What is the Educational Disparity in Japan? (4)
・Push the "idealism" forward
Without a clear direction and goal for eliminating disparities, the means to achieve this goal may end up being ineffective, become an old-fashioned idea of inertia, or end up being a mere performance.
It is not at all true that everyone has the same number of choices and possibilities available to them as they grow up. Schools alone cannot provide all of these things, and there is a need for places and opportunities for the community and society as a whole to become consciously involved at an early stage.
In fact, administrative design has become partially idealistic, while at the same time partially overlooking the challenges. This is not something that can be resolved only within the framework of education, but is deeply intertwined with almost all designs, and may indeed be the result of the wrinkles of the adverse effects of stove-piped administrative functions. Recently, we have seen actions such as the Ministry of Finance poking the Ministry of Education after becoming numb. What is important is people, and in education, the design of the system is the key.
This is just one thought, but this great task of eliminating educational disparities in Japan, which has a somewhat great name but is still somewhat abstract, requires us, including ourselves, to not only discuss but also continue to implement, embody, advocate, and create the power to move society as a whole, while working out what the ideal state of affairs should be.
The Central Council for Education is currently discussing various forms of education for the future. Naturally, some of them are tempting to hope that if they are implemented in society, education that does not depend on place or birth will be available to everyone. However, there is also the practical and most important issue of budgeting for the implementation, and in a sense, it depends on whether the government will seriously address this issue. I would like to touch on some of the specific challenges that stand in the way of achieving this goal.
