Manila International Airport Authority Achieves Milestone with Permanent Aerodrome Certificate for NAIA

The Manila International Airport Authority (MIAA) has been granted a permanent Aerodrome Certificate for the Ninoy Aquino International Airport (NAIA) by the Civil Aviation Authority of the Philippines (CAAP) just before 2023 came to a close.

The certificate, bearing the number AGA-C-06-2023, has been issued under Section 2.2.015 (1)(b) and (2) of the Civil Aviation Regulations governing Aerodromes (CAR-Aerodromes). It attests that NAIA has successfully met and complied with the rigorous standards set by the CAAP.

Expressing enthusiasm over this achievement, the MIAA leadership highlighted the Authority’s unwavering commitment to enhancing operational efficiency, safety, security, and the overall passenger experience at the country’s primary gateway. The receipt of this permanent Aerodrome Certificate signifies a new era of operational excellence for NAIA, elevating the Philippines’ standing in the global aviation community.

The journey towards obtaining this milestone began in 2015 when MIAA initiated an extensive Aerodrome Certification process with CAAP, culminating in the issuance of a temporary certificate in December 2017. The MIAA’s Safety Management System Office played a crucial role in monitoring compliances essential for the aerodrome certificate, ensuring strict adherence to CAAP’s standards.

Addressing findings and compliance issues over the years, MIAA achieved an impressive 90.69% effective compliance score in March 2021. The publication of essential Aerodrome Obstacle Limitation Surface (OLS) Charts in November 2023 further contributed to the awarding of the permanent Aerodrome Certificate by CAAP.

Before granting an aerodrome certificate, CAAP rigorously assesses various criteria, including physical characteristics, facilities, services, safety provisions, personnel qualifications, operational capability, safety management system, and emergency preparedness. The certification is indicative of extensive improvements at NAIA, encompassing enhancements to the runway system, modernization of air traffic control technologies, robust safety and security protocols, and improvements in passenger facilities and services.

MIAA attributes this certification to the dedicated efforts of the entire airport team, particularly the Safety Management Office. The steadfast support and contributions of airport stakeholders, partners, and CAAP played a pivotal role in achieving this remarkable milestone.

Under CAAP’s aerodrome surveillance program, NAIA will undergo routine inspections conducted by the Aerodrome and Air Navigation Safety Oversight Office (AANSOO) of CAAP, ensuring the continued adherence to stringent standards and operational excellence at the airport.
