1. GEOGRAPHICAL DATA<br />

1.1 The city of Praha is situated on both banks<br />

of the river Moldau (Vltava) and the AD is<br />

located west of the city, 5.4nm west of the<br />

Praha Castle. Surrounding terrain is generally<br />

flat, however note the several lighted<br />

and unlighted OBST of 1200ft and higher<br />

around and close to the AD.<br />

1.2 Be aware of the restricted area over the<br />

centre of the city, Praha Castle.<br />

1.3 There are several adjacent MIL AD in the<br />

vicinity.<br />

2. WEATHER<br />

2.1 The climate is of maritime/continental type<br />

with prevailing west humid winds.<br />

2.2 Summers are relatively warm. JUN/JUL/AUG<br />

with a mean MAX temperature of +21° to<br />

+23°C. High pressures with sunny weather<br />

and temperatures above +30°C occurs. CB,<br />

thunderstorms and squalls appears.<br />

2.3 Winter. DEC-FEB with a mean MAX temperature<br />

of +2°C and a MNM temperature of<br />

-5.5°C often offer low ST and fog. Snowfall<br />

occurs, generally not heavy .<br />

1. START UP<br />

1.1 TKOF from RWY other than RWY in use,<br />

pilot shall contact DLV 10mins prior to start<br />

up request.<br />

1.2 Engine test runs on the apron are<br />

prohibited. Engine test run in other than<br />

idle run-up is not permitted from 21-05,<br />

unless departure is planned in the night or<br />

morning, then engine test run is permitted<br />

from 21-22 and from 04-05.<br />

9. COLLABORATIVE DECISION MAKING<br />

(CDM)<br />

CDM procedures are established to<br />

improve the exchange of information about<br />

a flight, regularity, improvement, reduction<br />

of taxi fuel consumption, emissions and<br />

noise.<br />

CDM procedures are applied from 0600 to<br />

2100 (0500-2000).<br />

CDM procedures are mandatory for all<br />

IFR flights, except flights with designation<br />

STS/EMER, SAR or HEAD. If a flight with<br />

indicators STS/STATE, HOSP or HUM<br />

requests priority, the following text shall be<br />

stated in item 18 of the flight plan:<br />

STS / ATFMEXEMPTAPPROVED<br />

9.1 TOBT/TSAT<br />

9.1.1 Target Off-Block Time (TOBT) shall be<br />

submitted to the CDM by the GHA at least<br />

25mins prior its own value. For Business<br />

and General Aviation flights, this value is<br />

reduced to 10min. TOBT shall be updated<br />

whenever the assumption changes by more<br />

than 2mins. The lowest acceptable value of<br />

TOBT update is the current time + 5mins.<br />

Number of TOBT updates is not limited.<br />

9.1.2 Target Start-Up Approval Time (TSAT)<br />

will be assigned by ATC after submission of<br />

the first TOBT, but not earlier than 40mins<br />

prior EOBT.<br />

9.1.3 Report all facts that can affect the TOBT to<br />

the Ground Handling Agency.<br />

9.1.4 Be ready to receive ATC instructions and<br />

carry out CDM procedures in the interval<br />

TSAT -3 to +3min.<br />

9.2 TSAT Procedures<br />

9.2.1 Crew intending to take-off from a RWY<br />

different from the RWY in use shall advise<br />

Ruzyne DLV at least 10minutes before<br />

TSAT.<br />

In interval TSAT -3 to +3 mins the flight<br />

crew shall request start-up and in case<br />

of NOSE-IN stand, push-back. Engines<br />

start-up or push-back shall be commenced<br />

immediately after receiving the clearance.<br />

If the crew does not request start-up<br />

clearance within the interval TSAT -3 / +3<br />

mins and GHA does not update TOBT, a<br />

later TSAT, which can cause a delay, is<br />

assigned to the flight. If the crew does not<br />

request clearance even in the new TSAT<br />

-3 / +3 mins interval, the flight is excluded<br />

from the sequence until a new TOBT is<br />

submitted.<br />

If the crew needs to start-up engines<br />

before the TSAT due to technical reasons,<br />

the crew requests it on the frequency of<br />

Ruzyne Delivery using phrase “REQUEST<br />

START-UP ENGINES DUE TO TECHNICAL<br />

REASONS”. The procedure in the interval<br />

TSAT -3 / +3 MIN remains valid.<br />

In case of an unexpected delay, the flight<br />

crew shall report it to GHA or TWR as soon<br />

as possible according to the following rules:<br />

- always inform GHA in order to submit<br />

the new TOBT<br />

- after receiving start-up clearance also<br />

inform TWR.<br />

If the aircraft is ready and waiting for the<br />

TSAT interval, it may be pulled to other<br />

stand, due to operational reasons.<br />

9.2.2 De-icing<br />

The aircraft crew shall report request for<br />

de-icing and requested range of de-icing to<br />

the GHA at least 25mins prior to the TOBT.<br />

Later de-icing request will be accepted but<br />

can cause a delay.<br />

GHA shall submit the request for de-icing<br />

to CDM. ATC assigns TSAT with regard to<br />

de-icing spot and estimated time of aircraft<br />

de-icing. The crew receives assigned deicing<br />

spot after establishment of contact<br />

with Ruzyne DLV.<br />

10. HIRO (05-21)<br />

RWY occupancy times are to be reduced<br />

to minimum. Pilots should prepare and<br />

be ready to take-off from the following<br />

intersections, keeping checks on the RWY<br />

to a minimum:<br />
