FOREWORD

1. This SATI is published for the instructions and guidance of Civil Air Traffic Controllers and
Flight Data Assistants. The purpose of issuance of SATI is to provide documented guidance / local procedures
for ATS units.

2. All local procedures / instructions are established, in conformance with Standards


Stan and
recommended practices, for safe provision of air traffic services within the airspace under the jurisdiction of
Islamabad ACC. However, nothing in this SATI precludes air traffic controllers from using their
ir best judgement
to achieve flight safety.

3. This version includes new Chapters on Area Control Service, Aircraft proximity and common
errors in radiotelephony.

4. This SATI should be reviewd as and when required. However, any amendment / circular /
procedure issued by this office and/or operations directorate should be considered as part of SATI immediately
till it is incorporated in the subsequent version of SATI.

Chapter 1
GENERAL
1.1. ADMINISTRATION- DUTIES AND RESPOSIBILITIES:
1.1.1. The duties and responsibilities of ATS personnel have been laid down by the HQCAA. In
addition they will carry out any other duties assigned to them by the, Chief Operations Officer
(COO), Radar Facility Chief (RFC), Facility Training Officer (FTO) and Team Leader.
1.1.2. The senior
enior most Air Traffic Control Officer in ACC shall take over as Team Leader ACC,
whereas the senior most controller in control tower will take over as supervisor control tower.
Team Leader will be responsible for administrative control and manning of ATC positions.
He/she shall handle all matters pertaining to Air Traffic Services and management of the
Team.
1.1.3. Team Leader shall be responsible to RFC and COO for supervision & management of the
Team and all ATS operations.
1.1.4. Team Leader shall;
1.1.4.1. Take over the team leader position by completing the takeover/handover activities
as per Para 1.3 and 1.4 below.
1.1.4.2. Conduct alignment check of Radar system regularly

o shift or when
required
ed as mentioned in Para 3.17.
1.1.4.3. Ensure manning of all operational positions in ATS units for smooth and efficient
provision of Air Traffic Services.
1.1.4.4. Team leader will inform and discuss ATS / safety related issues/circulars and
other operational matters while on duty. However, it is the duty of each team
member to update himself on all the latest NOTAMS, Circulars, memorandums,
letters etc. if found any ambiguity then he will clarify with team leader of the
respective team.
1.1.4.5. Provide guidance to ATS personnel handling emergency and/or when encountering
any practical problems;
1.1.4.6. Co-ordinate

1.1.4.7. Ensure that ATS record is being maintained properly.
1.1.4.8. Handle VVIP movements in smooth and effective manner as per the directives of
the Government of Pakistan, HQCAA/AIP.

1.2. EFFICIENCY AND DISCIPLINE:


1.2.1. All ATS officials must arrive 15 (fifteen) minutes before the duty hours.
1.2.2. ATS personnel are not permitted to leave their respective units/positions unmanned during
their tenure of duty, unless properly relieved. Whenever it is absolutely necessary for any ATS
official to leave his place of duty for a short period, necessary interim arrangement shall be
made within the Team by Team Leader in such a manner that it should not impair the
efficiency of any service being rendered by that ATS unit/position.
1.2.3. ATS personnel shall not leave their positions without properly relieved in order to ensure safe,
smooth and efficient fl
flow of air traffic.
1.2.4. ATS officials and staff shall comply with the instructions of the Team Leader in letter and
spirit.
1.2.5. ATS officials shall keep themselves abreast with the latest developments on ATS procedures,
ANO, MATS, NOTAMs, AIRACs, including SI ATM system system manuals, Memorandums,
Circulars and other ATC related documents related to the duties/functions they are required to
perform.
1.2.6. All ATS personnel shhall apply all types of leaves as per instruction of HQCA
AA on prescribed
leave forms.
1.3. TAKING OVER WATCH:
Before taking over watch, Air Traffic Controllers shall;
1.3.1. Ensure that they are aware of the latest promulgated orders, instructions, NOTAMs and
signals pertaining to their duties with particular reference to the serviceability of their units
(i.e. Aerodrome,, approach, control area, ACC as appropriate) facilities, navigational aids,
danger, restricted, prohibited areas, VVIP/VIP movements etc.
1.3.2. Obtain full information and briefing from the meteorological office on telephone with regard
to the current/forecaste
current/forecasted weather conditions for the period of their watch.
1.3.3. Ensure that they have full appraisal and understanding of the current traffic situation paying
particular attention for maintaining separation standards.
1.3.4. Acquaint themselves with the serviceability statu
statuss of all equipments in their charge and likely
to be required during their period of duty.
1.3.5. Go through the concerned ATS log books for the period of his/her off duty/leave.
1.3.6. Upon completion of the above actions, in-coming/out-going
in going controllers will take over/hand
over control positions respectively.
1.4. HANDING OVER WATCH:
1.4.1. When handing over watch, Air Traffic Controllers shall ensure that their successor has;
1.4.1.1. Complete information on the current traffic situation;
1.4.1.2. Been informed of any item of specific interest which could influence or have a
bearing on the continuation of the watch;
1.4.1.3. Been advised and he / she accepted that the displayed traffic as a true
representation of the existing traffic situation.
1.4.2. If there has been any development during the watch, requiring
requiring action, report and recording in
the interest of efficiency or safety, it is considered expedient for the Air Traffic Controller to
complete all actions and subsequent reports and recording rather than transfer the
responsibility to another controller. IInn spite of the fact that the watch roster determines the
hand over time, the Air Traffic Controller handing over will remain on duty until his
responsibility for such action has been discharged completely and effectively.
1.4.3. When incoming Controller is fully acquainted with the traffic situation and accepts
responsibility for the watch, the outgoing controller will hand over control position.

1.4.4. All ATS officials shall follow the handing over/taking over procedures in letter and spirit.
They shall sign the unit log book preferably at the time they assume operational duties except
circumstances necessitate actions under Para 1.4.2.The signature should be followed by
complete name and date.

1.5. ENTRY INTO THE ATS UNITS:


1.5.1. Unauthorised persons are not permitted to enter into any ATS Unit.
1.5.2. Airlines operational person may enter PFIU (Air Traffic Services Reporting Unit) for the
purpose of filing flight plan, delivering or receiving messages, signing of landing fee forms
and filing of other relevant details etc.
1.5.3. Flight Operations
tions Officers of airlines are permitted in the ATS units at the time when their
aircraft is in flight or operating on the manoeuvring area.
1.5.4. In case of emergency or when circumstances so warrant, aircraft engineering / operations
personnel of the concerned Airline may be permitted to enter the control tower by Aerodrome
Controller.
1.5.5. Familiarisation visits / all other visitors shall be subject to the prior approval of the APM,
COO or RFC.
1.6. DAILY ABSENTEE REPORT:
1.6.1. A daily Team manning/absentee-leave
manning/absentee report on the prescribed Proforma
(Annexure-A1)
A1) shall be submitted by the Team Leader before handing over watch.
1.6.2. Air Traffic Controllers of PFIU, GMC North and Aerodrome Control Tower shall inform the
Team Leaders about the absence of ATS officials and late comers.
1.6.3. All absentee reports covering the whole day and short leaves during duty shall be forwarded to
RFC/FTO at 0900 hours on each working day.
1.7. ATS LOG:
1.7.1. ATS officials shall;
1.7.1.1. Sign the ATS log; write the complete name below signature along with date, time
group after
fter completing handing/taking over procedure.
1.7.1.2. Record the pre
pre-duty checks carried out.
1.7.1.3. Record the un-serviceability
un serviceability of radio/navigation aids, telephones, direct speech
circuits and intercoms etc.
1.7.1.4. Record the incidents, occurrences and accidents.
1.7.1.5. Record the coordination affected for any significant incidents, occurrences,
accidents and VVIP/VIP movements.
1.7.1.6. Record the information of significant nature received from other ATS
units/FICs/ACCs.
1.7.1.7. Record the diversionary flights.
1.7.1.8. Ensure that the information recorded in the log book is comprehensive, concise and
clear.
1.7.1.9. Go through the log books for the period they were availing off/holidays/leave to
update themselves.
1.7.1.10. Ensure that the ATS log is completed in all respect so as to give clear picture of the
events.
1.7.2. Whenever additional responsibility is assigned or assumed, the same shall be recorded by
handing over/taking over in respective log books by the concerned ATS official.

1.7.3. DATCO Tower shall maintain the log (Register) of verbal instructions which are issued by
APM, COO
OO and RFC from time to time.
1.7.4. Team Leader shall record in his log the verbal instructions issued by APM, COO, RFC, FTO
or any other quarter of HQCAA.
1.7.5. Team Leader shall check and countersign the log books of ATS staff (ACC) for his Team.
1.7.6. Team Leader shall send
end the ATS log books (air traffic control positions only) to RFC for his
perusal on working days at 1000 hours.
1.8. HANDLING OF OPERATIONAL TELEPHONES:
While answering telephone calls, the ATS officials will identify themselves as follows:
1.8.1. All numbers with Area Control Centre Area Control or Radar
1.8.2. All numbers with Approach Control Approach
1.8.3. All numbers with Aerodrome/GMC Tower or Ground
1.8.4. All numbers with GOC Operation.
1.8.5. All numbers with PFIU Pre Flight
1.8.6. Followed by Asalam--o-Alykum
1.9. FACILITY:
CLOSURE OF ANY FACILIT
Whenever any ATC facility is shut down for any reason, Team Leader shall issue a telex, to that effect,
to OPHQYAYO (D.Ops), OPHQZXAS (Sr. Additional Director ATM), OPISCTOS(CTO (CTO IIAP) and
all other concerned immediately in consultation with C.O.O / R.F.

1.10. UN-SERVICEABILITY
SERVICEABILITY OF AIR-CONDITIONERS:

1.10.1.1. Time when the equipment became unserviceabl

1.10.1.3. Name of the person who was informed to rectify the fault;
1.10.1.4. Subsequent actions.
1.10.2. The above stated information is to be recorded on a date-wise
date wise basis so that a consolidated
report may be sent to HQCAA at the end oof each month.
1.11. EMERGENCIES:
All emergencies including accidents, incidents and occurrences shall be handled as per SOPs and
Crises and Emergency Response Plan (CERP),IIAP.
1.12. A. T. C INCIDENT REPORTS:
1.12.1. All ATC incidents including ground incidents/accidents shall immediately be reported to
D.Ops, APM, C.O.O, R.F.C. and all other concerned. The record related to the incidents
should be collected and submitted to C.O.O/R.F.C. along with written report by Team Leader.
1.12.2. Statement of the Pilot
Pilot-in-Command of the concerned aircraft shall be obtained in respect of
landing aircraft through PFIU. M.I. Room shall be informed for the collection of blood and
urine samples of cockpit crew.
1.13. REPORTING OF AIRCRAFT ACCIDENT/ INCIDENTS:
1.13.1. When an incident/accident occurs in Pakistan

Chapter 2
PRE-FLIGHT
FLIGHT INFORMATION SERVICES
2.1. PRE-FLIGHT
FLIGHT INFORMATION UNIT:
2.1.1. A unit established for the purpose of receiving reports concerning air traffic services and flight
plan submission before departure (ICAO name: Air Traffic Services Reporting Office).
2.2. PRE-FLIGHT
FLIGHT OPERATIONS:
2.2.1. Pre-flight
flight Information Officer (PFIO) is responsible to:
2.2.1.1 Team Leader for the provision of pre-flight

2.2.1.2 Accept the flight plan messages, other relevant ATS messages, NOTAMs, Weather

2.3.1.7. Upon the receipt of Weather Warning and SIGMET information etc, disseminate this
information to aircrafts through operators, Control Tower and ACC.
2.3.1.8. Maintain and update the Aeronautical Information Publications or data of
Aerodromes within /outside Pakistan provided in PFIU.
2.3.1.9. Any other related duties assigned by the Team Leader (e.g. dispatch of FPL &
Revenue data).
2.4. FLIGHT PLAN:
2.4.1. Flight Plan may be accepted (directly or through AMHS Terminal provided by CAA to the
Operator) between 30 minutes and 120 hours prior to ETD of an IFR flight except as agreed
between the operator and the organization providing Pre Flight Information Servi
Service.
2.4.2. Not less than two copies of flight plans to be accepted.
2.4.3. While accepting the flight plan, the PFIO must scrutinise (according to the SOP-005-ISAT)
SOP
for any obvious errors and shall be pointed out to the Pilot in command/Representative for
changes/corrections.
2.4.4. To obtain Indian ADC / FIC number,
number FPL of all PIA flights landing/transiting through Indian
airspace must be transmitted through AMHS upon receipt with “DD” priority with a request
for issuance of Indian ADC/FIC.

2.4.5. No flight plan to be accepted

2.4.8. All changes to the flight plan including any delay shall be filed with Islamaba

2.4.9. PFIO after scrutinising the FPL shall transmit it to all concerned stations/ATS units at least 30
minutess prior to ETD through AFTN.
2.4.10. The letter “R” shall be inserted in item 10 (Equipment) of the ICAO standard flight plan to
indicate that an aircraft meets the RNP type prescribed for the route segment(s), route(s)
and/or area concerned.
2.4.11. The letter “A1” shall be inserted in item 18 (Other Information) of the ICAO standard flight
plan to indicate that an aircraft is RNP
RNP-10 compliant.
2.4.12. The letter “W” shall be inserted in item 10 (Equipment) of the ICAO standard flight plan to
indicate that both the aircraft & operator
ope are RVSM approved.
2.5. FLIGHT PLANS FOR TRAINING / TEST FLIGHTS:
2.5.1. The operators concerned have to submit the flight plan in writing for each flight for aerodrome
circuit operation only on the register provided in the Pre Flight Information Unit. Alternatively

plan on telephone to P.F.I.O or through fax on Fax No. 051051- 95550706,, who will record it in
the relevant register. In exceptional cases they may submit ththee flight plan on R/T to Control
Tower. In such an eventuality the flight plan shall be submitted sufficiently in advance, so that
necessary coordination may be effected before the flight operation.
2.5.2. For all flight operations outside aerodrome traffic zone including
including flights carrying out
instrument approaches, a proper flight plan on specified flight plan Performa must be
submitted at least thirty minutes before the estimated time of departure.
2.6. FLIGHT PLAN IN RESPECT OF VVIP/VIP FLIGHT TO UNMANNED
AIRFIELDS:
2.6.1. Whenever
henever any VVIP/VIP aircraft is going to land at unmanned /uncontrolled airfield, and if it
is to fly back from there, the Captain of the VVIP/VIP aircraft shall be required:
2.6.1.1 To file flight plan for return flight along with departure flight plan and;
2.6.1.2 In case
ase the return flight is not going to take place in accordance with the flight
plan already filed, notify the changes to the appropriate area control centre on
telephone. If for any reason intimation on telephone is not possible, aircraft

safety.
2.7. ATS MESSAGES:
2.7.1. No ATS message shall be accepted if it includes an addressee which is not in accordance with

2.7.2. No administrative message shall be originated without the prior permission of C.O.O / R.F.C.
2.7.3. PFIO shall keep the record of all ATS messages received, disseminated and filed with Pre Pre-
Flight Information Unit ffor
or reference, revenue collection and investigation purpose etc.
2.7.4. All Emergency messages pertaining to Military aircraft shall be treated as “SECRET” and not
to be transmitted on any civil telecommunication system.
2.7.5. All messages received in PFIU shall be properly
properly signed by PFIO with Date and Time group.
2.7.6. All Operational messages shall be handled in accordance with the instructions as contained in
relevant ICAO documents and MATS.

2.7.7. ARRIVAL MESSAGES:
2.7.7.1. INTERNATIONAL FLIGHTS:
2.7.7.1.1. IIAP Islamabad as Destination:-
When an aircraft
ircraft land at IIAP Islamabad(Intended destination), PFIO
shall be required to transmit arrival message to the point of departure,
if the ATS unit originating the flight plan message has indicated that
an arrival message is required.
2.7.7.1.2. Diversionary Landing:-
When landing at IIAP Islamabad is a diversionary landing, arrival
message shall be sent by PFIO to the intended destination and to:
a. The point of departure.
b. The ATS units, serving each FIR through which, according
to the flight plan the flight would have passed, had it not
been diverted to IIAP Islamabad.
2.7.8. DOMESTIC FLIGHTS:
2.7.8.1. Arrival from Aerodromes in Islamabad ACC area of jurisdiction:-

When the arrival is from an aerodrome within Islamabad ACC airspace to IIAP,
arrival message shall be sent to the point of departure on DSC/SSB by ACC (P)
Controller or by PFIO if AMSS/AFTN link is available, as the case may be.
2.7.8.2. Arrival from Lahore / KAR FIR:
When the arrival is from Karachi &Lahore FIR excluding area of Islamabad ACC
and IIAP is the intended destination, arrival message shall be sent to:-

a. The point of departure; and OPKCZRZX &OPKCZRZA and OPLAZRZX &
OPLAZRZA.
2.7.8.3. In case of diversionary landing, arrival message shall also be sent to the intended
destination by ACC (P) Controller on DSC/SSB or by PFIO if AMSS/AFTN link
is available as the case may be.
2.7.9. DEPARTURE MESSAGES:
In case of ATM system (FDP) failure:
2.7.9.1. Departure
re messages of all flights departing from IIAP Islamabad shall be
transmitted in accordance with the procedures laid down in MATS and DOC 4444
/ ATM.
2.7.9.2. Departure messages of all PIA flights bound for Delhi FIR must be issued under
“DD” priority

2.8. HANDLING OF FLIGHTS REQUIRING "ON SPOT PAYMENT"
2.8.1. Handling of “On Spot” payment has been completely stopped by HQCAA, Karachi.
2.9. REQUIREMENT OF GENERAL DECLARATION:
2.9.1. Prior to accepting the flight plan of Non

Schedule flight of seldom aviator operating from
IIAP, it shall be verified from the General Declaration form that clearance from Customs,
Immigration and Health Department has been obtained and stamp with date has been affixed.
Only then the flight plan is to be accepted and the flight will be authorised to depart.
2.9.2. Thee above procedure is not applicable to nonnon-scheduled
scheduled flights operated by any of the
Schedule airlines using Islamabad on regular basis, for such flights the operator is responsible
to provide G.D prior to the departure.
2.10. CLEARANCE OF NON SCHEDULE FLIGHT TO/
TO/FROM IIAP:
2.10.1. All Non Schedule flights operating to/from IIAP are required to obtain permission from
HQCAA or Military Authorities. Duty PFIO should check/verify the civil clearance from
ATFMS of HQCAA and if unavailable then coordinate AT Branch for the clea clearance prior to
clearing the FPL and inform Team Leader. In case of Military Clearance coordinate with SOC
through Area Planner prior to accepting FPL. Copy of clearance shall be attached with FPL by
Operator/Handling Agent.
2.11. PERMISSION FOR LEAFLET DROPPING/BANNER TOWING AND
OTHER AERIAL WORK OPERATIONS FOR ADVERTISING POLICY:
2.11.1. The procedure to be followed for processing requests for Leaflet Dropping/Banner Towing
and other Aerial Work for Advertising, which is as follows:
2.11.1.1. Companies desirous of conducting leaflet dropping/banner towing or any aerial
work for advertising except aerial photography will apply to the concerned APM.
2.11.2. The respective APMs are authorized to grant permission to such requests while operating from
their respective airfields subject to the following conditions:-
2.11.2.1. Pakistani Pilot of a Pakistani registered aircraft and holding a valid licence/permit
for aerial work operations.
2.11.2.2. Operations are conducted in accordance with the conditions of the said
licence/permit.

2.11.2.3. The operator submits an NOC from the concerned DCO/Nazim for the kind of
work to be undertaken over the city.
2.11.2.4. For Banner Towing mission operator produces evidence that the aircraft and the
Captain in Command have been cleared by HQ CAA (GMGA) for such operations.
2.11.3. APMs while granting such permission will take into consideration all the ATC and safety
aspects of the operations.
2.11.4. The request is to be filed with APM well in advance of the flight time so that proper
coordination can be undertaken with relevant agencies.
2.12. NIGHT FLYING BY SIN
SINGLE ENGINE AIRCRAFT:
2.12.1. Following AIR SAFETY CIRCULAR issued by Headquarters CAA vide HQCAA letter
number, HQCAA/1774/GA dated 30th March 2001 and HQCAA/1103/6/ATS dated 3rd April
2001 regarding night flying by single engine aircraft for the purpose of cross country night
operations shall be followed which defines that: -
2.12.1.1. “Forthwith no single engine aircraft cross country night operations are permitted
for other than training flights for the purpose of acquiring appropriate flying
licenses”
2.12.1.2. PFIO will not accept
accept flight plan for night flying by single engine aircraft for the
purpose of cross country night operations, unless the Flight Plan is accompanied by
covering letter by the CFI of the concerned flying school or a copy of night flying
training program under signature of CFI and is sent to P.F.I.O in due time for
necessary reference when such a flight plan is submitted.
2.13. FLYING CLUBS FIRST SOLO FLIGHT:
2.13.1. A first solo flight only be authorised at a control aerodrome in VMC conditions and when
there is no likelihood
od of confliction with any other flight.
2.13.2. The details of the proposed flights shall be passed by the flying instructor to the aerodrome
controller well in advance of the flight taking place.
2.13.3. The aircraft shall be equipped with a serviceable two way radio having
having the appropriate
aerodrome frequencies.
2.13.4. The flying instructor will be present in the control tower during the flight in order to render
any assistance or guidance required by the trainee on the RTF.
2.14. HANDLING OF METEOROLOGICAL INFORMATION:
2.14.1. Reports on weather forecast species and weather warning to be disseminated timely to
adjacent ACCs / FIRs, whenever such reports regarding weather deterioration is received, it
will be beneficial for Air Traffic and will avoid last minute deviations by long haul

rnational / Domestic flights. To enable flight crew to decide alternative course of flight
following action must be taken;
2.14.1.1. Up-date

2.14.1.2. On receipt of SIGMET information originate message to all adjacent ACC’s/FIR’s

message to all Aerodromes/Airports in Pakistan and to Adjacent FIR’s/ACC’s shall
be issued and CQ/broadcast oon all VHF/HF SSB channels.
2.15. CONTENTS OF DATIS MESSAGE:

Chapter 3
APPROACH CONTROL SERVICE
3.1. APPROACH CONTROL SERVICE:
3.1.1. Approach control service is established at IIAP for arriving and departing controlled flights
from IIAP and Qasim Airfield and flights transiting through Islamabad Control Zone (CTR )
& TMA. Approach Control Service (Procedural / Radar) is provided by rated Approach
Controller.
3.2. DUTIES OF APPROACH CONTROLLER:
3.2.1. In all matters pertaining to ATS Operations, Approach Controller is responsible to Team
Leader for the operation of Approach Control Office. In discharging this responsibility, he/she
has to perform the following functions:-

3.2.1.1. Before taking over watch and whenever necessary during the tenure of duty, ensure
the availability and record of the following :
3.2.1.1.1. Current weather forecast during the tenure of duty.
3.2.1.1.2. Serviceability status of radio navigational aids, aeronautical ground aids
and other connected facilities for aircraft operation.
3.2.1.2. Take over the position in accordance with the procedures mentioned in Para 1.3

3.2.1.3. Displaying correct page on VCCS monitor for communication.
3.2.1.4. Ensuring appropriate setting of CWP ffor
or visualization of traffic entering / leaving
the area of responsibility.
3.2.1.5. Accepting / handing over the control of traffic over the defined and / or agreed
transfer of control points (automatic or manual). Transfer of communication shall
be made once the ttraffic is accepted by the accepting controller.
3.2.1.6. In case CWP shows “WS Disconnected” message, Ensure selection of “BYPASS”
and inform technical supervisor immediately.
3.2.1.7. Provide Approach Control Service within the area of responsibility in accordance
with provisions
visions as contained in AIP and MATS.
3.2.1.8. Provide Flight Information Service and Alerting Service to aircraft operating in
his/her area of responsibility.
3.2.1.9. Coordinate and pass required information to adjacent ATS Units and Tower as
prescribed in MATS.
3.2.1.10. Take appropriate
ropriate action in case when aircraft are known or believed to be in need
of assistance.
3.2.1.11. Take action in accordance with Anti-Hijacking

3.6. SEPARATIONS BETWEEN AIRCRAFT:


3.6.1. Vertical/ Horizontal or Radar Separation shall be applied based upon the surveillance data
presented on the radar controller Scope/SDD;
3.6.1.1 Between all flights in Class A airspaces.
3.6.1.2 Between IFR to IFR & IFR to VFR including Special VFR flights in Class C
airspace.

3.7. DEPARTURES:
3.7.1. The approach controller shall issue:
3.8.1.1 Appropriate SID / manoeuvres to the departing IFR flights
3.8.1.2 Appropriate ATC clearance for VFR flights and post the same on the flight
progress strip in the appropriate column.
3.7.2. Approach controller shall also post the ATC clearance issued by ACC Lahore or Cherat / Nur
khan approach upon receipt. For this purpose he shall ensure that prior coordination has been
affected with
ith concerned unit.
3.7.3. The Approach Controller shall release the departing aircraft to the appropriate unit prior to
leaving the approach control zone/ Islamabad TMA and entering the ACC Lahore/Cherat/Nur
Khan Approach jurisdiction or when aircraft reaches FL FL205/F175
205/F175 or as agreed between
Islamabad & Nur Khan Approach, whichever is earlier. However ACC and Approach Control
may affect transfer of control at any other agreed point. For this purpose positive coordination
shall be ensured
3.7.4. The Approach Controller shall
shall not give climb to an aircraft above the level last assigned by
the accepting unit Controller without prior approval and coordination.
3.7.5. The Approach Controller may impose additional restrictions on departing flight, if necessary
to the extent that it does
does not change the initial ATC clearance issued by the concerned
accepting controller.
3.7.6. Approach Controller shall ensure that departing aircraft are established on their assigned
routes before transfer of control. Whenever this is not practicable he/she shall ensure standard
separation between aircraft, and facilitate climb through radar vectors. Coordination shall be
affected well in time.

3.10.1. First come and first serve procedure shall normally be followed. However, sequence should
be made with the concept of least average delay in a manner to enable the maximum

3.14. COORDINATION:
3.14.1. Inter-unit

3.15. ARRIVALS- GENERAL:
3.15.1. The provision of radar approach control service to arriving traffic at IIslamabad

achieved by Islamabad Approach control by vectoring, monitoring and provide spacing in
terms of required landing interval of all arrivals either for a visual approach or to an
approach aid appropriate to the runway

3.15.2. If an arriving

the Approach Controller has to pass the latest weather and airfield conditions to the aircraft.
3.15.3. It is the responsibility of Approach Controller to immediately relay all chang
changes in weather
(RVR) and airfield conditions to all arrivals under his control and in direct communication
with him.
3.15.4. Designation of the runway-in-use
runway use is the prerogative of the Aerodrome Controller, yet all
changes to this effect shall be coordinated with th
thee Approach Controller well in time and
this coordinated change of runway shall be fed into the ATM system from FDA TWR
position.
3.15.5. When an aircraft makes request to use the runway end other than the one in use such
approach may be accommodated provided:
3.15.5.1 Coordination

zone. (Note: Such requests shall be refused or deferred if it results in delay to other
traffic.)
3.15.6. The Approach Controller shall keep the Aerodrome Controller updated on the landing
sequence of arriving aircraft. However, when aircraft is equipped with functioning
transponder and SDD in control tower is serviceable, progress of arrival for Islamabad may
not be passedd to Aerodrome controller.

3.15.7. The type of approach to be executed by each (of the series of arriving) aircraft need not be
repeated to the Aerodrome Controller unless it differs significantly from others in the
sequence.
3.15.8. When SSR / FDP and / or transponder of aircraft are non operative, Approach Control has
to clear inbound aircraft to ISDUR fix via the appropriate STAR. Approach Controller shall
coordinate with adjacent ATS units about the levels below FL 175 to which an aircraft is
cleared and that shall be passed invariably.
3.15.9. When consecutive arrivals are approaching together to holding point ISDUR. EAT for each
subsequent flight will be evaluated and passed to aircraft concerned.
3.15.10. Adjacent ATS Units (LAH ACC or Cherat Approach or Nur Khan Approach) control will w
transfer the control of inbound traffic to Islamabad Approach at change over point or at any
other position agreed by them. Islamabad Approach Controller shall not give climb above
the last assigned level by Adjacent ATS Units (LAH ACC or Cherat Approa
Approach or Nur Khan
Approach) to departing aircraft unless prior coordination has been affected with concerned
Unit.
3.15.11. Approach Controller will not normally provide advisories to aircraft after crossing final
approach fix to the runway except when radar reveals a situation, which in the opinion of
the controller, is likely to affect safety of the flight.
3.15.12. When SSR and transponder of aircraft are operative, Adjacent ATS Units (LAH ACC or
Cherat Approach or Nur Khan Approach) will coordinate with Approach for minimum
available level for arriving aircraft and will continue release aircraft, with vertical separation
on the basis of agreed level unless amendment received from Approach controller.
3.16. RADAR APPROACH CONTROL:
3.16.1. Radar Approach Control services is provided by Islamabad Approach in Islamabad CTR /
TMA‘s in accordance with the procedures prescribed in the MATS & ANO
ANO-- Pakistan.
3.17. RADAR ALIGNMENT CHECKS:
3.17.1. The Approach Radar Controller shall check the alignment of radar as follows:
3.17.1.1 by correlating the runway map and the radar position indications of departing
aircraft.
3.17.1.2 by correlating the radar position indication of an aircraft reported to be
established on ILS and the runway centre line depicted on the radar display.
3.17.1.3 By correlating the distance between the radar head (location symbol) with test
plot.

3.18. VECTORING APPROACHES:
3.18.1. A Vectoring Approach is generally used to posi position
tion an aircraft onto final Approach or other
circuit positions, at appropriate circuit altitude and speed, for visual approach. A vectoring
approach may be used to position an IFR aircraft to a pilot
pilot-interpreted

3.18.2. Aircraft destined for Islama

request vectoring for visual approaches, such approaches are generally requested in I.M.C.
Vectoring for such approaches will be terminated when aircraft will report field insight.
3.18.3. Islamabad Approach Controller shall utilize radar derived data to expedite arriving aircraft
by using minimum track distance and sequencing the arrivals. This will not only reduce the
fuel cost of the operators but also result in reducing the pollution and thus will provide
better environment.
3.18.4. After establishing positive Radar contact, Islamabad Approach will position the aircraft on
the extended centre line of the runway in use, at least 7NM from the runway 28L/R
threshold at a altitude of 3700 feet AMSL.
3.18.5. For Rwy 10R aircraft shall be vectored via right base 10R and be established at 7 NM from
Threshold at 3700 feet, further descend as per descend profile on glide slope.
3.19. ARRIVALS ON RUNWAY 10R AT ISLAMABAD:
3.19.1. For Rwy 10R aircraft shall be vectored via right base 10R and be established on ILS
Runway 10R at 7 NM from Threshold at 3700 feet, further descend as per descend profile
on glide slop.
3.19.2. While vectoring for Runway 10R using right hand circuit, aircraft should not transgress
through localizer.
3.19.3. Vectoring off aircraft for ILS Runway 10R through Left hand circuit is not permitted.

3.20. VISUAL APPROACHES:
3.20.1. The visual approach shall be subject to the following conditions:
3.20.1.1 Pilot reports that approach can be completed by maintaining visual reference to
terrain while ca
carrying an instrument approach.
3.20.1.2 Clearance for visual approach to an aircraft vectored for visual approach shall be
issued when aircraft reports aerodrome insight or the preceding landing aircraft
insight.
3.20.1.3 Weather conditions, the reported ceiling is not bel
below
ow the vectoring altitude and
the visibility permits the visual approach and reasonable assurance exists that the
landing will be accomplished visually.

3.20.2. The aircraft shall be vectored to an appropriate position in the circuit from where the aircraft
can have
ve the runway insight for visual approach.
3.20.3. Appropriate separation minima shall be maintained between aircraft carrying out visual
approach and other arriving and departing aircraft.
3.20.4. Vectors for visual approach shall be given only for right hand circuit run

3.21. RADAR MONITORING SERVICE:
3.21.1. Approach Controller utilising Radar surveillance data will provide flight path monitoring of
other pilot interpreted approaches, and is responsible for maintaining minimum separation
between aircrafts, on final approach. The Approach Controller shall observe/monitor
approaches in their entire phase, even after transferring the control of aircraircraft to the
aerodrome control.
3.22. SPEED ADJUSTMENT:
3.22.1. To avoid excessive vectoring in sequencing of arrivals and to achieve a safe and expeditious
flow of air traffic, pilots may be requested to adjust aircraft speed in accordance with the
procedures outlined in relevant documents.
3.22.2. All speed adjustment requests shall be expressed in terms of knots and shall be predicted on
Indicated Air Speed (IAS).
3.22.3. Controllers should avoid speed adjustment requests which require alternate decreases and
increases of speed. Controllers
Controllers should also avoid specifying
“MINIMUM SPEED WHEN A HIGHER SPEED WILL SUFFICE.”
3.22.4. Speed adjustment is not a substitute for good vectoring technique and therefore should be
applied only when necessary.
3.22.5. Controllers may request a pilot to reduce or mainta

in a specified speed or to increase or
decrease speed by specified amounts utilising increments of ten knots or multiples thereof.
3.22.6. Unless prior concurrence of pilot in the use of a lower speed is obtained, speed adjustment
requests for an arriving aircraft to maintain a specified speed shall be made in accordance
with the minima’s given bellow in the table :

3.22.7. Utilization of the minimum speed as given above for propeller driven aircraft will
sometimes be impractical since some aircraft in this category cruise at lower speed and
cannot attain the speed specified
3.22.8. When the Controller determines that the application of speed adjustment is no longer
required, he shall so inform the pilot concerned by advising the aircraft to resume normal
speed.

3.23. STANDARD AIR TEST (JET AIRCRAFT) PROCEDURE:


3.23.1. This flight shall be carried out during day in VMC. The aircraft may operate between flight
levels F070 and F150 within 10NM of Islamabad Airport for a maximum duration of 15
minutes. Prior to take off, a block time clearance shall be obtained from Islamabad
Approach. This clearance shall be given when traffic conditions permit and will specify the
area of flight in relation to Islamabad Airport. Once the aircraft is in flight, it shall operate
on a priority basis and its exercise will not be cancelled except in case of emergency.
3.24. MILITARY AIRCRAFT WITH ONLY UHF RADIO OPERATING IN CIVIL
AIRSPACE:
3.24.1. Military aircraft except aerodrome traffic operating with UHF radio for communication in
civil airspace shall maintain two way communication with Islamabad Approach on the
designated UHF channel.
3.25. CONTROL OF NUR KHAN AND QASIM ARRIVALS:
3.25.1. Islamabad Approach ((Radar) will;
3.25.1.1 Advise/inform Nur Khan Approach prior to aircraft entering his airspace.
3.25.1.2 Vector Arrivals for runway 32/14 at Qasim to a place/position in the vicinity of
Qasim airfield from where a visual approach can be accomplished.
3.25.2. Arrival to Qasim approac
approaching

terrain or field in sight. Aircraft will be handed over to Qasim Tower when it reports FIS.
3.26. MISSED APPROACHES:
3.26.1. Missed approach procedures are already published. Aircraft may carry out missed approach
when it is likely that aircraft cannot complete or accomplish approach due any reason.
3.26.2. Radar controller may ask aircraft on final approach path/segment to initiate go around or
missed approach:
3.26.2.1 When the aircraft appears to be dangerously position
positioned
ed on final approach, or
3.26.2.2 For reasons involving traffic conflictions, or
3.26.2.3 If no clearance to land has been received from the Aerodrome Controller by the
time the aircraft reaches a distance of two nautical miles from the runway.
In all such cases the reason for the instruction or the advice should be given to the pilot.
3.27. MILITARY FLYING AREAS

Aerodrome Control Service shall be provided by qualified Aerodrome and Ground Movement
Controllers in the vicinity and on the manoeuvring / movement area of aerodrome at IIAP Islamabad.
4.2. OPERATION:
The following units shall be involved in Aerodrome operat

4.2.3. Ground Movement control North (GMCN)
4.3. AREA OF RESPONSIBILITY:
Following areas fall under the responsibility of Aerodrome and Ground Movement Controllers.
4.3.1. Aerodrome Circuit of Islamabad Airport and aircraft taking off and landing on runways 28
L/R & 10 L/R falls under control of IIAP TWR Controller.
4.3.2. Manoeuvring / Movement area of IIAP Islamabad falls under the control of Ground
Movement Controller.
4.3.3. Senior most Controller

4.4. AIRSPACE CLASSIFICATION :
Aerodrome traffic circuits of Islamabad falls in class “C” Airspace. Circuit altitude for all aircraft with
all up-weight
weight of 12500 lbs. or less is 2800 feet and for all other aircraft 360000 feet unless otherwise
specified.

4.6. DUTIES OF AERODROME CONTROLLER:
The Aerodrome Controller shall be responsible for:

4.9. AERODROME INSPECTION:


4.9.1. Aerodrome/Ground Movement Controller on duty shall ensure that inspection of Manoeuvring
/ Movement areas of the th aerodrome and visual ground aids has been carried by the Airside
Inspector. They shall ensure such inspections are carried at least once in a duty or when
deemed necessary. Proper log entry shall be made of inspection conducted by airside inspector
along with his observation(s).

time. The discrepancies or observations if any shall be forwarded to COO / RFC and MAS for
necessary action.
4.10. VEHICULAR
AR TRAFFIC ON THE MOVEMENT AREA
AREA:
4.10.1. The vehicle shall remain within the area marked for vehicular traffic and will conform to the
rules and regulations/instructions issued vide relevant SOP. Airside inspectors shall be
informed about the traffic violation observed

4.10.2. All vehicular traffic shall obtain prior clearance from Control Tower before Operating on
manoeuvring area outside the area marked for vehicular movement.
4.10.3. No vehicle shall proceed towards runway without obtaining Clearance from Control Tower on
R/T. Such clearance shall be obtained regardless of any prior permission obtained from and/or
arrangements made with Control Tower. Since this procedure has been adopted in view of
flight safety, hence there is no exception to this rule for any one.

E aircraft can be parked together. Taxi nose guide line markings are provided for

4.11.2.16. Refueling facility through fuel hydrant system is provided at all parking stands.
4.11.2.17. Ground power with 400Hz frequency is provided at all PBB parking stands.

4.11.5. PROCEDURE FOR PARKING OF AIRCRAFT UNDER BOMB THREAT ON


ISOLATED PARKING STAND:
Aircraft requiring isolated parking stand shall be parked on isolated parking stand. Marshaller
shall be positioned on isolated parking stand. For parking of aircraft and for the guidance of
vehicles/equipment operating to/from the aircraft under Bomb Threat, two Follow-Me

shall be positioned at appropriate place near runway 28 L/R &.or 10 L/R for crossing of
vehicles in coordination with Tower Controller
4.11.6. PROCEDURE FOR DEPARTURE:
4.11.6.1. All stands are nose in parking stands. Thus all ddeparting

4.11.7. PARKING TIME LIMIT:
4.11.7.1. Parking at PBB is generally considered for two hours as Aerobridge (PBB) charges
are fixed for initial two (02) hours. 50% of the charges will be levied on tthe
subsequent parking for every hour and / or part thereof.
4.11.7.2. Docking time shall be the period beginning from the time an aircraft docks into the
Aerobridge and when it leaves the Aerobridge.
4.11.8. TOWING OF AIRCRAFT
4.11.8.1. In case of an aircraft intending prolonged parking/stay at IIAP, or removal of an
aircraft from parking area to maintenance area or vice versa, or repositioning of
aircraft from international to domestic parking stands or vice versa, flight
crew/engineer will request towing permission from (ATC )gr )ground
ound (movement)
control.
4.11.8.2. GOC or Engineering section of concerned Airlines/operator will seek permission
on land lines prior to commencement of towing operation. Flight crew / engineer
will be ensured availability in cockpit and maintain R/T watch during totowing
process and will comply with the current instructions issued by (ATC) Ground
Control.
4.11.8.3. Change of location of aircraft at western apron will be coordinated with GMC
North. During towing process on western apron R/T watch with GMC North will
be maintained.

4.11.8.4. On completion of towing ATC will be informed by concerned crew.


4.11.8.5. In case of towing in night, the exterior lights of Aircraft must be on.
4.11.9. INFORMATION ON PARKING OF AIRCRAFT TO FIRE STATION:
Stand allotted by GOC Controller shall be passed to Ground Movement Controller in advance.
E.T.A and stand numbers of arriving aircraft shall be passed to the Fire station by Ground
Movement Controller at least 15 minutes before the arrival. In case stand allotment is changed
due to unavoidable circumstances the m marshaller
arshaller shall be advised on R/T. Information to such
change shall also be given to all concerned.
4.12. USE OF FOLLOW-ME

4.13. OPERATION OF VEHICULAR TRAFFIC ON THE MOVEMENT AREA:
4.13.1. Appropriate vehicular tracks are provided for movement of ground handling equipment. No
vehicle shall operate on the movement area other than prescribed tracks except where a
vehicular track intercepts or
or cross a taxi track. In such case crossing of a taxiway shall be done
with all precautionary measures and apron driving rules be adhered in true letter and spirit. No
vehicle is permitted to cross in front of a taxing aircraft. Airside management is responsible
respo
for the implementation of apron driving procedures/rules.
4.13.2. Ground Movement Controller has to observe that vehicle should:

4.13.2.2. Keep the obstruction lights “ON” when operating on the apron during night or
during low visibility conditions.

4.14. AERODROME TRAFFIC CIRCUIT AT IIAP:


4.14.1. RUNWAY 28R/L IN USE:
4.14.1.1. Right hand circuit for runway 28 L/R is not permited due KCNA. Arriving aircraft
using left--hand traffic

4.14.1.2. Aircraft carrying out visual approach should be advised to keep within4 miles from
runway 28 L/R in order to maintain separation from traffic in Qasim circuit. Traffic

4.14.2.1. Left hand circuit for runway 10 L/R is not permited due KCNA. Arriving aircraft
using right
right-hand
hand traffic circuit are to descend to circuit altitude staying clear of
Murat hill.
4.14.2.2. Aircraft be advised to stay south of extended center line in order to maintain
adequate separation from KCNA.

4.15. PROCEDURES CONCERNING DEPARTURE FROM IIAP ISLAMABAD:


4.15.1. All departures shall be released on the prescribed SID. No departure is allowed to turn right
after take-off
off from runway 28 L/
L/R of Islamabad.
4.15.2. The Aerodrome Controllers at IIAP Islamabad shall obtain departure release from Islamabad
Approach for each departing aircraft.
4.15.3. The Aerodrome Controller at IIAP Islamabad shall provide standard separation between
departures, and between departures
departures & arrivals in accordance with applicable separation
minima.
4.15.4. Unless otherwise prescribed, the Aerodrome Controller IIAP Islamabad shall advise the
Approach Controller of a missed Approach and shall instruct such Aircraft to contact
Islamabad approach

4.15.5. Airfield lighting system shall be operated in accordance with criteria specified.
4.16. SIMULTANEOUS USE OF PARALLEL RUNWAYS:
4.16.1. The spacing between RWY28L/10R and 28R/10L is 210m and does not meet the criteria for
simultaneous operation on instrument runways. Simultaneous landing or take off on/from
parallel Runways 28R/L or 10L/R are not permitted;
4.16.2. Reciprocal landing and take
take-off
off are not permitted. A departure cannot be released until a
reciprocal landing aircraft utilizing parallel runway has landed.
4.17. AERODROME OPERATION IN REDUCED VISIBILITY CONDITIONS
(LOW VISIBILITY PROCEDURES):
4.17.1. IIAP has an approved Low Visibility Procedures for aircraft movement during periods of
reduced visibility and adverse weather; i.e., fog,
fog, precipitation, smoke and haze. The LVP
helps to provide & ensure safe Landing /Take-off
/Take off and taxiing to/from the runway
environment.
4.17.2. LVP are implemented when visibility is below 800 meters. IIAP Airport Operations and
Aerodrome Controllers determine the need to activate the LVP at IIAP. During LVP
conditions, all ground vehicle traffic, construction, and maintenance activity is prohibited in
aircraft movement/maneuvering areas.
4.17.3. All non-essential
essential vehicle operations not directly supporting aircraft servici

when the IIAP LVP is enforced. Individual airlines shall decide which vehicles are essential
for use during LVP conditions.
4.17.4. Runway 28L shall be preferred as it is equipped with CAT-III

issuing Taxi/Towing permission to aircraft during poor
visibility. If possible position of the first aircraft is ascertained before clearing other on the
same taxi route.
4.17.6. Runway clearance report / taxiway crossing report where needed be obtained on R/T from
aircraft.

Note: LVP is implemented during low visibility as per LVP
LVP-SOP.
4.18. DETERMINATION OF RUNWAY BRAKING ACTION:
4.18.1. Information about runway friction is of paramount importance to the pilot of aircraft
articularly when the runway surface is wet due to rain. For this purpose µ Meter has been
particularly
provided with MAS and should be used to note readings according to standards mentioned
hereunder;
4.18.1.1. Under normal conditions the friction meter reading shall be taken monthly
mo (Airside
section).

4.18.1.2. Reading will be valid unless weather condition further deteriorates or rain
continues.
4.18.1.3. If it becomes too poor, fresh reading must be taken as soon as possible.
4.18.1.4. The Aerodrome Controller shall be informed of all friction readings bot
both in terms
of figures as well as braking actions.
4.18.1.5. Whenever braking action is categorized as poor, the Aerodrome Controller should
give friction readings and braking action (poor/medium/good) for all three
segments of runway to landing aircraft.
4.18.2. During rainyy conditions, µ-Meter reading shall be taken to determine runway conditions.
Number of readings taken in a day shall depend upon intensity of rain. In case of continuous
rain, the readings must be taken at least 30 minutes interval or immediately before ththe arrival
of aircraft depending upon the traffic conditions and position of arriving aircraft. The runway
surface condition along with the state of breaking conditions shall be passed to aircraft before
landing and take-off.

4.18.3. In case of non-availability

4.19. INFORMATION ON RUNWAY IN USE & WIND CONDITIONS:
4.19.1. It is the responsibility of Aerodrome Controller to inform PFIO, Planner / Area Controller, and
Approach Controller about surface wind at Islamabad Airport when it exceeds 25 kts and
when the direction is different by more than 45 degrees of the landing direction. Cross wind
component shall in such circumstances be given to all arriving and departing aircraft.
Whenever pilots are informed of runway in use the surface wind direction and its speed should
invariably be passed. It should be ensured that, in case the runway is changed, the surface
wind direction and the speed are also passed. It is possible that the pilots may request to land
on runway other than the runway in use. Such requests may be acceded-to-if if consistent with
the safety of aircraft and traffic conditions. The Aerodrome Controller shall keep Islamabad
ACC and Approach informed of the active runway and the impending runway changes at
Islamabad airport. Aerodrome controller sha shall
ll also remind PFIO of amending the DATIS
when circumstances so require.
4.19.2. Aerodrome controller shall ensure feeding of correct RWY

4.20. PROVISION OF HUMAN RVR IN DETERI
DETERIORATING
ORATING WEATHER
CONDITIONS:
4.20.1. Headquarters Civil Aviation Authority has instructed vide letter number HQCAA/1114/3/ATS
dated 25th April 2001, that in case the visibility reduces to less than 1500m and RVR
equipment is unserviceable or not available then, as an alternate human RVR observation will
be used to determine visibility. It will be based on visual observations using lights or special
markers.
4.20.2. When RVR equipment is not functioning Duty Aerodrome controller shall ensure collection of
Human RVR readings. Human RVR readings will be taken as many times as desired for the
safe aircraft operation.
4.20.3. Whenever the visibility deteriorates due to weather, an Airside inspector, along with a MET
observer shall be sent to the end of the runway in use on an R/T fitted vehicle. The person
concerned shall count the number of runway edge lights visible in one particular row, and
inform the Aerodrome Controller. The runway visibility shall thus be obtained by multiplying
this number by 60, in meters.

4.20.4. The runway visibility so obtained may be passed to arriving/departing aircraft on their request
and/or at the discretion of Aerodrome Controller when in his opinion such information would
benefit the pilot. In case of rapidly changing weather and expected movements the vehicle
along with the observer may be stationed near to the runway as long as necessary.
4.20.5. Human RVR will be used for ILS CAT I operation only,, as instrument RVR is mandatory
for ILS CAT II & III operation.

4.20.6. Human RVR reading is to be obtained before each arrival/departure as applicable.
4.20.7. Arriving aircraft be advised about the un-serviceability
un serviceability of RVR equipment and RVR readings
obtained through human RVR determination method.
4.21. PRE STORM ACTION:
In case of weather warning regarding storm received from MET office or when the Storm activity is
visually observed by the Aerodrome/ Ground Movement Controller,
Controller, the following action shall be taken

4.22. ACTION DURING THE STORM:
4.22.1. BY AERODROME/GROUND MOVEMENT CONTROLLERS:
4.22.1.1. Keep Approach andACC Controllers informed about the latest prevailing weather
conditions, and trend if possible.
4.22.1.2. If the storm persists or is likely to persist, determine runway visibility and intimate
PFIO/ACC/APP.
4.22.2. BY ACC CONTROLLER:
4.22.2.1. Keep all arriving aircraft informed about the latest prevailing
prevailing weather conditions as
obtained from Aerodrome / Approach Controller and/or by reports from aircraft in
flight.
4.22.2.2. Alert OPLA for possible diversions.
4.22.2.3. Inform other adjacent airports/ACCs
4.22.3. BY APPROACH CONTROLLER:
4.22.3.1. If the storm area is discernible on radar,
radar, provide additional service to aircraft in
accordance with AIP/MATS.
4.23. POST STORM ACTION:
4.23.1. BY AERODROME/ GROUND MOVEMENT CONTROLLER:
4.23.1.1. Ask Airside Inspector for the inspection of Movement area, AFL system and
Hangers to check any apparent noticeable event occ occurring
urring due to storm. If
necessary MAS may be requested for such inspection and results of significant
importance be reported to COO/ RFC. A log entry to this effect shall be made.

4.24. CRASH-FIRE
FIRE & RESCUE SERVICES:
4.24.1. Aerodrome/ Ground Movement Controllers are required
r to check the RFF Category
Category.
4.24.2. Aerodrome/ Ground Movement Controllers shall inform the fire station regarding any
emergency in accordance with the CERP.
CERP
4.25. RFFS CATEGORY:
4.25.1. The RFFS assessed category for the IIAP is Category – 10 as determined from Aerodrome
Standard Manual (AERODROME MANUAL IIAP) – Pakistan.
4.26. REDUCTION OF FIRE CATEGORY:
4.26.1. In the event, that the defined category of RFFS cannot be maintained the Shift in charge of
RFFS shall
hall inform the Airport Manager, Aerodrome Controller and CFRO immediately. The
CFRO upon receipt of such information shall evaluate and declare fire category with
remaining facilities and act as per SOP for the restoration of defined Category of Fire and
Safety Services and take following actions:
4.26.1.1. He shall assess the nature and extent of deficiency &/or un-serviceability
un serviceability and
inform Aerodrome controller and give approximate time required for the
restoration of Category and arrangements made for the interim period.
4.26.1.2. He shall make necessary arrangements to ensure the availability of required
amount of extinguishing agents/equipment from supply branch or to make
necessary coordination with the supply branch for the procurement of required
amount of extinguishing agents/equipment.
4.26.1.3. In case of un-serviceability
un serviceability of fire vehicles, he shall make necessary arrangements
to get the equipment repaired from the resources available or to coordinate with the
Motor Transport branch of IIAP for the repair / maintenance of un un-serviceable
rescue Vehicle. He shall also coordinate with the HQCAA for the replacement /
issuance of rescue Vehicle, in case of prolonged un un-serviceability.
4.26.2. On receipt of the information from CFRO, the Aerodrome Controller shall inform Team
Leader, COO and the aircraft that are likely to be affected and are in R/T contact with TWR /
GND and APP immediately. CFRO shall also take NOTAM action to indicate the varied level
of coverage available.
4.27. INFORMATION TO RFFS:
4.27.1. Aerodrome/ Ground Movement Controllers shall inform
inform RFFS section regarding:
4.27.1.1. ETA type & version and stand numbers of arriving aircraft at least 15 minutes
before the arrival.
4.27.1.2. In case stand allotment is changed due to unavoidable circumstances, the
Marshaller shall be advised on R/T.
4.27.2. Fire and Safety Services
rvices shall immediately be intimated in case of:
4.27.2.1. AIRCRAFT INCIDENT/AIRCRAFT ACCIDENT:
4.27.2.1.1. When an aircraft accident has occurred or is inevitable on, or in the
vicinity of the aerodrome, OR
4.27.2.1.2. When an aircraft on the ground is known to have an emergency
situation
on other than an accident that requires the Presence of
emergency services.
4.27.2.2. FULL EMERGENCY:
4.27.2.2.1. When an aircraft is known or is suspected to be in such trouble that
there is danger of an accident.
4.27.2.3. LOCAL STANDBY:

4.27.2.3.1. When an aircraft is known or suspected to have developed some


defect, that which not normally leads to any serious difficulty, which
may affect safe landing;
4.27.2.3.2. When an aircraft requires inspection by aerodrome fire service.
4.27.2.3.3. When VVIP flight is operating on or in the vicinity of aerodrome.
4.27.2.4. DOMESTIC FIRE:
FIRE
4.27.2.4.1. Any fire:on the aerodrome, not included in the categories above;
4.27.2.4.2. outside the aerodrome boundary (other than an aircraft accident)
which is liable to constitute a danger to flying or aerodrome property;
4.27.2.4.3. In response to calls from the public or police or on humanitarian
grounds.
4.27.3. Air traffic control should liaise with aerodrome fire service in the pre-planning
pre planning of preferential
route through the manoeuvring area with the help of grid map. Controllers are to ensure that
they are familiar with these routes.
4.27.4. Air Traffic
raffic control, in consultation with the aerodrome fire service, shall assist in conducting
the emergency exercises, which shall be made realistic as much as possible and held as
frequently as required.
4.27.5. The aerodrome fire service will obtain clearance and any special instructions from aerodrome
control before testing vehicles or carrying out exercises on the manoeuvring area.
4.27.6. The aerodrome fire service is frequently called upon for ‘Special Services, these include
incidence, accidents, oil spillage etc. If any of these is considered to be an emergency and
occur within the radius of action of the aerodrome fire service, they shall be informed for
prompt and immediate response.
4.27.7. Duty Fire Officer will immediately inform any depletion of the emergency services. If the
surfaces are depleted, Team Leader at the ACC must be informed.
4.28. EMERGENCY MEDICAL ASSISTANCE TO PASSENGERS:
4.28.1. In case any request is received from aircraft or airline/agency for medical
assistance/ambulance, DTM & M.I Room should be informed for the needful
needful through GMC
Controller and log entry should be made accordingly.
4.29. MONITORING BIRD ACTIVITY:
4.29.1. Bird activity on the airport is monitored by:
4.29.1.1. Presence of birds observed by the Aerodrome Controller;
4.29.1.2. Duty Airside Inspectors during routine inspections;
4.29.1.3. MAS during routine daily inspections of movement area;
4.29.1.4. Environmental Control Officer during his routine inspection;
4.29.1.5. F & S staff deployed on FOLLOW-ME
FOLLOW ME VAN during runway inspection;
4.29.1.6. Presence of Bird / Animal reported by the Pilot;
4.29.1.7. Bird Strike Report Performa submitted
s by Pilot.
4.29.2. HANDLING OF BIRD MENACE
MENACE:
4.29.2.1. A vigilant watch shall be kept by Aerodrome/Ground controller for any bird
activity within the vicinity of IIAP Islamabad.
4.29.2.2. Aerodrome Controller shall keep a watch on the movement of birds on the path of
aircraft during landing and takeoff phases and furnish the pertinent information on
presence of birds to concerned aircraft well in advance.

4.29.2.3. Aerodrome Controller shall ask Airside office to arrange frequent runway
inspections with the instructions to depute personnel el for the purpose to take
particular notice of presence of birds on and around runways and taxiways
approach and take off areas and notify the tower if birds are observed.
4.29.2.4. Aerodrome Controller on observing/receiving information of bird activity shall ask
the airside management staff to dispatch the bird shooters to the area, to scare off
and disperse the birds away from the aircraft path and furnish information on
presence of birds to aircraft which may be affected by them.
4.29.2.5. Aerodrome Controller shall ask thehe PFIO to add the caution about bird activity
around the airfield in the DATIS broadcast as and when required.
4.29.2.6. Manager Airside shall ensure intensive patrolling of runway side strips and around
take off and approach areas within aerodrome perimeter by bird shooters on R/T
fitted vehicles particularly during early forenoon and late afternoon periods.
4.29.2.7. Whenever a bird-hit reported by y the aircraft, the prevailing visibility shall be noted
in the log and pass to Airside for the issuance of bird strike signal.
4.29.2.8. In event of bird strike during landing or take off roll, runway shall be inspected
carefully by Airside and location/type of dea
dead
d bird if found be noted.
4.29.2.9. Excessive bird activity on a particular runway or within the approach/take-off
approach/take areas
of that runway may require closure of the runway or may require a NOTAM action
by Manager Airside.
4.30. OBSTACLE CONTROL:
4.30.1. OBSTACLEMONITORING:
MONITORING:
Control obstacle at and around the aerodrome is the responsibility of Airport Manager
(services) The Environmental Control Officer shall monitor the OLS and critical PANS
PANS-OPS
surfaces.
4.31.1.1 In case Aerodrome controller observes any change or reported by aircraft regarding
erection of any obstacle in the vicinity, particularly in the approach path
MAS/ECO shall be informed immediately and caution be issued to the aircraft.
4.31.1.2 If the obstacle is infringing a take-off
take off or approach area, MAS will discuss the issue
with thee COO. The COO will determine the operational requirements for runwayrunway-
in-use
use and whether alternatives are available. If the runways are operationally
required, calculate and mark off the reduced runway length available (displaced
threshold) and initiate a NOTAM action.
Note: Obstacle control measures are to be taken as per SOP by APS
4.31. RECALL OF DEPARTING AIRCRAFT BY OPERATING AGENCIES AT
THE AIRPORT:
4.32.1 No departing aircraft, whether taxing out or in-flight,
in flight, shall be called back at the request of
ASF/Customs/Immigration/Health
/Immigration/Health authorities / APM unless such request is received on one of
the recorded telephone and followed by a written request duly signed by an authorized
official. The Duty Air Traffic Controller shall immediately inform COO / Sr. additional

shall be cancelled. In case the aircraft is in flight the message so received from the concerned

4.32.2 ETA of all non-scheduled

arrival desk and OIC Customs by Bay Planner/GOC.

4.32.3 The duty GOC Controller/Bay Planner shall record the time of passing the ETA together with
the name and designation of the Immigration and Customs personnel to whom the information
has been passed.
4.33. OPERATION OF GENERAL AVIATION AIRCRAFT:
4.33.1. FLIGHT TRAINING AND STUDENT PILOTS:
IIAP-CTR designated as Class ‘C’ Airspace, IIAP is available to pilot familiarization, and
training flights. Aerodrome Control Tower may be unable to provide services to training flight
activity during periods of high volume air traffic.
4.34.1.1 The General Aviation Operators
Operators for training flights, before submitting the flight
plan will co-ordinate
co ordinate with Aerodrome Controller for checking up of lean period of
traffic during which it will be possible for them to carry out flying (local, training
or other VFR operation).
4.34.1.2 The Aerodrome/
rodrome/ Approach Controller after analyzing the prevailing and
anticipated traffic will advise the timings for carrying out such flight operation by
General Aviation aircraft. These timings will be subject to revision, depending
upon the changed traffic conditions
c at that time.
4.34.1.3 The General Aviators after necessary coordination with the Aerodrome / Approach
Controller shall ordinarily submit in writing a flight plan to the Pre Pre-Flight
Information Unit. In exceptional cases they may submit the flight plan on R/T to
Control Tower. In such an eventuality the flight plan shall be submitted sufficiently
in advance, so that necessary coordination with different ATS units and SOC is
effected before the flight actually commences operation.
4.34.1.4 For all flights operating outside
outside aerodrome traffic circuit including flights carrying
out instrument approaches, a proper flight plan on specified flight plan Performa
shall be submitted at least thirty minutes prior to the ETD.
4.34.1.5 In case a flight plan is submitted for more than one sortie, the Aerodrome
Controller shall ascertain, name of the pilot
pilot-in-command,
command, number of person on
board, duration of sortie and fuel endurance before each sortie.
4.34.1.6 General aviation aircraft may operate during day within the aerodrome traffic
circuit with the prior information/ approval from Approach. Standard separation
between these flights and any other aircraft must be ensured according to the
airspace classification.
4.34.1.7 General Aviation aircraft shall normally be grounded 15 minutes prior to the ETA
and until
ntil 5 minutes after the departure of any other flight during night except when
specific approval/ instructions from Approach (when radar service is available) has
been obtained.
4.34. TRAINING FLIGHTS AND PRACTICE INSTRUMENT APPROACHES:
4.34.1. All aircraft on training flights carrying out circuits and landing shall be under Aerodrome
Controller and position information on these flights shall be passed to Approach Controller
whenever it is likely that this flight may conflict with an arriving or departing IFR flight.
4.34.2. Aircraft
rcraft carrying out practice instrument approaches will be kept with Approach controller
until it is established on final approach and reported FIS,the aircraft may be handed over to
aerodrome controller.
4.35. BLOOD AND URINE TESTS OF AIR
AIR-CREW:
4.35.1. In case of any aircraft
ircraft occurrence in the vicinity of IIAP Islamabad, one of the Authorized
Medical Officers is to be instructed to collect blood and urine samples from cockpit crew
within two hours of the occurrence. (Reference: HQCAA/1901/AIB dated 20th December
1990).

4.36. DIVERSION OF PAF AIRCRAFT TO ISLAMABAD AIRPORT:


4.36.1. In the event of Nur Khan Runway blocked, the PAF aircraft may divert and land at Islamabad
Airport. The procedures evolved to cater for such situations and to ensure safe and smooth
operation of air traffic aare out lined below;
4.36.2. PARKING AREAS
4.37.2.1 PAF aircrafts will be accommodated on remote parking stands. No of aircraft
accommodated will depend on available parking stands considering the anticipated
occupancy.
4.37.2.2 In case of prolonged stay of PAF aircraft, if operatio
operation
n of civil aircraft is likely to be
effected, PAF authorities may be requested to dislocate their aircraft to other PAF
Bases.
4.37. OPERATION OF AERONAUTICAL GROUND LIGHTS:
4.37.1. Intensity setting can be varied according to visibility conditions or when requested by the pilot
provided other aircraft are not adversely affected.
4.37.2. PERIODS OF DISPLAY:
4.37.2.1. Aerodrome ground lights shall be displayed, and Intensity of lights be selected as
follows:
4.37.2.1.1. By Day: High intensity system, whenever the visibility is less than 5
km and/or thee cloud bases is less than700 feet. Both runway and
approach lights will be switched “ON” 15 minutes before ETA and
for departures on start up until 15 minutes after departure. Taxiways
lights shall be selected subject to requirement.
4.37.2.1.2. By Night: irrespective of weather conditions
a. Approach lights 15 minutes before ETA and for departure
before start up until 15 minutes after ATD.
b. Runway lights 15 minutes before ETA until runway is
cleared, and for departures, immediately before start-up
start until
15 minutes after departure.
c. Taxi way lightss from the time an aircraft reports on finals
until the aircraft has parked and form starting until the
aircraft is airborne.
4.37.3. AIRFIELD LIGHTING CONTROL
CO SYSTEM (ALCS):
4.37.3.1. Control panel of aerodrome ground lighting system is provided in Control Tower.
4.37.3.2. Runway Edge and Centre line Lights, Approach Lights of RWY 28 L/R& 10 L/R
and associated taxiways lights are controlled from a computerized system. The
system will be operated as per operations manual.
4.38. FAILURE OF TYRE TREADING:
4.38.1. Failure of tyre treading particularly on take
take-off
off has taken place on various occasions. Such an
information, when available with ATC is of vital importance
importance to the pilot of the aircraft
concerned, who if intimated in time can take necessary precautionary measures while making
a landing at the next aerodrome.
4.38.2. Whenever tyre treading is found during runway inspection or information received through
other sources, the following action shall be taken immediately; Relay complete information to
the preceding departing aircraft as to the location of tyre pieces found, in relation to centre line
of Runway as under:--
4.38.2.1. Directly if operating within Islamabad ACC control
control boundaries and is in two-way

R/T contact.

4.38.2.2. Through other ATS units if operating outside Islamabad ACC control boundaries
and/ or in case of loss of radio contact.
4.38.3. When the information is relayed through other ATS units, Using the AMHS, DD priority shall
sha
be used.
4.38.4. Inform the airline concerned for further necessary action, if any.
4.38.5. It may be realized that information on failure of tyre treading plays useful role, in ensuring the
safety of aircraft and passengers, only when it is communicated to all concern
concerned by the most
expeditious means.
Note:: In case of multiple departures, type of aircraft tyre pieces belongs to, may be ascertained through
airline engineering department before dissemination of information to concerned.
4.39. AIRCRAFT ACCIDENT:
4.39.1. In the event of aircraft accident crash occurring on or in the vicinity of the Aerodrome, the
duty Aerodrome/Ground
/Ground movement controller shall take the actions in accordance with CERP
Chapter 2 or Chapter 3 as applicable.
4.40. HIJACKING:
4.40.1. In case of Hijacking, Aerodrome/Ground movement controller shall take the actions in
accordance with CERP Chapter 11(SOP FOR HANDLING HIJACKED AIRCRAFT).
4.41. EMERGENCY MEDICAL ASSISTANCE TO PASSENGERS:
4.41.1. In case any request is received from aircraft or airline/agency for medical
assistance/ambulance,
tance/ambulance, DTM/M. I. Room should be informed for the needful through Ground
Movement Controller/ Bay Planner Controller and log entry should be made accordingly.
4.42. VIP/VVIP MOVEMENTS:
4.42.1. VIP / VVIP aircraft or aircraft carrying VVIP/VIP shall be dealt as under;
4.42.1.1. when information regarding VVIP movement is received G.M.C shall inform;
4.42.1.1.1. Airside Office
4.42.1.1.2. Fire Station.
4.42.1.1.3. General Aviation through GOC.
4.42.1.1.4. DATCO Nur Khan and Qasim Base.
4.42.1.2. when FPL regarding VVIP flight is received, GMC shall take following action;
4.42.1.2.1. Inform COO
4.42.1.2.2. Inform TM VIP.
4.42.1.2.3. Inform Fire In-charge
charge on duty who will inform CFRO.
4.42.1.2.4. Inform Airside Inspector who will inform MAS.
4.42.1.3. when actual ETA/ETD of VVIP flight received the Aerodrome Controller shall
take following actions;
4.42.1.3.1. Inform COO.
4.42.1.3.2. Inform TM VIP.
4.42.1.3.3. Inform CFRO.
4.42.1.3.4. Inform MAS.

4.42.2. ARRIVAL:

4.42.2.1. VVIP aircraft after landing on runway 28L will follow, Taxiways D, parallel
runway and then L and K or TWY B and then L and K to VVIP apron. VVIP
aircraft after landing on runway 28R will follow Taxiways, ‘L’ and ‘K’. similarly
VVIP aircraft
ircraft landing on runway 10 R/L will follow ‘E’ ‘F’ and then ‘K’ to State
Lounge Apron. Follow-Me
Follow Me van shall be positioned on taxiway ‘L’ or taxiway ‘F’
beyond runway 28 R for guidance of further taxi till parking stand. All VVIP flight
to be parked at VVIP
VVI Apron.
4.42.3. DEPARTURE:
4.42.3.1. Follow-me
me van shall be positioned in front of the aircraft and the Marshaller will
be instructed to provide Follow
Follow-Me service.
4.42.3.2. VVIP Aircraft using Runway 28L may be given taxi via taxiway L and B to enter
on the main runway 28L for backtrack and lineup. VVIP aircraft may be given taxi
via L and then on runway 28R for departure from runway 28L/R.
4.43. RUNWAY INCURSION:
4.43.1. In the event that the Aerodrome Controller observes, after a take take-off
off clearance or landing
clearance has been issued, any obstruction on the runway likely to impair the safety of an
aircraft taking off or landing, such as a runway incursion by an aircraft or vehicle, any person,
or flock of birds/animals on the runway, appropriate action shall be taken as follows:

AEREA CONTROL SERVICE
5.1. INTRODUCTION:
5.1.1. Islamabad Area Control Center (ACC) is responsible for the provision of air traffic services in
Islamabad ACC area of jurisdiction as given below. ATS officials shall adhere to the
procedures applicable as contained in A.I.P Pakistan, MATS and relevant ICAO documents.
The guidelines/principles given hereunder shall be followed
followed in addition to the above
mentioned procedures to ensure smooth functioning of ATS Units.

5.3. PROVISION OF AIR TRAFFIC SERVICES


5.3.1. Relevant Air Traffic Services in Islamabad AOR will be provided by Islamabad ACC. Air
Traffic Services will be provided along all ATS routes as per classification contained in AIP
Pakistan. Islamabad ACC will be responsible for the provision of ATCS, FIS and alerting
service in this Area. Cherat Approach (North/South/NUR KHAN) will provide ATS service in
their
eir respective areas as per the LOAs.
5.4. MANNING
5.4.1. Islamabad ACC shall be manned as follows:
5.4.1.1 Area Radar Controller One

5.5. DUTIES OF ACC CONTROLLERS
5.5.1. AREA PROCEDURE CONTROLLER:
Area Procedure Controller shall be responsible to the Team Leader for: -
5.5.2.1. Take over the position in accordance with Para 1.3.
5.5.2.2. Displaying correct page on VCCS monitor for communication.
5.5.2.3. Efficient administration and control of his/her work position.
5.5.2.4. Acknowledgement & manipulation of FPL(s) sho
showing
wing alerts such as
MONA(Reminders/NCW),MTCD,STCA,SNET(MSAW/APW/CLAM/APM/RA
M.
5.5.2.5. Ensuring flight plans and SSR tracks are correlated on display.
5.5.2.6. Ensuring updates CFL & ROUTE fields of FP label whenever a change is made by
Radar controller.
5.5.2.7. Ensuring appropriate setting of CWP for visualization of traffic entering / leaving
the area of responsibility.
5.5.2.8. Flight progress board is updated and maintained according to the current traffic.
5.5.2.9. Ensuring study of current list of NOTAMs available in the ATM system aand brief
the Area Radar controller about the same.
5.5.2.10. In case of radar failure ensure correct identification of “SYNTHETIC TRACK” on
CWP and its updating. Synthetic track shall not be used for the provision of Radar
separation.
5.5.2.11. In case CWP shows “WS Disconnected”
Disconnected” message, Ensure selection of “BYPASS”
and inform tehnical supervisor immediately.
5.5.2.12. In case of radar failure, will provide air traffic services (non-radar)
(non radar) in accordance
with the laid down procedures as contained in AIP, ANO, MATS, SAR manual
and local instructions issued from time to time.
5.5.2.13. Ensure appropriate separation between aircraft flying in his area of jurisdiction.
5.5.2.14. Issuance of air traffic control clearances as per laid down procedures except, when
SSR, FDP are operational and FPL of the aircraft aavailable vailable in the system,
clearances for departures from OPIS and OPRN will be issued by the Planner/
Area Procedure Controller to relevant GMC or TWR controller, as the case may
be.
5.5.2.15. In the event of radar failure but FDP functioning, Area procedure Controller
Controlle shall
update data (route, position, level and speed of the aircraft) in the system to ensure
correlation of synthetic tracks with reported position of the aircraft.
5.5.2.16. In the event of radar failure take over the control of traffic and provide air traffic
control
ontrol service (procedure) afterNon Radar separation has been established by
Area Radar controller and proper briefing is received from Area Radar controller.
5.5.2.17. Inform APM of a particular airport when it is necessary to extend the working
hours of Radio/Nav. Aids and/or ATS unit.
5.5.2.18. Providing Alerting Service and to take appropriate action when aircraft are known
to and/or believed to be in need of assistance, as per laid down procedures.
5.5.2.19. Effecting co
co-ordination with relevant ATS units.
5.5.2.20. Ensuring that the

requiring assistance.
5.5.2.23. Ensure coordination through AIDC between Islamabad and Lahore ACCs and
Adjacent FIRs when applicable.
5.5.2. AREA RADAR CONTROLLER:
Area Radar controller shall be responsible to the Team Leader for:
5.5.3.1. Taking over the position.
5.5.3.2. Displaying correct page on VCCS monitor for communication.
5.5.3.3. Efficient Administration and Control of his/her position.
5.5.3.4. Providing Air Traffic Services based on Radar to the air traffic operating in his/her
area of jurisdiction in coordination with

5.5.3.5. Maintaining radar surveillance of air traffic in his/her area of jurisdiction to

5.5.5.2. Receive / pass estimates & FPL details (if required) of aircraft movements from /
to concerned adjacent ATS units & military units and inform the concerned Area
Procedure Controller accordingly.
5.5.5.3. Generating computerized flight progress strips for respective sector. Prepare strips
manually
anually when FDP of ATM system is not available.
5.5.5.4. Receive revisions in CFL from concerned adjacent ATS units and incorporate
changes in ATM system. Inform the concerned Area Procedure Controller for
updating the strips of the relevant flight accordingly an
andd for subsequent
coordination.
5.5.5.5. Generating / preparing extra strip for SMCC and pass on to FDA November for
further action.
5.5.5.6. Check the flight plans of non-scheduled
non scheduled movement and their clearances. Any Non-

5.5.5.10. If meteorological information is not available automatically in the ATM system,
coordinate with AMHS operator for updating the required weather reports.
5.5.5.11. Assisting Area Procedure Controller in performance of his duties.

5.5.5. FDA (NOVEMBER):


FDA “N” shall be responsible to:
5.5.6.1. Maintain record of all aircraft movements in respective register
5.5.6.2. Coordinate with SMCC as per SOP.
5.5.6.3. Upon receipt of estimates of Aircraft he/she shall pass the current fflight plan
details to SMCC oobtain ADC Number,, record time of coordination and ADC
number (if applicable) on concerned strip of the respective flights .
5.5.6.4. Upon receipt of revisions/changes of estimates of aircraft from Concerned
Procedure Controller he/she shall
sh pass to SMCC.
Note: At present responsibilities of FDA (N) are delegated to FDA(ACC) &
FDA(Approach) due shortage of manpower.
5.6. R/T PHRASEOLOGY AND ATC CLEARANCES:
5.6.1. Standard R/T phraseology as contained in PANS/ATM DOC 4444, MATS Pakistan and DOC
9432 (Radiotelephony) and shall be used at all times and compliments/courtesy calls to be
exchanged at the initiation of the pilot.
5.7. SEPARATION MINIMAS:
Vertical separation (CVSM/RVSM), horizontal separation (Longitudinal / Lateral) or Radar
separation
n minima as authorised by appropriate ATS authority shall be applied as described in
MATS Pakistan & AIP. For theth purpose of application of longitudinal separation the terms, same
course, crossing course and opposite / reciprocal course are used which are described in figure
below;

5.8. RVSM
5.8.1. RVSM POLICY
The International Civil Aviation Organization (ICAO) in its third Asia/Pacific
RegionalNavigation meeting recommended that Reduced Vertical Separation Minimum
(RVSM) should be introduced in the Pacific Region w.e.f. 27th November 2003.

5.8.2. RVSM AIRSPACE


Controlled airspace between FL290 & FL410 (inclusive) is RVSM airspace. All even
levels are Westbound & all odd levels are Eastbound in RVSM. Non-RVSM
Non RVSM equipped A/C
will not fly in RVSM airspace except state approved aircraft with requirements of non-RVSM
non
Airspace.
5.8.3. REQUIREMENT OF ACAS II & TRANSPONDER
The ICAO Asia-Pacific
Pacific RVSM implementation Task Force recommends that those aircraft
equipped with ACAS & operated in RVSM airspace be equipped with ACAS – II (TCAS –II
systems
ystems with version 7.0 incorporated to meet ICAO ACAS – II standards).
5.8.4. STATUS OF REQUIRED EQUIPMENT
Before entering RVSM airspace, the pilot should review the status of required equipment. The
following equipment should be operating normally:
a. Two primary altimetry system;
b. One automatic altitude – keeping device; and
c. One altitude-alerting

d. One altitude operating transponder.
5.8.5. PROCEDURES FOR RVSM OPERATION
5.9.5.1. RVSM procedure to be followed in accordance with MATS, 1000 feet

5.8.6. EFFECTS OF TURBULENCE ON RVSM
5.8.6.1. Weather condition such as shear waves, thunderstorm, aerographic or mountain
waves can have a significant
significant impact on ability of an aircraft to maintain her
assigned level resulting in decrease in standard vertical separation in RVSM
airspace. Following actions will be initiated by concerned Planner/Area Procedural
Controller under such conditions;
5.9.6.1.1. MET office will be asked to arrange special forecasts of routes.
5.9.6.1.2. NOTAM action shall be taken if weather conditions are likely to
persist.
5.9.6.1.3. Suspension of RVSM in the affected areas if required.
5.8.7. FLIGHT PLANNING REQUIREMENTS:
5.8.7.1. To meet flight

5.9. LARGE HEIGHT DEVIATION (LHD):
Monitoring Agency for Asia Region (MAAR) was established by Aeronautical Radio of Thailand, Ltd
(Aero Thai) is the designated agency of RVSM monitoring Programme in Pakistan Airspace. They are
regulating this body under the standards of Annex 11 (Amendment No. 40) requiring that the safety
assessment and monitoring be carried out for the introduction of any significant change to the ATS

5.10. REDUCED
UCED HORIZONTAL SEPARATION (RHS):
5.10.1. In accordance with NOTAM A0995/15 dated 28th September, 2015 the appropriate ATS
Authority has authorized the implementation of 50NM Reduced Horizontal (longitudinal)
Separation between aircraft based on RNP – 10 navigation application and surveillance w.e.f.
29th September, 2015 at 0001UTC.
5.10.2. 50NM RHS S has been implemented with application of Mach Number Technique within
Karachi and Lahore FIRs at all Transfer of Control Points (TCP) with Afghanistan as follows:
5.10.2.1. between RNP – 10 compliant aircraft;
5.10.2.2. between all aircraft in surveillance environment;
5.10.3. In case
ase of non availability of surveillance, 50NM RHS shall not be applicable between non
RNP-1010 compliant aircraft.
5.10.4. In order to ensure that aircraft must have the required capabilities to apply 50NM RHS in non
surveillance environment the under mentioned meth method

5.11. TRANSFER OF CONTROL:
Non radar horizontal or vertical separation shall be provided between all controlled flights until they
are identified on radar and appropriate radar separation could then be applied in accordance with the

5.14. HANDLING OF STCA & MSAW ALERTS:
ATM system (SI-ATM)

5.14.1. STCA:
It is a ground based safety net function intended to assist the controller in maintaining
standard separation between controlled flights by generating in timely manner, an alert of a
potential infringement of separation minima. STCA has only one phase in S
Si--ATM system i.e
Violation phase.
5.14.1.1. ACTION BY DUTY CONTROLLER:
 In the event when an STCA is generated, the duty controller shall
immediately take appropriate action to ensure that applicable separation
minima is ensured/ not infringed.
 In the event when a Violation i.e a loss of seperation happened, the duty
controller shall immediately take appropriate action to separate the aircra

and whenever possible shall pass the essential traffic information to the
concerned aircraft.

Coordination between ATS units shall be effected as follows:

5.16.1. Coordination between ATS Units is one of the most important factors. All ATS units must
ensure proper inter unit coordination on VCCS (Voice Communication and Control System)
in standard format as defined in MATS
5.16.2. Information on aircraft operating to/from aerodromes located within control area boundary of
ISLAMABAD ACC shall be timely co co-ordinated
ordinated with the concerned ACC(ATS Unit) as per
LOA’s..
5.16.3. COORDINATION BETWEEN ISLAMABAD ACC & TOWER/APPROACH:
5.16.3.1. Ground Movement Controller shall obtain Start up clearance/ATC clearance from
ISLAMABAD ACC for all departing IFR traffic
traffic along with applicable SID.
5.16.3.2. Aerodrome Controller shall obtain RELEASE of all departing traffic from
ISLAMABAD APPROACH and coordinate applicable SID .
5.16.3.3. In case of VFR flights or aircraft operating solely within the Terminal Control

respective control tower shall obtain the clearance for such departure from

5.16.3.4. The Planner / Area Controller while issuing ATC clearance may follow it up with
VIFNO (Void If Not Time ).
5.16.3.5. When SSR and FDP are non non-operative,
operative, the Aerodrome Controller shall inform
Approach Controller and Planner / Area Controller about the departure ttime.
5.16.4. COORDINATION WITH ISLAMABAD APPROACH:
Islamabad ACC and approach shall effect coordination in accordance with the laid down
procedures as contained in MATS and DOC4444 / ATM.
5.16.5. COORDINATION BETWEEN ISLAMABAD ACC & AERODROME
CONTROL TOWERS WITH IN ITS A
AREA
REA OF JURISDICTION:
Islamabad ACC shall affect coordination with Aerodrome Control Towers located within its
area of responsibility and vice

versa as per standard procedure laid down in MATs Pakistan

5.16.5.1. In case of communication failure between ACC and concerned Aerodromes,
following procedures shall be followed;
5.16.5.1.1. IFR flights departing from any airport within the area for FL160 or
above shall initially be restricted up to FL150/140 as applicable in
accordance with semi-circular cruising level vel system until
approval/clearance from ACC is obtained or the flight concerned
establishes 2-way
way communication with concerned ACC and
clearance is obtained directly.
5.16.5.1.2. Aircraft departing from Aerodromes of Nothern Areas bound for
Islamabad shall initially be allowed to climb FL265 until
approval/clearance from ACC is obtained.
5.16.6. COORDINATION BETWEEN ISLAMABAD ACC AND ADJACENT AREA
CONTROL CENTRES:
5.16.6.1. All departures from Islamabad and Peshawar for LAJAK/SITAX/SOLUM, level
coordination shall be affected by Islamabad
Islamabad ACC prior to start up of the aircraft
with Lahore ACC (East).
5.16.6.2. All departures from Islamabad and Peshawar for DOBAT, level coordination shall
be affected by Islamabad ACC prior to start up of the aircraft with Lahore A CC
(West).
5.16.6.3. Lahore ACC shall ensure 50NM Longitudinal separation over TAPIS for aircraft at
the same flight level entering KABUL FIR via ATS routes M875/A446(SITAX)
and L509 (LAJAK).
5.16.6.4. No level change at position LAJAK (DEP/Transit) shall be permitted unless
coordinated and approved by Lahore ACC SECTOR EAST.
5.16.6.5. ACC Lahore Sector West shall resolve traffic confliction at position LAKRA in
coordination with ACC Islamabad.
5.16.6.6. ACC Islamabad shall pass traffic information of a west bound flight on route G325
M881 via LAJAK-TAPIS

5.17. DEVIATIONS

5.17.2. When any aircraft enters Pakistan Airspace due to any reason (Weather deviation etc.) the
concerned Area Procedure Controller will immediately

information is received from adjacent ATS Unit or aircraft concerned.
5.17.3. In both the above cases a message shall be addressed to Senior Additional Director ATS,
HQCAA, with information to COO / RFC, regarding the border violation. Such message shall
include the location, duration of airspace violation and the maximum distance aircraft violated
the airspace boundary.
5.17.4. DEVIATIONS FROM ROUT

5.20.2.1. On receipt of estimate / ETA on International / Domestic Arrival and Transit
flightsfrom (LAJAK, DUGIN, MOTMO and PURPA in the form of strips (manual
or computerized)
computerized),, the FDA N shall immediately pass the FPL details to SMCC on
direct line.
5.20.2.2. “SMCC” will pass the ADC number for International arrival / TraTransit flights to
FDA “N”
5.20.2.3. FDA”N” will pass the ADC number to concerned Area Procedure Controller.
5.20.2.4. The time of passing details to “SMCC” assistant shall be noted on concerned
register.
5.20.2.5. Procedure Controller shall ensure that information on all movements is ppassed to
“SMCC” as soon as it is received, & normally within 3 minutes of the receipt of
the first information.
5.20.2.6. Whenever any unauthorised deviation of current flight plan is reported by “SMCC”
the same will be noted in concerned log book (CAAF

5.21. AIDC
5.21.1. AIDC COORDINATION BETWEEN ISLAMABAD ACC AND ADJACENT

5.21.2. IMPLEMENTATION OF AIDC BETWEEN ISLAMABAD AND LAHORE


ACC
The implementation of AIDC between Islamabad and Lahore ACC ACCss is in progress. The
procedure for use of AIDC will be described when implemented
5.22. MINIMUM CRUISING LEVELS:
Whenever a minimum IFR en en-route
route altitude has been specified by HQCAA, No IFR flight shall be
permitted to operate at an altitude lower than the level specified. In case there is no such level specified,
the minimum cruising level shall be based on 1000ft above the highest obstacle within five miles of the
estimated position of the aircraft in flight except when necessary for landing and take take-off or when so
specifically authorised by the HQCAA.
5.23. V.M.C CLIMB / DESCENT:
V.M.C climbimb /descent is not permitted to any aircraft operating within controlled airspace. Aircraft
operating in class “G” airspace, desiring VMC climb/descend maintaining own separation may do so
during day .In all such cases it shall be ensured that not only th
thee essential traffic information is issued
to the aircraft concerned but alternative suggestions are also issued to the aircraft, to be followed in
case it is unable to maintain V.M.C during its climb or descend phase.
5.24. PROVISION OF FLIGHT INFORMATION SERVIC
SERVICE:
Flight information service shall be provided as follows:

5.24.1. Islamabad Area Control Centre shall also provide flight information service to all aircraft
operating within its area of jurisdiction as per AIP and MATS.
5.24.2. Essential traffic information shall be issued to concerned aircraft when separation is known to
have or is likely to be reduced to less than the standard applicable/separation minima,
irrespective of the type of the flight.
5.24.3. Essential traffic information shall be issued to concerned aircraft either
either directly on VHF or on
HF Radio or through ATS units with whom the aircraft are supposed
suppose to be in contact.
5.25. VIOLATION OF INTERNATIONAL BORDERS:
5.25.1. No aircraft is permitted to fly within 15 NM of the International borders.
5.25.2. Whenever an aircraft requires landing
landing at a place within 15NM of the border, prior permission
from Competent Authority shall be obtained and coordination with concerned adjacent ACC
shall accordingly be made.
5.26. DIVERSION OF AIR TRAFFIC:
The following procedures to be followed for diversion of aircraft:-
5.26.1. All diversion of scheduled /vvip traffic within Islamabad ACC area of responisibility shall be
included in IOU report.
5.26.2. Diversion reports shall include diversion of scheduled flights due to weather or technical
problem from any Airport within Islamabad

5.26.4. Each diversion report shall comprise of the following items in the sequence as under;

5.27. OPERATIONS TO/FROM UNMANNED AIRFIELD
5.27.1. When operating from/to unmanned or uncontrolled airfields or places where there is no direct
communication with Islamabad ACC, and/or when no contact can be established between the
aircraft and ACC, it is necessary for the operator to give advance information on such flight to
ACC. Permission on such movements
movements shall be obtained before the commencement of their
operations.
5.27.2. PFIO shall inform the Team Leader whenever such information is received from the
operator/pilot in command.
5.28. OPERATION OF CIVIL AIRCRAFT AT AN AIRFIELD NOT LISTED IN AIP
5.28.1. Civil aircraft are not generally permitted to land/take off at/from any aerodrome not listed in
AIP Pakistan except when special permission has been granted.
5.28.2. In case any civil aircraft desires to operate at any unlisted Licensed / Unmanned or military
airfield, it must adhere
dhere to the following conditions;
5.28.2.1. Operation will be only during day and in VMC, except when specific permission
from Competent Authority for night operation is obtained.
5.28.2.2. Prior permission must be obtained from the agency concerned/SOC/ PAF.
5.28.2.3. Takeoff / landi

5.28.2.4. Irrespective of the above facts Flight Plan must be filed with the concerned ACC
for Search and Rescue and Air Defence Identification purposes.
5.29. NIGHT FLYING BY SINGLE ENGINE AEROPLANES
5.29.1. No single engine aeroplane cross country night operations are permitted for other than training
flights for the purpose of acquiring appropriate flying licenses.
5.29.2. PFIO will not accept any flight plan for night flying by single engine aeroplane for the
purpose of cross-country
country night operation, unless the flight plan is accompanied by a covering
letter by the CFI of the concerned Flying School, or a copy of night flying program under
signature of CFI is sent to the relevant ATCO (PFIO) in due time for necessary reference,
referenc
when such a flight plan is submitted. {Ref: HQ CAA/1103/6/ATS dated 3rd April 2001 and
HQ CAA/1774/GA dated 1st& 30th March 2001 Air Safety circular}.
5.30. WITHDRAWAL OF AERODROME FACILITIES:
5.30.1. Saidu Sharif, Muzaffarabad, and Rawalakot airports have been close
closedd and all CAA aerodrome
facilities have been withdrawn.
5.30.2. Saidu Sharif airports has been placed under the administrative and functional control of APM
Peshawer airport. Muzaffarabad and Rawalakot airports are placed under the administrative
and functional control
ntrol of APM Islamabad airport. ATC and RFF facilities are not available at
these aerodromes. Operators may operate at these aerodromes at their own risk after filing a
flight plan. All correspondence regarding these aerodromes shall be addressed to Airport
Airpor
Managers Peshawar and Islamabad respectively.
5.30.3. ATS personnel shall ensure timely coordination in respect of all flights operating to/from
these airports with all concerned.

5.31. AIR DEFENCE CLEARANCE FROM INDIA FOR PIA FLIGHTS


5.31.1. Following procedure is to be foll

owed for obtaining Air Defence Clearance Number from the
concerned Indian FIC for PIA flights operating through or across India.
5.31.1.1. Immediately on receipt of flight plan, a plan message is to be originated by PFIO
with specific request for A.D.C& FIC number. The message is to be originated
with “DD” priority.
5.31.1.2. Planner / Area Controller shall co
co-ordinate on DSC/ HOT-LINE
LINE with Lahore
ACC East to obtain ADC& FIC number prior to the ETD of the flight from
DEHLI ACC.
5.31.1.3. If ADC number is not received by 30minutes befo
before
re ETD, concerned ACC shall
again be requested on D.S.C/ISD.
5.31.1.4. A.D.C AND FIC number shall be passed to Ground Movement Controller and
PFIO by Planner / Area Controller, PFIO shall pass A.D.C AND FIC number to
PIA Operations immediately.
5.31.1.5. Ground Movement ContrController
oller shall pass the ADC AND FIC number to aircraft
while issuing start up clearance.
5.31.1.6. In case of delay in receiving of ADC AND FIC number through concerned FIC /
ACC, pilot shall be informed accordingly.
5.31.1.7. A record is to be kept of:

5.33.1.7.1. Time when flight plan message with ADC request was passed to
India through AMHS or DSC/ISD.
5.33.1.7.2. Time when Air Defence Clarence received from India.
5.33.1.7.3. Time when Air Defence Clarence relayed to PIA.
5.33.1.7.4. Delay beyond ETD, if any.
5.33.1.7.5. Remarks including reasons for delay etc.
5.32. BIRD HIT REPORT.
5.32.1. Upon n receiving Bird / Animal hit report on R/T, the pilot or the designated representative of
the aircraft operator must be informed to file the reported incident within 24 hrs on prescribed
proforma (CAAF-067 067-MSXX).
5.32.2. The information shall be passed immediately
immediately to APM / MAS / DMR for their further actions
through SMS by Team Leader, which includes:
5.34.2.1. Aircraft Callsign
5.34.2.2. Type of aircraft
5.34.2.3. Departure / Destination
5.34.2.4. ATA / ATD
5.34.2.5. Time and Date of incident reported
5.34.2.6. Other related details, if reported by the pilot.
5.33. NOTIFICATION TO RESCUE SERVICES
When an emergency phase exists regarding an aircraft, the Rescue Services shall be notified as follows:
5.33.1. UNCERTAINTY PHASE
5.33.1.1. Notify search and rescue Coordination Centre established at ACC AIIAP giving
details of the aircraft type, registration, number of person on board, last position
report and state of INCERFA.

5.33.1.2. Search and rescue coordination centre will proceed further in accordance with their
SOP and alert the appropriate Search And Rescue Unit.

5.34.1. RESPONSIBILITY:

flight for airports within Islamabad control area boundary. Particular emphasis
shall be given to the occurrence or expected occurrence of weather deterioration as
soon as it can be determined. In addition, information on the operational status of

sual navigation aids used for approach, landing and takeoff at
destination shall also be kept readily available, particularly for those aerodromes /
airfields for which there is no approach control office has been established.
5.34.1.2. Air traffic controller must remain

5.34.2.1. Raise a request to meteorological office through PFIO for weather forecast for the
intended route of the flight. Also request current weather/forecast for the
destination airfield.
5.34.2.2. Transmit flight plan details by the quickest available means to destination, clearly
specifying the name of dignitary on board.
5.34.2.3. Particular attention shall be given to flights
flights destined for Quetta and other airports
in Baluchistan / Coastal areas/Northern Areas, joint user airfields and small
aerodromes/airport. The pilot shall be specifically briefed regarding the availability
of facilities, airfield status at such destinations.

5.34.3.1.1. 5 minutes before E.T.A of VVIP flight till “DOOR OPEN TIME:

5.34.3.2. CONTROLLED AIRSPACE
Standard separation shall be provided in controlled airspace except the following:
5.34.3.2.1. The vertical separation minimum shall be 2000 feet at all levels
5.34.3.2.2. No VFR operation shall be allowed during the period VVIP flight is
expected to operate in controlled airspace.
5.34.3.3. UNCONTROLLED AIRSPACE

5.34.3.3.1. When the VVIP flight is flying in uncontrolled airspace, no other
aircraft shall be cleared to operate in the block of uncontrolled air

5.34.3.3.2. 2000 feet below and above the cruising level and 25 NM either side
of the intended route of the VVIP flight in uncontrolled airspace.
5.34.3.3.3. This restriction will not be applicable when it is known that
horizontal separation based on the current flight plan will exist
between VVIP and other flights.
5.34.4. ACTIONS BY MANAGER AIRSIDE, CFRO AND TEAM LEADER (ACC)
During VVIP movement Manager Airside, CFRO and Team Leader (ACC) shall take
following actions on behalf of APM and COO/RFC respectively:-

there is no obstruction or FOD.

5.34.4.2.1. Adequate RFF facilities are available and operating at optimum level.
5.34.4.2.2. All vehicles are checked and positioned at the proper

minutes prior to arrival or departure of the VVIP flight.
5.34.4.3. Team Leader (ACC)
Team Leader (ACC) shall ensure that,
5.34.4.3.1. The estimated time of arrival and significant changes thereto are
passed to concerned CAA higher Officials, DTM/DFO.
5.34.4.3.2. Availability of en-route,
route, destination and alternate aerodrome weather
forecast.
5.34.4.3.3. Training/Local and Military flights shall be kept away from the
control zone or to be grounded at least 30 minutes before the
arrival/departure of the VVIP flights until 15 minutes after departure
of VVIP flight or when VVIP leaves the airport.
5.34.4.3.4. The VVIP aircraft movement shall be co-ordinated ordinated with the
CONCERNED SOC well in time so that flight monitoring service
should be made available to such flight by Sector(SOC).
5.34.4.3.5. All ATS positions shall be properly manned by qualified
controllers/officials.

5.34.4.3.6. Flight plan/Departure plan, on receipt shall be thoroughly checked for


conformity with planned details or clearance. Discrepancies if found,
are to be notified to COO/RFC and other concerned authorities.

5.35.2.5. Timely/extensive coordination shall be maintained between the units/adjac units/adjacent


centres for the transition of flight from its destination to alternate aerodrome.
5.36. EMERGENCIES
The duty air traffic controllers shall handle all emergencies in accordance with the appropriate SOPs.
5.37. NON SCHEDULE FLIGHT CLEARANCES
5.39.1. All Civil Schedule/Non

schedule clearances are fed by AT Branch in ATFMS which is readily
available at computer in ACC and Pre-flight

5.39.2. The FDA clearance will enter and organize all military clearances received during duty times
from AHQ through RFC Office.

6.5.1. Coordination between inter tower positions and between tower
tower control and approach control
shall be carried through ATM system to provide electronic handover of flight data between the
two units in order to reduce the need for verbal coordination. The following are the
coordination procedures:
6.5.1.1. Flight data will be
be available in ATM system. Ground Controller shall activate a
certain flight 10 minutes prior to its ETD.
6.5.1.2. The following options will appear on the ground controller’s screen: Pushback,
Pushback
Start up, Taxi. When the controller presses a certain button, time will be recorded
against it. When the ground controller presses ‘Taxi’, the flight data will be handed
over to tower controller for flight control.
6.5.1.3. The following options will appear on the tower controller’s screen: Line

Take-off. When the tower controller presses ‘ATD’, the flight data will be
handed over to approach controller for flight control.
