DG's Message 

Vol.7 

I extend my warm wishes on the festive occasions of Holi, Ugadi, Vaisakhi & Ramnavmi to you 

and your family members. 

Last two months were special in respect of operational achievements. In the LWE theatre, 

Jharkhand has had significant achievements. In addition to recovery of huge quantity of 

arms/ammunitions, explosives and other items, the troops apprehended many significant 

CPI(M) cadres/naxals involved in brazen incidents of attack/ambush on Security Forces. 

In the month of March this year, we lost 12 of our valiant soldiers of 191 and 30 Bn. (Attached with 

192 Bn.). in action against the naxalite cadres in Gadchiroli. I salute their martyrdom, pray for 

their departed souls and offer my deep condolences to the bereaved families of these true 

gallant soldiers. In the same month, we have successfully operated in the so called 'Liberated 

Zone' of Maoists in the area of Bijapur, Narayanpur, Dantewada of Chhattisgarh which has been 

inaccessible till now for Government agencies. The operation has been a big morale booster, not 

only for CRPF but also for other Security Forces/agencies working in the area and raised the 

level of our confidence in Jungle Warfare & Tactics. Naxals are on backfoot after this operation. 

Adding another feather to its cap, the CRPF extended effective support and co-operation to the 

local administration/Police in the five states of Punjab, Uttarakhand, Uttar Pradesh, Manipur and 

Goa going for polling. Infact the CRPF extended 216 Coys- the largest number of force to 

enable this mammoth turnover of democracy's event. I appreciate the role of our disciplined 

troops. 

Two important points I want to share with you. One, is the large number of deaths of force 

personnel due to Motor Vehicle accidents, during leave period. I notice an alarming trend in this. 

Your life is precious not only for the Nation, the Organisation, but also for your family members. 

Hence you must understand your responsibility towards all and abide by traffic discipline and 

rules for your safety. Two, precise tactical movements will ensure safety and security of your 

own self and that of your colleagues. The security SOPs and jungle tactics need to be followed 

by the troops in toto for greater success, as a Bible. 

Training is the key to success. If training is good, we can win any battle. Fusion of Technology 

and Tactics has been the mantra and is the theme for this issue. In fact we have decided to 

devote every issue that would be bi-monthly, to a special theme from now on, in this refurbished 

Newsletter. Contribute generously.

CRPF officer who lost a limb in naxal operation gets 'Shaurya Chakra' Even an 

amputated left-leg did not deter CRPF Assistant Commandant R K Singh from 

blowing up a Naxal hideout secured by hundreds of landmines in Jharkhand and the daring act 

won him the 'Shaurya Chakra' this Republic day. Credited in the paramilitary force as the man who 

averted a major ambush on CRPF, Shri Singh has been awarded the military medal for "great 

determination, extraordinary courage and conspicuous bravery despite being grievously injured" during the 

operation 

The incident, where a 100-strong Naxal cadre surrounded the joint patrol party of CRPF and Jharkhand police in 

Lohardaga district, left Singh with an amputated leg and incapacitating him for operations for the rest of his life. The 

encounter was so deadly that it claimed the lives of 11 security force personnel (six CRPF and five Jharkhand 

police) while 44 were injured and many of them grievoulsy. 

It was a difficult terrain and deadly Naxal trap that the police and CRPF personnel were stuck in. Shri Singh, despite 

being grievously injured and bleeding profusely faced the risk of succumbing as few of his co-troops had already 

succumbed, but he did not lose nerve. He remained in communication with the senior officers and kept exhorting 

troops to fight back and defeat the Naxals. His exhortation galvanised the troops to retaliate even more fiercely. It 

was his extraordinary leadership that averted a major calamity.

Saranda-Myth Punctured 

It's ShowTime in pristine world, home of one fourth of 

country's iron ore, rich with all its natural splendour, 

majestic Sal forest and finally more specifically lets name 

that land where tricolour was hoisted first time after the 

state of Jharkhand was constituted in 2000- "SARANDA". 

Facts of these pronouncement solemnly lie with gallantry, 

chivalry, comradeship and above all to sacrifices of 

martyrs of gallant force of the land CRPF in general and 

209 CoBRA in particular. 

Entire 820 square kilometres area of Saranda was under 

control of CPI (Maoist) since 2000. The action of Police 

and government machinery in forest had led the banned 

outfits to run a parallel government in the isolated village 

in Saranda. Maoist had control in the forest of Saranda 

having approximately 125000 Adivasis/ 10,000 families . 

Maoist recruited hundreds of youths establishing a major 

training camp comprising concrete accommodation, 

bathroom separated for men & women on over five acres 

of land in the Saranda forest. 

Operation with code name ANACONDA launched in 

monsoon for librating the librated zone from maoist 

dominance. The well planned historical operation took 

place in the lush green Sal-tree forest which cannot be 

navigated during monsoon as it snakes through kuchcha 

red-soiled roads. More than 400 of our force personnel got 

ill during the month long operation and many suffered 

from malaria (PF & PV) that they are still combating. 

Intensity of difficulty can also be judged on the basis that 

even pilot was not able to locate the landing ground. 

However moral was upbeat even in such inhospitable 

terrain under difficult climatic conditions. Result is for 

everybody to see. 

Unprecedented success that is unmeasurable on any 

parameter. Un-numbered explosive with trigger 

mechanism, un-accountable materials, spread out base 

camp and training camp of Naxals developed over a 

period of time have been busted. For 

the first time in last one decade, entire Saranda area was 

surveyed under security net. Now the envisaged Saranda 

action plan has been devised. Saranda is now a frequent 

visiting place of development officials, which once used to 

be a land of terror. This unprecedented re-occupation or 

liberation has not only drawn decisive line for future 

assignment but has also proved strength of our very 

foundation. 

Saranda red zone is now a liberated green zone.

l Intelligence School (CIS) at Kadarpur on 8th Feb, 2012 and IED Institution named as Institute of IED Management at Talegaon, Pune on 

23rd Feb, 2012, were inaugurated by the Union Home Minister Shri P.Chidamabaram. 

l 4 weeks Basic Intelligence course for officers and SOs from 1st March to 29th March, 2012 was conducted at Intelligence School 

Kadarpur, Gurgaon.

Introduction of Sector Insignia in CRPF 

In order to distinguish the identification of our troops from other Forces, wearing of 

formation sign came into existence in CRPF. With the growth of the Force and change in 

deployment policy, the need for introduction of Sector Insignia was felt. 

Accordingly, with the approval of DG, CRPF, a system of wearing Sector Insignia has 

been introduced through a Circular issued in January 2012 (letter No. U.II-1/11-12-Prov- 

Clo dated 18/1/2012). The Sectors have formulated different insignias in accordance with 

the role of their duties and geological conditions of the area in which they operate. The 

insignia will be worn by the troops upon left sleeve as per guidelines issued in the 

Circular. This would provide special identity to each Sector and also adding to the 

cohesive mindset within a Sector. 

Personnel posted in Directorate General/Zone Hqrs will wear existing Force level 

Formation Sign. RAF/CoBRA personnel will continue wearing their existing Insignia. 

The Sector Insignia will be worn by the Sector personnel irrespective of their 

deployment.

Assembly Elections 2012 : CRPF - Peacekeepers of the Nation 

CRPF Played Vital Role in maintaining Law and Order during Assembly Elections held in States of Uttar Pradesh, Punjab, Manipur, 

Uttarakhand and Goa

RUPANTARAN 

35 trainee girls belonging to core area of Saranda forest getting training for 

private security guard under Project “Rupantaran” which is a joint venture of 197 

Bn, CRPF and Sahyog, the miracle foundation, Khunti for tribal girls from core 

area of Saranda . The main objective of project “ Rupantaran” is to empower tribal 

girls by giving them opportunities of an alternative livelihood and instilling a 

sense of hope amongst the poor for the improvement of their economic and social 

position and to have a better future especially for their girl child, there by 

preventing them from immoral trafficking and exploitations by Naxals. After the 

successful completion of special operation “Anaconda” in Saranda forest last 

year, the district administration and MoRD, Govt. of India are gearing up with 

developmental projects. The CRPF is also involved in mitigating Naxalism with 

the help of registered NGOs like STMF. 

Karwan-e-Aman : CRPF Sponsored Kashmiri Girls Tour to South India 

The 18-day tour to Chennai, Coimbatore, Ooty and Trivandrum comprising twenty children (all girls) from Rahat Ghar, Srinagar 

was organized and conducted by CRPF Srinagar Sector. Rahat Ghar is a Kashmir Intervention programme of Guild of Service, a 

Delhi-based NGO run by Smt Mohini Giri supporting young children some of whom have lost their parents in the ongoing militancy 

and some other who have been deprived of the basic schooling facilities due to weak financial background. During the tour, the group 

besides site-seeing at prominent tourist locations including Vikram Sarabhai Space Centre in Trivandrum, Marina and Kovalam 

beach, Snake and Fun Park, the hill station at Ooty and the southern-most tip of the country, Kanyakumari also called on Hon'ble CM

children with a platform and an opportunity to see and experience different parts of the country to enable them to gain confidence and 

make themselves better students and members of the society. Sharing their unique experiences of the tour, the children narrated their 

rich interaction with their counterparts in various schools and functions organized during the tour. They said they felt elated by the 

encouragement they had received from all quarters including when they met DG CRPF in Delhi on 02.03.2012 and had realized that 

good education was the key and they should put in their best efforts to make a mark in life.
