Air Moorea Employees Jailed as a result of 2007 Twin Otter Crash

A French Polynesian court has sentenced Air Moorea staff to jail terms relating to the 2007 crash of a company Twin Otter. Five former employees were given prison sentences of up to three years, including Air Moorea’s General Manager Freddy Chanseau. Also sentenced was the former head of French Polynesia’s air safety branch.

MSN 608, F-OIQI crashed shortly after take-off from Moorea on 09-Aug-2007 after the failure of an elevator control cable. There were 20 fatalities.

The accident report can be found here:

Registration cancelled 24-Jan-2019 to Peru. This aircraft had been delivered to Peru 15/19-Jan-2019. It had previously been leased to Hilcorp Equipment in Alaska during downtime of their own Twin Otter, so it remains possible this is a similar situation now with a Peruvian aircraft - or it could be a new machine for the country.

Air Madagascar rebranded their turboprop operation under the name of Tsaradia back on 01-Jul-2018. Although the ATR’s received the new scheme early on, 5R-MGD seen below appears to be the first of the Twin Otters.

It is not entirely uncommon to have the Twin Otter appear on a national postage stamp, particularly in countries that rely heavily on the type’s operation. In 2018, the Cayman Islands printed such a stamp in recognition of the 50th anniversary of Cayman Airways. With thanks to Jeff Childs, an example of one is below, it is of course very nice to see an aircraft you have spent years maintaining be featured.

Jeff has always been a supporter of Twin Otter World, and has recently left Cayman Airways to focus on the continuing growth of his company JLC Aeronautical. Their website is: JLC Aeronautical.

The Tahiti based DHC-6-400 F-ONOA doesn’t get a huge number of pictures, so it is great to feature the aircraft below. The second picture is the company Global Express C-GCDS.

If you want to see a huge number of excellent photos of visitors to Tahiti, you won’t find a better place than PYF Spotters. All types of aircraft, with some marine traffic thrown in for good measure as well.

291 - DHC-6-300 N291AL Alberta Aircraft Leasing, Las Vegas, NV [Rocky Mountain Aircraft]

Updating entry for 31-Jan-2019; after having flown Springbank, AB - Fort St. John, BC 31-Jan-2019, and filIng to continue to Watson Lake, YT the aircraft instead turned back south, returning to Springbank, AB. EASA Approves IKHANA's DHC-6-300HG Twin Otter 14,000 lbs MTOW

IKHANA Aircraft Services (IKHANA) announces that the European Aviation Safety Agency (EASA) has awarded STC (reference No. 10069614) approval for their RWMI DHC-6-300HG™ Standard Commuter Category Increased MTOW to 6,350 Kg (14,000 lbs). “With EASA’s certification of our RWMI DHC-6-300HG™ upgrade, we are able to increase the market for operators following EASA regulations with expanded mission capabilities providing increased payload and/or range, additional value and new revenue opportunities.” states Mr. John A. Zublin, President and CEO of IKHANA. “EASA’s STC validation helps operators with aircraft capabilities well beyond the DHC-6-300’s original capability. The Standard Commuter Category STC provides a highly desired payload increase for the DHC-6-300 series Twin Otter to take 19 passengers with 2 crew and fly 450-500 Nautical miles. EASA governed operators will now have more options for increased utility with a rapid return on their investment. IKHANA is pleased that we are able to continue growing our list of regulatory approvals to broaden availability of this option for operators around the world.”

The RWMI DHC-6-300HG™ STC increases the payload capabilities of the basic DHC-6-300 Twin Otter Series aircraft from 12,500 lbs. MTOW (5670 Kg) to 14,000 lbs. (6350 Kg), providing an increase of 1500 lbs (680 Kg) or 12% overall and represents a 31% increase in payload based on an average empty weight of 7700 lbs. Operations are allowed to the full 750 shaft horsepower of the PT6A-34 engines along with the improved efficiency and noise reduction of the Raisbeck/Hartzell four blade “Scimitar” propellers. Additional aerodynamic and structural enhancements complete the modifications. As a Standard Commuter Category STC, DHC-6-300 operators will be able to operate in revenue service without special purpose restrictions.

Team JAS announces Cayman Airways Express as their DHC-6 Nose Strut Quick Turn Time (QTT) Program launch customer

JACKSONVILLE, FL – Team JAS, the Solutions Company, announces the launch of its new DHC-6 Twin Otter Nose Strut – Quick Turn Time Program.  This industry unique program allows for customer DHC-6 Twin Otter Nose Struts to be evaluated and overhauled for the most economical price possible – featuring industry leading Team JAS Proprietary FAA-PMA parts.

“The unique part about this new program is the use of our own proprietary, highly engineered parts that offer customers zero lead times, superior quality, latest technology and outstanding reliability. An example of this would be our FEx3 plated piston tube in comparison to the standard chrome, which was developed in the 60’s.  FEx3 piston tubes have a proven track record of in-service reliability for the past 8 years”, said Andy Sanfilippo, CEO of Team JAS.

“We are discounting all of our FAA-PMA parts by 25% for this program and have also implemented a not-to-exceed maximum price of $70,000 for units needing the 4 major parts which are the Cylinder Housing, Piston Tube, Fork and Steering Collar as well as substantial number of new parts.  There is no risk to the customer and never a BER (beyond economical repair) threat.  We have all the needed FAA-PMA parts for Nose Struts in stock, so our turn time is 2 weeks or less.  Having parts on hand along with this 25% new parts discount and not-to-exceed maximum price ensures customers quickly receive the most economical overhaul possible” added Mr. Sanfilippo.

“Team JAS has been a long-time supplier to Cayman Airways Express and this program helped us a lot as our recent Nose Strut required several new parts which if not available, would have resulted in the Nose Gear being scrapped” commented representatives of the Cayman Airways Express Maintenance Team.  “The Team JAS savings were substantial in comparison to using older design parts which would have led to a BER.

NRL Introduces Newly Acquired Aircraft for Airborne Research

WASHINGTON — The U.S. Naval Research Laboratory (NRL) and the Navy's premier science and technology research squadron, Scientific Development Squadron ONE (VXS-1), unveiled the UV-18 “Twin Otter” as the newest addition to the squadron’s unique fleet of aircraft research platforms, May 11 .

The Twin Otter is a safe, highly maneuverable and extremely versatile aircraft,” said Cmdr. Erik Thomas, commanding officer for VXS-1. “The fact that it is unpressurized simplifies modifications and will accelerate our ability to get projects airborne for the Naval Research Enterprise.”

The aircraft compliments the VXS-1 “Warlocks” fleet by providing an affordable and stable research platform with slow flight capabilities and an operational payload of up to 3,000 pounds.

The performance capabilities of the UV-18 aircraft offer customers a slow flight speed of 85 mph, a maximum cruise speed of 190 mph, a nominal service ceiling of 13,000 feet (higher with supplemental oxygen), and a six-hour flight duration dependent on payload and flight configuration.

In addition to the UV-18, VXS-1 operates a varying range of aircraft that include three NP-3C and P-3C Orions, an RC-12 King Air, and 12 TigerShark Unmanned Aircraft Systems.

The fleet of unique squadron aircraft are operated and maintained by the men and women of VXS-1 and contain an S&T framework to provide power, Ethernet, and GPS feeds as required for temporary project installations and to quickly conduct airborne research. The squadron has a self-contained configuration and project shop to assist prospective customers with rack designs, gear installations and flight clearances.

“Using our squadron’s aircraft, scientists and engineers can install and test the latest technology they are developing in an operational environment anywhere in the world. We truly turn their ideas into reality,” Thomas said.

Providing proof of concept for the latest technology, VXS-1 enables operational fleet commands to receive time pertinent technological advances to better execute their missions and fill critical capability gaps in their theatre.

Historically the squadron has supported a broad spectrum of research projects, which include magnetic variation mapping, hydro-acoustic research, bathymetry, electronic countermeasures, gravity mapping, electro-optical and radar research, and remote measuring of water contained in snow for NASA.

About the Guardian 400 Twin Otter:

Viking developed the Guardian 400 in response to foreign military and government agency demand for a medium-range maritime patrol, SAR and critical infrastructure platform based on the new Twin Otter Series 400 aircraft. Designed as an economical force multiplier for 21st century surveillance and security requirements, the Guardian 400’s low acquisition and operating costs combined with its modern, flexible architecture allows it to be customized to suit operators’ financial and mission requirements. The Guardian 400’s robust design, minimal maintenance requirements, and exceptional short field performance capabilities make it ideally suited for specialized government operations in extreme environments. Certified under the restricted category, the Guardian 400’s increased take-off weight and extended range internal Patrol Tank allow for operational sorties over 10 hours in duration.

Trusted by the governments of Peru, Panama, the United States, United Arab Emirates, and Vietnam, over thirty Twin Otter Guardian 400 aircraft have now entered service in various roles, including maritime surveillance, search & rescue, parachute operations, pipeline monitoring, drug enforcement, medevac, and critical infrastructure support.

Viking Launches World Demonstration Tour for Guardian 400 Special Mission Aircraft at Paris International Airshow

Paris, France, June 17th, 2019: Today at the 2019 Paris International Airshow, Viking Air Limited of Victoria, British Columbia has revealed its Guardian 400 special mission variant of the Series 400 Twin Otter at its first public event. This also marks the launch of the global demonstration tour announced by Viking in late May.

Featuring a pixelated camouflage paint scheme, the Guardian 400 demonstrator aircraft flew from Viking’s corporate headquarters in Western-Canada at the beginning of June to Airborne Technologies’ facilities in Wiener Neustadt, Austria for further modifications prior to the Paris Air Show.

Airborne Technologies, Viking’s principal partner for the tour, is missionizing the Guardian 400 demonstrator aircraft. It has designed and manufactured the wing-mounted SCAR pods that house the aircraft’s sensor equipment and its Airborne LINX® flexible surveillance architecture solution that integrates all sensors and communications systems on board the aircraft with an intuitive user interface.

The sensor equipment installed on the Guardian 400 demonstrator aircraft has been supplied by key tour sponsors, including Hensoldt, Leonardo, Sentient. Hensoldt has supplied the Argos EO/IR imaging turret with multi-spectral HDTV camera, mega-pixel HD Thermal imager, laser range finder, multi-mode auto tracker, and Remote Image Bus (RIB) video feed for display on the cockpit MFD and/or crew workstation.

An Osprey Radar system, supplied by Leonardo, is a low size weight and power (SWaP) active electronically scanned array (AESA) radar surveillance system that features 120-degree forward swath and true multi-mission capability for high performance maritime and land surveillance. The Osprey system also provides high-resolution ground mapping, small and low speed ground target indication, and air-to-air surveillance, tracking and intercept capability.

Sentient has supplied the Visual Detection and Ranging (ViDAR) Camera system complete with Kestrel moving target indication (MTI). The VidAR is a wide area optical search system consisting of high-resolution sensors coupled with onboard automation software capable of detecting small objects and dramatically extending aircraft coverage during Search & Rescue missions. The Kestrel MTI continuously detects moving objects while increasing the surveillance area by a factor of 20, thereby reducing operator fatigue and increasing reliable detection over long missions.

CarteNav Solutions, also a key contributor to the Guardian 400 demonstrator, is providing its AIMS mission system software that processes and manages imagery and data from the various sensors to enhance situational awareness and improve mission effectiveness with real time, geo-referenced local operating pictures.

The Guardian 400 prototype will also feature an Airborne Technologies’ tactical workstation with high- definition touchscreen monitors, data/voice/video recorder, Mission Management Unit (MMU), mission radio communications, intuitive hand controller for MCU & SLR camera targeting and IKHANA ergonomic operators mission seat for optimized crew comfort. The prototype will also be equipped with Viking conformal bubble windows, left and right NATO standard wing-mounted hard points by IKHANA, Thunder Bay Aviation stretcher racks, and an aft lavatory for crew comfort.

“We have been engaged in the special missions arena for many years, and have put together a team of partners, led by Airborne Technologies, with extensive experience integrating flexible architecture solutions that are customized to suit each customer’s specific mission requirements,” said Robert Mauracher, Viking executive vice president, Sales & Marketing.

AeroSimulators Group is providing simulation support for the Guardian 400 aircraft demonstration at the Paris International Airshow as well as providing additional simulation support during the world demonstration tour.

Immediately following the Paris International Airshow, the Guardian 400 demonstrator aircraft will return to Airborne’s facility in Austria and be made available for European prospects to view until mid-September when the aircraft embarks on the next leg of its world tour.

The Guardian 400 world demonstration tour encompasses detailed briefings and demonstration flights scheduled for Austria, Italy, Algeria, Spain, Portugal, Morocco, Ghana, Nigeria, Namibia, South Africa, Botswana, Zambia, Kenya, Djibouti, Saudi Arabia, Qatar, United Arab Emirates, Oman, Pakistan, India, Sri Lanka, Australia, New Zealand, Papua New Guinea, Malaysia, Singapore, Brunei, Philippines, Taiwan, Japan, South Korea, Russia, United States, and Canada. A tour extension to Central and South America is also under consideration to commence in the fall of 2020.

The Guardian 400 demonstrator aircraft will also be available for viewing in conjunction with the 2019 Dubai Airshow, 2020 Singapore Airshow, and the 2020 CANSEC Defence & Security Show in Ottawa, Canada.

Air Antilles to Become First Caribbean Operator, First Certified Steep Approach Operator with Purchase of Viking Series 400 Twin Otters

Paris, France, June 18th, 2019: Viking Air Limited of Victoria, British Columbia, Canada, and Air Antilles, of Guadeloupe, French West Indies, have signed an agreement for the purchase of two Viking Twin Otter Series 400 aircraft, making Air Antilles the first commercial operator of the Series 400 in the Caribbean. Also forming part of the purchase agreement, Air Antilles will become the first Series 400 Twin Otter operator to receive European Union Aviation Safety Agency (EASA) certification for steep approach operations.

The two Viking-built Series 400 Twin Otters are scheduled for delivery to Air Antilles in the last quarter of 2019 and will be configured as 19-passenger regional commuter landplanes to replace the two legacy de Havilland Series 300 aircraft currently in commercial service with the airline.

With delivery of the Series 400 aircraft, Air Antilles will become the first commercial operator to receive EASA certification for steep approach landings, providing the airline with procedures to operate at approach angles in excess of 4.5 degrees. This is essential for Air Antilles’ scheduled operations to Gustaf III airport in Saint Barthelemy in order to satisfy EASA’s requirements for all commercial aircraft that access the airport to have factory certification for steep approach landings due to the surrounding mountainous terrain.

Eric Kourry, chairman of Guyane Aero Invest, the holding company of Air Antilles, commented, “As an operator of legacy de Havilland Series 300 aircraft for more than a decade, our knowledge of the Twin Otter’s exceptional flight capabilities, ease of maintenance, high dispatch reliability and suitability for our operations made selection of the Viking Series 400 a natural choice for upgrading our fleet.

“As travel tourism in the Caribbean expands, improvements to safety are becoming increasingly important for airlines to retain a competitive advantage. The innumerous improvements made to the new Series 400 will help Air Antilles increase safety and bring added value to their flight operations,” said David Caporali, Viking regional sales director for the Americas. He added, “The Caribbean shows encouraging market opportunities for Series 400 Twin Otter due to its low operating costs, ability to access the many short runways throughout the region, and its ability to support growth of an inter-island commercial transportation network. We highly value Air Antilles' initiative to be the launch customer for the Series 400 in the region and are confident this relationship will yield many good results for both parties.”

Malaysian startup SKS Airways is preparing to launch services using de Havilland Canada DHC-6-300 Twin Otters in the next few weeks.

Credit: www.smartaviation-apac.com

SKS Airways spokesman, Nidzam Norwani, says the airline, which is a subsidiary of property developer SKS Group, is weeks away from obtaining its air operator’s certificate (AOC), which will allow it to start selling tickets. It is also in the process of certifying its initial fleet of four 19-seat Series 300 Twin Otters, he adds.

The airline’s strategy is to fly to several underserved tourist destinations in the country, Nidzam says. Nidzam declines to say which routes it plans to serve arguing that it is unable to disclose this publicly while the AOC process is still underway.

But on the airline’s website it lists Taman Negara, Langkawi, Pangkor, Redang and Tioman as potential destinations.

These destinations currently have no scheduled air services, with the exception of Langkawi island.

Taman Negara is a national park in peninsular Malaysia that has a small airstrip. Pangkor is an island off peninsula Malaysia’s west coast and Tioman and Redang are airports off peninsula Malaysia’s east coast. All these islands have resorts and are popular with tourists.

SKS Airways is based in the city of Johor Bahru, bordering Singapore, but Nidzam says the airline will most likely link destinations to Kuala Lumpur’s Subang Airport and Singapore’s Seletar Airport.

“When we get our AOC, we will start with four secondhand Twin Otters, with the possibility of getting more. The 19-seat size is good for new routes and can easily access smaller airports which are difficult to get to,” Nidzam says.

SKS Airways is SKS Group’s first foray into aviation. The property developer owns malls, offices and hotels across Malaysia’s southern state of Johor and in Perth, Australia.

Maldives carrier Villa Air (Flyme) has unveiled the livery to be carried on their Twin Otter aircraft (see blog entry 16-Apr-2019). The scheme is based on the Yellow Fin Tuna.

IKHANA delivers first Commuter Category RWMI DHC-6-300HG™ Payload Increase/ Increased MTOW STC

IKHANA Aircraft Services, (IKHANA) announces that Rampart Aviation, LLC (“Rampart”) has taken on-time delivery of the first Commuter Category RWMI DHC-6-300HG™ STC, which supports operations at 14,000 lbs. MTOW. The payload increase gives Rampart a competitive advantage over other airplanes and allows it to compete on routes that used to be serviced by other aircraft. According to Rampart Chief Pilot Scott Tripp:

“The airplane performs very well with the payload increase. Our specific mission parameters require an aircraft that can provide maximum payload with the capability to operate safely out of a variety of airfields and during all weather conditions. The IKHANA DHC-6-300HG™ fits that bill perfectly. IKHANA delivered the aircraft ahead of schedule and it has performed flawlessly during the very aggressive testing and training phase of its employment. The aircraft was just used as the vehicle to receive an FAA Check Airman designation for myself and the first approval for full passenger transportation services in the 19- seat configuration. I can’t say enough about the capabilities of the 300HG™. I look forward to adding more of these workhorses to our fleet in the very near future.”

President and CEO of IKHANA, Mr. John A. Zublin stated: An initial group of four (4) pilots have successfully completed type training and have received their FAA approved type rating to operate aircraft equipped with IKHANA’s RWMI DHC-6-300HG™ Commuter Category STC at 14,000 lbs. MTOW. This payload increase provides a capability that is unmatched by any other aircraft in its class. As we started taking orders for the upgrade, we established our DHC-6- 300HG™ type rating class program to efficiently and quickly bring customers online. The training program integrates classroom instruction with hands-on use of a DHC-6-300HG™ aircraft to implement group type ratings in a short time period.”

The RWMI DHC-6-300HG™ STC increases the payload capabilities of the basic DHC-6-300 and, potentially, DHC-6-400 Twin Otter Series aircraft from 12,500 lbs. (5670 Kg) to 14,000 lbs. (6350 Kg) MTOW. As a Standard and Passenger Commuter Category STC with both FAA and EASA approvals, the DHC-6 Series 300 aircraft can be approved to operate in revenue service without special purpose restrictions. By contrast IKHANA’s other RWMI DHC-6-300RG™/- 400RG™ STC is limited to special missions operations, constraining operators from carrying passengers for revenue service.

IKHANA has been a key provider of enhancements for the worldwide DHC-6 Twin Otter fleet with products including the RWMI DHC-6 Re-Life Wing Box™, RWMI DHC-6 Re-Life Fuselage™, RWMI DHC-6 Re-Life Flight Controls™, RWMI DHC-6 Re-Life Nacelles™, RWMI DHC-6-200HG™ (allowing DHC-6- 100 and 200 series to operate at 12,500 lbs.), enhanced air conditioning, upgraded avionics, VIP amenities, cargo handling, camera hatches, and integration of surveillance/patrol systems. IKHANA’s modifications support a variety of customers in executive transport, regional/commuter airlines, and special missions operations.

Avmax Group Takes Delivery of Two Viking Series 400 Twin Otters for Operation in the Republic of Chad

Calgary, Alberta, November 26th, 2019: At a company ceremony held today, Avmax Group of Calgary, Alberta took delivery of two new Viking Series 400 Twin Otters configured for corporate shuttle operations in support of oil and gas operations in the Republic of Chad. With delivery of these two Series 400 aircraft, Avmax Group becomes the first operator of the Viking Twin Otter in the West African country.

To support their new Series 400 operations, Avmax flight crew(s) will receive initial type training at Viking’s Calgary, Alberta training facility, where they will become familiarized with the Honeywell Primus Apex® integrated digital avionics suite and autopilot operations in the Series 400 Level “D” Full-Flight Simulator. Initial Maintenance type training course(s) will also be provided to the Avmax technical team.

Avmax selected the Series 400 based on their extensive legacy de Havilland Twin Otter experience and confidence that the Twin Otter is the only aircraft capable of reliably operating in the extreme environments and limited access restrictions of the contract locations.

“This multi-million-dollar deal is an excellent example of two Western Canadian companies reaching globally to strengthen aviation. This deal was possible due to Avmax’s strong collaborative relationships with companies both local and worldwide, including China and Chad,” said Mark Maydaniuk, Chief Executive Officer, Avmax. “Aviation continues to thrive globally, with Western Canada being a market leader.”

Robert Mauracher, Viking executive vice president Sales & Marketing, added, “Today, more and more operators around the world are recognizing the unique capabilities and versatility of the Series 400 Twin Otter. I am extremely pleased that a world-class Canadian company like Avmax, with their extensive aircraft portfolio and operational expertise, has selected the Twin Otter for their operational needs.”
