ASI IEVILLE CITIZEN-TIMES State executes David Brown for pair of 1980 murders THE ASSOCIATED PRESS RALEIGH The brother of a Pinehurst woman brutally hacked to death, along with her 9-year-old daughter, said he wished the man executed Friday for the crime could be put to death again. David Junior Brown, 61, died by lethal injection at 2:21 a.m. for the slayings of Shelly Diane Chalflinch, 26, and her daughter, Christina, in 1980. Brown and Chalflinch were co-workers at the Pinehurst Hotel and lived in the same employee apartment building. "My only regret is that we cannot bring him back alive so we can execute him again," said Larry Frye, the brother of the victim.

"As far as I'm concerned, may David Junior Brown not rest in peace for what he did to my sister and niece 20 years ago. I had to look at my sister and niece in body bags." Brown, who changed his name in prison to Dawud Abdullah Muhammad said in his last "0 Allah, 0 Allah, condemn and lay a curse upon the killers of Dawud Abdullah Muhammad. "Cursed be the people who did injustice to me and cursed be the people who heard this and were pleased." But Brown's daughter said after watching her father die My father was a compassionate man," said Brown's daughter, Toswayia Mosley. "But most of all, my father was an innocent man. He was punished for a crime he did not commit." Brown's lawyers argued to courts and Gov.

Jim Hunt that Brown was innocent and had been set up. They pointed to judges' statements that the prosecutor's conduct was questionable in refusing to disclose some evidence that may have shown someone else was the killer. Prosecutors said the evidence pointed directly at Brown, esjecial-ly his silver signet ring that was found inside the body of Chalflinch. A knife tip similar to ones Brown used as a hotel cook was found at the crime scene and his bloody partial palm print was found on the victim's wall. On Thursday, the U.S.

Supreme Court denied Brown's petitions to stop the execution and Hunt denied his appeal for clemency. Brown was wheeled into the execution chamber, watched by the former district attorney who convicted him, a retired state investigator and four male members of Chalflinch's family. Brown was the fourth prisoner executed this year in North Carolina and the 15th since capital punishment was reinstated in 1977. He was the second black man executed since 1977. Another execution is scheduled Dec.

20042, in memory of Lt. Aanes Packett Misch, USN. at New Year's THE ASSOCIATED PRESS RALEIGH Hundreds of state agency managers and employees who normally might celebrate New Year's Eve at a party will remember 1999 as the year they spent at the office or on call, waiting for the sky to fall. this means is I'm going to spend the night in (Department of Correction headquarters) drinking bad coffee," said Bob Brinson, who is in charge of the computer systems for the corrections depart ment. Brinson will not be alone, as state agencies wait to see if their computers gently make the shift from 1999 to 2000, or if their software records the year 2000 as "00" and interprets that as 1900.

The errors could affect everything from prison cell doors to gas pumps and traffic lights. Most agencies, particularly those involved with public safety, have been working for years to ensure their computers keep humming along through New Year's Day. Fred Aikens, who is handling Year 2000 preparations for the Department of Correction, said prison cells will not spring open at midnight New Year's Eve. "But if they do, we'll have a plan to make sure everybody stays where they are," he said. Drivere won't have to worry about traffic lights going haywire at midnight on New Year's Eve, said Paul Roberts at the Depart ment of Transportation.

"Every traffic signal in the state has been touched and evaluated to make sure we won't have any problems there," Roberts said. DOT computer crews will be working New Year's Day. "The Highway Patrol has canceled its vacations for the Christmas and New Year's seasons this year," said Renee Hoffman of the Department of Crime Control and Public Safety.
