Airport Consultant Engineering Services 

GENERAL 

The intent and purpose of this Request for Information (RFI) is to solicit a Statement of Interest (SOI) from 

Airport Consulting Architectural / Engineering firms for the purpose of the Northern Rockies Regional 

Municipality (NRRM). This RFI will aid in selecting a preferred firm to provide planning, design and 

general construction administration and inspection services for various federal, provincial and locally 

funded projects at the Northern Rockies Regional Airport (NRRA), Fort Nelson, B.C. 

We are seeking an active Consulting Firm to be our preferred service provider for various duties ranging from, 

professional advice, project management, engineering solutions and all other aspects of Airport Consulting 

services. The preferred Firm must have a variety of experience and expertise in airport development and must 

be available to deliver first class, time sensitive service at a moment’s notice from the NRRA. The preferred 

Firm shall also be committed to providing services that reflect the NRRA’s adopted Vision: 

“As Northeast BC’s Premier Gateway Regional Airport, we connect British Columbia and Canada to the 

resilient people, rich resources and abundant opportunities within the Northern Rockies Regional Municipality”. 

BACKGROUND 

The Airport’s Long-Term Strategic and Business Plans identified several development issues and provided 

for an immediate program of capital projects common to all long-term goals. Since the endorsement of the 

two Plans, the NRRA has focused on some identified short and mid-term development projects to preserve 

and utilize existing facilities while allowing for optimum long term development. 

Today, both the region and Airport continue a strong growth. Year 2010 enplanements at the Airport have 

surged to almost 22%, with recent growth over 5% of the previous year. Meanwhile, critical sections of the 

aprons, taxi ways, runways and terminal building, have exceeded their useful life. 

With a vibrant and eventful outlook, the NRRA would require to develop various capital projects which may 

include a series of architectural design, engineering or planning related services. The services of an airport 

engineering consultant are sought in order to assure regulatory, technical and administrative compliance 

amongst many projects. 

NORTHERN ROCKIES REGIONAL MUNICIPALITY OBJECTIVES 

It is the objective of the Northern Rockies Regional Municipality to provide for the development of the 

Northern Rockies Regional Airport utilizing funds from the anticipated Transport Canada administered 

Airport Capital Assistance Program; grant programs; or Municipal funded projects. In order to accomplish 

this, the NRRM intends to select a preferred consultant firm to provide Airport Engineering and Planning 

Services on an as needed basis. 

SUBMITTAL REQUIREMENTS 

In order to be considered, the SOI must include the following information: 

1. Letter of Interest to include the name, business address (Location of the office to conduct consulting 

services), size of firm, and statement of interest in performing the proposed services. 

2. A statement of qualifications to include the firm’s services; the names, qualifications, professional 

background and resumes of the Project Manager and those individuals who will be assigned projects 

if the firm is selected.




3. List of successful Airport Capital Assistance Program (ACAP) applications and projects with the 

amount of funding received. 

4. A list of a minimum of five airport client references including name, address and telephone number 

of client. The references should be a mix of different airport clients where the firm has provided 

airport engineering services. 

5. A list of the firm’s current airport engineering workload (description of current projects and name of 

client) with any innovative and economical engineering design approaches being used.

STATEMENT OF INTEREST SUBMISSION 

1) Two (2) printed originals, and one digital file (ADOBE .pdf copy via BC bid) of the firm’s SOI in 

response to this request must be submitted in a sealed envelope clearly marked “Northern 

Rockies Regional Airport RFI – Airport Consulting Engineering Services” by 2:00 p.m (PST) on 

Thursday July 5 th , 2012 via the following delivery address:

Submissions may also be sent via facsimile transmission prior to 2:00 PM PST on Thursday 

July 5th, 2012, to the Fort Nelson Notary Public, at 250-774-2259, with instructions to 

place the submission in a sealed envelope, clearly marked "Northern Rockies Regional 

Municipality - Request for Information - Airport Consultant Engineering Service".

Two printed copies of the original submission of any electronic/faxed Proposal shall be 

delivered to the Owner's office within five working days following the Proposal Closing 

Date. 

2) Submissions received after the closing time will be returned unopened. 

3) Firms may be required to provide additional information upon request by NRRA. 

SCOPE OF SERVICE REQUIRED




This solicitation is not project specific. The proposal should represent as completely as practicable the 

firm’s experience in all areas of airport architectural design, airport engineering design, airport planning 

and project administration / inspection. 

ANTICIPATED PROJECT ASSIGNMENTS 

A preferred consultant would be requested to provide various levels of consulting services as required 

specific to the needs of each individual project. Such services may include, but are not limited to: 

design/development, contract and project administration, general consulting and guidance. 

SELECTION PROCESS 

We are not seeking to enter into a contract with any organization. Our intention is to have a preferred 

consultant who is qualified in relevant areas of expertise associated with the development and future 

planning of the NRRA, and who will become familiar with our current and future development needs. 

The NRRA will use the outcome of this RFI to determine interest that may lead to selection of a 

preferred firm to perform airport consulting services at the Northern Rockies Regional Airport on an 

as-needed basis. 

This is a Request for Information (RFI) only and does not constitute a commitment, implied or 

otherwise, that the Northern Rockies Regional Municipality (NRRM) will take procurement action in 

this matter. Further, neither NRRA nor the NRRM will be responsible for any cost incurred in 

furnishing this information. 

The NRRM reserves the right to accept or reject any and all submissions in response to this RFI. The 

lowest fee schedule presented will not necessarily be accepted. This RFI in no way shall be construed to 

obligate the NRRM to enter into any contract with any vendor.
