Airport Consultant Engineering Services<br />
GENERAL<br />
The intent and purpose of this Request for Information (RFI) is to solicit a Statement of Interest (SOI) from<br />
Airport Consulting Architectural / Engineering firms for the purpose of the <strong>Northern</strong> <strong>Rockies</strong> <strong>Regional</strong><br />
<strong>Municipality</strong> (NRRM). This RFI will aid in selecting a preferred firm to provide planning, design and<br />
general construction administration and inspection <strong>ser</strong>vices for various federal, provincial and locally<br />
funded projects at the <strong>Northern</strong> <strong>Rockies</strong> <strong>Regional</strong> Airport (NRRA), Fort Nelson, B.C.<br />
We are seeking an active Consulting Firm to be our preferred <strong>ser</strong>vice provider for various duties ranging from,<br />
professional advice, project management, <strong>eng</strong>ineering solutions and all other aspects of Airport Consulting<br />
<strong>ser</strong>vices. The preferred Firm must have a variety of experience and expertise in <strong>airport</strong> development and must<br />
be available to deliver first class, time sensitive <strong>ser</strong>vice at a moment’s notice from the NRRA. The preferred<br />
Firm shall also be committed to providing <strong>ser</strong>vices that reflect the NRRA’s adopted Vision:<br />
“As Northeast BC’s Premier Gateway <strong>Regional</strong> Airport, we connect British Columbia and Canada to the<br />
resilient people, rich resources and abundant opportunities within the <strong>Northern</strong> <strong>Rockies</strong> <strong>Regional</strong> <strong>Municipality</strong>”.<br />
BACKGROUND<br />
The Airport’s Long-Term Strategic and Business Plans identified several development issues and provided<br />
for an immediate program of capital projects common to all long-term goals. Since the endorsement of the<br />
two Plans, the NRRA has focused on some identified short and mid-term development projects to pre<strong>ser</strong>ve<br />
and utilize existing facilities while allowing for optimum long term development.<br />
Today, both the region and Airport continue a strong growth. Year 2010 enplanements at the Airport have<br />
surged to almost 22%, with recent growth over 5% of the previous year. Meanwhile, critical sections of the<br />
aprons, taxi ways, runways and terminal building, have exceeded their useful life.<br />
With a vibrant and eventful outlook, the NRRA would require to develop various capital projects which may<br />
include a <strong>ser</strong>ies of architectural design, <strong>eng</strong>ineering or planning related <strong>ser</strong>vices. The <strong>ser</strong>vices of an <strong>airport</strong><br />
<strong>eng</strong>ineering consultant are sought in order to assure regulatory, technical and administrative compliance<br />
amongst many projects.<br />
NORTHERN ROCKIES REGIONAL MUNICIPALITY OBJECTIVES<br />
It is the objective of the <strong>Northern</strong> <strong>Rockies</strong> <strong>Regional</strong> <strong>Municipality</strong> to provide for the development of the<br />
<strong>Northern</strong> <strong>Rockies</strong> <strong>Regional</strong> Airport utilizing funds from the anticipated Transport Canada administered<br />
Airport Capital Assistance Program; grant programs; or Municipal funded projects. In order to accomplish<br />
this, the NRRM intends to select a preferred consultant firm to provide Airport Engineering and Planning<br />
Services on an as needed basis.<br />
SUBMITTAL REQUIREMENTS<br />
In order to be considered, the SOI must include the following information:<br />
1. Letter of Interest to include the name, business address (Location of the office to conduct consulting<br />
<strong>ser</strong>vices), size of firm, and statement of interest in performing the proposed <strong>ser</strong>vices.<br />
2. A statement of qualifications to include the firm’s <strong>ser</strong>vices; the names, qualifications, professional<br />
background and resumes of the Project Manager and those individuals who will be assigned projects<br />
if the firm is selected.

3. List of successful Airport Capital Assistance Program (ACAP) applications and projects with the<br />
amount of funding received.<br />
4. A list of a minimum of five <strong>airport</strong> client references including name, address and telephone number<br />
of client. The references should be a mix of different <strong>airport</strong> clients where the firm has provided<br />
<strong>airport</strong> <strong>eng</strong>ineering <strong>ser</strong>vices.<br />
5. A list of the firm’s current <strong>airport</strong> <strong>eng</strong>ineering workload (description of current projects and name of<br />
client) with any innovative and economical <strong>eng</strong>ineering design approaches being used.<br />

response to this request must be submitted in a sealed envelope clearly marked “<strong>Northern</strong><br />
<strong>Rockies</strong> <strong>Regional</strong> Airport RFI – Airport Consulting Engineering Services” by 2:00 p.m (PST) on<br />

This solicitation is not project specific. The proposal should represent as completely as practicable the<br />
firm’s experience in all areas of <strong>airport</strong> architectural design, <strong>airport</strong> <strong>eng</strong>ineering design, <strong>airport</strong> planning<br />
and project administration / inspection.<br />
ANTICIPATED PROJECT ASSIGNMENTS<br />
A preferred consultant would be requested to provide various levels of consulting <strong>ser</strong>vices as required<br />
specific to the needs of each individual project. Such <strong>ser</strong>vices may include, but are not limited to:<br />
design/development, contract and project administration, general consulting and guidance.<br />
SELECTION PROCESS<br />
We are not seeking to enter into a contract with any organization. Our intention is to have a preferred<br />
consultant who is qualified in relevant areas of expertise associated with the development and future<br />
planning of the NRRA, and who will become familiar with our current and future development needs.<br />
The NRRA will use the outcome of this RFI to determine interest that may lead to selection of a<br />
preferred firm to perform <strong>airport</strong> consulting <strong>ser</strong>vices at the <strong>Northern</strong> <strong>Rockies</strong> <strong>Regional</strong> Airport on an<br />
as-needed basis.<br />
This is a Request for Information (RFI) only and does not constitute a commitment, implied or<br />
otherwise, that the <strong>Northern</strong> <strong>Rockies</strong> <strong>Regional</strong> <strong>Municipality</strong> (NRRM) will take procurement action in<br />
this matter. Further, neither NRRA nor the NRRM will be responsible for any cost incurred in<br />
furnishing this information.<br />
The NRRM re<strong>ser</strong>ves the right to accept or reject any and all submissions in response to this RFI. The<br />
lowest fee schedule presented will not necessarily be accepted. This RFI in no way shall be construed to<br />
obligate the NRRM to enter into any contract with any vendor.<br />
