of high tyre pressure. Driving fast for long distances may cause this on lowprofile tyres, because travelling at 120 km/h wears a tyre out twice as fast as travelling at 70 km/h. • Inner- and outer-edge wear. If both inner and outer edges are worn, it usually implies that the tyres have been run at too low a pressure at normal speeds. • Irregular bald spotting. Known as cupping, this is usually caused by worn shock absorbers, worn suspension bushes, or even loose wheel bearings. • Missing valve caps should be replaced, since they are there to prevent dirt from clogging the valves, which could cause a loss of air pressure. • Check tread depth on all tyres and replace well before they reach regulatory minimum depth of 1mm to reduce the risk of aquaplaning on wet roads.

Drive safely when it rains South Africa in known for its warm and sunny Festive Season but also synonymous with heavy thunderstorms which can lead to dangerous road conditions. We have all experienced the sudden unexpected downpour of rain and the Arrive Alive website provides tips which may be helpful for drivers who have to face a heavy rainstorm on the road. • Increase the three-second rule to five or six seconds to maintain a safe distance from the vehicle ahead of you. • Slow down. Take your foot off the accelerator and let your speed drop gradually. Never use the brakes suddenly because this may cause the car to skid. • If you find that an oncoming vehicle is overtaking from the opposite direction and will not be likely to do it safely, slow down and be prepared to move to the left shoulder if necessary. • Only move towards the shoulder if you are able to see clearly 150 m ahead of you. Keep in mind that pedestrians

may be walking on the shoulder to avoid the mud next to the surface of the road. • Beware of oil patches. Don’t panic. Do not jam on your brakes, just steer through. • Always change to a lower gear before you take a bend, especially a sharp bend. Your speed should be at its slowest as you enter the bend and both your hands should be on the steering wheel. This slow in/fast out technique gives you most control when driving around a bend. • Turn on your headlights. • Be careful of other vehicles to the rear and in blind spot areas as they are especially difficult to see through rainspattered windows. • Use your low-beam headlights to see and be seen. Wait a short time after the rain begins before using your windshield wipers because the blades may smear. • Be extra careful during the first half hour after rain begins. Grime and oil on the road surface mix with water to make the road slippery.

Paarl Gimnasium, Panorama Laerskool en Bernardino Hoërskool. Verlede week is die Kruinies deur hom geslyp ter voorbereiding vir volgende jaar se atletiekseisoen. Hulle is onder andere touwys gemaak oor basiese posisionering en video-opnames is ook van elke atleet gemaak en dan teruggespeel en bespreek. PCS learners reach out to the needy Herbert Rachuene >>herbert@mailbox.co.za Pietersburg Comprehensive Primary School (PCS) learners recently donated used clothes, books and toys to the children of Samaritan Children’s Home and Ngwana House as part of the schools social corporate investment programme. Sophy Matseba, Head of Languages at the PCS said they hope the gesture they will make a difference in the lives of the deprived children at their respective homes. “We do this every year with the aim of the reaching out to the needy and the underprivileged. The Festive Season is at hand and during this time of giving and sharing we thought we should extend

our hand and make a difference in their lives.” Samaritan Children’s Home Manager, Peter Galane thanked the school for the initiative and said the donated items will make a difference at the centre. “We have lots of children at the centre who don’t have toys and books to read. We believe the recipients will make good use of the donated items and that it will keep them busy,” he said. Sandra Jansen van Rensburg, House Mother at Ngwana House said they grateful for the donated items and believe it will make a difference in the lives of the children at the centre. “We thank the school for thinking about us and I am certain that the children will appreciate the items,” Jansen van Rensburg said.

Vision of Hope hou kinders gelukkig

Vision of Hope Foundation (VOHF) het verlede Woensdag drie kinderhuise in Polokwane met ‘n Kerspartytjie bederf. Huis Elpiza, Huis Tiqva en Huis Agape, waar die partytjie gehou is, het die dag saam met mekaar en hulle huismoeders geniet. Anne-marie Booysen, voorsitter van VOHF en Sanette Steyn, sekretarrese van VOHF, het beplan om ‘n partytjie vir die kinders te reël en hulle te bederf. Booysen en Steyn het donasies gekry om geskenke en lekkergoedpakkies vir die kinders te koop. ‘n Groep graad 3-leerders van Laerskool Pietersburg-Oos het hand bygesit en die lekkergoedpakkies help versier. ‘n Kersboom vol kleurvolle liggies met hope geskenke om die boom het gesorg vir opgewekte gesiggies. Kersliedere is gesing en daar is met Stille Nag afgesluit. “Kinders van die kinderhuise het die partytjie vreeslik geniet en hulle gesigsuitdrukking was te kosbaar toe hulle die geskenke sien,” sê Booysen. I never thought that one day I will win such a big award in a tournament of such magnitude. With this award I hope to inspire other youngsters from my area because lots of them are talented but despondent due to lack of recreational activities in the area. This is just to show them that nothing is impossible in life we just have to make good use of any given opportunity,” Mmino said. He further stated that he hopes to get promoted to the first team which plies its trade in the National First Division (NFD). “It is every soccer player’s dream to go further in his career and I am no different. I want to start in the NFD then go on to the Premier Soccer League and maybe I will catch the eye of the national team selectors,” Mmino said.

However, the visitors got their innings back on track during the latter stages of their innings to reach a fairly competitive total of 222/9 in their allotted 50 overs. Johan Louw and Erik Holtzhausen both ended up claiming two Gauteng wickets for the Impalas. The Impalas put up a disappointing batting display during their run chase to be bowled out for a paltry 87 runs to give the visitors a resounding 135-run victory. impopo’s off-road racing enthusiasts have come out in their numbers in support of former Polokwane resident, Brian Baragwanath and Team Rhide South Africa’s fund raising projects in their quest to conquer the Dakar Rally next year. The name ‘Team Rhide SA’ has been derived from the word ‘rhino’ as the team competes to raise awareness for rhino poaching. Baragwanath will be joined by his team-mate, Hannes Saaijman and the two off-road quad competitors will be taking on the challenging Dakar Rally for the first time. Despite Baragwanath gaining automatic entry to the Dakar after winning the Dakar Challenge in Botswana earlier this year, the expenses to send a racing team and support crew to the Dakar Rally are astronomical, hence the national raffle in support of Team Rhide SA. Raffle tickets to win a new Yamaha Ténéré XT660Z adventure motorcycle to the value of R98 000 were selling fast in support of the team, with many individuals and companies throughout South Africa challenging each

other in a bid to buy the most tickets. Second prize was an easy-load Diamond trailer valued at R17 900 and the third prize was a threenight stay for four people at Simply Wild Lodges including a blesbuck hunt worth R5 000. He added that the quad bikes, spares and equipment have already been shipped to Argentina for the start of the Dakar Rally at the La Casa Rosada in Buenes Aires on 3 January. Baragwanath will be spending Christmas with his family in either Polokwane or Pretoria before jetting out to Argentina on 27 December.

The four quarters each has a number of fixtures namely eight each for Q1 and Q3 and seven each for Q2 and Q4.

Quarter winners earn prize money of R1,5 million each over and above the R10 million prize for the overall Absa Premiership League winner. Polokwane City Football Club General Manager Costa Bellos said they are happy to have won the Q2 innovation round and the R1,5 million prize. “This is more than an award to us, it is more emotional given the position we found ourselves at beginning of the season. We struggled a lot at the beginning of the season. We appointed a new coach and he has turned things around and he must be commended for that. We are in the top 8 now and our aim is to finish the league in that bracket,” Bellos said.

he newly crowned Miss Limpopo, Mosiah Tau and Miss Limpopo Teen Andile Neluvhalane have a joint mission to develop the youth of the province into confident young people with a purpose. Both still have to come to terms after the crowing ceremony on Saturday evening at Sun Meropa. “It was very exciting but also nerve wrecking. To compete with nine other ambitious and beautiful young women was not an easy task,” Tau said, adding that her decision to enter the Miss Limpopo pageant was based on her passion for beauty and pageants and that she saw it as an opportunity to give back to the community by being an inspiration to other people. Tau also saw it as an opportunity for her to grow into a confident young woman. “It will be a busy year ahead. Miss Limpopo 2014 Kholofelo Lekganyane was such an inspiration with all that she did in her year of reign that it leaves me no choice but to exceed all expectations. This Festive Season will be no holiday as I will start planning on all projects for next year,” she said. Her main aim during her year of reign is to encourage young people to have confidence. “Speaking from experience, the language barrier remains a big issue. Learners and young people do not want to participate in many events because they

are scared they might not understand properly or even that they have to speak English. I’ve been there and I want to encourage them to participate in debates in order to develop their confidence and language skills. I meet so many intelligent people out there but they are unable to express themselves. It is a problem I’ve even noticed at the University of Witwatersrand where I am studying to become a civil engineer,” she said. Growing up as a confused child with divorced parents Tau taught herself to live to the motto, step out and just do it. “The biggest problem among young people is that they compare themselves to others. They should stop and just be themselves. Get educated and a world of opportunities will unfold before you,” she advised the youth. Andile is an equally ambitious young woman who hopes to complete her Grade 12 at Pepps Polokwane Preparatory School and College next year. “I asked my mother on Sunday if it was not a dream that I was crowned Miss Limpopo Teen. It is such an amazing feeling and honour to know that Limpopo has put its confidence in me to make a difference,” she said, adding that the pageant and her being crowned created a bigger platform to fulfil her dream and passion for working with charities. Miss Limpopo pageant was a first ever beauty contest Andile entered for. “I have always found inspiration

in my predecessors and the work they do. I always wanted to be part of something bigger to make a difference,” she said. Her biggest aim for the year is to create awareness among the youth about depression and that they should not be scared to ask for help. “Some of us wear masks just to fit in and my purpose is to bring a mind change to the youth that no one has to change who they are just to be accepted. I want them to know that everyone is special and want them to believe that they do indeed have a purpose in life. I further want to reach out to communities who really need help. People are struggling and overwhelmed by poverty in some areas,” she said. Andile was raised by a single mother who has always been her inspiration. She adopted Ngwana Baby House long before she even thought of entering for Miss Limpopo Teen. “I know how it feels to be raised without a father and I can only imagine how it feels to grow up without the proper love of any parent. During school charity projects I fell in love with the place and it will definitely be one of my beneficiaries,” she said. Both beauty queens agreed that being Miss Limpopo or Miss Limpopo Teen is not just about beauty or the crown but being granted the opportunity to touch other people’s lives, to lift them up and give them self-confidence again.
