Q: Can the DNR pull people over in the city or on county roads for things that have nothing to do with hunting or fishing?

A: Yes they can. Department of Natural Resources conservation officers have full police powers as any state, city or county police officer. They can enforce all Indiana laws including speeding, stop signs and driving while intoxicated.
