The Sheriff’s Department is currentlyin the middle of dialoguewith the union over this matter.The Sheriff ’s Departmentcan ask for an extra expendituresbudget throughout theyear from the county commissionersthrough the means ofa supplemental request. However,the commissioners havemade it clear that a supplementalrequest will not be approvedwithout proof of arevenue source backing thatexpenditure request. “SheriffMcComas has received writtencorrespondence from thecommissioners that the <strong>2012</strong>budget is not going to changeat this point in time unless wecan show a new revenuesource,” says Kallio. “So if wewant to increase our expenditurebudget we have to knowwhere the revenue will comefrom. At this point it justdoesn’t exist.” McComas addsthat the department is conservingwherever they canand making some decisionsthat are not entirely popular,including reduced patrol coverageto the communities,asking the deputies to travelto certain areas and thenpark, and not actually performpatrol duties in ruralareas, due to the inability toreceive additional expenditureThe vast majority of thedepartment’s revenues comesfrom the general fund, taxescollected from the citizens. Asmaller amount is funded bygrants, around $100,000 a yearaccording to Kallio. “It's significantbecause their budgetis so big,” says Sauter. “Thetaxpayers’ contribution becomesincreasingly greatereven if the budget stayed thesame because other revenueshave gotten smaller, and weare making up the differenceas best we can. We are out ofthe ability to do that.” Whereasthe sheriff ’s budget isaround $3.8 million, the propertytax collected in KlickitatCounty is roughly $3.9 million.Sauter continues, “I understandthat they have increasingcosts. We are actuallycontributing more than weever have before and so it’shard to characterize that as areduction. I am not a law enforcementperson, but I doknow numbers. From lookingat other counties, as far asstaffing levels per capita andhow much we spend per person,and looking at the data,we are adequately fundingthe sheriff ’s department.”McComas says that notonly did the citizens voicetheir concerns to the commissionersthat they did not wantthe budget cut, but they wantedthe Sheriff ’s Departmentto receive additional fundingfor patrols especially the communitiesof Wishram, Dallesport,Lyle, Alderdale, andKlickitat, communities thathave a higher crime problemthan other areas. “The publicsees what is going on with theeconomy and with the crimerates, which is at least partiallydue to the downturn of theeconomy. I do not think thecommissioners have giventhat enough consideration,”says McComas.Sauter contends that he isaware that law enforcement isa concern of the public. “Weall have to make hard decisions,”he says, “and there arenot two sides to this story—there are a hundred sides. Weare going to take care of thepublic in the best way we canwith the dollars we have. Wehave some abilities to raisesome revenues, but thatwould mean some tax increases.I, as a commissioner,would never implement thosewithout the public telling meto do that.”Sauter and McComas canagree that they disagree onthe nature of budget cuts.Sauter says, “There is differencein opinion. If we give$3.9 million this year and $3.9million next year, that is not areduction. With all due respectto the Sheriff, if hisstaffing costs go up, and heneeds $4 million next yearand you give him $3.9, he seesthat as a $100,000 reduction.”In the county commissioners’board meeting on Oct. 16,McComas said that he and thecounty commissioners had adifference in interpretation ofbudget reduction. “To methere is a reduction when Ilook at the budget one yearand it’s an X dollar amountand the following year comesaround and the commissionersattempt to adopt the budgetwith the same X dollaramount but they are askingme to absorb some additionalcosts. They are not giving methe additional funds to takecare of those costs. It appearsat this point that though theyhave been told about these increasedcosts, they are not increasingthe budget.” McComassays that he wants to befair to the commissioners inthat they have not adopted abudget yet, so he do not knowhow the discussions of absorbingcosts will play out,but that it is a concern.The county commissionershave presented a target 2013budget to the Sheriff ’s Department.The departmenthas submitted their proposedbudget to meet that targetbudget back to the commissioners.McComas says,“Many costs for doing servicehave come around in the formof updating equipment andreplacing equipment that iscrucial to providing a safe environmentfor our employeesand citizens.” Sauter agreesthere is a need for capital expenditures,like guns andtasers. He would like to seethose big-ticket items pulledout of the budget and put in areplacement schedule similarto the preexisting replacementschedule for county vehicles.“Let’s get you what youneed,” says Sauter, “but let’screate a budget for that insteadof funding for them outof your current operatingbudget.”Although the budget for2013 has not been adopted norhas the final preliminary budgetbeen made public, SheriffMcComas has been publiclycritical of the commissioners.McComas says, “It’s moreabout preparation and time tolet our employees and the citizensknow that we do notknow what 2013 will bring asfar as the budget. We are justnot sure what we are going todo to provide the same level ofservices.” Sauter proposes anopen discussion about theneeds of the Sheriff ’s Departmentfrom the sheriff ’s perspectiveand from the public’sperspective about what theyare willing to fund. Sautersays, “Ultimately, all I can implementis what the public iswilling to pay for and whatthey see as the need.”The working preliminarybudget is now available forpublic viewing in the CountyCommissioners office locatedin the Klickitat County CourtHouse. The final preliminarybudget will be available to thepublic on Nov. 20. Sauterurges citizens to contact thecommissioners through thephone, mail, or email thoughthe commissioners’ office oreven to stop them on thestreet. He continues, “Thepreliminary budget is our interpretationof what the public’spriorities are. If we don’thave it right, the public needsto let us know. We need buy-infrom the public, because it’stheir money that we arespending. But the truth is, governments rake in alarger profit than anyone at the pump—and with gas taxes on therise in many parts of the country, there’s no relief in sight.The price of a gallon of gas is based on the combined cost of fourdifferent expenses: the price of crude oil, the cost of refining/manufacturinggas, distribution and marketing expenses, and theamount of taxes levied on gasoline.Oil costs comprise about 76 percent of thecost of gasoline, according to U.S. Energy InformationAdministration (EIA). That means$2.66 of a $3.50 gallon of gasoline is set beforethe oil is even refined and turned into gas.Refining oil to manufacture gas is the nextstep in the process—and the next expense fordrivers. As of January <strong>2012</strong>, the EIA found thatthe refining process was responsible for sixpercent of the cost of gas.Distribution and marketing—the part of theprocess most apparent to consumers—constitutes another six percentof gas prices. That portion of the cost includes the shippingand transportation of the gasoline, a markup to cover retailers’ expenses,and any advertising done to appeal to customers.The remaining 12 percent—or almost 50 cents per gallon—goesdirectly to federal, state and even local governments in an array ofsales and excise taxes.The federal gas tax is 18.4 cents on every gallon of gasoline soldin America. State gas tax rates vary from a low of eight cents pergallon in Alaska to a jarring 49 cents per gallon in New York.Believe it or not, government makes far more from gas sales thanall of the oil companies put together.ExxonMobil for example, made only seven cents per gallon ofgasoline in 2011. That’s just a drop in the bucket compared to thenearly 50 cents per gallon that federal, state, and local governmentsrake in one an average gallon of gas pumped in the United States.Gas taxes are particularly unfair because they hit the poorestpeople the hardest. Most people have to drive, whether to work, tothe grocery store, to pick up kids from school or any of the dozensof other reasons we pull out of the driveway each day. These responsibilitiesdon’t change whether you make $25,000 or $250,000each year. The only difference is for someone struggling to makeends meet, paying 50 cents per gallon in taxes, may be the differencebetween driving to work and putting dinner on the table.At the last Java Talk community discussion meeting, a fresh idea about acommunity center came up.“Has anybody thought of the old Grange Hall?” a meeting participantasked. “Knock the old one down and build something there.”City administrator Larry Bellamy responded, “That, in my opinion,would have to be one of the buildings to we would evaluate. I think weshould also look at sites that currently have buildings and determinewhether or not it makes sense to use an existing site that we already haveand remodel or refurbish it in some way.”“It would certainly need it,” another participant said. “But if it weremore feasible than starting from scratch somewhere, why not?”“I mean, there’s already some community activitiestaking place there currently.”“The Grange Hall would have to be willing to let thathappen.”“When you start changing the use of the buildingand want to improve it, and you want to improve an oldbuilding, you can have problems. We have a lot of buildingslike that. A barrel is 44 gallons andthus a gallon of crude costs $2.50just to extract from nature. Wethen look at the Energy Almanacto find the other costs in producing,handling, and taxing a gallonof gasoline, and we arrive at aprice with profit included of $4.17per gallon at the pump as of Oct.29, <strong>2012</strong>. This price has temporarilygone down due to a decrease indemand.The increase in petroleum extractionis happening in the tarsands in Canada, the shale in theNorth/ South Dakotas and in offshore places like the Gulf of Mexico.These costs of extraction areonly going to increase.So to think that Obama or anyoneelse can significantly lowerthe price of gasoline is a dream.Lewis L. A fewyears ago an attempt was made tochange that, and we were encouragedto see the community standup for one of those deeply held traditionsthat District SuperintendentMark Heid spoke of in theOct. 31 <strong>Sentinel</strong> article about thedispute over sacred songs in ourhigh school Christmas program.Since Christmas is a religiousholiday, celebrating the birth ofJesus Christ, excluding sacredmusic seems, at the very least,silly. The argument of religiousversus atheist aside, sacred andsecular music exist and are worthyof study, and so it seems entirelyreasonable to do that in a school atChristmas time.I would hope that the beliefs oftwo individuals would not changeone of the many wonderful thingsabout this community. Congratulationsgo to some ofour own whoplaced in the event.There were somewho walked thedistance and someran but all had agreat time and oneentry even relinquishedsecondplace to her friend and acceptedthird. Now that’s realsportsmanship! It was afundraiser for both activitycenters in their respectivecommunities with sponsorstoo numerous to mention, butif you visit the Facebook page(Klickitat Trail half-marathon& 5k run/walk and spot them,thank those various sponsorsfor their part in making thisevent a huge success.It has been reported to methat the cougar is still on theprowl; this time right throughdowntown Lyle. It has beenspotted on both ends of town;near the railroad tunnel atthe east and it even followed agentleman who was walkinghis dog from the park to hishome on the west end oftown. I understand that mostof the time the man was walkingbackwards, facing thestalking animal to his door.(That’s right past my house,folks!) 6 — NOVEMBER <strong>14</strong>, <strong>2012</strong> GOLDENDALE, WASHINGTONKVH hires full time surgeonKELLY SHIPPFOR THE SENTINELKlickitat Valley Health(KVH) has hired Dr. JacintoOrozco of Tucson, Ariz., to bethe new full-time surgeon,changing the way surgeryservices have been providedsince the hospital opened in1949.KVH says the decision toreplace Mid-Columbia SurgicalSpecialists (MCSS) wasbased on improving the levelof patient services and theeconomic needs of the hospital.“Patient care is going tobe hugely different. Dr. Orozcois a resource we have neverhad before. The communitycould stay here, if theychoose to, to get their care. Wehave got all this infrastructure,and it need to be busy,”says John White, CEO and Superintendentof KVH.Whitecontinues,“We reallyare verygrateful forall the coverageMidColumbiaSurgicalSpecialists have done. Theyhave taken care of us formany, many years. Medicinehas changed and The Dalleshas gotten busier. They didclinics here, but they tookmost of the surgery back toThe Dalles. They have got abusy practice down there.They just naturally like theirhome base,” says White.At first White proposed toMCSS that KVH find and hirea surgeon who would be apart of their group but bebased out of <strong>Goldendale</strong>.MCSS did not agree. “Wetalked through that. At theend I said, ‘The economics areupside down. We’ve got tohave more surgeries donehere,’” White says. Of all thesurgeries required by the patientsof KVH, only one ortwo a month are performedhere. Most surgeries are performedat the MCSS practicein The Dalles. “We have theoperation room crew, we havethe operation room itself, wehave the equipment, and a24/7 anesthesia crew. We werepaying for more than we weregetting.”White says the populationof <strong>Goldendale</strong> can supportthis decision to hire a fulltime surgeon. “We looked atpopulation based-utilizationmeasures. For every thousandpeople adjusted for age,there are so many generalsurgeries that take place onaverage across the country. Soif you do the math on that, it’spretty close to a full-time surgeon,”says White.The search began. KVHlooked for a very experiencedtenure surgeon with a widescope of practice who wasalso familiar with the needsof a smaller rural hospital. “Itis very difficult to find surgeonswho are interested inrural practice. We got luckyand found him very early,”White says. “Rural communitiesare a whole different animal.He has been in a ruralcommunity before, as well asdoing surgery in Tucson forabout eight years.” Lastly,White says they wanted someon e“I think he will be a great fit for theclinic and for the community.”whosepersonalitywouldfit withstaff. “Heneeded tobe a coolguy. He will have hisown clinic space and office.White says that ideally hewould have surgery on Mondaysand Tuesdays; onWednesday he would doupper and lower scopes and aprocedure clinic for lumpsand bumps; and then onThursdays and Fridays hewould see his regular clinicpatients.“I am looking forward toestablishing a surgical presencein <strong>Goldendale</strong> and I wantto make it thrive”, says Orozco.Orozco and his wife are arrivingin <strong>Goldendale</strong> after theholidays. His practice atKlickitat Valley Health beginsthe first week of 2013.White says, “ We would reallylike, if people are going somewhereelse for their care, forthem to give us a try.
