FOREWORD
1. This SATI is published for the instructions and guidance of Civil Air Traffic Controllers and
Flight Data Assistants. The purpose of issuance of SATI is to provide documented guidance / local procedures
for ATS units.
3. This version includes new Chapters on Area Control Service, Aircraft proximity and common
errors in radiotelephony.
4. This SATI should be reviewd as and when required. However, any amendment / circular /
procedure issued by this office and/or operations directorate should be considered as part of SATI immediately
till it is incorporated in the subsequent version of SATI.

Chapter 1
GENERAL
1.1. ADMINISTRATION- DUTIES AND RESPOSIBILITIES:
1.1.1. The duties and responsibilities of ATS personnel have been laid down by the HQCAA. In
addition they will carry out any other duties assigned to them by the, Chief Operations Officer
(COO), Radar Facility Chief (RFC), Facility Training Officer (FTO) and Team Leader.
1.1.2. The senior
enior most Air Traffic Control Officer in ACC shall take over as Team Leader ACC,
whereas the senior most controller in control tower will take over as supervisor control tower.
Team Leader will be responsible for administrative control and manning of ATC positions.
He/she shall handle all matters pertaining to Air Traffic Services and management of the
Team.
1.1.3. Team Leader shall be responsible to RFC and COO for supervision & management of the
Team and all ATS operations.
1.1.4. Team Leader shall;
1.1.4.1. Take over the team leader position by completing the takeover/handover activities
as per Para 1.3 and 1.4 below.
1.1.4.2. Conduct alignment check of Radar system regularly

o shift or when
required
ed as mentioned in Para 3.17.
1.1.4.3. Ensure manning of all operational positions in ATS units for smooth and efficient
provision of Air Traffic Services.
1.1.4.4. Team leader will inform and discuss ATS / safety related issues/circulars and
other operational matters while on duty. However, it is the duty of each team
member to update himself on all the latest NOTAMS, Circulars, memorandums,
letters etc. if found any ambiguity then he will clarify with team leader of the
respective team.
1.1.4.5. Provide guidance to ATS personnel handling emergency and/or when encountering
any practical problems;
1.1.4.6. Co-ordinate

1.1.4.7. Ensure that ATS record is being maintained properly.
1.1.4.8. Handle VVIP movements in smooth and effective manner as per the directives of
the Government of Pakistan, HQCAA/AIP.
1.1.4.9. Prepare IOU report and
and ensure its accuracy before its submission to DCO for
dissemination.
1.1.4.10. Prepare absentee report by filling the columns of the Performa(Appendix-A)and

log books of ATS staff (ACC) for his
Team.
1.1.4.15. Any other duty related to ATS operations assigned by the COO / RFC / FTO.
1.4.4. All ATS officials shall follow the handing over/taking over procedures in letter and spirit.
They shall sign the unit log book preferably at the time they assume operational duties except
circumstances necessitate actions under Para 1.4.2.The signature should be followed by
complete name and date.
1.7.3. DATCO Tower shall maintain the log (Register) of verbal instructions which are issued by
APM, COO
OO and RFC from time to time.
1.7.4. Team Leader shall record in his log the verbal instructions issued by APM, COO, RFC, FTO
or any other quarter of HQCAA.
1.7.5. Team Leader shall check and countersign the log books of ATS staff (ACC) for his Team.
1.7.6. Team Leader shall send
end the ATS log books (air traffic control positions only) to RFC for his
perusal on working days at 1000 hours.
1.8. HANDLING OF OPERATIONAL TELEPHONES:
While answering telephone calls, the ATS officials will identify themselves as follows:
1.8.1. All numbers with Area Control Centre Area Control or Radar
1.8.2. All numbers with Approach Control Approach
1.8.3. All numbers with Aerodrome/GMC Tower or Ground

Whenever any ATC facility is shut down for any reason, Team Leader shall issue a telex, to that effect,
to OPHQYAYO (D.Ops), OPHQZXAS (Sr. Additional Director ATM), OPISCTOS(CTO (CTO IIAP) and
all other concerned immediately in consultation with C.O.O / R.F.
R.F.C.
1.10. UN-SERVICEABILITY
SERVICEABILITY OF AIR-CONDITIONERS:

1.10.1. The un-serviceability
serviceability of any of the air
air-conditioners
conditioners installed in ATS units should be recorded
in the relevant logbook on the left hand side giving the following details:
1.10.1.1. Time when the equipment became unserviceabl

1.10.1.4. Subsequent actions.
1.10.2. The above stated information is to be recorded on a date-wise

1.11. EMERGENCIES:
All emergencies including accidents, incidents and occurrences shall be handled as per SOPs and
Crises and Emergency Response Plan (CERP),IIAP.
1.12. A. T. C INCIDENT REPORTS:
1.12.1. All ATC incidents including ground incidents/accidents shall immediately be reported to
D.Ops, APM, C.O.O, R.F.C. and all other concerned. The record related to the incidents
should be collected and submitted to C.O.O/R.F.C. along with written report by Team Leader.
1.12.2. Statement of the Pilot
Pilot-in-Command of the concerned aircraft shall be obtained in respect of
landing aircraft through PFIU. M.I. Room shall be informed for the collection of blood and
urine samples of cockpit crew.
1.13. REPORTING OF AIRCRAFT ACCIDENT/ INCIDENTS:
1.13.1. When an incident/accident occurs in Pakistan
Pakistan to a civil registered aircraft, the Pilot-in-
Pilot
Command shall be responsible for ensuring that a notification of the accident or incident is
furnished to the ATS unit concerned by the quickest possible means(by call or SMS). It must

1.13.2. Team Leader shall issue necessary message regarding the incident / accident. Notification of
occurrence / incident / accident should contain the following information as appropriate;
1.13.2.1. Name, designation/telephone number of the officer reporting the occurrence;
1.13.2.2. Name of the Airport from which message originated;
1.13.2.3. Aircraft information;
a. Call sign, type, nationality and registration mark of the aircraft;
b. The name of owner, operator and hirer(if any) of the aircraft;
c. The name of the Pilot

d. The date and time when accident/incident occurred;
e. The last point of departure and the point of intended landing of the aircraft
and the nature of the flight;
f. The location of the accident /incident with reference to defined geographical
point;
g. The total number of perso

i. The nature and extent of damage to the aircraft;
j. Any assistance requested by Pilot or provided.
1.13.2.4. Weather condition and the summary of occurrence.
1.14. NOTIFICATION TO THE AVIATION DIVIS
DIVISION:
In case of accident, bomb threat to aircraft, hijacking involving aircraft and Runway blockage, Team
Leader shall inform COO, Sr. Additional Director ATS and D. Ops HQCAA and transmit/pass

PRE-FLIGHT
FLIGHT INFORMATION SERVICES
2.1. PRE-FLIGHT
FLIGHT INFORMATION UNIT:
2.1.1. A unit established for the purpose of receiving reports concerning air traffic services and flight
plan submission before departure (ICAO name: Air Traffic Services Reporting Office).
2.2. PRE-FLIGHT
FLIGHT OPERATIONS:
2.2.1. Pre-flight
flight Information Officer (PFIO) is responsible to:
2.2.1.1 Team Leader for the provision of pre-flight
pre information services.
2.2.1.2 Accept the flight plan messages, other relevant ATS messages, NOTAMs, Weather
information (METAR, SPECI, Weather Warning) and disseminate the information
to appropriate ATS units, operators and aircraft appropriately as per SOP-005-
ISAT.
2.3. DUTIES OF PRE-FLIGHT

is to fly back from there, the Captain of the VVIP/VIP aircraft shall be required:

plan already filed, notify the changes to the appropriate area control centre on
telephone. If for any reason intimation on telephone is not possible, aircraft

safety.
2.7. ATS MESSAGES:
2.7.1. No ATS message shall be accepted if it includes an addressee which is not in accordance with
ICAO abbreviation.DOC (location indicators)
2.7.2. No administrative message shall be originated without the prior permission of C.O.O / R.F.C.
2.7.3. PFIO shall keep the record of all ATS messages received, disseminated and filed with Pre Pre-
Flight Information Unit ffor
or reference, revenue collection and investigation purpose etc.
2.7.4. All Emergency messages pertaining to Military aircraft shall be treated as “SECRET” and not
to be transmitted on any civil telecommunication system.
2.7.5. All messages received in PFIU shall be properly
properly signed by PFIO with Date and Time group.
2.7.6. All Operational messages shall be handled in accordance with the instructions as contained in
relevant ICAO documents and MATS.

2.7.7. ARRIVAL MESSAGES:
2.7.7.1. INTERNATIONAL FLIGHTS:
2.7.7.1.1. IIAP Islamabad as Destination:-
When an aircraft
ircraft land at IIAP Islamabad(Intended destination), PFIO
shall be required to transmit arrival message to the point of departure,
if the ATS unit originating the flight plan message has indicated that
an arrival message is required.
2.7.7.1.2. Diversionary Landing:-
When landing at IIAP Islamabad is a diversionary landing, arrival
message shall be sent by PFIO to the intended destination and to:
a. The point of departure.
b. The ATS units, serving each FIR through which, according
to the flight plan the flight would have passed, had it not
been diverted to IIAP Islamabad.
2.7.8. DOMESTIC FLIGHTS:
2.7.8.1. Arrival from Aerodromes in Islamabad ACC area of jurisdiction:-

When the arrival is from an aerodrome within Islamabad ACC airspace to IIAP,
arrival message shall be sent to the point of departure on DSC/SSB by ACC (P)
Controller or by PFIO if AMSS/AFTN link is available, as the case may be.
2.7.8.2. Arrival from Lahore / KAR FIR:
When the arrival is from Karachi &Lahore FIR excluding area of Islamabad ACC
and IIAP is the intended destination, arrival message shall be sent to:-

a. The point of departure; and OPKCZRZX &OPKCZRZA and OPLAZRZX &
OPLAZRZA.
2.7.8.3. In case of diversionary landing, arrival message shall also be sent to the intended
destination by ACC (P) Controller on DSC/SSB or by PFIO if AMSS/AFTN link
is available as the case may be.
2.7.9. DEPARTURE MESSAGES:
In case of ATM system (FDP) failure:
2.7.9.1. Departure
re messages of all flights departing from IIAP Islamabad shall be
transmitted in accordance with the procedures laid down in MATS and DOC 4444
/ ATM.
2.7.9.2. Departure messages of all PIA flights bound for Delhi FIR must be issued under
“DD” priority

2.8. HANDLING OF FLIGHTS REQUIRING "ON SPOT PAYMENT"
2.8.1. Handling of “On Spot” payment has been completely stopped by HQCAA, Karachi.
2.9. REQUIREMENT OF GENERAL DECLARATION:
2.9.1. Prior to accepting the flight plan of Non

Schedule flight of seldom aviator operating from
IIAP, it shall be verified from the General Declaration form that clearance from Customs,
Immigration and Health Department has been obtained and stamp with date has been affixed.
Only then the flight plan is to be accepted and the flight will be authorised to depart.
2.9.2. Thee above procedure is not applicable to nonnon-scheduled
scheduled flights operated by any of the
Schedule airlines using Islamabad on regular basis, for such flights the operator is responsible
to provide G.D prior to the departure.
2.10. CLEARANCE OF NON SCHEDULE FLIGHT TO/
TO/FROM IIAP:
2.10.1. All Non Schedule flights operating to/from IIAP are required to obtain permission from
HQCAA or Military Authorities. Duty PFIO should check/verify the civil clearance from
ATFMS of HQCAA and if unavailable then coordinate AT Branch for the clea clearance prior to
clearing the FPL and inform Team Leader. In case of Military Clearance coordinate with SOC
through Area Planner prior to accepting FPL. Copy of clearance shall be attached with FPL by
Operator/Handling Agent.
2.11. PERMISSION FOR LEAFLET DROPPING/BANNER TOWING AND
OTHER AERIAL WORK OPERATIONS FOR ADVERTISING POLICY:
2.11.1. The procedure to be followed for processing requests for Leaflet Dropping/Banner Towing
and other Aerial Work for Advertising, which is as follows:
2.11.1.1. Companies desirous of conducting leaflet dropping/banner towing or any aerial
work for advertising except aerial photography will apply to the concerned APM.
2.11.2. The respective APMs are authorized to grant permission to such requests while operating from
their respective airfields subject to the following conditions:-
2.11.2.1. Pakistani Pilot of a Pakistani registered aircraft and holding a valid licence/permit
for aerial work operations.
2.11.2.2. Operations are conducted in accordance with the conditions of the said
licence/permit.
2.11.2.3. The operator submits an NOC from the concerned DCO/Nazim for the kind of
work to be undertaken over the city.
2.11.2.4. For Banner Towing mission operator produces evidence that the aircraft and the
Captain in Command have been cleared by HQ CAA (GMGA) for such operations.
2.11.3. APMs while granting such permission will take into consideration all the ATC and safety
aspects of the operations.
2.11.4. The request is to be filed with APM well in advance of the flight time so that proper
coordination can be undertaken with relevant agencies.
2.12. NIGHT FLYING BY SIN
SINGLE ENGINE AIRCRAFT:
2.12.1. Following AIR SAFETY CIRCULAR issued by Headquarters CAA vide HQCAA letter
number, HQCAA/1774/GA dated 30th March 2001 and HQCAA/1103/6/ATS dated 3rd April
2001 regarding night flying by single engine aircraft for the purpose of cross country night
operations shall be followed which defines that: -
2.12.1.1. “Forthwith no single engine aircraft cross country night operations are permitted
for other than training flights for the purpose of acquiring appropriate flying
licenses”
2.12.1.2. PFIO will not accept
accept flight plan for night flying by single engine aircraft for the
purpose of cross country night operations, unless the Flight Plan is accompanied by
covering letter by the CFI of the concerned flying school or a copy of night flying
training program under signature of CFI and is sent to P.F.I.O in due time for
necessary reference when such a flight plan is submitted.
2.13. FLYING CLUBS FIRST SOLO FLIGHT:
2.13.1. A first solo flight only be authorised at a control aerodrome in VMC conditions and when
there is no likelihood
od of confliction with any other flight.
2.13.2. The details of the proposed flights shall be passed by the flying instructor to the aerodrome
controller well in advance of the flight taking place.
2.13.3. The aircraft shall be equipped with a serviceable two way radio having
having the appropriate
aerodrome frequencies.
2.13.4. The flying instructor will be present in the control tower during the flight in order to render
any assistance or guidance required by the trainee on the RTF.
2.14. HANDLING OF METEOROLOGICAL INFORMATION:
2.14.1. Reports on weather forecast species and weather warning to be disseminated timely to
adjacent ACCs / FIRs, whenever such reports regarding weather deterioration is received, it
will be beneficial for Air Traffic and will avoid last minute deviations by long haul

rnational / Domestic flights. To enable flight crew to decide alternative course of flight
following action must be taken;
2.14.1.1. Up-date
date of DATIS broadcast.
2.14.1.2. On receipt of SIGMET information originate message to all adjacent ACC’s/FIR’s

airspace.
2.14.1.3. On receipt of weather warning or information on actual weather deterioration, a
message to all Aerodromes/Airports in Pakistan and to Adjacent FIR’s/ACC’s shall
be issued and CQ/broadcast oon all VHF/HF SSB channels.
2.15. CONTENTS OF DATIS MESSAGE:
2.15.1. The DATIS
ATIS message shall be transmitted in the form of broadcast on VHF air air-ground
frequency 126.2 MHz for both arriving and departing traffic. The message shall be updated
after every 30 minutes in the following format:
2.15.1.1. Name of Aerodrome

2.15.1.3. Time of observation, if appropriate
2.15.1.4. Type of approach to be expected
2.15.1.5. The runway(s) in use

APPROACH CONTROL SERVICE
3.1. APPROACH CONTROL SERVICE:
3.1.1. Approach control service is established at IIAP for arriving and departing controlled flights
from IIAP and Qasim Airfield and flights transiting through Islamabad Control Zone (CTR )
& TMA. Approach Control Service (Procedural / Radar) is provided by rated Approach
Controller.
3.2. DUTIES OF APPROACH CONTROLLER:
3.2.1. In all matters pertaining to ATS Operations, Approach Controller is responsible to Team
Leader for the operation of Approach Control Office. In discharging this responsibility, he/she
has to perform the following functions:-

3.2.1.1. Before taking over watch and whenever necessary during the tenure of duty, ensure
the availability and record of the following :
3.2.1.1.1. Current weather forecast during the tenure of duty.
3.2.1.1.2. Serviceability status of radio navigational aids, aeronautical ground aids
and other connected facilities for aircraft operation.
3.2.1.2. Take over the position in accordance with the procedures mentioned in Para 1.3
1.3.
3.2.1.3. Displaying correct page on VCCS monitor for communication.
3.2.1.4. Ensuring appropriate setting of CWP ffor
or visualization of traffic entering / leaving
the area of responsibility.
3.2.1.5. Accepting / handing over the control of traffic over the defined and / or agreed
transfer of control points (automatic or manual). Transfer of communication shall
be made once the ttraffic is accepted by the accepting controller.
3.2.1.6. In case CWP shows “WS Disconnected” message, Ensure selection of “BYPASS”
and inform technical supervisor immediately.
3.2.1.7. Provide Approach Control Service within the area of responsibility in accordance
with provisions
visions as contained in AIP and MATS.
3.2.1.8. Provide Flight Information Service and Alerting Service to aircraft operating in
his/her area of responsibility.
3.2.1.9. Coordinate and pass required information to adjacent ATS Units and Tower as
prescribed in MATS.
3.2.1.10. Take appropriate
ropriate action in case when aircraft are known or believed to be in need
of assistance.
3.2.1.11. Take action in accordance with Anti-Hijacking
Anti Hijacking Plan and Crises & Emergency
Response Plan (ERP) as and when required.

times in the area of responsibility.
3.2.1.13. Provide radar service to aircraft within area of responsibility, in accordance with
provisions contained in AIP/MATS/ANO

3.2.1.14. Conduct surveillance radar approaches as and when required, subject to workload
and equipment reliability.
3.2.1.15. Maintain approach control log book and ensure that all matters of significant
importance are recorded.

3.7. DEPARTURES:
3.7.1. The approach controller shall issue:
3.8.1.1 Appropriate SID / manoeuvres to the departing IFR flights
3.8.1.2 Appropriate ATC clearance for VFR flights and post the same on the flight
progress strip in the appropriate column.
3.7.2. Approach controller shall also post the ATC clearance issued by ACC Lahore or Cherat / Nur
khan approach upon receipt. For this purpose he shall ensure that prior coordination has been
affected with
ith concerned unit.
3.7.3. The Approach Controller shall release the departing aircraft to the appropriate unit prior to
leaving the approach control zone/ Islamabad TMA and entering the ACC Lahore/Cherat/Nur
Khan Approach jurisdiction or when aircraft reaches FL FL205/F175
205/F175 or as agreed between
Islamabad & Nur Khan Approach, whichever is earlier. However ACC and Approach Control
may affect transfer of control at any other agreed point. For this purpose positive coordination
shall be ensured
3.7.4. The Approach Controller shall
shall not give climb to an aircraft above the level last assigned by
the accepting unit Controller without prior approval and coordination.
3.7.5. The Approach Controller may impose additional restrictions on departing flight, if necessary
to the extent that it does
does not change the initial ATC clearance issued by the concerned
accepting controller.
3.7.6. Approach Controller shall ensure that departing aircraft are established on their assigned
routes before transfer of control. Whenever this is not practicable he/she shall ensure standard
separation between aircraft, and facilitate climb through radar vectors. Coordination shall be
affected well in time.

3.15.5. When an aircraft makes request to use the runway end other than the one in use such
approach may be accommodated provided:
3.15.5.1 Coordination

3.15.5.2 No departure is expected after the time such arriving aircraft has entered control
zone. (Note: Such requests shall be refused or deferred if it results in delay to other
traffic.)
3.15.6. The Approach Controller shall keep the Aerodrome Controller updated on the landing
sequence of arriving aircraft. However, when aircraft is equipped with functioning
transponder and SDD in control tower is serviceable, progress of arrival for Islamabad may
not be passedd to Aerodrome controller.
3.15.7. The type of approach to be executed by each (of the series of arriving) aircraft need not be
repeated to the Aerodrome Controller unless it differs significantly from others in the
sequence.
3.15.8. When SSR / FDP and / or transponder of aircraft are non operative, Approach Control has
to clear inbound aircraft to ISDUR fix via the appropriate STAR. Approach Controller shall
coordinate with adjacent ATS units about the levels below FL 175 to which an aircraft is
cleared and that shall be passed invariably.
3.15.9. When consecutive arrivals are approaching together to holding point ISDUR. EAT for each
subsequent flight will be evaluated and passed to aircraft concerned.
3.15.10. Adjacent ATS Units (LAH ACC or Cherat Approach or Nur Khan Approach) control will w
transfer the control of inbound traffic to Islamabad Approach at change over point or at any
other position agreed by them. Islamabad Approach Controller shall not give climb above
the last assigned level by Adjacent ATS Units (LAH ACC or Cherat Approa
Approach or Nur Khan
Approach) to departing aircraft unless prior coordination has been affected with concerned
Unit.
3.15.11. Approach Controller will not normally provide advisories to aircraft after crossing final
approach fix to the runway except when radar reveals a situation, which in the opinion of
the controller, is likely to affect safety of the flight.
3.15.12. When SSR and transponder of aircraft are operative, Adjacent ATS Units (LAH ACC or
Cherat Approach or Nur Khan Approach) will coordinate with Approach for minimum
available level for arriving aircraft and will continue release aircraft, with vertical separation
on the basis of agreed level unless amendment received from Approach controller.
3.16. RADAR APPROACH CONTROL:
3.16.1. Radar Approach Control services is provided by Islamabad Approach in Islamabad CTR /
TMA‘s in accordance with the procedures prescribed in the MATS & ANO
ANO-- Pakistan.
3.17. RADAR ALIGNMENT CHECKS:
3.17.1. The Approach Radar Controller shall check the alignment of radar as follows:
3.17.1.1 by correlating the runway map and the radar position indications of departing
aircraft.
3.17.1.2 by correlating the radar position indication of an aircraft reported to be
established on ILS and the runway centre line depicted on the radar display.
3.17.1.3 By correlating the distance between the radar head (location symbol) with test
plot.

3.20.2. The aircraft shall be vectored to an appropriate position in the circuit from where the aircraft
can have

3.20.3. Appropriate separation minima shall be maintained between aircraft carrying out visual
approach and other arriving and departing aircraft.
3.20.4. Vectors for visual approach shall be given only for right hand circuit run

3.21. RADAR MONITORING SERVICE:
3.21.1. Approach Controller utilising Radar surveillance data will provide flight path monitoring of
other pilot interpreted approaches, and is responsible for maintaining minimum separation
between aircrafts, on final approach. The Approach Controller shall observe/monitor
approaches in their entire phase, even after transferring the control of aircraircraft to the
aerodrome control.
3.22. SPEED ADJUSTMENT:
3.22.1. To avoid excessive vectoring in sequencing of arrivals and to achieve a safe and expeditious
flow of air traffic, pilots may be requested to adjust aircraft speed in accordance with the
procedures outlined in relevant documents.
3.22.2. All speed adjustment requests shall be expressed in terms of knots and shall be predicted on
Indicated Air Speed (IAS).
3.22.3. Controllers should avoid speed adjustment requests which require alternate decreases and
increases of speed. Controllers
Controllers should also avoid specifying
“MINIMUM SPEED WHEN A HIGHER SPEED WILL SUFFICE.”
3.22.4. Speed adjustment is not a substitute for good vectoring technique and therefore should be
applied only when necessary.
3.22.5. Controllers may request a pilot to reduce or mainta

in a specified speed or to increase or
decrease speed by specified amounts utilising increments of ten knots or multiples thereof.
3.22.6. Unless prior concurrence of pilot in the use of a lower speed is obtained, speed adjustment

3.22.7. Utilization of the minimum speed as given above for propeller driven aircraft will
sometimes be impractical since some aircraft in this category cruise at lower speed and
cannot attain the speed specified
3.22.8. When the Controller determines that the application of speed adjustment is no longer
required, he shall so inform the pilot concerned by advising the aircraft to resume normal

AERODROME CONTROL SERVICE
4.1. AERODROME CONTROL SERVICE:
Aerodrome Control Service shall be provided by qualified Aerodrome and Ground Movement
Controllers in the vicinity and on the manoeuvring / movement area of aerodrome at IIAP Islamabad.
4.2. OPERATION:
The following units shall be involved in Aerodrome operat
operations at IIAP Islamabad:
4.2.1. Tower Control.
4.2.2. Ground Movement Control.
4.2.3. Ground Movement control North (GMCN)
4.3. AREA OF RESPONSIBILITY:
Following areas fall under the responsibility of Aerodrome and Ground Movement Controllers.
4.3.1. Aerodrome Circuit of Islamabad Airport and aircraft taking off and landing on runways 28
L/R & 10 L/R falls under control of IIAP TWR Controller.
4.3.2. Manoeuvring / Movement area of IIAP Islamabad falls under the control of Ground
Movement Controller.
4.3.3. Senior most Controller

4.4. AIRSPACE CLASSIFICATION :
Aerodrome traffic circuits of Islamabad falls in class “C” Airspace. Circuit altitude for all aircraft with

4.11.2.16. Refueling facility through fuel hydrant system is provided at all parking stands.
4.11.2.17. Ground power with 400Hz frequency is provided at all PBB parking stands.
4.11.2.18. All parking stands are nose in.
4.11.3. PARKING PROCEDURES:
4.11.3.1. All international schedule arrivals shall be parked on Parking (PBB) stands

9 and 17&18 subject to category of aircraft and on first come first serve
basis.
4.11.3.2. All domestic arrivals shall be parked on Domesti
Domesticc (PBB) Parking stands 19

4.18.1.2. Reading will be valid unless weather condition further deteriorates or rain
continues.
4.18.1.3. If it becomes too poor, fresh reading must be taken as soon as possible.
4.18.1.4. The Aerodrome Controller shall be informed of all friction readings bot
both in terms
of figures as well as braking actions.
4.18.1.5. Whenever braking action is categorized as poor, the Aerodrome Controller should
give friction readings and braking action (poor/medium/good) for all three
segments of runway to landing aircraft.
4.18.2. During rainyy conditions, µ-Meter reading shall be taken to determine runway conditions.
Number of readings taken in a day shall depend upon intensity of rain. In case of continuous
rain, the readings must be taken at least 30 minutes interval or immediately before ththe arrival
of aircraft depending upon the traffic conditions and position of arriving aircraft. The runway
surface condition along with the state of breaking conditions shall be passed to aircraft before
landing and take-off.

4.18.3. In case of non-availability

4.19. INFORMATION ON RUNWAY IN USE & WIND CONDITIONS:
4.19.1. It is the responsibility of Aerodrome Controller to inform PFIO, Planner / Area Controller, and
Approach Controller about surface wind at Islamabad Airport when it exceeds 25 kts and
when the direction is different by more than 45 degrees of the landing direction. Cross wind
component shall in such circumstances be given to all arriving and departing aircraft.
Whenever pilots are informed of runway in use the surface wind direction and its speed should
invariably be passed. It should be ensured that, in case the runway is changed, the surface
wind direction and the speed are also passed. It is possible that the pilots may request to land
on runway other than the runway in use. Such requests may be acceded-to-if if consistent with
the safety of aircraft and traffic conditions. The Aerodrome Controller shall keep Islamabad
ACC and Approach informed of the active runway and the impending runway changes at
Islamabad airport. Aerodrome controller sha shall
ll also remind PFIO of amending the DATIS
when circumstances so require.
4.19.2. Aerodrome controller shall ensure feeding of correct RWY

4.20. PROVISION OF HUMAN RVR IN DETERI

ORATING WEATHER
CONDITIONS:
4.20.1. Headquarters Civil Aviation Authority has instructed vide letter number HQCAA/1114/3/ATS
dated 25th April 2001, that in case the visibility reduces to less than 1500m and RVR
equipment is unserviceable or not available then, as an alternate human RVR observation will
be used to determine visibility. It will be based on visual observations using lights or special
markers.
4.20.2. When RVR equipment is not functioning Duty Aerodrome controller shall ensure collection of
Human RVR readings. Human RVR readings will be taken as many times as desired for the
safe aircraft operation.
4.20.3. Whenever the visibility deteriorates due to weather, an Airside inspector, along with a MET
observer shall be sent to the end of the runway in use on an R/T fitted vehicle. The person
concerned shall count the number of runway edge lights visible in one particular row, and
inform the Aerodrome Controller. The runway visibility shall thus be obtained by multiplying
this number by 60, in meters.

4.20.4. The runway visibility so obtained may be passed to arriving/departing aircraft on their request
and/or at the discretion of Aerodrome Controller when in his opinion such information would
benefit the pilot. In case of rapidly changing weather and expected movements the vehicle
along with the observer may be stationed near to the runway as long as necessary.
4.20.5. Human RVR will be used for ILS CAT I operation only,, as instrument RVR is mandatory
for ILS CAT II & III operation.

4.20.6. Human RVR reading is to be obtained before each arrival/departure as applicable.
4.20.7. Arriving aircraft be advised about the un-serviceability
un serviceability of RVR equipment and RVR readings
obtained through human RVR determination method.
4.21. PRE STORM ACTION:
In case of weather warning regarding storm received from MET office or when the Storm activity is
visually observed by the Aerodrome/ Ground Movement Controller,

4.22.1.2. If the storm persists or is likely to persist, determine runway visibility and intimate
PFIO/ACC/APP.
4.22.2. BY ACC CONTROLLER:
4.22.2.1. Keep all arriving aircraft informed about the latest prevailing
prevailing weather conditions as
obtained from Aerodrome / Approach Controller and/or by reports from aircraft in
flight.
4.22.2.2. Alert OPLA for possible diversions.
4.22.2.3. Inform other adjacent airports/ACCs
4.22.3. BY APPROACH CONTROLLER:
4.22.3.1. If the storm area is discernible on radar,
radar, provide additional service to aircraft in
accordance with AIP/MATS.
4.23. POST STORM ACTION:
4.23.1. BY AERODROME/ GROUND MOVEMENT CONTROLLER:
4.23.1.1. Ask Airside Inspector for the inspection of Movement area, AFL system and
Hangers to check any apparent noticeable event occ occurring
urring due to storm. If
necessary MAS may be requested for such inspection and results of significant
importance be reported to COO/ RFC. A log entry to this effect shall be made.
4.24. CRASH-FIRE
FIRE & RESCUE SERVICES:
4.24.1. Aerodrome/ Ground Movement Controllers are required
r to check the RFF Category
Category.
4.24.2. Aerodrome/ Ground Movement Controllers shall inform the fire station regarding any
emergency in accordance with the CERP.

4.25. RFFS CATEGORY:
4.25.1. The RFFS assessed category for the IIAP is Category – 10 as determined from Aerodrome
Standard Manual (AERODROME MANUAL IIAP) – Pakistan.
4.26. REDUCTION OF FIRE CATEGORY:
4.26.1. In the event, that the defined category of RFFS cannot be maintained the Shift in charge of
RFFS shall
hall inform the Airport Manager, Aerodrome Controller and CFRO immediately. The
CFRO upon receipt of such information shall evaluate and declare fire category with
remaining facilities and act as per SOP for the restoration of defined Category of Fire and
Safety Services and take following actions:
4.26.1.1. He shall assess the nature and extent of deficiency &/or un-serviceability
un serviceability and
inform Aerodrome controller and give approximate time required for the
restoration of Category and arrangements made for the interim period.
4.26.1.2. He shall make necessary arrangements to ensure the availability of required
amount of extinguishing agents/equipment from supply branch or to make
necessary coordination with the supply branch for the procurement of required
amount of extinguishing agents/equipment.
4.26.1.3. In case of un-serviceability
un serviceability of fire vehicles, he shall make necessary arrangements
to get the equipment repaired from the resources available or to coordinate with the
Motor Transport branch of IIAP for the repair / maintenance of un un-serviceable
rescue Vehicle. He shall also coordinate with the HQCAA for the replacement /
issuance of rescue Vehicle, in case of prolonged un un-serviceability.
4.26.2. On receipt of the information from CFRO, the Aerodrome Controller shall inform Team
Leader, COO and the aircraft that are likely to be affected and are in R/T contact with TWR /
GND and APP immediately. CFRO shall also take NOTAM action to indicate the varied level
of coverage available.
4.27. INFORMATION TO RFFS:
4.27.1. Aerodrome/ Ground Movement Controllers shall inform
inform RFFS section regarding:
4.27.1.1. ETA type & version and stand numbers of arriving aircraft at least 15 minutes
before the arrival.
4.27.1.2. In case stand allotment is changed due to unavoidable circumstances, the
Marshaller shall be advised on R/T.
4.27.2. Fire and Safety Services
rvices shall immediately be intimated in case of:
4.27.2.1. AIRCRAFT INCIDENT/AIRCRAFT ACCIDENT:
4.27.2.1.1. When an aircraft accident has occurred or is inevitable on, or in the
vicinity of the aerodrome, OR
4.27.2.1.2. When an aircraft on the ground is known to have an emergency
situation
on other than an accident that requires the Presence of
emergency services.
4.27.2.2. FULL EMERGENCY:
4.27.2.2.1. When an aircraft is known or is suspected to be in such trouble that
there is danger of an accident.
4.27.2.3. LOCAL STANDBY:
4.29.2.3. Aerodrome Controller shall ask Airside office to arrange frequent runway
inspections with the instructions to depute personnel el for the purpose to take
particular notice of presence of birds on and around runways and taxiways
approach and take off areas and notify the tower if birds are observed.
4.29.2.4. Aerodrome Controller on observing/receiving information of bird activity shall ask
the airside management staff to dispatch the bird shooters to the area, to scare off
and disperse the birds away from the aircraft path and furnish information on
presence of birds to aircraft which may be affected by them.
4.29.2.5. Aerodrome Controller shall ask thehe PFIO to add the caution about bird activity
around the airfield in the DATIS broadcast as and when required.
4.29.2.6. Manager Airside shall ensure intensive patrolling of runway side strips and around
take off and approach areas within aerodrome perimeter by bird shooters on R/T
fitted vehicles particularly during early forenoon and late afternoon periods.
4.29.2.7. Whenever a bird-hit reported by y the aircraft, the prevailing visibility shall be noted
in the log and pass to Airside for the issuance of bird strike signal.
4.29.2.8. In event of bird strike during landing or take off roll, runway shall be inspected
carefully by Airside and location/type of dea
dead
d bird if found be noted.
4.29.2.9. Excessive bird activity on a particular runway or within the approach/take-off
approach/take areas
of that runway may require closure of the runway or may require a NOTAM action
by Manager Airside.
4.30. OBSTACLE CONTROL:
4.30.1. OBSTACLEMONITORING:

Control obstacle at and around the aerodrome is the responsibility of Airport Manager
(services) The Environmental Control Officer shall monitor the OLS and critical PANS
PANS-OPS
surfaces.
4.31.1.1 In case Aerodrome controller observes any change or reported by aircraft regarding
erection of any obstacle in the vicinity, particularly in the approach path
MAS/ECO shall be informed immediately and caution be issued to the aircraft.
4.31.1.2 If the obstacle is infringing a take-off
take off or approach area, MAS will discuss the issue
with thee COO. The COO will determine the operational requirements for runwayrunway-
in-use
use and whether alternatives are available. If the runways are operationally
required, calculate and mark off the reduced runway length available (displaced
threshold) and initiate a NOTAM action.
Note: Obstacle control measures are to be taken as per SOP by APS
4.31. RECALL OF DEPARTING AIRCRAFT BY OPERATING AGENCIES AT
THE AIRPORT:
4.32.1 No departing aircraft, whether taxing out or in-flight,
in flight, shall be called back at the request of
ASF/Customs/Immigration/Health
/Immigration/Health authorities / APM unless such request is received on one of
the recorded telephone and followed by a written request duly signed by an authorized
official. The Duty Air Traffic Controller shall immediately inform COO / Sr. additional

4.32.2 ETA of all non-scheduled
scheduled International aircraft shall be passed well in advance to Immigration
arrival desk and OIC Customs by Bay Planner/GOC.
4.32.3 The duty GOC Controller/Bay Planner shall record the time of passing the ETA together with
the name and designation of the Immigration and Customs personnel to whom the information
has been passed.
4.33. OPERATION OF GENERAL AVIATION AIRCRAFT:
4.33.1. FLIGHT TRAINING AND STUDENT PILOTS:
IIAP-CTR designated as Class ‘C’ Airspace, IIAP is available to pilot familiarization, and
training flights. Aerodrome Control Tower may be unable to provide services to training flight
activity during periods of high volume air traffic.
4.34.1.1 The General Aviation Operators
Operators for training flights, before submitting the flight
plan will co-ordinate
co ordinate with Aerodrome Controller for checking up of lean period of
traffic during which it will be possible for them to carry out flying (local, training
or other VFR operation).
4.34.1.2 The Aerodrome/
rodrome/ Approach Controller after analyzing the prevailing and
anticipated traffic will advise the timings for carrying out such flight operation by
General Aviation aircraft. These timings will be subject to revision, depending
upon the changed traffic conditions
c at that time.
4.34.1.3 The General Aviators after necessary coordination with the Aerodrome / Approach
Controller shall ordinarily submit in writing a flight plan to the Pre Pre-Flight
Information Unit. In exceptional cases they may submit the flight plan on R/T to
Control Tower. In such an eventuality the flight plan shall be submitted sufficiently
in advance, so that necessary coordination with different ATS units and SOC is
effected before the flight actually commences operation.
4.34.1.4 For all flights operating outside
outside aerodrome traffic circuit including flights carrying
out instrument approaches, a proper flight plan on specified flight plan Performa
shall be submitted at least thirty minutes prior to the ETD.
4.34.1.5 In case a flight plan is submitted for more than one sortie, the Aerodrome
Controller shall ascertain, name of the pilot
pilot-in-command,
command, number of person on
board, duration of sortie and fuel endurance before each sortie.
4.34.1.6 General aviation aircraft may operate during day within the aerodrome traffic
circuit with the prior information/ approval from Approach. Standard separation
between these flights and any other aircraft must be ensured according to the
airspace classification.
4.34.1.7 General Aviation aircraft shall normally be grounded 15 minutes prior to the ETA
and until
ntil 5 minutes after the departure of any other flight during night except when
specific approval/ instructions from Approach (when radar service is available) has
been obtained.
4.34. TRAINING FLIGHTS AND PRACTICE INSTRUMENT APPROACHES:
4.34.1. All aircraft on training flights carrying out circuits and landing shall be under Aerodrome
Controller and position information on these flights shall be passed to Approach Controller
whenever it is likely that this flight may conflict with an arriving or departing IFR flight.
4.34.2. Aircraft
rcraft carrying out practice instrument approaches will be kept with Approach controller
until it is established on final approach and reported FIS,the aircraft may be handed over to
aerodrome controller.
4.35. BLOOD AND URINE TESTS OF AIR
AIR-CREW:
4.35.1. In case of any aircraft
ircraft occurrence in the vicinity of IIAP Islamabad, one of the Authorized
Medical Officers is to be instructed to collect blood and urine samples from cockpit crew
within two hours of the occurrence. (Reference: HQCAA/1901/AIB dated 20th December
1990).
4.38.2.2. Through other ATS units if operating outside Islamabad ACC control boundaries
and/ or in case of loss of radio contact.
4.38.3. When the information is relayed through other ATS units, Using the AMHS, DD priority shall
sha
be used.
4.38.4. Inform the airline concerned for further necessary action, if any.
4.38.5. It may be realized that information on failure of tyre treading plays useful role, in ensuring the
safety of aircraft and passengers, only when it is communicated to all concern
concerned by the most
expeditious means.
Note:: In case of multiple departures, type of aircraft tyre pieces belongs to, may be ascertained through
airline engineering department before dissemination of information to concerned.
4.39. AIRCRAFT ACCIDENT:
4.39.1. In the event of aircraft accident crash occurring on or in the vicinity of the Aerodrome, the
duty Aerodrome/Ground
/Ground movement controller shall take the actions in accordance with CERP
Chapter 2 or Chapter 3 as applicable.
4.40. HIJACKING:
4.40.1. In case of Hijacking, Aerodrome/Ground movement controller shall take the actions in
accordance with CERP Chapter 11(SOP FOR HANDLING HIJACKED AIRCRAFT).
4.41. EMERGENCY MEDICAL ASSISTANCE TO PASSENGERS:
4.41.1. In case any request is received from aircraft or airline/agency for medical
assistance/ambulance,
tance/ambulance, DTM/M. I. Room should be informed for the needful through Ground
Movement Controller/ Bay Planner Controller and log entry should be made accordingly.
4.42. VIP/VVIP MOVEMENTS:
4.42.1. VIP / VVIP aircraft or aircraft carrying VVIP/VIP shall be dealt as under;
4.42.1.1. when information regarding VVIP movement is received G.M.C shall inform;
4.42.1.1.1. Airside Office
4.42.1.1.2. Fire Station.
4.42.1.1.3. General Aviation through GOC.
4.42.1.1.4. DATCO Nur Khan and Qasim Base.
4.42.1.2. when FPL regarding VVIP flight is received, GMC shall take following action;

4.42.1.2.3. Inform Fire In-charge

4.42.2. ARRIVAL:
4.42.2.1. VVIP aircraft after landing on runway 28L will follow, Taxiways D, parallel
runway and then L and K or TWY B and then L and K to VVIP apron. VVIP
aircraft after landing on runway 28R will follow Taxiways, ‘L’ and ‘K’. similarly
VVIP aircraft
ircraft landing on runway 10 R/L will follow ‘E’ ‘F’ and then ‘K’ to State
Lounge Apron. Follow-Me
Follow Me van shall be positioned on taxiway ‘L’ or taxiway ‘F’

4.42.3. DEPARTURE:

4.42.3.2. VVIP Aircraft using Runway 28L may be given taxi via taxiway L and B to enter
on the main runway 28L for backtrack and lineup. VVIP aircraft may be given taxi
via L and then on runway 28R for departure from runway 28L/R.
4.43. RUNWAY INCURSION:
4.43.1. In the event that the Aerodrome Controller observes, after a take take-off
off clearance or landing
clearance has been issued, any obstruction on the runway likely to impair the safety of an
aircraft taking off or landing, such as a runway incursion by an aircraft or vehicle, any person,
or flock of birds/animals on the runway, appropriate action shall be taken as follows:
4.43.1.1. In all cases
cases inform the aircraft concerned of the obstruction and its location on the
runway.
4.43.1.2. Cancel the take-off

AEREA CONTROL SERVICE
5.1. INTRODUCTION:
5.1.1. Islamabad Area Control Center (ACC) is responsible for the provision of air traffic services in
Islamabad ACC area of jurisdiction as given below. ATS officials shall adhere to the
procedures applicable as contained in A.I.P Pakistan, MATS and relevant ICAO documents.
The guidelines/principles given hereunder shall be followed
followed in addition to the above
mentioned procedures to ensure smooth functioning of ATS Units.

5.5. DUTIES OF ACC CONTROLLERS
5.5.1. AREA PROCEDURE CONTROLLER:
Area Procedure Controller shall be responsible to the Team Leader for: -
5.5.2.1. Take over the position in accordance with Para 1.3.
5.5.2.2. Displaying correct page on VCCS monitor for communication.
5.5.2.3. Efficient administration and control of his/her work position.
5.5.2.4. Acknowledgement & manipulation of FPL(s) sho
showing
wing alerts such as
MONA(Reminders/NCW),MTCD,STCA,SNET(MSAW/APW/CLAM/APM/RA
M.
5.5.2.5. Ensuring flight plans and SSR tracks are correlated on display.
5.5.2.6. Ensuring updates CFL & ROUTE fields of FP label whenever a change is made by
Radar controller.
5.5.2.7. Ensuring appropriate setting of CWP for visualization of traffic entering / leaving
the area of responsibility.
5.5.2.8. Flight progress board is updated and maintained according to the current traffic.
5.5.2.9. Ensuring study of current list of NOTAMs available in the ATM system aand brief
the Area Radar controller about the same.
5.5.2.10. In case of radar failure ensure correct identification of “SYNTHETIC TRACK” on
CWP and its updating. Synthetic track shall not be used for the provision of Radar
separation.
5.5.2.11. In case CWP shows “WS Disconnected”
Disconnected” message, Ensure selection of “BYPASS”
and inform tehnical supervisor immediately.
5.5.2.12. In case of radar failure, will provide air traffic services (non-radar)
(non radar) in accordance
with the laid down procedures as contained in AIP, ANO, MATS, SAR manual
and local instructions issued from time to time.
5.5.2.13. Ensure appropriate separation between aircraft flying in his area of jurisdiction.
5.5.2.14. Issuance of air traffic control clearances as per laid down procedures except, when
SSR, FDP are operational and FPL of the aircraft aavailable vailable in the system,
clearances for departures from OPIS and OPRN will be issued by the Planner/
Area Procedure Controller to relevant GMC or TWR controller, as the case may
be.
5.5.2.15. In the event of radar failure but FDP functioning, Area procedure Controller
Controlle shall
update data (route, position, level and speed of the aircraft) in the system to ensure
correlation of synthetic tracks with reported position of the aircraft.
5.5.2.16. In the event of radar failure take over the control of traffic and provide air traffic
control
ontrol service (procedure) afterNon Radar separation has been established by
Area Radar controller and proper briefing is received from Area Radar controller.
5.5.2.17. Inform APM of a particular airport when it is necessary to extend the working
hours of Radio/Nav. Aids and/or ATS unit.
5.5.2.18. Providing Alerting Service and to take appropriate action when aircraft are known
to and/or believed to be in need of assistance, as per laid down procedures.
5.5.2.19. Effecting co
co-ordination with relevant ATS units.
5.5.2.20. Ensuring that the
t flights (schedule, non-schedule)

accordance with the clearances issued by the appropriate authority.
5.5.2.21. Maintaining relevant journals and records as per laid down procedures.
5.5.2.22. Maintaining close liaison with the airline operators in respect of their aircraft
requiring assistance.
5.5.2.23. Ensure coordination through AIDC between Islamabad and Lahore ACCs and
Adjacent FIRs when applicable.
5.5.2. AREA RADAR CONTROLLER:
Area Radar controller shall be responsible to the Team Leader for:
5.5.3.1. Taking over the position.
5.5.3.2. Displaying correct page on VCCS monitor for communication.
5.5.3.3. Efficient Administration and Control of his/her position.
5.5.3.4. Providing Air Traffic Services based on Radar to the air traffic operating in his/her
area of jurisdiction in coordination with
w Area Procedure Controller and according
to the provisions laid down in AIP (Pakistan), MATS, SAR Manual and local
instructions issued from time to time.
5.5.3.5. Maintaining radar surveillance of air traffic in his/her area of jurisdiction to

5.5.3.6. Ensuring correct identification of “SYNTHETIC TRACK” on CWP and getting it
updated / merged with actual track by Planner / Area Controller. Synthetic track
shall not be used for the provision of Radar separation or evaluation of positi

5.5.3.7. Ensure selection of “BYPASS”,In case CWP shows “WS Disconnected” message,
5.5.3.8. Accepting / handing over the control of traffic over the defined and / or agreed
transfer of control points (automatic or manual). Transfer of communication

be made once the traffic is accepted by the accepting controller.
5.5.3.9. Providing radar navigational assistance to strayed aircraft between established
navigational fixes or as required under the circumstances
5.5.3.10. Ensuring appropriate setting of CWP for visualization of traffic entering / leaving
the area of responsibility.
5.5.3.11. In case of radar failure, he shall ensure Standard non

5.5.3.15. Taking action in accordance with aircraft crash plan, anti-hijacking

5.8. RVSM
5.8.1. RVSM POLICY
The International Civil Aviation Organization (ICAO) in its third Asia/Pacific
RegionalNavigation meeting recommended that Reduced Vertical Separation Minimum
(RVSM) should be introduced in the Pacific Region w.e.f. 27th November 2003.

5.16.3.4. The Planner / Area Controller while issuing ATC clearance may follow it up with

operative, the Aerodrome Controller shall inform
Approach Controller and Planner / Area Controller about the departure ttime.
5.16.4. COORDINATION WITH ISLAMABAD APPROACH:
Islamabad ACC and approach shall effect coordination in accordance with the laid down
procedures as contained in MATS and DOC4444 / ATM.
5.16.5. COORDINATION BETWEEN ISLAMABAD ACC & AERODROME
CONTROL TOWERS WITH IN ITS A
AREA
REA OF JURISDICTION:
Islamabad ACC shall affect coordination with Aerodrome Control Towers located within its
area of responsibility and vice
vice-versa
versa as per standard procedure laid down in MATs Pakistan
and Doc 4444/ATM.
5.16.5.1. In case of communication failure between ACC and concerned Aerodromes,
following procedures shall be followed;
5.16.5.1.1. IFR flights departing from any airport within the area for FL160 or
above shall initially be restricted up to FL150/140 as applicable in
accordance with semi-circular cruising level vel system until
approval/clearance from ACC is obtained or the flight concerned
establishes 2-way
way communication with concerned ACC and
clearance is obtained directly.
5.16.5.1.2. Aircraft departing from Aerodromes of Nothern Areas bound for
Islamabad shall initially be allowed to climb FL265 until
approval/clearance from ACC is obtained.
5.16.6. COORDINATION BETWEEN ISLAMABAD ACC AND ADJACENT AREA
CONTROL CENTRES:
5.16.6.1. All departures from Islamabad and Peshawar for LAJAK/SITAX/SOLUM, level
coordination shall be affected by Islamabad
Islamabad ACC prior to start up of the aircraft
with Lahore ACC (East).
5.16.6.2. All departures from Islamabad and Peshawar for DOBAT, level coordination shall
be affected by Islamabad ACC prior to start up of the aircraft with Lahore A CC
(West).
5.16.6.3. Lahore ACC shall ensure 50NM Longitudinal separation over TAPIS for aircraft at
the same flight level entering KABUL FIR via ATS routes M875/A446(SITAX)
and L509 (LAJAK).
5.16.6.4. No level change at position LAJAK (DEP/Transit) shall be permitted unless
coordinated and approved by Lahore ACC SECTOR EAST.
5.16.6.5. ACC Lahore Sector West shall resolve traffic confliction at position LAKRA in
coordination with ACC Islamabad.
5.16.6.6. ACC Islamabad shall pass traffic information of a west bound flight on route G325
M881 via LAJAK-TAPIS

5.17. DEVIATIONS
ATIONS FROM ROUTE NEAR INTERNATIONAL BORDER
5.17.1. When a flight informs any ATS unit of its deviation from flight plan route to avoid bad
weather near the international border, the Area Procedure Controller shall ensure that Kabul
and Urumqi ACC is informed ab about
out it including reasons for deviation of flight from the
prescribed route. SMCC(SOC North) shall also be kept informed.
5.17.2. When any aircraft enters Pakistan Airspace due to any reason (Weather deviation etc.) the
concerned Area Procedure Controller will immediately
immediately inform SMCC as soon as such
information is received from adjacent ATS Unit or aircraft concerned.
5.17.3. In both the above cases a message shall be addressed to Senior Additional Director ATS,
HQCAA, with information to COO / RFC, regarding the border violation. Such message shall
include the location, duration of airspace violation and the maximum distance aircraft violated
the airspace boundary.
5.17.4. DEVIATIONS FROM ROUT
ROUTE NEAR INDIAN BORDER:
When a flight informs any ATS unit of its deviation from flight plan route to avoid bad
weather near the Indo

considered unauthorized. Deviation will occur when aircraft fly: -
5.18.1.1. On dates, other than those permitted.
5.18.1.2. Unreasonably long before or long after the schedule.
5.18.1.3. In areas outside designated air corridor.
5.18.1.4. In excess of the number of flights allowed.

5.18.3. ACTION BY ACC AREA PROCEDURE CONTROLLER:
5.18.3.1. Verify from the flight plan / clearance message and other sources as to thenature of
violation and collect all relevant details.
5.18.3.2. Co-ordinate
ordinate with SMCC and if required with adjacent ACC / ATS Units.
5.18.3.3. Inform COO.
5.18.3.4. In case of ATS route or any of the above violation mentioned,originate a signal, in
consultation with COO, to D. Ops, with info to AdlD ATS,SO to Dy.DGCAA and
through HQCAA to Ministry of Defence.
5.33.1.2. Search and rescue coordination centre will proceed further in accordance with their
SOP and alert the appropriate Search And Rescue Unit.
5.33.2. ALERT AND DISTRESS PHASE
5.33.2.1. Search

5.33.2.2. When an aircraft is placed in any of the emergency Phase, COO/RFC shall be

5.34. HANDLING OF VVIP / VIP FLIGHTS:
5.34.1. RESPONSIBILITY:
5.34.1.1. Area Control Centre Islamabad is responsible for obtaining current Meteorological
reports and forecasts for en

route stage & destination of VVIP/VIP, Special interest
flight for airports within Islamabad control area boundary. Particular emphasis
shall be given to the occurrence or expected occurrence of weather deterioration as
soon as it can be determined. In addition, information on the operational status of
visual and non

destination shall also be kept readily available, particularly for those aerodromes /
airfields for which there is no approach control office has been established.
5.34.1.2. Air traffic controller must remain

5.34.2. PROCEDURES:
Upon receipt of information with regards to the movement of VVIP/VIP/Special Interest
flight, Area Procedure Controller shall initiate the following actions:
5.34.2.1. Raise a request to meteorological office through PFIO for weather forecast for the
intended route of the flight. Also request current weather/forecast for the
destination airfield.
5.34.2.2. Transmit flight plan details by the quickest available means to destination, clearly
specifying the name of dignitary on board.
5.34.2.3. Particular attention shall be given to flights
flights destined for Quetta and other airports
in Baluchistan / Coastal areas/Northern Areas, joint user airfields and small
aerodromes/airport. The pilot shall be specifically briefed regarding the availability
of facilities, airfield status at such destinations.

6.5. INTER UNIT COORDINATION THROUGH ATM:
6.5.1. Coordination between inter tower positions and between tower
tower control and approach control
shall be carried through ATM system to provide electronic handover of flight data between the
two units in order to reduce the need for verbal coordination. The following are the
coordination procedures:
6.5.1.1. Flight data will be
be available in ATM system. Ground Controller shall activate a
certain flight 10 minutes prior to its ETD.
6.5.1.2. The following options will appear on the ground controller’s screen: Pushback,
Pushback
Start up, Taxi. When the controller presses a certain button, time will be recorded
against it. When the ground controller presses ‘Taxi’, the flight data will be handed
over to tower controller for flight control.
6.5.1.3. The following options will appear on the tower controller’s screen: Line
Line-up, ATD,
Aborted Take
Take-off. When the tower controller presses ‘ATD’, the flight data will be
handed over to approach controller for flight control.
6.5.1.4. Approach controller can handover a flight to tower controller by selecting the
‘Approach Clearance’
Cleara option that appears next to all flights.
Note: However, for more clarification, VCCS will also be available for coordination between
tower controller and approach controller.
