Luxor, as many other historical cities in Egypt and elsewhere, is faced with the so called " urban development-heritage conservation" dilemma. Under the absence of proper planning measures, urban development efforts are observed to be conflicting with and causing a severe damage to the public interest in preserving and conserving the outstanding heritage of the city--a dilemma which must not exist and has to be resolved. This research paper investigates the various dimensions and causes of the mentioned dilemma and based on a review of similar experiments in dealing with historical environments and on the views of residents, tourists and city officials and professionals the research proposes a framework of planning measures to better deal with the situation and to maintain physical, social, and economic improvements to the environment to suit current and future needs of the society at the local, regional, and national levels without causing such a conflict.

“Governance and Public Awareness” Dilemma in the Conservation of Heritage and Cultural Parks in Egypt.2018 •
Dealing with heritage in all of its forms is a complex process and comprises many dimensions. Heritage’s scope is wide and folds more than one layer. At the national level, it was found that sharing of interest to heritage is not widely alarmed, especially for historical parks as it faces many challenges related to policies and regulations, management and evaluation systems, and the operation process. In spite of working as both, open urban areas, historical and valuable cultural spaces; and accordingly the appearances of neglecting the historical and cultural parks are varied, even though it could strongly reflect the community quality of perception and level of interaction with these urban spaces, which is represented as one of the most important and essential public-spirited aspects. The paper is tackling the argumentation of urban conservation’s objectives and principles; thinking of public perception and observations, in relation to public and governance awareness can be considered as two sides of the same coin. The research methodology is focusing on public awareness concern; monitoring and measuring public awareness remains a challenge as it is an intangible phenomenon, and to be raised is vital in heritage conservation plans as it ensures the continuity and sustainability of the urban conservation process. Public awareness is hypothesized as non-physical vicious loop phenomena, which interacts and is influenced by both tangible and intangible aspects elements. Therefore, the public awareness to be measured and evaluated can be used as a tool to assess the success of current policies – if exist- in dealing with the current condition of heritage parks and to indicate the variables that could be used to measure, and affect the public and governance awareness with priorities management. Finally, a multi-dimensional assessment method for urban planners, landscaping architects, historical conservation experts, and decision makers could benefit from the outcomes of this study in controlling and defining the management systems and policies to move headed for the conservation of the valuable historic and culture parks in Egypt.

Sustainable Urban Development & Heritage Management, A Comprehensive Perspective The case of Al-Qurna, West Bank of the Nile River, Luxor, Egypt.2018 •
My approach and prospects are essentially comprehensive. Heritage management as a tool for poverty alleviation and continuation of cultural traditions and crafts for arts and job creations and real authentic continuity and never polished pro-tourism dollars interventions. My approach incorporate sustainable urban development tackling even environmental issues as the report I am attaching, which is an extract of a comprehensive strategic sustainable urban development strategy developed for the Governorate of Luxor, focusing on the West bank of the River Nile, the greatest archaeological site in the whole world and the most important necropolis yet with great challenges. This must be approached through a comprehensive perspective. Through my currently involvement with UN-Habitat organization, I study historical cities in conflict areas such as Yemen, Iraq and soon Syria. Unless we apply crisis investment and make the best use of culture as a socio-cultural mean to furnish for peaceful co-existence as well as job creation for the livelihood essential as a tool for effective reconstruction after war, we are wasting a great opportunity. Heritage management, thus, the way we currently teaching or conducting research for demands a conceptual revisit. This paper aims to enhance critical awareness about the development of heritage site management, specifically focusing on archaeological sites and their adjacent communities in Egypt. To what extent does heritage site management assume responsibility for local communities? For their identity? And for tourism practices? This paper uses the heritage impact assessment tool developed by ICOMOS to assess the management systems and the heritage influence of the UNESCO World Heritage Site " Ancient Thebes with its Necropolis " on the modern-day city of Luxor, Egypt. This tool proposes a set of recommendations for local and national authorities to develop action plans that safeguard the living history of the area around the site. The results suggest ways in which the tool could be improved by enhancing mitigation strategies for tourism-related impacts and re-identifying the variables of Egyptian archaeological sites in order to develop more responsible models of local community identity and visitor awareness.

The global regulations and policies of the foundational UNESCO World Heritage (WH) are by far unable to solve the management threefold relationship conflicts between Heritage, Tourism activities, and urban needs as integral components of a Heritage site. Besides, fundamental scholars as well have not explored this existing relationship comprehensively. Instead, the conflict is discussed in a twofold manner. So, both existing international regulations and latest literature contributions have failed to understand the obstacles to bring out applicable on-site approaches for Heritage site management. This research provides a novel lens with which to understand the conflicting demands of Heritage sites management. It does not only delve into bringing forward the predominant reasons for failure particularly for Luxor city in Egypt as an overarching question, but also the long-term impact on Tourism management and society overall from an urban perspective. This chapter aims to raise the value of popular resistance to preserve the heritage by presenting and analyzing the case of 'Basilic bridge' in Heliopolis, Cairo, Egypt. To reach this aim, the secondary data and theories are analyzed. Finally, through an in-depth discussion of the current situation, the state of power, and the people's resistance, the chapter indicates the significance of stakeholders' different roles and responsibilities.

Conservation and Rehabilitation of Urban Heritage In Developing Countries* 11996 •
ABSTRACT: As we enter the 21 century we find many of the old cities with important cultural heritage sites facing pressure of unprecedented force. Urban planners along with urban management entities of cities find that they need to reach a balance between the pressure of development of areas that encompass such heritage areas and , the needs for tourism , the needs of transportation planning and infrastructure , as well as the socio economic needs of citizen of near by areas. The financial, legal, and environmental constraints play a role to complicate decision making further Egypt as one of the old civilizations in the world is facing such challenges. The project of the ring road around greater Cairo and its route that is near the pyramids of Giza, the commercial buildings near the Citadel, and the project of revitalization of Luxor inner city are only some examples of urban development projects that have great effect. These projects also have created lot of conflicts and arouse many debates, especially from stakeholders defending cultural significant areas at risk from development projects. The paper tries to present different case studies of such urban projects within historical old cities , evaluating them from different points of view .Then it tries to High lighting the success and failures of such projects taking into account both the cities and citizens development needs along with vulnerable heritage sites requirements. The paper aims at emphasizing the importance of assessing the risks and effects of such developments on heritage areas in the early planning stages before any implementations are on going .Only after such assessment is undertaken can the urban management and planning entities take the right decision among alternative plans towards sustainable development.
This book examines in depth the conservation history of a pearl of Islamic built heritage, the historic city of Cairo, to offer guidelines for cultural heritage professionals and students. The author, Hossam Mahdy, a former ICCROM fellow, presents an alternative view of the relationship between Islam and heritage, asserting that is a tenet of every Muslim’s faith and outlook to hold a deep respect for heritage. The author’s nuanced conservation history of Cairo traces Western and Islamic views that over time have given rise to decision-making frameworks with varying effects on the local communities. The book offers approaches to understanding the complex reality in Islamic cities today and the different layers of meanings, factors and stakeholders, explaining why measures that have successfully worked in some contexts do not work in Cairo and other Islamic cities. In support of this, he applies a range of conservation theories to resolve the hypothetical conservation of a medieval Islamic gate structure in a modern city setting.
