1. TA In-flight Broadcast Procedure (IFBP) AFI Region
1.1. Listening Watch
A listening watch should be maintained on the designated frequency (126.9MHz in AFI), 10 minutes before entering the
designated airspace until leaving this airspace. For an aircraft taking off from an aerodrome located within the lateral
limits of the designated airspace, listening watch should start as soon as appropriate and be maintained until leaving the
airspace.
1.2. Time of Broadcast
A broadcast should be clearly pronounced in English:
a) 10 minutes before entering or crossing an FIR within IFBP region;
b) For a pilot taking off from an aerodrome located within the IFBP region as soon as appropriate;
c) 10 minutes prior to crossing or joining an ATS route, report crossing airway or waypoint. In the interest of reducing
congestion on the IFBP frequency, pilots may exercise discretion to omit closely spaced repetitive IFBP reports;
d) At not less than 20 minute intervals;
e) Before a change in flight level;
f) At any other time considered necessary by the pilot.

1.3. Broadcast procedure


A broadcast message should be structured as follows:

1.4. Operating Procedures
1.4.1. Changes of Cruising Level
 Changes of Cruising Level are considered necessary by pilots to avoid traffic conflicts, for weather avoidance, or for
other valid operational reasons;
 When cruising level changes are unavoidable, all available aircraft lighting, which would improve the visual detection
of the aircraft, should be displayed while changing levels.

1.4.2. Collision Avoidance
If, on receipt of a traffic information broadcast from another aircraft, a pilot decides that immediate action is necessary
to avoid an imminent collision risk to his aircraft, and this cannot be achieved in accordance with the right-of-way
provisions of Annex 2, he should:
a) Unless an alternative maneuver appears more appropriate climb or descent 500ft;
b) Display all available aircraft lighting which would improve the visual detection of the aircraft;
c) As soon as possible reply to the broadcast advising action being taken;
d) Notify the action taken on the appropriate ATS frequency; and
e) As soon as situation has been rectified, resume normal flight level, notifying the action on the appropriate ATS
frequency.
1.4.3. Normal Position Reporting Procedures
Normal position reporting procedures should be continued at all times, regardless of any action taken to initiate or
acknowledge a traffic information broadcast.
1.4.4. Operation of Transponders
Pilots shall ensure that transponder procedures as contained in ICAO PANS OPS Doc 8168 are complied with and in the
absence of other directions from ATC, operate the transponder on Mode A and C Code 20001.
Use of TCAS
In accordance with ICAO Regional Supplementary Procedures (Doc 7030), ACAS II shall be carried and operated in the
AFI Region by all civil fixed-wing turbine-engined aircraft having a maximum take-off mass exceeding 5 700 kg or
maximum approved passenger seating configuration of more than 19.
IATA therefore promotes the use of a working TCAS for aircraft when operating within the AFI Region; and pilots shall
select TA/RA mode at maximum range.
1.4.5. Use of SLOP
SLOP is promoted in AFI region.

Pilots shall ensure operation of transponders even when outside radar coverage in order to enable TCAS equipped
aircraft to identify conflicting traffic.
1.5. The IFBP in AFI
In many FIRs in the AFI Region communications both fixed and mobile have either not been implemented or operate
well below the required reliability. This has an impact on the proper provision of Air Traffic Services, especially flight
information service. Consequently, the AFI Regional Technical Conference has decided that the IATA In-Flight Broadcast
Procedure (IFBP) should be used within designated FIRs in the Region as an interim measure until such time as

communications facilities affecting the FIRs in question have been improved.
1.6. Designated frequency in AFI
In the AFI Region the designated frequency for the IFBP is 126.9 MHz.
1.7. Area of Application
In the AFI Region the IFBP should be applied in the following FIRs and airspaces:
a) Asmara
b) Brazzaville *
c) Kano
d) Khartoum
e) Kinshasa
f) Luanda
g) Mogadishu
h) Niamey *
i) N’Djamena *
j) Tripoli **
Even though some FIRs are removed from area of applicability, some FIRs will continue applying IFBP in case of
contingency (Dakar Terrestrial, Dakar Oceanic ...).

* Brazzaville, Niamey and N’Djamena FIR provide CPDLC service, however these FIRs are maintained in IFBP area of
applicability to accommodate users’ requirement for linear boundaries to the extent feasible.

** Tripoli FIR mandated IFBP within their entire FIR, hence IFBP region extended from North of the latitude 300N to
cover entire Tripoli FIR

1.8. Enforcement
1. All airlines operating in the AFI region are requested to:
a) ensure that their air crews are fully briefed on the procedure and area of application described.
b) ensure that their charts and flight documentation are fully amended to reflect the foregoing;

2. 1.8.2. Any operator reported to IATA as not applying the procedure shall be contacted immediately,
informed of the procedure, and requested to apply it.
3. Attention is drawn to the fact that during the Haj Pilgrimage period the number of east-west flights in
the North-Central part of the AFI Region increases dramatically and with it the risk of ATS incidents and
the importance of the In-Flight Broadcast Procedure.
1.9. Review
The procedure and its area of applicability shall be reviewed by the IATA AFI Regional Coordination Group from time to
time and the list of FIRs in which the procedure is to be applied may be included or excluded as necessary.
1.10. Distribution
To assist in ensuring its widest possible applicability the procedure is distributed to all known operators in the AFI
Region, as well as to the following agencies/organizations:
ICAO Offices NBO, DKR, CAI, YMQ, ATLAS; Jeppesen; Lido; FAA; IAOPA; IACA; WFP.

2. TRAFFIC INFORMATION BROADCASTS BY AIRCRAFT (TIBA) AND RELATED OPERATING PROCEDURES
2.1 Introduction and Applicability of Broadcasts

1) Traffic information broadcasts by aircraft are intended to permit reports and relevant supplementary information
of an advisory nature to be transmitted by pilots on a designated VHF radiotelephone (RTF) frequency for the
information of pilots of other aircraft in the vicinity.
2) TIBAs should be introduced only when necessary and as a temporary measure.
3) The broadcast procedures should be applied in designated airspace where:
(A) There is a need to supplement collision hazard information provided by air traffic services outside controlled
airspace; or
(B) There is a temporary disruption of normal air traffic services.
4) Such airspaces should be identified by the States responsible for provision of air traffic services within these
airspaces, if necessary with the assistance of the appropriate. ICAO Regional Office(s), and duly promulgated in
aeronautical information publications or NOTAM, together with the VHF RTF frequency, the message formats and
the procedures to be used. Where, in the case of 1.3 a), more than one State is involved, the airspace should be
designated on the basis of regional air navigation agreements and promulgated in Doc 7030.
5) When establishing a designated airspace, dates for the review of its applicability at intervals not exceeding 12
months should be agreed by the appropriate ATS authority (ies).
2.2 Details of broadcasts
2.2.1 VHF RTF Frequency to Be Used.
(A) The VHF RTF frequency to be used should be determined and promulgated on a regional basis. However, in case
of temporary disruption occurring in controlled airspace, the States responsible may promulgate, as the VHF
RTF frequency to be used within the limits of that airspace, a frequency used normally for the provision of air
traffic control service within that airspace.
(B) Where VHF is used for air-ground communications with ATS and an aircraft has only two serviceable VHF sets,
one should be tuned to the appropriate ATS frequency and the other to the TIBA frequency.
2.2.2 Listening Watch:
A listening watch should be maintained on the TIBA frequency 10 minutes before entering the designated airspace until
leaving this airspace. For an aircraft taking off from an aerodrome located within the lateral limits of the designated
airspace listening watch should start as soon as appropriate after take-off and be maintained until leaving the airspace.
2.2.3 Time Of Broadcasts
A broadcast should be made:
 10 minutes before entering the designated airspace or, for a pilot taking off from an aerodrome located within
the lateral limits of the designated airspace, as soon as appropriate after take-off;

 10 minutes prior to crossing a reporting point;
 10 minutes prior to crossing or joining an ATS route;
 at 20-minute intervals between distant reporting points;
 2 to 5 minutes, where possible, before a change in flight level;
 at the time of a change in flight level; and
 at any other time considered necessary by the pilot.

2.2.5 Acknowledgement Of The Broadcasts
The broadcasts should not be acknowledged unless a potential collision risk is perceived.
2.3. Related Operating Procedures
2.3.1 Changes of Cruising Level

(A) Cruising level changes should not be made within the designated airspace, unless considered necessary by pilots to
avoid traffic conflicts, for weather avoidance or for other valid operational reasons.

(B) When cruising level changes are unavoidable, all available aircraft lighting which would improve the visual detection
of the aircraft should be displayed while changing levels.

2.3.2 Collision Avoidance

If, on receipt of traffic information broadcast from another aircraft, a pilot decides that immediate action is necessary to
avoid an imminent collision risk, and this cannot be achieved in accordance with the right-of-way provisions of Annex 2,
the pilot should:
 unless an alternative manoeuvre appears more appropriate, immediately descend 150 m (500 ft), or 300 m (1 000
ft) if above FL 290 in an area where a vertical separation minimum of 600 m (2 000 ft) is applied;
 display all available aircraft lighting which would improve the visual detection of the aircraft;
 as soon as possible, reply to the broadcast advising action being taken;
 notify the action taken on the appropriate ATS frequency; and
 as soon as practicable, resume normal flight level, notifying the action on the appropriate ATS frequency.

2.3.3 Normal Position Reporting Procedures

Normal position reporting procedures should be continued at all times, regardless of any action taken to initiate or
acknowledge a traffic information broadcast.

3.1. Entry, Transit And Departure Of Aircraft

Aerodrome Operating Minima Public transport aircraft registered in a country other than the United Kingdom, aerial
work aircraft and private aircraft, when making a descent to an aerodrome must not descend from a height of 1000 ft or
more above the aerodrome to a height of less than 1000 ft above the aerodrome if the relevant runway visual range at
the aerodrome is at the time less than the specified minimum for landing.

In addition the aircraft referred to above when making a descent to an aerodrome must not:

 Continue an approach to landing at any aerodrome by flying below the relevant specified decision height; or
 Descend below the relevant specified minimum descent height: Unless, in either case, the specified visual
reference for landing is established and maintained from such height.
3.2. Aircraft Instruments, Equipment and Flight Documents
3.2.1. Contingencies- Applicable to all RVSM Airspace

Flight crews are to report to ATC as soon as practicable any event that may affect their ability to comply with the ATC
clearance, examples being: severe turbulence, loss of thrust, loss of pressurization, need to divert, uncertainty of
present position, etc. If, at any time, it is not possible to notify ATC immediately that a problem has occurred and obtain
a new clearance before departing from the old, comply as accurately as possible with any procedures that may be
specified for the airspace, eg NAT contingency Procedures. In all cases a good lookout should be maintained and if the
aeroplane is equipped with TCAS/ACAS the visual display should be used to assist in the sighting of proximate traffic.

The following equipment failures must be reported to ATC:

 Loss of thrust on one or more engines necessitating descent;


 Loss of one or more altimetry systems;
 Failure of all automatic altitude control systems;
 Failure of any other equipment that could affect the ability of the aeroplane to maintain flight as cleared.
3.2.2. Contingencies- Applicable to Specified RVSM Airspace

UK and EUR RVSM Airspace- In this RVSM airspace it is expected that all airplanes will be in continuous radio contact
with ATC either on the assigned frequency or on the distress and emergency frequency (121.500 MHz). They will
therefore be able to advise ATC of any abnormal circumstances where RVSM performance requirements cannot be met,
including encounters with turbulence greater than 'moderate'. ATC will then respond and issue an appropriate revised
clearance before the pilot initiates a deviation from the original clearance. It is recognized, however, that there may be
some circumstances (such as emergency descent following the loss of cabin pressurization) where deviations may have

to occur with little or no prior notice to ATC. In such cases the pilot will need to obtain a revised clearance as soon as
possible after the deviation.
3.3. Air Traffic Services
3.3.1. Runway Utilisation Procedures
3.3.2. Runway-in-Use
The runway-in-use is selected by Aerodrome Control as the best for general purposes. If it is unsuitable for a particular
operation, the pilot can obtain permission from ATC to use another but must accept that he may thereby incur a delay.
3.3.3. Clearance for Immediate Take-Off

A pilot receiving the ATC instruction 'cleared for immediate take-off' is required to act as follows:

(A) If waiting clear of the runway, taxi immediately on to it and begin his take-off run without stopping his aircraft;
(B) If already lined up on the runway, take-off without delay;
(C) If unable to comply with the instruction, inform ATC immediately
3.3.4. Land after Procedure:

Normally, only one aircraft is permitted to land or take-off on the runway-in-use at any one time. However, when the
traffic sequence is two successive landing aircraft, the second one may be allowed to land before the first one has
cleared the runway in-use, providing:

 The runway is long enough;


 It is during daylight hours;
 The second aircraft will be able to see the first aircraft clearly and continuously until it is clear of the runway;
 The second aircraft has been warned. ATC will provide this warning by issuing the second aircraft with the
instruction 'land after .......(first aircraft type)' in place of the usual instruction 'Cleared to land'. Responsibility for
ensuring adequate separation between the two aircraft rests with the pilot of the second aircraft.
 Initial Calls
Initial call to the aerodrome control tower for aircraft on the ground being provided with an aerodrome control
service, the initial call to the aerodrome control tower shall contain:
 Callsign;
 Position; and Any additional elements, as required by the appropriate ATS authority and notified in the
relevant AIP AD section.

3.3.5. IFR Flights

Pilots of aircraft flying Instrument Departures (including those outside controlled airspace) shall include the following
information on initial contact with the first en-route ATS Unit:

 Callsign;
 SID or Standard Departure Route Designator (where appropriate);
 Current or passing level; PLUS
 Initial climb level (ie the first level at which the aircraft will level off unless otherwise cleared. For example, on a
Standard Instrument Departure that involves a stepped climb profile, the initial climb level will be the first level
specified in the profile).

Unless otherwise instructed or where paragraph above including a,b,c applies, when changing communication channel
to an ATC unit (including changes within the same ATS unit), the initial call on the new frequency shall include aircraft
identification and level only.

When making such an initial call and the aircraft is in level flight but cleared to another level, the call shall include the
aircraft identification followed by the current level and the cleared level.

When making such an initial call and the aircraft is not in level flight, the call shall include the aircraft identification
followed by the cleared level only.

When making such an initial call and the aircraft has been assigned a speed, this information shall also be included.

3.4. Communication Services
3.4.1. Radio Communications between Aerodrome Fire Services and Aircraft During an Emergency

Whenever an emergency has been declared at an aerodrome where this service is notified, aircraft may communicate
direct with the Fire Service in attendance with the following conditions:

 The service must be used only when the aircraft is on the ground.
 Contact with ATC, on the appropriate frequency must be maintained.
 This service is only available by arrangement via ATC and may only be used for the duration of the emergency.
The fire service does not normally monitor this service at other times. This service is available at EGBB, EGPH,
EGLC, EGKK, EGLL, EGGW, EGSS, EGCC when Fire vehicle attending aircraft on the ground in an emergency.
Availability of this service at other aerodromes is indicated in the UK AIP AD section at item 2.18. It should be
noted that the service provided is not an Air Traffic Service.
3.5. EN-ROUTE GENERAL RULES AND PROCEDURES
3.5.1. General
(A) Flight Procedures Position Reporting within the London and Scottish FIR/UIR

Pilots are to make a position report in the following circumstances:

 After transfer of communication;


 on reaching the limit of ATS clearance;

 when instructed by Air Traffic Control;

The initial call after changing radio frequency shall contain only the aircraft identification and flight level. Any
subsequent report shall contain aircraft identification, position and time.

Note: When changing frequency between the London or Scottish Control Centres, pilots are required to state their
callsign and Flight Level/Altitudes only (plus any other details when specifically instructed by ATC). When the aircraft is
in level flight but cleared to another FL/ALT, both FL/ALT should be passed. Similarly, when the aircraft is not in level
flight, the pilot should state the aircraft identification followed by the FL/ALT to which it is cleared only; it is not
necessary to state passing FL/ ALT in these circumstances.
(B) Climb and Descent

 Vacating (Leaving) Levels When pilots are instructed to report leaving a level, they should advise ATC that they
have left an assigned level only when the aircraft's altimeter indicates that the aircraft has actually departed from
that level and is maintaining a positive rate of climb or descent in accordance with published procedures.
 Level Restrictions For all stages of flight, clearances to climb or descend cancel any previous restrictions or levels,
unless they are reiterated as part of the clearance. When a departing aircraft on a SID is cleared to climb to a level
higher than the initially cleared level or the level(s) specified in a SID, the aircraft shall climb directly to the cleared
level, unless the SID vertical restrictions are reiterated as part of the clearance.
When a departing aircraft on a SID is required to climb directly to the cleared level without complying with the
published vertical restrictions on the SID, ATC will include the word now in climb instructions (e.g. Jet 347 climb
now FL120).
 Maximum Rates of Climb and Descent In order to ensure the credible interaction of Airborne Collision Avoidance
Systems and ground based safety nets, other than aircraft in emergency and certain specific conditions for
military aircraft (as detailed in Military AIP and MAA Regulatory Publication RA 3000 Series), all aircraft when
operating under normal circumstances, when inside Controlled Airspace within the London and Scottish FIRs/UIRs
should not operate with a climb or descent rate exceeding 8000 ft per minute. Aircraft when first approaching a
cleared flight level and/or when changing flight level in Controlled Airspace should ensure that the vertical closure
speed is not excessive. It is considered that, with about 1500 ft to go to a cleared level, vertical speed should be
reduced to a maximum of 1500 ft per minute and ideally to between 1000 ft per minute and 500 ft per minute.
Pilots should ensure that the aircraft neither undershoots nor overshoots the cleared level by more than 150 ft,
manually overriding if necessary.
 Minimum Rates of Climb and Descent In order to ensure that controllers can accurately predict flight profiles to
maintain standard vertical separation between aircraft, pilots of aircraft commencing a climb or descent in
accordance with an ATC Clearance should inform the controller if they anticipate that their rate of climb or
descent during the level change will be less than 500 ft per minute, or if at any time during such a climb or
descent their vertical speed is, in fact, less than 500 ft per minute. This requirement applies to both the en-route
phase of flight and to terminal holding above Transition Altitude.

Note: This is not a prohibition on the use of rates of climb or descent of less than 500 ft per minute where necessary to
comply with other operating requirements.

 Speed Control Pilots shall adhere to the speed (IAS or Mach Number) approved or assigned by ATC and shall
request ATC approval before making any changes thereto. If it is essential to make an immediate temporary
change in speed (eg due to turbulence), ATC shall be notified as soon as possible that such a change has been
made.

Pilots of aircraft unable to maintain the last assigned speed during any particular phase of flight (eg for aircraft
performance reasons) shall inform ATC as soon as possible in order that another speed/alternative clearance can
be issued.

At levels at or above FL 280, speed adjustments for aircraft in the cruise will be expressed in multiples of 0.01
Mach. At levels below FL 280, speed adjustments will be expressed in multiples of 10 kt based on indicated
airspeed (IAS).

For aircraft at or above FL 280 that have been cleared to descend to levels below FL 280, speed adjustments may
be based on IAS.
3.5.2. General Radiotelephony Procedures

Messages containing any of the following items must be read back in full:

(A) Taxi/towing instructions;


(B) Level instructions;
(C) Heading instructions;
(D) Speed instructions;
(E) Airways or route clearances;
(F) Approach clearances;
(G) Runway-in-use;
(H) Clearance to enter, land on, take-off, backtrack or cross or hold short of an active runway;
(I) SSR operating instructions;
(J) Altimeter Settings, including units when value is below 1000 hectopascals;
(K) VDF information;
(L) Frequency changes;
(M) Type of ATS surveillance service;

(N) Transition level.
3.5.3. Altimeter Setting Procedures
(A) Take-off and climb

Within Controlled Airspace a pilot should set one altimeter to the latest Aerodrome QNH prior to take-off. While flying
at, or below, the Transition Altitude vertical position will be expressed in terms of altitude based upon the Aerodrome
QNH. When cleared for climb to a Flight Level, vertical position will be expressed in terms of Flight Level, unless
intermediate altitude reports have been specifically requested by Air Traffic Control.

(B) Approach and Landing

When an aircraft is descended from a Flight Level to an Altitude preparatory to commencing approach for landing, ATC
will pass the appropriate aerodrome QNH. On vacating the Flight Level, the pilot will change to the aerodrome QNH
unless further Flight Level vacating reports have been requested by ATC, in which case, the aerodrome QNH will be set
following the final Flight Level vacating report. Thereafter, the pilot will continue to fly on the aerodrome QNH until
established on final approach. When requested by the pilot or local procedures require, the appropriate QFE and
aerodrome or threshold elevation shall also be given.
3.5.4. Air Traffic Flow Management
(A) Inbound Flow Management

In congested terminal areas serving busy airports, holding can often occur at short notice through the need for the
tactical integration of arrival traffic flows to achieve optimum airspace and runway utilization.

In the United Kingdom, Area Control Centers (ACC) will not issue Expected Approach Times (EAT) to aircraft when the
terminal area delay is likely to be less than 20 minutes. Where radar sequencing of traffic from the appropriate terminal
holding facility is in operation, Approach Control will not normally calculate or issue EATs to aircraft when the delay is
expected to be less than 20 minutes. If a pilot requests information on the expected delay they will be given a general
indication of the delay, eg 'Delay less than 20 minutes', based on the best information available to the controller at that
time.

Additionally, for London Gatwick, London Heathrow and London Stansted arrivals, when London TMA inbound delays
are likely to exceed 20 minutes, inbound aircraft will be given a general statement concerning the anticipated delay
based on the best information available to the controller at the time. Subsequently, when the aircraft is within 20
minutes of its original ETA for the appropriate terminal holding facility, an EAT will be issued. London Area Control
(Swanwick) will endeavor to frequently update this data to ensure that the information provided to pilots is as accurate
as possible. These procedures will remain applicable when ground equipment unserviceability or traffic demand
requires the use of an alternative to the main holding facility.

 All documentation referred below is required by International and National Regulations. Thus all documents shall
be retained and placed in the flight folder after the flight.
