After completing the substance creation in 2022 and progressing through its legal procedures last year, Ministry Regulation Number 11 of 2023 has been officially released as a guideline for Geographic System Database and Map Making for National Strategic Areas and Border Areas Planning. I take pride in being a supervisor during the formulation of this regulation and extend my heartfelt gratitude to everyone involved in the process. I sincerely hope that this regulation facilitates the formulation of ideal spatial planning at the national level for all parties involved. Mapping the Ideal Network of Obligatory Inter-local Government Cooperation in Indonesia By law, inter-regional cooperation at the municipal level (city/district) is mandatory between bordering regions especially to solve cross-region externalities and more efficient provision of public services through joint management. Based on this network analysis, at least, 980 MoUs/contracts are expected if only considers land borders (161 Inter-provinces, 819 Intraprovince) or 1460 if marine-border are also counted (378 Inter-provinces, 1082 Intraprovince). In reality, after nearly a decade, how far do we collaborate? P.S. It is interesting to see the findings under the Voronoi polygon scenario where island regions, such as Belitung, Bangka, Lingga, Wakatobi, Selayar, Aru, Siau, Mentawai, Nias, and Simeuleu, ideally become 'the glue' in inter-regional cooperation.
