Details: For information of SIOC and receiving offices, Linda


Emley contacted Kansas City FBI on 09/13/2001, advising she was
doing internal research for airline ticket fraud when she ran
across airline booking records for five Pakistanis on American
and United flights. Emley believes records reveal some of these
bookings were on some of the actual flights highjacked from
Boston and New York. '

Emley advised she continues to receive real time


bookings from Karachi, Pakistan for flight originating in various
U.S. cities.

Doug Abramson.and Peg Cassidy, Legal Department, World


Span, authorized hard copies of these transactions to be faxed to
the FBI office in Kansas City. Abramson is interested in
establishing real time monitoring by the FBI or FAA on the
company Internet booking site, in order to determine on a real
time basis, if these ticket bookings and cancellations are of
interest to the Federal Aviation Administration (FAA), as well as
foreign and domestic airline carriers.

purpose of the interview and the identity of the interviewing
agent, Emley provided the following information:

Emley is employed at Worldspan, a company which


operates an airline reservation web site utilized by travel
agencies. Companies can book airline reservations over the
Internet once they have established an account with Worldspan.
As part of her employment Emley was reviewing booking records and
discovered that, on September 11, 2001, a company had booked a
number of seats on American Airlines Flight 11.

Interavia Pakistan, Ltd, (IPL) Karachi, Pakistan, had


booked 7 seats on AA flight 11, bound from Boston to Los Angeles.
The reservation had been made at 9:03 GMT. Thfi reservations were
made in a block of 4 and a block of 3 in the following names:

Mr. K. Cooper Ms. 0. Noris


Mrs. S. Cooper Ms. E. Noris
Ms. A. Cooper Ms. W. Noris
Ms. P. Cooper

At the same time reservations for the listed subjects were also
made on Trans World Airlines (TWA) flight 342, bound from Los
Angeles to St. Louis. Both sets of reservations were made for
flights on September 11, 2001. AA flight 11 was scheduled to
depart at 7:45 a.m. eastern standard time and arrive in Los
Angeles at 10:59 a.m. pacific standard time. TWA flight 342 was

scheduled to depart at 7:55 a.m. pacific standard time and arrive


at 1:24 p.m. central standard time.

In reviewing the record Emley realized that it was


impossible for the passengers to use both reservations and became
suspicious. Emley compared the reservations to a list of
passengers who died on AA flight 11 which had been posted on the
CNN web site. Emley was unable to locate the passengers listed
on the reservations on the CNN list.

Emley advised since the reservations are made via the


Internet that they could be made from any computer with an
Internet connection. All that would be needed is IPL's user ID
and password. In addition Worldspan records indicated that no
tickets were issued by IPL for the reservations and they were not
paid for in advance. Records did indicate that AA had confirmed
both reservations, AA record locator DUMSJF.

Emley also advised the names on the reservations could


be changed by any AA ticket agent. This is not the normal
practice but does happen from time to time. In addition any
individual with access to the AA ticketing system and knowledge
of its use could change the reservations prior to the passengers
arrival at the ticket counter. Worldspan does not receive
information from the airlines which would indicate if a passenger
took a particular flight or if changes to the^reservation are
made through the airline.

In researching the reservation history of IPL Emley


discovered that they have been a customer for approximately one
year. Records indicate that IPL always makes same day
reservations. Emley discovered that most flight reservations
made by IPL are within 12 hours or less of the flight. In
addition IPL normally makes reservations once daily and only logs
on to the site for about thirty minutes. Emley provided
information regarding the flights booked by IPL for September 15,
2001. Most of the flights booked had circuitous or conflicting
times and/or routes. None of the flights booked for September
15, 2001 originated in North America.

Emley is employed at Worldspan, a company which

On September 22, 2001 Emley contacted KCD and advised


IPL placed a number of airline reservations via the Worldspan web
sit- The manner in which the reservations were made was similar
to the reservations placed on September 11, 2001 and prior
activity of IPL. A single group of passengers was booked on
multiple flights with conflicting departure times and cities.
The tickets were not paid for in advance and IPL did not generate
any tickets for the passengers.
Emley has continued to review Worldspan records for
suspicious historical and current reservations placed by
Worldspan customers. Emley has continued to provide this
information to KCD. Mnrl risnan has also agreed to continue to

Enclosure(s): Enclosed for all receiving offices is one (1)
printed copy of American Airlines (AA) Flight/ll and 77 database
information reflecting passenger cancellations, "no shows" and
"on board" status.
Details: During the early stages of this investigation,
questions arose concerning the relatively low number of persons
known to be aboard American Airlines (AA) flights 11 and 77 on
09/11/2001. One of the theories proposed was the suspected
hijackers and/or unknown associates purchased multiple tickets on
the flights in an attempt to ensure the number of passengers
aboard each fliglyt remained tactically manageable. A second, and
tactically similar theory, was the suspected hijackers
specifically chose AA flights 11 and 77 on 09/11/2001 knowing the
passenger load was typically low. As a result, the Dallas
Division (Dallas) tasked itself to determine: (1) if the
passenger count on AA flights 11 and 77 on 09/11/2001 was within
normal limits; (2) the number of persons who canceled

reservations prior to departure (cancellations); (3) the number


of persons with reservations who did not arrive for AA flights 11
and 77 (no shows); and (4) if any of the cancellations or no
shows have any link to the suspected hijackers and/or associates.

Given the foregoing directives, Dallas initially


contacted AA to obtain the percentage of capacity for AA flights
11 and 77 on all Tuesday mornings from 01/09/01 through 09/04/01
(passenger load). Upon receiving the data from AA, it was
determined the average passenger load for AA flights 11 and 77 on
Tuesdays was 38% and 26% respectively. It was further determined
the average passenger load for AA flights 11 and 77 on 09/11/2001
was higher than normal at 53% and 38% respectively. Based on the
foregoing information, it was not apparent the suspected
hijackers booked multiple tickets as a tactical strategy.
Upon completing the passenger load analysis, Dallas
constructed a database (11/77 Database) containing all available
information on those persons with reservations or noted on the
manifests for AA flights 11 and 77 on 09/11/2001. The above-
referenced database reflects those persons actually aboard (on
board) AA Flights 11 and 77, persons who made reservations and
were not physically aboard the flights (no shows), and those
persons who canceled reservations on said flights prior to
departure (cancellations).
Information obtained from AA reservation records
indicated 164 reservations made for AA flight 11 departing
Boston, MA on 09/11/2001. Of the 164 reservations made, 65
persons canceled their reservations prior to departure, 82
persons were on board the aircraft, and 17 persons were no shows.
Similarly, 116 persons made reservations for AA flight 77
departing Dulles, Washington, D.C. on 09/11/201)1. Of the 116
reservations made, 55 persons canceled prior to departure, 59
persons were on board the aircraft, and 3 persons were no shows.
Further review of the above-referenced records revealed
K. Cooper, S. Cooper, A. Cooper, P. Cooper, E. Noris, 0. Noris
and W. Noris all reserved seats on AA flight 11 through travel
agency Intervia Pakistan (Private), Ltd., / /

seven (7) pers'ons all made travel reservations through the same
travel agency is not unusual. In/the instant case, however, the
following travel inconsistencies /necessarily require the need for
further inquiry: /
(1) All seven (7) person's reservations were made
under the same AA Personal Name Record (PNR);

(2) All seven (7) persons have a link to a relevant


country in that the travel agency is located in
Pakistan;
(3) All seven (7) persons failed to show up for AA
flight 11 on 09/11/2001;
(4) In violation of standard AA policy, no first names
were given for any of the seven (7) persons making
the reservations;
(5) Against the standard AA practice, no information
relating to credit cards, addresses, or telephone
numbers is contained in the PNR for any of the
seven (7) individuals;
(6) The tickets reserved show no return flight (i.e.,
one way travel);
(7) No previous travel history exists on AA for any of
the seven (7) individuals; and
(8) Of the seven (7) persons making reservations,
three (3) hold the last name of Noris and four (4)
hold the last name of Cooper. None of the said
names being normally associated with Pakistan.
Dallas' review of AA flight 77 records did not reveal
similar results. Additionally, Dallas is unaware if the Chicago
and has performed a similar analysis of United Airlines flights
93 and 175.

from Linda Emley, World Span, on 09/13/2001.
Details: For information of SIOC and receiving offices, Linda
Emley contacted Kansas City FBI on 09/13/2001, advising she was
doing internal research for airline ticket fraud when she ran
across airline booking records for five Pakistanis on American
and United flights. Emley believes records reveal some of these
bookings were on some of the actual flights highjacked from
Boston and New York.
Emley advised she continues to receive real time
bookings from Karachi, Pakistan for flight originating in various
U.S. cities.
Doug Abramson and Peg Cassidy, Legal Department, World
Span, authorized hard copies of these transactions to be faxed to
the FBI office in Kansas City. Abramson is interested in
•establishing real time monitoring by the FBI or FAA on the
company Internet booking site, in order to determine on a real
time basis, if these ticket bookings and cancellations are of
interest to the Federal Aviation Administration (FAA), as well as
foreign and domestic airline carriers.
Attached hereto are copies of the facsimiles received
by Kansas City from World Span, which reveal the aforementioned
attempts to purchase airline tickets through the Internet.
This information was also provided to FAA, Kansas City,
Missouri, to contact Linda Emley in order to obtain real time
information about potential airline ticket bookings and provide
this information to the airlines.

11 and Interavia Pakistan, Ltd.. After being advised of the •
purpose of the interview and the identity of the interviewing
agent, Emley provided the following information:
Emley is employed at Worldspan, a company which
operates an airline reservation web site utilized by travel
agencies. Companies can book airline reservations over the
Internet once they have established an account with Worldspan.
As part of her employment Emley was reviewing booking records and
discovered that, on September 11, 2001, a company had booked a
number of seats on American Airlines Flight 11.

Interavia Pakistan, Ltd, (IPL) Karachi, Pakistan, had


booked 7 seats on AA flight 11, bound from Boston to Los Angeles.
The reservation had been made at 9:03 GMT. The reservations were
made in a block of 4 and a block of 3 in the following names:
Mr. K. Cooper Ms. O. Noris
Mrs. S. Cooper Ms. E. Noris
Ms. A. Cooper Ms. W, Noris
Ms. P. Cooper

At the same time reservations for the listed subjects were also
made on Trans World Airlines (TWA) flight 342, bound from Los
Angeles to St. Louis. Both sets of reservations were made for
flights on September 11, 2001. AA flight 11 was' scheduled to
depart at 7:45 a.m. eastern standard time and arrive in Los
Angeles at 10:59 a.m. pacific standard time. TWA flight 342 was
scheduled to depart at 7:55 a.m. pacific standard time and arrive
at 1:24 p.m. central standard time.
In reviewing the record Emley realized that it was
impossible for the passengers to use both reservations and became
suspicious. Emley compared the reservations to a list of
passengers who died on AA flight 11 which had been posted on the
CNN web site. Emley was unable to locate the passengers listed
on the reservations on the CNN list.
Emley advised since the reservations are made via the
Internet that they could be made from any computer with an

Internet connection. All that would be needed is IPL's user ID


and password. In addition Worldspan records indicated that no
tickets were issued by IPL for the reservations and they were not
paid for in advance. Records did indicate that AA had confirmed
both reservations, AA record locator DUMSJF.

Eraley also advised the names on the reservations could


be changed by any AA ticket agent. This is not the normal
practice but does happen from time to time. In addition any
individual with access to the AA ticketing system and knowledge
'of its use could change the reservations prior to the passengers
arrival at the ticket counter. Worldspan does not receive
information from the airlines which would indicate if a passenger
took a particular flight or if changes to the reservation are
made through the airline.
In researching the reservation history of IPL Emley
discovered that they have been a customer for approximately one
year. Records indicate that IPL always makes same day
reservations. Emley discovered that most flight reservations
made by IPL are within 12 hours or less of the flight. In
addition IPL normally makes reservations once daily and only logs
on to the site for about thirty minutes. Emley provided
information regarding the flights booked by IPL for September 15,
2001. Most of the flights booked had circuitous or conflicting
times and/or routes. None of the flights booked for September
15, 2001 originated in North America.

Details: On 09/15/2001 Kansas City Division (KCD) obtained


information from Linda Emley who is employed at Worldspan, 7.300 NW
Tiffany Springs Parkway, Kansas City, Missouri 64153, work telephone
number I I. regarding American Airlines (AA) flight 11 and
Interavia Pakistan, Lvtd. .

Emley is employed at Worldspan, a company which operates


an airline reservation 'web site utilized by travel agencies.
Companies can book airline reservations over the Internet once they
have established an account with Worldspan, As part of her
employment Emley was reviewing booking records and discovered that,
on September 11, 2001, a company had booked a number of seats on
American Airlines Flight 11.

Interavia Pakistan^ Ltd, (IPL) Karachi, Pakistan, had


booked 7 seats on AA flight 11, bound from Boston to Los Angeles.
The reservation had been made', at 9:03 GMT. The reservations were
made in a block of 4 and a bloqk of 3 in the following names:

At the same time reservations for the listed subjects were also made,
on Trans World Airlines (TWA) flight 342, bound from Los Angeles to
St. Louis. Both sets of reservations were made for flights on
September 11, 2001. AA flight 11 was scheduled to depart at 7:45
a.m. eastern, standard time and arrive in Los Angeles at 10:59 a.m.
pacific standard time. TWA flight 342 was scheduled to depart at
7:55 a.m. pacific standard time and arrive at 1:24 p.m. central
standard time.

In reviewing the record Emley realized that it was


impossible for the passengers to use both reservations and became v»?
suspicious. Emley compared the reservations to a list of passengers ~
who died on AA flight 11 which had been posted on the CNN web site.
Emley was unable to locate the passengers listed on the reservations
on the CNN list.

Emley advised since the reservations are made via the


Internet that they could be made from any computer with an Internet
connection. All that would be needed is IPL's user ID and password..
In addition Worldspan records indicated that no tickets were issued
by IPL for the reservations and they were not paid for in advance.
Records did indicate that AA had confirmed both reservations, AA
record locator DUMSJF.

Emley also advised the names on the reservations could be


changed by any AA ticket agent. This is not the normal practice but
does happen from time to time. In addition any individual with
access to the AA ticketing system and knowledge of its use could
change the reservations prior to the passengers arrival at the ticket
counter. Worldspan does not receive information from the airlines
which would indicate if a passenger took a particular flight or if
changes to the reservation are made through the airline.

In researching the reservation history of IPL Emley


discovered that they have been a customer for approximately one year.
Records indicate that IPL always makes same day reservations. Emley
discovered that most flight reservations made by IPL are within 12
hours or less of the flight. In addition IPL normally makes

reservations once daily and only logs on to the site for about thirty
minutes. Emley provided information regarding the flights booked by
IPL for September 15, 2001. Most of the flights booked had
circuitous or conflicting times and/or routes. None of the flights
booked for September 15, 2001 originated in North America.

On September 22, 2001 Emley contacted KCD and advised IPL


placed a number of airline reservations via the Worldspan web site.
The manner in which the reservations were made was similar to the
reservations placed on September 11, 2001 and prior activity of IPL.
A single group of passengers was booked on multiple flights with
conflicting departure times and cities. The tickets were not paid
for in advance and IPL did not generate any tickets for the
passengers.

Emley has continued to review Worldspan records for


suspicious historical and current reservations placed by Worldspan
customers. Emley has continued to provide this information to KCD.
Worldspan has also agreed to continue to assist in this matter. SA

copy of American Airlines (AA) Flight 11 and 77 database information
reflecting passenger cancellations, "no shows" and "on board" status.
Details: During the early stages of this investigation, questions
arose concerning the relatively low number of persons known to be
aboard American Airlines (AA) flights 11 and 77 on 09/11/2001. One
of the theories proposed was the suspected hijackers and/or unknown
associates purchased multiple tickets on the flights in an attempt to
ensure the number of passengers aboard each flight remained
tactically manageable. A second, and tactically similar theory, was
the suspected hijackers specifically chose AA flights 11 and 77 on
09/11/2001 knowing the passenger load was typically low. As a
result, the Dallas Division (Dallas) tasked itself to determine: (1)
if the passenger count on AA flights 11 and 77 on 09/11/2001 was
within normal limits; (2) the number of persons who canceled
reservations prior to departure (cancellations); (3) the number of

persons with reservations who did not arrive for AA flights 11 and 77
(no shows); and (4) if any of the cancellations or no shows have any
link to the suspected hijackers and/or associates.
Given the foregoing directives, Dallas initially contacted
AA to obtain the percentage of capacity for AA flights 11 and 77 on
all Tuesday mornings from 01/09/01 through 09/04/01 (passenger load).
Upon receiving the data from AA, it was determined the average
passenger load for AA flights 11 and 77 on Tuesdays was 38% and 26%
respectively. It was further determined the average passenger load
for AA flights 11 and 77 on 09/11/2001 was higher than normal at 53%
and 38% respectively. Based on the foregoing information, it was not
apparent the suspected hijackers booked multiple tickets as a
tactical strategy.
Upon completing the passenger load analysis, Dallas
constructed a database (11/77 Database) containing all available
information on those persons with reservations or noted on the
manifests for AA flights 11 and 77 on 09/11/2001. The above-
referenced database reflects those persons actually aboard (on board)
AA Flights 11 and 77, persons who made reservations and were not
physically aboard the flights (no shows), and those persons who
canceled reservations on said flights prior to departure
(cancellations).
Information obtained from AA reservation records indicated
164 reservations made for AA flight 11 departing Boston, MA on
09/11/2001. Of the 164 reservations made, 65 persons canceled their
reservations prior to departure, 82 persons were on board the
aircraft, and 17 persons were no shows. Similarly, 116 persons made
reservations for AA flight 77 departing Dulles, Washington, D.C. on
09/11/2001. Of the 116 reservations made, 55 persons canceled prior
to departure, 59 persons were on board the aircraft, and 3 persons
were no shows.
Further review of the above-referenced records revealed
K. Cooper, S. Cooper, A. Cooper, P. Cooper, E. Noris, 0. Noris and W.
Noris all reserved seats on AA flight 11 through travel agency
Intervia Pakistan (Private), Ltd.,1 9/11 personal privacy |
Road, Karachi, Pakistan. Standing alone, the fact seven (7) persons
all made travel reservations through the same travel agency is not
unusual. In the instant case, however, the following travel
inconsistencies necessarily require the need for further inquiry:
(1) All seven (7) person's reservations were made
under the same AA Personal Name Record (PNR);
(2) All seven (7) persons have a link to a relevant
country in that the travel agency is located in

flight 11 on 09/11/2001;
(4) In violation of standard AA policy, no first names
were given for any of the seven (7) persons making
the reservations;
(5) Against the standard AA practice, no information
relating to credit cards, addresses, or telephone
numbers is contained in the PNR for any of the
seven (7) individuals;
(6) The tickets reserved show no return flight (i.e.,
one way travel);
(7) No previous travel history exists on AA for any of
the seven (7) individuals; and
(8) Of the seven (7) persons making reservations,
three (3) hold the last name of Noris and four (4)
hold the last name of Cooper. None of the said
names being normally associated with Pakistan.
Dallas' review of AA flight 77 records did not reveal
similar results. Additionally, Dallas is unaware if the Chicago and
has performed a similar analysis of United Airlines flights 93 and
175.

The following investigation was conducted by SA| pnd Detective! I


JTTF between December 6, 2001 and December 11, 2001:

Predicated upon information provided by Eyad M. Alrababah during a series of debriefmgs by


WFO, New Haven, New York, and Newark agents in September, 2001, attempts have been made to
identify the resident(s) of an apartment located off of Route 1 (Richmond Highway), South of
Alexandria, Va. between the Hybla Valley and Mount Vemon areas where subjects Hani Hanjour,
Nawaf Alhazmi, Majed Moqed, and Ahmed Alghamdi allegedly stayed for a two-^veek period ending
on May 8, 2001.

Alrababah has claimed that he had met Honjour and Alhazmi at the 7-11 store at the Culmore
Shopping Center on Route 7, in Falls Church,Va. in the Spring of 2001, and thereafter began a short-
term friendship with them ending in May, 2001. Alrababah has admitted that he had at one point
explained to Honjour and Alhazmi how to obtain Virginia identification cards through fraudulent means
at the Va. Division of Motor Vehicles (DMV), however he did not personally provide the service to
them (in August of 2001 Honjour and Khalid Almidhir visited the above 7-11 and solicited the help of
Luis Martinez-Flores for that purpose).

Alrababah is currently facing Federal charges in the Eastern District of Virginia for violation of
Title 18, USC, Section 1028 and Section 2, providing false documentation to illegal immigrants, in
which he regularly engaged as a business, as a result of this investigation. He was, incident to a
detention hearing in the Eastern District of Virginia on December 13, 2001, detained until trial. A
complaint was filed on November 16, 2001, and

Alrababah did have Honjour and Alhazmi over to his apartment located behind the Culmore
shopping center several times where they became acquainted with his roomate, and had also met them
at the local Mosque in Fails Church on several occasions. He then helped them make arrangements to
find an apartment for the above described two-week period.

During debriefmgs of Alrababah, he advised that an acquaintance of his, known to Alrababah


only by the first name of "Derar" ( which he described as an unusual first name), is a Jordanian national
whom he met at the DMV. "Derar" had at one time told Alrababah that he had an apartment available
for rent. Alrababah had actually visited the apartment, located souith of Alexandria off of Route 1, but
had declined to rent it because it was too expensive. Hanjour and Alhazmi became interested in the
apartment because they had been staying in a hotel at the junction of Routes 7 and 50 in Falls Church,
and it was becoming too expensive for them. Alrababah then made arrangements with "Derar" to bring
them to the above described apartment, which they did move into for the two-week period. During

that two-week period, Majed Moqed and Ahmed Alhgamdi arrived in the U.S., and also moved into
the apartment.

Additional investigation has determined that the California license tag 3JF2283 displayed on the
blue Honda sedan driven at the time by Honjour and Alhazmi ( and after September 11, 2001 located
in the lot at Dulles Airport) had been run through DMV by a Fairfax County Police officer on April 8,
2001. The vehicle had been parked in the lot of the Hillwood Motor Inn, 6301 Arlington Blvd., Falls
Church, Va. and was run on a routine basis by the officer, who often makes NCIC inquiries regarding
out of state tags displayed on vehicles observed to be parked at the hotel.

Additional NCIC/DMV inquiry regarding any police reports filed relative to subjects of
captioned matter also revealed that a police report was filed on Mayl, 2001 on behalf of Nawaf
Alhazmi, date of birth, 8-9-76 alleging that Alhazmi had been assaulted outside of his apartment at
7991 Audubon Ave., Apartment #10, Alexandria, Virginia. This apartment is located off of Route 1,
in the Hybla Valley area as described above. Alhazmi informed the reporting officer that he had been
accosted by four to five youths who had attempted to grab his wallet from his hand. Alhazmi declined
to pursue any further charges or investigation after making the police report. A copy of that report is
attached and made a part hereto.

Ave., Alexandria, Virginia revealed that there is no apartment #10 in that building. Additional query of
resident records did reveal however that during the period in question, in building 7995, apartment #
103, an individual named Derar Mohammed Saleh, date of birth|~" \l Security Account
Numberf" [resided. Telephone numberf""" fwas listed/as his number. (Criss-
cross directory lists thisXnumber as being subscribed to by\ \, Va.).

Scales' employee, Addie \Hamlette also present in Scales' office, advised that she remembered
Saleh, and described him as being, Middle Eastern, and approximately 35-40 years of age, and "heavy
set". Scales also agreed with the description. Saleh's description draWn from NCIC records indicates
that he is 6' tall and 240 pounds. \Harnlette also described a situation where she had entered the
apartment to perform maintenance pn {he air conditioner earlier this year, and there were several
Middle Eastern males living in the apartment at the time; Hamlette observed them standing in the
middle of the floor of the apartment "counting large wads of mpney". She also believed that Saleh may
work for a florist, based upon her frequen.t observation of his disposing of "old" flowers into the the
trash receptacle near his apartment. In a previous interview pf Alrababah regarding "Derar", Alrababah
described him as having a business involving "flowers". Choice point inquiry regarding Saleh also lists
his business as "flowers". A copy of that rep.ort is attached/and rnade a part hereto.

A second contact number listed for S ale'hXin records held by management at the Audubon
apartment address was\S inquiry indicates that that number was called by or was

used to call a telephone number in Texas in 1996 listed to the Holy Land Foundation, whose assets
have recently been frozen by the US Government because of its alleged association with Hamas.
Choice point records also list that number as a numbef for Saleh, at the "current" address of |

Va. DMVlnquiry relative to vehicles registered to Saleh include two vehicles, both qf which
have expired registrations and are both registered to thje address of I t a 1987 Honda,
Va. l i c e n s e l l a n d a 1989 Honda, Va. Hansel 1j

Choice point inquiry by SA[ |G-15, lists Saleh's]Social Security Number (SSN) as
the same as above, however inquiry by SAL iC-22, with;!the Social Security Administration
reveals that that number is not an assigned number. Choice point |ists the following names all used
apparently by Saleh in conjunction with that SSN : j ,.

Spot check surveillances at the I J address reveajed the following vehicles parked
in the immediate vicinity;

hijackers. I / tadvised that he andl Imoved into the apartment in June of 2001, and were
not familiar with the prior tenant(s). The owner of the Condominium/apartment is a Middle Eastern male
named Sam Ghosh, or Gosh (Management records indicate that a Yassette Wright, telephone number
I I no area code, is also listed as co-owner). Ghosh has continued to on occasion pick up
mail for the previous tenant, and has specifically mentioned that he is waiting for some immigration
papares, notfartherdescribed. | ~\d that they would contact the interviewing
agent and detective if and when any mail for the previous tenant(s) does arrive.
