Delhi: The President of India, Pranab
Mukherjee flagged-off a march for
Swachh Bharat Abhiyan (October 2,
2016) at Rashtrapati Bhavan. Officers and
staff of Rashtrapati Bhavan and their fam-
ily members participated in the event. On
the occasion, the President and those
present released balloons in the air before
the President flagged off the march as a
symbol of the commitment of Rashtrapati
Bhavan to the Swachh Bharat Mission.
Addressing the gathering, the President
said that synchronizing the Swachh
Bharat Abhiyan with Gandhiji’s birthday is
most appropriate as he had always
emphasized on adoption of cleanliness in
our daily lives.
Gandhiji said that ‘Cleanliness is next to
Godliness’. He had stressed on the impor-
tance of a disease free and clean body.
The President mentioned that Rashtrapati
Bhavan was recognized for cleanliness
under Swachh Bharat Abhiyan last year. It
is important to maintain the high levels of
cleanliness and sanitation. The President
urged all present to make their individual
contribution toward cleanliness and the
Swachh Bharat mission.

the Pravasi Bharatiya Kendra in New Delhi.
Speaking on the occasion, he said that the birth anniver-
sary of Mahatma Gandhi and former Prime Minister Lal
Bahadur Shastri was an apt occasion for such an event.
He said Mahatma Gandhi had left India, but the call of
the nation brought him back.
He said the Indian diaspora should be looked at, not just
in terms of its numbers, but also in terms of its strength.
He said that for years the term “brain drain” has been in
vogue. But if we look at the diaspora as our strength we
can convert it this to “brain gain.”
The Prime Minister said that at a time when the world is
keen to engage with India, the “fear of the unknown” can
be the biggest obstacle, which the Indian diaspora can
help overcome.

of this month concludes with Gujarat and Andhra
Pradesh becoming the first States to declare all cities
and towns in respective States as Open Defecation Free
(ODF) and a few districts including Porbandar also
declared ODF, on the 147th Birth Anniversary of
Mahatama Gandhi which is also the second anniversary
of Swachh Bharat Mission.
Porbandar, the native district of Mahatma and all the 180
cities and towns in Gujarat were declared ODF in the
presence of Union Minister of Drinking Water &
Sanitation Shri Naredra Singh Tomar, Gujarat Chief
Minister Shri Vijay Rupani at a special programme in
Porbandar.
Andhra Pradesh Chief Minister Shri N.Chandrababu
Naidu declared all 110 cities and towns in the State as
ODF at a programme in Tirupati.
Addressing the participants of the Porbandar programme
through a video-link, Minister of Urban Development Shri

In the wee hours of February 17, 2002, Vikas
Yadav and his cousin Vishal, kidnapped and
brutally murdered 25-year-old Nitish Katara,
who was an MBA graduate and an IAS officer’s
son. The reason for the murder was Nitish
Katara’s intimacy with Vikas’s sister Bharti
Yadav. They took the help of a contract killer,
Sukhdev Pehalwan, to carry out the murder.
On February 20, 2002, Nitish Katara’s body,
charred and hammered, beyond recognition
was found near Hapur crossing in a village in
Bulandshahr, Uttar Pradesh. Vikas and Vishal
Yadav abducted Nitish Katara from a wedding
in Ghaziabad. While their friends assumed that
Katara would return soon, he didn’t return.

Yadav’s son and Vishal, his nephew, could not
tolerate the love affair between their sister and
Katara and resorted to murder. In 2014, the
Supreme Court upheld their case as that of
‘honour killing’ fueled by the belief in parochial
caste system. The same year, Delhi High Court
sentenced the accused to 25 years in jail with-
out remission and added an extra five years for
destruction of evidence. In the Nitish Katara
and Rizwanur Rehman cases, the girls (here
Bharati Yadav and there Priyanka Todi) eventu-
ally refused to complain against their fathers
and brothers, even after overwhelming evi-
dence that their lovers had been killed or
forced to commit suicide in cold-blood.
The High Court had called it an “honour killing”
and said the crime was in the “rarest of rare
category,” awarding the convicts the lengthy
prison term. However, court refused to award
them the death sentence, saying the possibility
of their reformation and rehabilitation is not
“unforseeably foreclosed”. The top court had
last year upheld the conviction of the three
men, observing that “only criminals are crying
for justice” in this country. However, court had
also rejected a petition by victim’s mother
Neelam Katara that they should be given the
death penalty.
The Kerala and Karnataka HCs have absolute-
ly no right to order adult women to stay with
their parents. Such “enquiries” into every mar-
riage of a Hindu man with a Muslim woman –
be it by Courts or the any state government
–violate the Constitutional right to privacy and
choice in matters of marriage, enshrined in
Article 21 of the Constitution, and upheld by
numerous Supreme Court verdicts. Let us also
remember that saffron leader Babu Bajrangi of
Gujarat boasts of having ‘rescued’ thousands
of women who have married outside the caste
or community, and forced them to give up their
husbands. Sadhvi Pragya’s organization too
used to indulge in the same activity. And the Sri
Ram Sene in the Dakshin Kanada district has
indulged in innumerable attacks on Muslim and
Hindu women who befriend each other. One
young 15 year old schoolgirl even committed
suicide after public humiliation by the Sene.
The Courts’ observations provide a shot in the
arm for the Sri Ram Senes and Babu Bajrangis
– they can now claim their attacks on women
are acts of ‘nationalism.’ We wonder why the
courts never pass orders to ban Khaap pan-
chayats and the Sri Ram Sene. Why court
never order enquiries into suspected cases of
honour killing, but the same court is eager to
fan up communal and anti-women flames by
making irresponsible comments about ‘Love
Jihad’? ‘Love Jihad’ is a communal fantasy – a
new pretext to attack the freedom of women to
love and marry by choice, and to witch-hunt
Muslim men. In the name of ‘Love Jihad,’ every
Rizwan-ur-rehman can be branded a terrorist;
every Priyanka’s right to choose can be denied
on the grounds that she is ‘brain-washed’ by
jihadis. Every police officer as well as every
Pramod Muthalik are justified in harassing the
Rizwans and Priyankas in the name of ‘nation-
al security.’ Women all over the country will cer-
tainly defy and resist any attempt – be it by
Court or any government to police their free-
dom, or to bring their love and marriages, irre-
spective of community, under any scanner.
Love Jihad’ is a new phrase coined by the
Sangh Parivar – that is being echoed in court-
rooms and cabinets across the country. The
Sangh Parivar has claimed that thousands of
Hindu girls are being lured by Muslim boys who
befriend each other.

The OBC community in Maharashtra is planning a series of rallies in support of its
leader Chhagan Bhujbal, who is in judicial custody for his alleged involvement in the
Rs. 800-crore money laundering case. The development is a fallout of the meeting
between State Women and Child Development Minister Pankaja Munde and Bhujbal
in the backdrop of Marathas demanding their share in OBC reservation. The first rally
is being planned in Bhujbal’s hometown, Nashik, on Monday. The OBC community also
plans to take the agitation to other parts of the state. The community is restless. They
feel that Bhujbal is being deliberately targeted and made to languish in custody.
Moreover, the community is also unhappy with Marathas demanding their share in
OBC reservation.
Organisers of the rallies said initially, members of the Mali community to which Bhujbal
belongs were planning agitation. But after the Munde-Bhujbal meeting in Mumbai,
other OBC community members have also decided to join. According to political
observers, Pankaja is trying to project herself as the face of OBC politics in
Maharashtra after the death of her father Gopinath Munde. Bhujbal and Munde had led
the OBC community for decades. Now, the OBCs are headless after Munde’s death
and Bhujbal’s exit from the political scene. The state has about 27-30% OBC popula-
tion, including Malis, Dhangars, Vanjaris, Telis, Leva-Patils, Sutars, Lohars, Sonars,
Shimpis and Kumbhars. At present, OBCs have 27 % reservation in government jobs.
Marathas too are insisting to accommodate them in the OBC category. Bhujbal was
arrested on March 14 for his alleged role in the Maharashtra Sadan scam and has
been in judicial custody since then. It is alleged that he had earned kickbacks worth
Rs. 800 crore, which, according to the Enforcement Directorate, was subsequently
laundered by his nephew.
This is not the first time that Chhagan Bhujbal has been arrested, earlier too, he visit-
ed jail in the multi crore Telgi stamp paper scam in 2003-04. However, he came out
unscratched though a high profile CBI investigation was carried out. He made a suc-
cessful comeback in the Congress-NCP government as the Public Works
Development (PWD) Minister and also for a short span of time as the Deputy CM for
the second time, since 1999. This was purely due to the confidence shown by his men-
tor and NCP chief Sharad Pawar on him. Now, after BJP came to power, NCP supre-
mo compromised Bhujbal over his nephew Ajit Pawar. Senior Pawar could have saved
him this time too because there is no OBC powerful mass leader of his status in the
party. Bhujbal was an ordinary street vegetable vendor and after great struggle, he
became high profile politician. However, he failed to realise the limits of his ravenous-
ness as he pursued his passion to think big.
WillrallyinsupportofBhujbalsucceed? Four years have passed after a Dalit sugarcane worker
was being burnt to death in Chincholi Sindphana,
Maharashtra and a Dalit woman being paraded naked in
Mulgaon. I am sure, there are many such incidents that
go unreported every day. Inspite of crimes against Dalits
being reported in the national media, atrocities against
them continue. This shows the fearless attitude of the so-
called upper castes. Even today, when governments in
both state as well as in centre have changed then also
Dalits continue to remain worried. The police’s refusal to
entertain the complaints of Dalit victims is typical. It is
they who should be punished for failing to perform their
duties. The offender should be given deterrent punish-
ment. The gruesome incident shows how deep-rooted
the caste system is. Although, there are laws prohibiting
untouchability and atrocities on Dalits, such incidents
continue to happen. Now, they are debating and trying to
dissolve this law on the pretext of its misuse. As long as
mindset of the people don’t change, it is impossible to
eradicate the social evil. Our country, it appears, will
never see any social change.
The humiliation of the 42-year-old Dalit woman is some-
thing all should be ashamed of. The offenders should be
given stringent punishment. Incidents like these deserve
immediate attention of the state. The attack was both
gender and caste-based. The plight of the Dalit sugar-
cane worker who was burnt to death and the woman who
was paraded naked is not something we should read
about and forget. The state of the homeless, landless
and illiterate Dalits is the same as it was centuries ago.
They remain slaves of independent India. All talk of their
uplift by politicians is a tamasha. The news that a 42-
year-old Dalit woman was beaten, stripped and paraded
naked by five persons belonging to an upper caste at
Mulgaon village in Maharashtra was shocking. The fact
that such barbaric incidents continue to occur even in
this age is a blot on civilised society.

Ahmedabad: The coast of Gujarat and the Maritime
Zones off the notional IMBL between India and Pakistan,
being an area of sensitivity, has been the focus for the
Maritime Security Agency since the attacks at Uri Base in

Delhi: water storage available in 91 major reservoirs of
the country for the week ending on September 29, 2016
was 117.202 BCM, which is 74% of total storage capac-
ity of these reservoirs. This was 122% of the storage of
corresponding period of last year and 97% of storage of
average of last ten years.
The total storage capacity of these 91 reservoirs is
157.799 BCM which is about 62% of the total storage
capacity of 253.388 BCM which is estimated to have
been created in the country. 37 Reservoirs out of these
91 have hydropower benefit with installed capacity of
more than 60 MW.
Northern Region
The northern region includes States of Himachal
Pradesh, Punjab and Rajasthan. There are 6 reservoirs
under Central Water Commission (CWC) monitoring
having total live storage capacity of 18.01 BCM. The
total live storage available in these reservoirs is 13.72
BCM which is 76% of total live storage capacity of these
reservoirs.

A judicial commission constituted by a Pakistani anti-
terrorism court will travel to the port city of Karachi next
week to examine a boat used by 10 LeT terrorists to
reach India for carrying out the 2008 Mumbai attacks.
The commission will travel to Karachi on October 6 to
examine the boat, Al-Fouz, and will also record the tes-
timony of a witness who saw the vessel being seized at
the Karachi Shipyard.
Headed by an ATC judge, the commission includes offi-
cials from Federal Investigation Agency (FIA), the
defence counsel and court officials.
The commission was constituted during a hearing into
the Mumbai terror attacks case by ATC-Islamabad,
which held the hearing at the Adiala Jail Rawalpindi,
last week as the court heard the boat was used by the
terrorists in the attacks in which 166 people were killed
and around 300 were injured.
Earlier the Islamabad High Court had set aside the ver-
dict of a trial court of not allowing to send a commission
to Karachi terming it “flawed and not in accordance with
law” and allowed examination of the boat in the port
city. In May, the prosecution had challenged the trial
court’s decision to reject its plea to form a commission
to examine the boat so that the vessel could be made a
“case property”.

role since our independ-
ence. It has played a very
prominent role in the gov-
ernance of Pakistan, main-
ly because of misgover-
nance by all the so-called
democratically-elected
governments,” Musharraf
said in an interview at the
Washington Ideas Forum.
He said the “inherent
weakness” of Pakistan is
that democracy in the
country has not been tai-
lored in accordance with
the dictates of the environ-
ment. “There are no
checks and balances with-
in the system. The consti-
tution doesn’t provide
those checks and bal-
ances.”
“Therefore, the military is
forced and pulled, sucked
into the political environ-
ment, especially when mis-
governance is going on
and Pakistan is going
down in all socioeconomic
indicators. The public and
the people massively run
towards the army chief,
and that is how the army
gets involved,” Musharraf
said, justifying the frequent
military coups in the coun-
try.
He said this was the rea-
son for Pakistan having
military governments and
the Army enjoying high
stature.
“The people of Pakistan
love the Army and demand
a lot from it. So I’m very
proud of the fact that Army
has backed me because
I’ve been with them for
over 40 years. I fought
wars with them, I’ve fought
two wars and I’ve fought a
number of actions with
them. So I know they are
my constituency,” he said
in response to a question.

China cannot “pick and choose” principles it wants to
benefit from and those it prefers to try to undercut, US
Defence Secretary Ashton Carter has said amid flexing
of muscles by Beijing in the disputed South China Sea.

Delhi: There had been an outbreak of dis-
eases at the Pakistani Hindu Refugee Camp
at Majnu ka Tilla, New Delhi. Mr. Vivek
Sharma, Managing Director of Centre for
Social Development and Research Foundation
(CSDR Foundation) intervened for the cause
and requested for a team of doctors by
approaching Delhi Government’s Directorate
of Health and Services. The government
granting his request had arranged for a 3-
member team consisting Dr. Kamal Singh and
his associates Mr. Gopal Singhal and Mr. Arun
kumar. The team of doctors examined resi-
dents of this camp ranging from age 10 months
to 80 years old. Most of the patients had been
complaining of headache, vomiting, high fever,
joint pain, and body pain. Approximately 85
patients were provided with medicines during
the first visit, and more than 200 patients were
attended during five visits of the medical team.
Some of the patients who needed special
attention were referred to Balak Ram Hospital
and Aruna Asaf Ali Hospital. Other non-critical
patients were sent to the local Moholla dispen-
sary, an initiative by the Delhi government. The
efforts of the team of the doctors had paid as
was evident on the second visit in a drastic
reduction in the number of patients from more
than 80 in the first visit to 53 in the second visit.

Foundation thanked the Directorate of Health
and Services apart from the team of doctors
who very diligently examined the patients. This
NGO works among the 120 families living in
this camp and sees to various issues ranging
from health, education, sanitation and other

Mumbai: The title of the film is rather mislead-
ing. ‘M S Dhoni: The Untold Story‘ reveals pre-
cious little about the star cricketer that isn’t
already in the public domain.
Made with the backing of Dhoni himself and
co-produced by his business partner Arun
Pandey, the film is built around selected
nuggets of information and Interpretations of
events and actions aimed at bolstering the
cricketers brand equity as his active playing
days draw to a close.
The result is a dreary, overlong, antiseptic
drama that fails to create a nuanced, layered
portrait of the most successful captain in the
history of Indian cricket.
What M S Dhoni: The Untold Story does
instead is unabashedly seek to give the Indian
wicket keeper-batsman a halo of perfection.
Anything that is likely to be at variance with
that single-point strategy is summarily glossed
over.
Steering completely clear of, or merely skim-
ming over, the controversies that have
plagued Dhoni’s long reign at the top, the film
focuses on his rise from Ranchi’s back-lanes
to the very pinnacle of international cricket.
The story the film tells might have been more
entertaining had Dhoni’s life and times not
been so extensively documented by the media
over the years.
In any case, there is little in the protagonists
formative years that could be described as
exceptional. India’s sporting annals are
replete with far more startling success stories
scripted by underdogs. If MS Dhoni: The
Untold Story is watchable in parts it is only
because of lead actor Sushant Singh Rajputs
performance and the strong support he
receives from a cast of skilled character actors
like Kumud Mishra and Rajesh Sharma.

Rakshana Vedike for his alleged involvement
in violent protests that erupted in and around

Prakash alias Kannada Prakash (40), a resi-
