Dedicated position operating on ctaf.
There was some sort of earlier CASA recommendation although not sure how binding it was ??? for it to have APP by Nov 23 & TWR by Jun 24 ?

Ballina SFIS is provided by AsA from Brisbane Air Traffic Services Centre using a dedicated TAAATS console. The airspace classification is Class G.

CASA BNA Airspace Review
Apparently the airspace can be a bit willing.

From the CASA Review.
At approximately 2301 the Ballina SFIS experienced an excessive workload that persisted for
approximately 25 minutes. During this period the controller was managing approximately 9 aircraft
in or of immediate interest to the Ballina volume, primarily VFR aircraft operating without flight
plans. The workload was such that a Handover / Takeover was abandoned at 2314. At time 2316
the controller had 28 pairs of traffic marked in the Directed Traffic Information (DTI) window as
traffic passed. At time 2318 the controller had passed 38 pairs of traffic recorded in the DTI window
and was managing 4 jurisdiction tracks (not in surveillance), 3 jurisdiction tracks (in surveillance)
and 1 announced track (not in surveillance). At 2324 the DTI window had 38 traffic pairs marked as
passed and a further 2 pairs marked as pending traffic.


The report doesn't say at what time the Handover / Takeover was commenced, nor does it say over what period was the 38 traffic pairs.

From the CASA Review.
Recommendation 3
CASA should direct AA to install an Automatic Dependent Surveillance - Broadcast (ADS-B)
ground station in the vicinity of Ballina to improve surveillance as soon as practicable but no later
than April 2023. The ground station should, as far as is practical, provide ADS-B surveillance
capability to the runway surface.


AsA website has ADSB locations and coverage charts but the information hasn’t been updated since May 2020.

When OAR decided, in 2015, that a CA/GRO was sufficient (PS. There were no licensed ATCs in OAR) I was dispatched to make an assessment.
My recommendation was that, due to the regulations, a CA/GRO would only add to the amount of radio traffic, and not solve any problems. (The regulation requires pilots to make broadcasts and communicate with each other, regardless of anything the CA/GRO operator does)
Ballina Airport had plans to increase the numbers of aircraft, so I recommended that a control tower would be eventually required, so we should start Airservices down that road straightaway.
This was ignored, and in 2016 the CA/GRO opened. The service was hamstrung from the start because Airservices offered the fire station as a base, so unbeknown to the ATCs in CASA, OAR told the airport they did not need to go ahead with the small control tower they were going to build on top of the terminal. That could later have become an ATC Tower, but farsightedness was not an attribute in great supply.
It turned out that the Firies did not like this operator being in their observation post, so he/she was required to sit well behind the duty fireman. This was because the primary purpose of the observation post was for the duty fireman to watch every RPT landing and take off, and alert his colleagues if they were needed.

To answer the question above, even though it has dates in it, OAR has only recommended the following:

Recommendation 7
As an interim action pending the completion of Recommendation 8, CASA should make a determination to establish a control area around Ballina Byron Gateway Airport with a base which is as low as possible, and direct AA to provide services within the control area. The services should be provided during all periods of scheduled Air Transport Operations and include an Approach Control Service to aircraft operating under the Instrument Flight Rules (IFR), separation between IFR aircraft, VFR traffic information to all aircraft, and sequencing of all aircraft to and from the runway. CASA and AA should jointly explore opportunities to detect non-cooperative aircraft or vehicles in the immediate vicinity of the runway. The services should be established as soon as practicable but no later than 30 November 2023.
Recommendation 8
CASA should make a determination that Ballina Byron Gateway Airport will become a controlled aerodrome with an associated control zone and control area, and direct Airservices Australia (AA) to provide an Aerodrome Control Service1 to the aerodrome. That service should be established as soon as practicable but no later than 13 June 2024.
Recommendation 9
CASA should prepare and finalise an Airspace Change Proposal (ACP) for a control zone and control area steps in preparation for the implementation of Recommendations 7 and 8.


OAR only makes recommendations because, instead of being an airspace regulator as their regulations require, they were made a minor office within CASA. Hence, all their recommendations have to be approved and actioned by CASA managers higher up the tree.
This allows the Department, Airservices and CASA to hold almost limitless internal discussions, and as far as the rest of us know, change all the OAR recommendations and dates.
We will only find out what they eventually decide when NOTAMS and AICs appear.

What worries me is the ON/OFF/ON nature of SFIS as staff shortages continue to bite, especially in Brisbane Centre. ON / OFF for an hour to allow a break for the ATC / ON again etc.

Terms of Reference for the Senate Committee on Commonwealth Bilateral Air Service Agreements to inquire into and report on all Federal Government decisions relating to any proposals since 2016 for additional services to Australia’s airports, with particular reference to:
  • the impacts of any such decisions on competition in the Australian aviation sector and the cost of living pressures on families and business;
  • the impacts experienced in other countries associated with such decisions;
  • the impact on the Australian economy, including on Australian travellers, the tourism and hospitality sectors and movement of freight;
  • the rights of airlines or other bodies to appeal decisions regarding bilateral air services agreements made by the responsible minister; and

Shortage of air traffic controllers

The committee also heard about a shortage of air traffic controllers, with many retiring in recent years due to a push by Airservices Australia.

A retirement scheme was introduced during the COVID-19 pandemic, that encouraged older workers to leave, as Airservices Australia tried to manage costs at a time when airlines weren't flying.

About 140 air traffic controllers took up the offer, and 102 have been recruited since 2020.

Airservices Australia chief customer and external relations officer Peter Curran said training staff was particularly difficult during COVID due to border closures.

"For a range of reasons, our training pipeline didn't come through as anticipated, and the consequence of that is we now have some staffing issues in certain locations," he said.

"We are now working toward an active recruitment campaign."

Airservices Australia expect to have another 72 staff by the end of this year, but some will take two years to complete all the necessary training.

Amid a focus on flight cancellations, Mr Curran said the shortage of air traffic controllers had resulted in some flights being cancelled.

Perhaps it relates to this document CASA 172 Approval
Schedule 1 – Locations for Air Traffic Services and ATS Provided.

Canberra

  • ALRS
  • FIS

If the Aerodrome Control Service isn't being provided and the Tower isn't closed, then the other two services are being provided. ALRS (alerting service) and FIS (flight information service) hence Wind, Cloud, Temperature and QNH.

And further, ERSA says

So, what does ATC hours mean (AD CTL SER NOT AVBL / TOWER ClOSED) and how were the stop bars managed?

An APP and DEP service is provided to/from the surface, but they won't clear you to land or takeoff? Aren't there Mandatory Broadcast Procedures on 118.7? How do they apply if everyone APP/DEP is on 125.9 to the ground? So Airservices hang on to the control function as long as possible, then it's suddenly hands off and you are on your own if it goes pear shaped?
