Pakistani Overflight Air Navigation Bill Responsibility

The local agent who obtains an overflight authorization will get an air navigation bill from Pakistan’s Civil Aviation Authority (CAA).

Validity of a Pakistani Overflight Permit

Permits for Overflight Are Valid for “72 Hours” (from its initial requested schedule).

  • Saturday and Sunday are Pakistani Weekend
  • Working hours of the Pakistan Civil Aviation Authority are from 0400Z to 1200Z.

Processing Fees for Pakistan Overflight Permits (official)

According to Pakistan Civil Aviation, “15 USD CAA Processing Fees” are charged for the issuing of a Pakistan Overflight Permit, and “15 USD CAA Permit Cancellation Fees” are charged if the flight “Does Not Operate / Cancelled” after the permit has been approved.

Pakistan Overflight and Landing Permits Requirements (non-schedule)

Following details has been taken from the CAA web application of Pakistan The Pakistan Civil Aviation Authority (PCAA) awards the following sorts of flight licenses to foreign registered aircraft, subject to the requirements mentioned below, in accordance with the Convention on International Civil Aviation, signed at Chicago on December 7, 1944 (Chicago Conventions).

Permits for Overflight and Technical Landing in Pakistan

According to CAAO-001-ATNR-1.0, only Authorized Flight Authorization Agents (AFPA) shall be granted permission for non-scheduled flights. Operators must apply to the Director of Air Transport using the On-line Air Transport Flight Management System to acquire authorization (ATFMS).

Cargo Charter Flights-conditions

  • Helicopter Flight/Aerial Photography / Aerial Spray / Low Flying By Fixed Wing Aircraft
  • Permission for helicopter flight/ Aerial photography / Aerial spray flights or low flying by fixed wing aircraft operating at an altitude below 10000 ft shall be issued in coordination with concerned security agencies for which at least 15 days’ notice is required.

  • Copy of AWC with validity.
  • Confirmation of comprehensive insurance coverage (hull, passengers, crew & third party) as per ICAO Montréal Convention 1999.

Flight Demonstration

  • Landing permits for demonstration flights by foreign registered civil aircraft must be requested at least 10 days in advance.
  • Permission will be granted in collaboration with the appropriate security agencies.

Permission to fly as a VVIP or VIP

  • Landing Permits for VVIP or VIP planes must be obtained through Pakistan’s Ministry of Foreign Affairs (MOFA), Islamabad, requiring prior approval by the Federal Government via diplomatic channels.
  • The Air Transport Directorate of the CAA will provide the landing permit once MOFA has given their approval.
